Lesson 1 Disaster Preparedness

Now, I will discuss with you on how to prepare yourself in case we encounter
disaster in our life which is unpredictable. As we all know, the Philippine geological
setting includes beautiful landscapes and escapes. It is this same geological setting
that sets the stage for some of the most violent processes observed in earth’s
surface. Our country has more than 7,000 islands that lie within the Pacific Ring of
Fire and Typhoon Belt. The majority of the nation’s people live in rear- constant
threat of volcanic eruptions, earthquakes, and associated hazards. Other disasters
such as typhoons, landslides and tsunamis also involve ill effects not just on human
lives but also on the vital infrastructure important to maintain society.

Now let’s talk about the NDRRMC

THE NATIONAL DISASTER RISK REDUCTION AND


MANAGEMENT COUNCIL

The NDRRMC stands as president’s advisory body in setting


up preparedness programs, disaster operations, and
rehabilitation efforts. Did you noticed that every after
earthquakes, typhoons, and volcanic eruptions, you can
receive a phone text from the NDRRMC notifying you and
giving you an advice on what to do. See example of text
message on your right side. It is the center for government and private sector
coordination for disaster management and is tasked to allocate the resources in the
country to areas that need support.

For us to be informed and prepared, the Philippine Disaster Government has set up
a series of initiatives that form a strategy leading to a better disaster management
which is the disaster management framework that is divided into four main areas.
Here are the disaster management frameworks of the government.

 First we have the mitigation – the government sets up measures and initiates
programs that aim to minimize the impacts natural and man- made hazards
from village to national levels, this aims to reduce vulnerability by decreasing
risk while coping with hazards .(example, strict implementation of fire and
building codes.)
 Preparedness – before disaster, individuals, groups and those at the national
level initiate measures designed to minimize loss of life and property. This can
range from the household level to community levels through training,
planning, stockpiling and completing information regarding hazards.
 Response – Any action by individual agencies or a collection of agencies both
on public and private levels, providing assistance and relief to the victims
during disaster. It involves the notification of response cites that alerts,
receives and disseminates warnings to concerned communities.
 Rehabilitation - This is usually the longest and the most difficult stage of the
framework. It basically aims to restore normality in the affected regions by
restoring all infrastructure and basic utilities back to their normal operational
states. It also involves the release of funds in a timely and reasonable manner.

As you observed from the various disasters that have occurred in our country, there
are many areas of concern in terms of disaster management. A lot of experts think
that the various government bodies work with limited capacities in terms of
manpower and finances. For example, many people say that there is still a lack of
Emergency Medical Service (EMS) Practitioners in many levels of the government.
There are inadequate resources such as equipment, life, saving services and
Emergency Communication Equipment that greatly reduce the effectivity and
operation of the Emergency Medical Services. (EMS)

Earthquake strike by surprise. Hence the best thing to avoid or lessen its destructive
effect is preparedness. As part of the preparation, schools, offices and communities
conduct earthquake drills and seminars. As of the present, there is no concrete
method or instrument that predicts the occurrences of an earthquake. Seismologists
depend only on the pre-recorded signs such as deformities of land structure and
seismic activities.

Earthquake Preparedness:

To ensure safety and minimize


the damaging effect of earthquake, everyone must always be ready or be prepared.
It is good that you are emotionally and psychologically prepared in facing any
disaster but more than this, you should also prepare and think of your properties
and safety of your family. Make a contingency plan. In school or at home, one
should identify the safe zones in the building by answering the following questions:

 Where in your house or school can you drop, cover, and hold on when
an earthquake strikes?
 Is there a large table and stable enough to protect you?
 Have you checked the emergency stairwell in the building? Where is it
located?
 If there is a safety door that conceals the stairwell, is the door locked?
 Is the stairwell safe enough? Are there obstacles on the steps that will
prevent your quick descent your evacuation?
 Is there signage that will inform you what floor you are on?
Start planning for disaster. Sometimes, our lack of preparedness puts us at more
risk. To help you prepare for an earthquake, check this info graphics from the
Philippine Institute of Volcanology and Seismology (PHIVOLCS) on what to do
before, during and after an earthquake

The key to effective disaster prevention is planning:

 Know the earthquake hazards in your area


 Follow structural design and engineering practices
when constructing a house or building
 Evaluate the structural soundness of the buildings and houses;
Strengthen or retrofit if necessary
Prepare your homes, workplace or schools
 Strap or bolt heavy furniture/cabinets to the walls
 Check the stability of hanging objects like ceiling fans and chandeliers
 Breakable items, harmful chemicals and flammable materials should be
stored properly in the lowermost secured shelves
Familiarize yourself with the exit routes

Know where fire extinguishers, first aid kits, alarms and


communication facilities are located. Learn how to use them beforehand.

