1 SCOPE SPECIFICATION
This specification prescribes the function, extent of presentation, review and
approval, and disposition of development and design models.

3 PRODUCTS
3.1 Design Model
3.1.1 Model Function
The design model is a detailed design model is a detailed three dimensional tool
used by engineering to design and develop a safe and economical plant that is
easy to construct, operate, and maintain. The model allows for a comprehensive
review by PDVSA of all design components and equipment to ensure the
necessary requirements have been met.
3.1.2 Review and Approval
a. Specific (planned) reviews by PDVSA will be held for dressed vessels,
pumps, strainers, filters, skids, lube systems, etc. During the design stages.
no changes in locations, equipment, addition or deletion of equipment,
stacking of exchangers, handling facilities, vessel orientations, or ladder and
platform arrangements are anticipated after these reviews, (see Exhibit A
“Model Review Guidelines”).
b. Before PDVSA reviews the model, Contractor shall ensure that the model
conforms to P & ID’S (Approved for Design, Rev. 1), access and clearance
for operation and maintenance (see Section 4), specifications (PDVSA
Design Engineering and Ingeniería de Riesgos Manuals), standard
drawings, vendor drawings and catalogs, and the approved plot plan.

4.1 Scale
The model shall be built to the scale of 3/8” = 1’ – 0’ or closer metric equivalent.
Due to the limitations of commercially available stock, exact scale is not always
possible. Every attempt shall be made to hold variances to a minimum.

4.4 Buildings
4.4.1 Buildings containing operating equipment such as compressors and water
treating facilities, shall be fabricated in cut–away form. Buildings that do not
contain operating equipment (e.g., control houses; analyzers) shall be fabricated
in block form with the doors indicated.
4.4.2 Buildings shall be colored dark grey for steel and light grey for concrete and
masonry.

4.5.5 Fireproofing of steel shall be shown to scale where necessary to indicate extent
of fireproofing requirements and to verify piping clearances. Fireproofing shall be
colored light grey.
4.6 Pipe
4.6.1 Pipe shall be represented by 1/6 inch diameter plastic pipe for 2 inch and smaller
lines, and by full scale pipe for lines larger than 2 inches.
4.6.2 Pipe shall be in various colors to indicate pipe material and service as follows:
a. Red – Firewater pipe and miscellaneous fire fighting equipment.
b. Yellow – Process carbon steel pipe.
c. Green – Steam and condensate pipe.
d. Blue – Utility carbon steel pipe (excluding steam and condensate).
e. Grey – Flexible hose [SP (specialty) items] / block valves / spectacles &
blinds.
f. White – Ghost supports.
g. Transparent – Ghost supports.
h. Black – Miscellaneous pipe supports.
i. Orange – Alloy and unusual pipe material.
j. Violet – Existing pipe.
k. Pink – Orifice flanges and safety valves.
l. Dark Grey: Dummy support / structural.
m. Transparent with grating indication: platform.
n. Clear Grey: structural members with fire proofing.
4.6.3 White sleeves shall be installed to indicate insulation.
4.6.4 Screwed, socket weld, and 1–1/2 inch and smaller butt weld pipe shall be installed
only in the following cases:
a. Process lines.
b. In main pipeways and subpipeways.
c. Alloy, ASME Code, category “M”, and high pressure piping above 900#
flange rating.
d. Utility piping, when necessary to define routing in complex or congested
areas, and at control valve manifolds, orifice runs, and other in–line
instruments.

4.7 Valves
4.7.1 All valves indicated on the flow diagrams shall be installed on the model, except
those at sample connections, pressure connections, steam outs, level controllers,
and level gauges (Show only take–off connections).
4.7.2 Commercially available components shall be used. Block forms to scale shall be
used when commercial components cannot be adapted.
4.7.3 Valve gear operators, extension stems, wrench operators, and chain operators
shall be indicated.
4.7.4 All valves shall be colored grey.
4.8 Fittings
4.8.1 Commercially available fittings shall be installed in line color for the following:
a. Reducers – where the small end is 2 inches and larger.
b. All break–out flanges.
c. Weld caps – for lines larger than 2 inches.
d. All blind flanges.
4.8.2 Elbows shall have bent square corners for 2 inch and smaller lines. Elbows,
bends, and miter elbows shall be installed to scale.
4.9 Electrical
4.9.1 Electrical equipment shall be installed on the model in block form, representing
the extreme outline of the equipment. Overhead cable or conduit racks shall be
installed on pipeways and in structures. Racks shall be fabricated from green
plastic, showing width, depth, and routing of major runs.
4.9.2 In addition to the conduit racks, the following electrical equipment shall be
installed: (* = When requested):
a. Transformers.
b. Switchgear (*), motor control centers (*), and all busways.
c. Switch racks, each motor starter and panels for other services.

