3.1.1 Model Function
The design model is a detailed design model is a detailed three dimensional tool
used by engineering to design and develop a safe and economical plant that is
easy to construct, operate, and maintain. The model allows for a comprehensive
review by PDVSA of all design components and equipment to ensure the
necessary requirements have been met.
3.1.2 Review and Approval
a. Specific (planned) reviews by PDVSA will be held for dressed vessels,
pumps, strainers, filters, skids, lube systems, etc. During the design stages.
no changes in locations, equipment, addition or deletion of equipment,
stacking of exchangers, handling facilities, vessel orientations, or ladder and
platform arrangements are anticipated after these reviews, (see Exhibit A
“Model Review Guidelines”).
b. Before PDVSA reviews the model, Contractor shall ensure that the model
conforms to P & ID’S (Approved for Design, Rev. 1), access and clearance
for operation and maintenance (see Section 4), specifications (PDVSA
Design Engineering and Ingeniería de Riesgos Manuals), standard
drawings, vendor drawings and catalogs, and the approved plot plan.

MODEL REVIEW LESSONS LEARNED

1. Review locations for area coverage and access.

2. Identify ladders without cages on the model.
3. Provide sufficient access for pump removal and maintenance.
4. Pump valve accessibility should be based on optimum location and not be
standardized.
5. Clarify binding requirements.
6. Provide adequate space for exchanger tube pulling requirements and to
install the tube bundle extractor.
7. Clarify and provide flushing requirements for fire monitors.
8. Show all fireproofing on model (include vessel skirts).
9. Review davits and hoists requirements.
10. Clarify header block valve application.
11. Provide MOV with horizontal hand wheels for increased accessibility where
practical.
12. Tag spring supports on model.
13. Show all piping supports on model.
14. Hard piped drains from pump base plates are not required on models,, show
connections only (show them on P & ID’s).
15. Maintain access around tower platforms (where practical).
16. Identify any deviations from project specifications.
17. Clarify maintenance equipment to be provided by PDVSA.
18. Provide chemical cleaning connections on saltwater exchanger nozzles.
19. Completeness of P & ID’s early, with a combined PDVSA/Contractor review.
20. Ensure PI’s and TI’s are readable from platforms.
21. Clarify control valve bypass valve requirements (gate vs. globe).
22. Guidelines are not specific rules and should be evaluated on an individual
basis.
23. Review utility stations, eyewash, safety showers an drinking fountains
requirements.