Prepare handy emergency supply kit with first aid kit, canned food and can opener, water, clothing,
blanket, battery-operated radio, flashlights and extra batteries.

Conduct and participate in regular earthquake drills

STAY CALM

When you are INSIDE a structurally sound building or home…

STAY THERE!

 If possible quickly open the door for exit


 Duck under a sturdy desk or table, and hold on to it,
or protect your head with your arms.
 Stay away from glass windows, shelves, cabinets and other heavy objects.
 Be aware of falling objects. Be alert and keep your eyes open.

If you’re OUTSIDE… move to an open area!


 Stay away from trees, powerlines, posts and concrete structures
 Move away from steep slopes which may be affected by landslides
 If you’re near the shore and feel an earthquake, especially if it is too strong,
Be prepared for aftershocks, once the shaking stops; take the fastest and safest way out of the building.

…use telephones unless necessary

CHECK…

 Yourself and others for injuries


 Water and electrical lines for damage
 For spills of chemicals, toxic and flammable materials.
 And control fire which may spread.

leave a message stating where you going and
bring your emergency supply kit!

Keep updated on disaster preventions from battery operated radio

To help you get to know about earthquake more, try to read books or magazines
that discuss about earthquakes. Have your house checked by professionals, like
engineers; be sure that your house can withstand the shaking of an earthquake the
same advised if you or your family are planning to acquire house and lot in the
future. Be sure that before buying it, you have consulted professionals (like urban
planners) to make sure that the property is not situated along or near a fault line.
And also safe evacuation areas must be designated so that people know where to go
in case there is a disaster. Even if the disaster cannot be predicted, we can prepare
for it. Here is the example of an evacuation plan and camp list.

Activity 1 SURVIVAL KIT


Performance Standard: You are able to demonstrate ways to ensure disaster
preparedness during earthquakes and volcanic eruptions.

Performance Task: Having gained knowledge on the different disasters that may
occur in our country, it is important that people practice disaster preparedness. For
this performance task, you will prepare a survival kit for the whole family and take a
picture of it since you cannot present it to the class and print in on a long bond
paper.

Option: If you don’t have a phone or any camera to take picture, you have to draw
the survival kit that you prepare on a separate paper, either in a long bond paper or
in a 1/8 size of illustration board.

Suggested Items for Survival Kit: Water, ready to eat food, first aid kit, medical kit,
personal hygiene items, face mask, flashlight, whistle, multipurpose tool, hard hat,
emergency blanket, extra clothing, and battery operated radio, extra batteries, cell
phone with charger, copies of personal documents (birth certificate, passport,
insurance policies, etc.) and family and emergency contact information.

Activity 2 Disaster Preparedness Video


Performance Standard: The learners shall be able to suggest ways by which he or
she can contribute to government efforts in reducing damage due to earthquakes,
and volcanic eruptions.
Performance Task: By now, you have already learned that the Philippines are prone to many
different disasters like earthquakes, and volcanic eruptions and even tsunami. To help the
efforts of the government on disaster readiness, you are tasked to create a short video (ad
campaign) on what your family can do before, during and after an earthquake or volcanic
eruption. Make a video presentation but it must not exceed in 2-3 minutes.

Directions: You have to choose a specific disaster like earthquake, volcanic eruption, fire,
flooding and etc.

Option: If you cannot make a video, you can paint or make a poster about disaster
preparedness. You can draw or paint it in a long bond paper or in a 1/8 size of illustration

REFLECTION:

Disaster strikes by surprise, this occurrence poses a great threat to people’s lives and
properties. This kind of phenomenon measures on how deep is our faith to our God
the Father. We even hear someone says “the Lord is coming”. In every disaster that
we encounter it is necessary to get ready at all times and trust in the Lord that He
will not leave us. This is the reason why you need to learn all of these reminders and
information so that you will be guided and be prepared every time you experience
disaster.