4.10 Instruments
4.10.1 Two categories of instruments shall be installed on the model: In–line items such
as control valves, relief valves, and orifice flanges; and non–in–line instruments
that are remote mounted such as local indicators, controllers, transmitters, and
instrument panels. All instruments shall be colored pink.
4.10.2 Commercially produced in–line instruments shall be installed when they are
available. When commercial components are not available, the instrument shall
be shown in block form and identified with a tag.
4.10.3 All in–line instruments indicated on the flow diagrams for lines installed on the
model shall be shown.
4.10.4 Thermal relief valves shall not be installed or tagged unless mounted to a
collection header.
4.10.5 Major instrument racks shall be fabricated from plastic, showing width, depth, and
routing.
4.10.6 In addition to the racks, the following instruments or instrument–associated
equipment shall be shown:
a. Local instrument panels (freestanding or a part of a packaged unit).
b. Instrument and analyzer houses.
c. Instrument junction boxes, tagged with their appropriate number.
d. Local transmitters, controllers, etc.

4.10.7 Individual conduit runs, air supply connections on the instrument air header,
instrument piping, and instrument valves shall not be shown.
4.11 Miscellaneous
4.11.1 Fire protection equipment shall be installed in block or cylindrical form and colored
red.
4.11.2 Personnel protection equipment shall be installed in block form and colored dark
blue (e.g., emergency showers).
4.11.3 Ditches, trenches, dikes and future areas shall be indicated.
4.11.4 Fences at property lines, around switch yards, etc., shall be indicated with black
X tape.
4.11.5 Utility stations shall be indicated by a dark blue block form.
4.11.6 Sample coolers shall be indicated by a dark blue block form.
4.11.7 The only underground pipe that shall be indicated shall be process lines that are
shown on the flow diagrams, and shall be indicated by dashed tape 1/16 inch
wide.
4.11.8 Valve boxes, manholes, catch basins, and drain funnels shall be indicated.
4.11.9 All skid mounted units shall be modeled in detail including piping, valving,
instrumentation and equipment.
4.12 Tagging
Tagging or the identification of items or physical features of the model shall be in
permanent ink model pen and in accordance with the following:
4.12.1 Model Boards
Each model board be numbered to match the model board index drawing. Each
board shall have a north arrow and a grid system spaced at 7,62 m (25– foot)
intervals. High point of paving or grade shall be tagged on each board. Only two
sets of coordinates shall be tagged per board. Tags shall be located near the north
arrow and at the opposite end of the table.
4.12.2 Equipment and Vessels
Each piece of equipment shall be tagged with its equipment number as shown on
the equipment list. Vessels shall be tagged with their numbers. Coordinates and
platform elevations shall not be shown.
4.12.3 Buildings
Buildings shall be tagged with their numbers and titles. Coordinates shall not be
shown.

5.2 Ladders
5.2.1 Maximum straight run 4,00 m (13’–0”)
5.2.2 Cages are not required to platforms up to 4,5 m (14’–6”) from grade or starting at
one platform to another 2,40 m (8’–0’) or less from originating platform.
5.3 Manways
5.3.1 Install manways on the back 180° of the vessel (away from pipeway).
5.3.2 Line–up centerlines if possible.
5.3.3 Platform are required at manways with centerline above 6,00 m (20’–0’) from
grade.
5.3.4 From centerline to platform (preferred):
0,80 m (2’–6”)
From bottom of manway entry to platform (maximum):
1,05 m (3’–6”)
From botton of manway entry to platform (minimum):
0,30 m (1’–0”)
5.3.5 Manway orientation should be within the space between downcomers of trays
served. Special care should be given to multiple pass trays.
5.4 Instruments
5.4.1 Level instruments should be oriented toward operating aisle and shall be
accessible from grade or platform and ladder if required to reach the top valve.
5.4.2 Temperature instruments., in non–critical service (critical service are to be defined
by PDVSA – Process Group), under 4,60 m (15’–0”) from grade are accessible
by portable ladder. All those in critical service or above 4,60 (15’–0”) require

5.5 Valves
5.5.1 All valves above to 4,00 m (13’–0”) shall be accessible from platform or permanent
ladder.
5.5.2 If permitted by plant management, operating valves with centerline of handwheel
above 2,40 m (8’–0”) from grade or operating platform may be chain–operated.
5.5.3 Non–operational valves up to 4,00 m (13’–0”) from grade, are consider accessible
by portable ladder. Investigate routing this valve near required permanent ladders
or platforms whenever is possible.
5.5.4 Care should be given to access take–off connections on headers located at the
Main–pipe–rack.
5.7 Pumps
5.7.1 Provide sufficient space for removal using PDVSA’s maintenance equipment.
Typical rolling manual crane dimensions are:
– Working wide 3,45 m (11’–4”)
– Working length 4,80 m (15’–9”)
– Maximum crane reach 6,00 m (20’–0”)

5.7.2 Show on the design drawing, any temporary supports required for piping during
the maintenance of the equipment.
5.8 Davits
5.8.1 Provide drop zone for davit.
5.8.2 Davits are required for PSV (4” size and larger), control valves, internals,
spectacle blinds, etc. over 45 kg (100 pounds).
5.8.3 Davits are required on vertical vessels over 15,00 m (50’–0”).
5.8.4 Provide clearance for swing davit.
5.8.5 Get formal directions from PDVSA for catalyst loading/unloading.
