1.0 SCOPE
This method statement covers work processes to be adopted for the Site Preparation & Development
during the establishment of site temporary facilities including camp, temporary access/roads, fence,
offices, fabrication of shop/yard, workshops, utilities, etc. with consideration of associated hazards and
control measures.
2.0 REFERENCES
Risk Assessment shall be prepared including mitigation measures, and responsibility for
implementation. This shall be coordinated with site Safety In-charge and attach to this method
statement.
Before commencing any work, all permits shall be checked and ensured that they are valid until
Completion of activity if required.
All staff and workmen shall wear Personnel Protective Equipment (PPE).
Toolbox talks shall be conducted every day before commencement of work.
All personnel shall be cautioned while working near live lines and other services.
Adequate sign boards shall be kept to forewarn all.
Accumulated debris shall be cleared from the work site on daily basis.
When the wind speed exceeds the limit, all works at height specially lifting activities shall not be
permitted.
All equipment shall be calibrated and accompanied by the competent operators prior to
commencement of any works.
All the site temporary facilities shall be arranged as per Contract document Ref. No
BBPP_CEG_EL_SPC_0200_R3.

5.0 RESPONSIBILITIES
Below mentioned personnel with the responsibilities entrusted to them shall be responsible for
carrying out below mentioned works. In addition to their roles and responsibilities disseminated in
the Project Quality & EHS Plans and the following specific activity functions shall be carried out:
Provide the team with appropriate resources to ensure that works are done in accordance with the
project Quality and EHS requirements and shall be responsible for the approval of method
statement and overall project management.
Reporting to the Project Manager and assisted by construction team as indicated in the project
organization chart.
Ensure that method statement is prepared, established & control measures taken before starting
the work and guiding the team for implementation.
Ensure that latest approved drawings are available at site prior to start of work.
Follow-up & coordinate with design engineering team for preparation and approval of drawings.
Conduct training and awareness program for all personnel deployed for the activity.

Quality In-charge shall review the method statements and ensure all requirements are
included.
Check & ensure availability of ITP / Checklists for the activity.
Schedule inspection of works in coordination with Site Engineer.
Prepare and maintain inspection logs, records, and obtain approval from client.
Inspect the measuring equipment for calibration.
Review Quality Control records and ensure correctness.
5.6 Surveyor
Study drawing and establish control points as per plot plan / approved drawing.
Acquire information from reference station/s & datum level provided by client; establish new
control points at site & cross verify with reference station/s and datum level.
Conduct survey, prepare survey report, and maintain records.
Provide route markings and obtain approvals.
Ensure calibration of survey equipment and its maintenance.

All necessary gate passes for manpower, material, equipment, and machineries shall be
secured prior to entry to project site.
All customer properties shall be recorded in the presence of customer representative and
shall be protected from any damage.
Lifting plan shall be prepared and approved before commencement of any lifting activity.
Traffic management / routing / access shall be planned properly.
Utility routes will be examined through a cable detector in order to locate and protect all
underground services.
If required, trial pit / excavation shall be done to expose the underground utilities and to
define the exact level / location of utilities. Manual excavation using insulated hand tools is
encouraged wherever live underground services are detected.
Site grading and levelling for the required temporary access / roads shall be referred to the
approved lay out plan.

Area for temporary access may be excavated / cut or backfilled depending on the site existing
level using excavator, roller, grader, and compactor until it is visually satisfactory. Test on level
ground may be conducted internally if the area is not satisfactory or as per project requirement.
Suitable subgrade / sub-base material shall be provided to replace the existing soil (if
required).
Temporary fence
All fence foundations shall be laid on the locations marked by the Surveyor from the approved
site lay out plan.
Foundations for temporary fence shall be laid over the levelled ground using concrete blocks of
300 x 300 x 400mm size or as per IFC drawing with poles inserted to them; the horizontal or
diagonal members and the corrugated sheets shall be attached / fixed to the poles as per the
recommendation of the supplier.
Temporary offices
Establish the locations of site temporary facilities including the temporary site office as per the
approved site layout plan.
Level the area using roller, grader, and compactor until it is visually satisfactory. Test on
levelled ground may be conducted internally if the area is not satisfactory.
Foundations for porta cabin shall be laid over the blinding concrete using solid blocks of 200 x
200 x 400mm size or as per IFC drawing with cement mortar ratio of 1:4 as binder or with
precast concrete blocks and foundation should be laid for at least three days prior to
installation of porta cabins.
Ensure that the crane, operator, lifting tools, and tackles are tested and third party certified.
Porta cabins shall be transported to the site using trailer trucks and off-loaded directly to the
foundations using suitable crane.
Install the porta cabins on the foundations with necessary lifting arrangements and construct
the steps on the locations of entry/exit doors.
Site clearance / Excavation permit should be taken prior to carrying out any kind of excavation
activities for the temporary facilities (as applicable).
Carry out the excavation for septic holding tank, manholes, and trenches as per the approved
lay out plan.
Sewage tank shall be placed on the surface levelled by cement blocks.
Water tank shall be located on highest possible location to ensure gravity flow.
All necessary plumbing / pipe connections / fittings shall be installed to ensure that all utilities
are functioning.

Erect sheds for the diesel generator (DG); each DG set shall be provided with proper earth
rod / grounding and clamp.
Carpentry workshop, rebar/formwork fabrication area, smoking/rest area, and water tanks shall
be provided with proper sheds.
All cables / wires, joints, switch boxes, and all necessary items shall be installed for electrical
and telecommunication works.
Lightings and A/C units shall be installed on the locations as per the approved site lay out plan.
Emergency facilities
Emergency facilities such as first aiders, first aid boxes, and fire extinguishers shall be
provided adequately to the whole area.
Hazardous materials like diesel, paint, etc. shall be stored in metal containers away from
ignition source.
Liquid chemical will be stored in a secondary containment (if any).
Waste shall be segregated and placed on the provided waste collection skips.
Dustbins will be provided in all areas (wherever required).
8.0 INSPECTION
The Contractor shall carry out all site activities in compliance with the approved layout drawing, Project
Quality Plan and as per Client specification.
All site activities shall comply with the approval by client representative.
Contractor shall be responsible for issuing of Inspection Notifications client one day prior to
scheduled date of inspection (if required), and all such Inspections and Tests to ensure they are
completed in a timely manner.
