EXECUTIVE ORDER
NO. 2020-009, Series of 2020

“CREATING THE ONE-STOP SHOP FOR CONSTRUCTION PERMIT IN THE


MUNICPALITY OF SABLAYAN, OCCIDENTAL MINDORO”

WHEREAS, Republic Act No. 11302 otherwise known as the EASE OF OING BUSINESS
AND EFFICIENT GOVERNMENT SERVICE DELIVERY ACT OF 2018 was enacted on May
28, 2018, amendeing Republic Act 9485 to provide program for the adoption of simplified
requirements and procedures that will reduce red tape and expedite business and non-
business related transactions with the government;

WHEREAS, Section 30 of Republic Act No. 11032 mandates the Anti –Red Tape Authority
with Civil Service Commission (CSC) at the Department of Trade and Industry (DTI), and in
coordination with the Department of Information and Technology (DICT) Department of
Finance(DOF), Department of Interior and Local Government Unit(DILG), National
Economic and Development Authority (NEDA) Philippine Statistics Authority (PSA),
Cooperative Development Authority (CDA), Securities and Exchange Commission (SEC),
Office of the Ombudsman, Housing and Land Use Regulatory (HLURB), and the Union of
Local Authorities of the Philippines(ULAP) to promulgate the necessary rules and regulations
within (90) working days from the effectivity of Republic Act No. 11032;

WHEREAS, functions of the Technical Working Group of the One Stop Construction Shop is
to receive applications, coordinated and facilitate the conduct of technical reviews, implement
a one-time assessment of fees and charges, coordinate the conduct of joint inspections, receive
payment of all related fees and charges and release Building Permit/ Certificate of Occupancy.

NOW THEREFORE, by the authority vested in me by law, I, ANDRES D. DANGEROS,


Municipal Mayor, do hereby create the ONE STOP SHOP FOR CONSTRUCTION PERMIT IN
THE MUNICIPALITY OF SABLAYAN, OCCIDENTAL MINDORO as follows;

Section 1 – Composition of the Technical Working Group and the Management


Board - The TWG shall be composed as follows:

Section 2. Process Flow- The OCSP shall comply with the following processes to wit:

fills up the claim stub form and gives it
to the applicant; asks the applicant to

RECEIVING • if incomplete, returns the

• if complete, endorses
application for processing and
evaluation to Building Officer.
 Separates the received documents

BFP BUILDING completes Fire Safety Checklist
PLAN (FSC) on Building Plans.
EVALUATOR  Prepares either a FSEC of Notice of
Disapproval (NOD)

NOTE:

If the application is obviously non- conforming to the land use, the Zoning Office/LPO will use
the result of its review to the applicant and inform the OBO/MEO. The OBO/MEO will inform
the BFP, which will cease evaluating the application.

AGENT  Issues the corresponding
OR to the applicant
through the Cashier.

If the application is conforming, the Zoning Officer will forward to


the BO/MEO a pre-signed Locational Clearance, for collation and eventual
release.

Section 3. Secretariat- The Secretariat of the OSS for Construction Permit shall be the
LEIPO.

Section 4. Effectivity. This order shall take effect immediately. A copy shall be published
in the municipality’s official website.

This 7th of January, 2020 at the Municipality of Sablayan, Occidental Mindoro.
