INTRODUCTION:

As per the Census of 2011, the total population of Tamil Nadu is 7.21
Crore. Of which the population of Adi Dravidar is 144 Crore (20.01%) and
Scheduled Tribe is 7.96 lakhs (1.10%). The majority of the Adi Dravidar and
Scheduled Tribes population are economically backward and socially
marginalized. Most of them lack resources and access to education,
employment and other income-earning opportunities.
According to 2011 Population Census the Literacy percentage of
Adi Dravidar / Scheduled Tribes are as follows:-

2. Welfare Programmes:

The Government of Tamil Nadu implements several welfare programmes


for the socio-economic and educational development of the Adi Dravidar and
Scheduled Tribes in the State. The objectives of these programmes are to
facilitate faster socio-economic and educational development of the Adi
Dravidar and Scheduled Tribes so as to end their social seclusion and economic
deprivation and also to speed up the process of integrating them with the
national main stream. 20 sectoral departments constituting of 48 HOD’s for

Scheduled castes and 20 sectoral department comprising 48 HOD’s for
Scheduled Tribes, earmark specific allocations for the benefit of the Adi
Dravidar / Scheduled Tribes from their regular planned programmes
allocations.

Among various social sector programmes implemented by the Adi


Dravidar and Tribal Welfare Department, education occupies the prime place as
it reforms the society at greater level. Besides this, various other welfare
programmes like distribution of house site pattas and construction of houses
and provision of basic amenities like laying of roads, street lights, supply of
drinking water, burial ground and pathway to burial ground etc. are also taken
up as part of the social development programmes.

Construction of traditional houses, distribution of milch animals,


provision of drinking water facilities and street lights are the benefits extended
to the Particularly Vulnerable Tribal Groups for whose habitation at hilly
areas.

Special Central Assistance to Tribal Sub Plan (SCA to TSS) Scheme has
been renamed as Pradhan Mantri Aadi Adharsh Gram Yojana) 60% of the fund
are utilized for income generating activities and 30% is utilized for creating
infrastructure facilities and the remaining 10% is utilized for creating
employment opportunities for tribal people.

Necessary funds are provided under Article 275 (1) of Constitution of


India to provide infrastructure facilities in Tribal areas.

Tamil Nadu Adi Dravidar Housing Development Corporation


(TAHDCO) implements these economic development programmes in addition
to the regular economic development programmes implemented by various

sectoral departments for the benefit of the Adi Dravidars / Scheduled Tribes /
Adi Dravidar Converted to Christianity in the State. The economic development
programmes implemented through TAHDCO are primarily of three categories
namely 1) Micro enterprises development for the poor families 2) Vocational
job-oriented skill training programmes and 3) Individual entrepreneur schemes
which are supported by appropriate training and subsidy programmes. To
create employment opportunities and to strengthen the skill needs specific
trades among the youth, suitable skill development training programmes are
organized through well known and recognized institutions.

3. Administrative Machinery:

At the Government level, The Commissionerate of Adi Dravidar Welfare


and The Directorate of Tribal Welfare and TAHDCO, an exclusive Corporation
constituted for promoting economic development of Adi Dravidar /
Scheduled Tribes are under the control of Principal Secretary, Adi Dravidar and
Tribal Welfare Department. At the State level, the Commissionerate of Adi
Dravidar Welfare is headed by an I.A.S., officer. Similarly the Directorate of
Tribal Welfare is headed by an C.L.S., Officer. At the district level, District Adi
Dravidar and Tribal Welfare officers are working with their supporting staff for
the Welfare of the Adi Dravidars and the Scheduled Tribes. TAHDCO as a
Corporation is responsible for implementing all the economic development
programmes for the benefit of the Adi Dravidars. It is headed by the
Managing Director in the cadre of an I.A.S., officer. In the field level, TAHDCO
has district offices headed by District Managers.

Collectors at the district level are the main co-ordinating officers for
monitoring all welfare programmes for the benefit of the Adi Dravidars and
Scheduled Tribes with the support of District Adi Dravidar and Tribal Welfare
Officer, District Manager, TAHDCO and the heads of the Sectoral Departments

like Rural Development and Panchayat Raj, Agriculture, Health and Family
Welfare, Higher Education, Animal Husbandry, Dairying & Fisheries, Municipal
Administration & Water Supply, Revenue, School and Social Welfare &
Nutritious Meal Departments etc. involve themselves in implementing
“Schedule Castes Sub Plan” for Adi Dravidar and Scheduled Tribes.
4. SCHOOLS AND HOSTELS

The following provisions are given to the students belonging to SC / ST

5. Admission of Students in VI Std and XI in Reputed Residential


Schools.

The bright students studying in 5th Standard are admitted in the reputed
residential schools in 6th standard and the entire expenditure of these students
are borne by the Government till 12th Standard. Under this scheme, one girl or

one boy who secures the highest mark in the special examination conducted in
each Block is admitted in Reputed Residential Schools.

In order to help the Adi Dravidar and Scheduled Tribe Students to appear
for All India Level Competitive Examinations and to improve their skills. 10
outstanding students (including 3 girl students) from each district, totaling 385
students who secure the highest marks in X Std are selected and admitted in
the XI Std in Reputed Private Schools. A sum of Rs.28,000/- per student is
being spent by the Government every year.

6. Education
(a) Scholarship

Adi Dravidar and Tribal Welfare Department is implementing various


educational scholarship Schemes from 1st Std to P.G & Ph.D degree with the
prime objective of providing quality education to Socially and Economically
backward communities such as Adi Dravidar, Scheduled Tribes and Adi
Dravidar converts to Christianity to ensure socio-economic, educational
development, social dignity and self sustainability.
Some schemes are implemented without insisting caste and income
ceiling of the target beneficiaries/students. Many schemes are implemented
with the objective of uplifting the poorest by taking into account of the target
beneficiaries’ community, income and category of the institutions
(Government/Government Aided/Private) in which the students are pursuing
their education etc.,

Adi Dravidar and Scheduled Tribe girl students and to help them to continue

8. REMOVAL OF UNTOUCHABILITY

The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act


1989 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities)
Rules 1995 have been amended by the Government of India after getting
concurrence from the State Governments as Scheduled castes and Scheduled
Tribes (Prevention of Atrocities) (Amendments) Act 2015 and Scheduled castes
and Scheduled Tribes (Prevention of Atrocities) Amendment Rules 2016. The
above said Act and Rules have been notified in the Gazette of India
(Extraordinary) and came into force on 01.01.2016, 14.04.2016 and
27.06.2018 respectively.

A sum of Rs.10.00 lakh is given to one village in each district (except


Chennai) where untouchability is not practiced in any form and the people live
in harmony.

9. Provision of basic amenities

Free house site pattas are issued to the houseless Adi Dravidar and
Scheduled Tribe families. Supply of protected drinking water to the Adi
Dravidar and Tribal habitations is given priority under infrastructure
development, Bore wells are being provided instead of ordinary open wells.
Further, Government is allocating funds for providing burial grounds and

11. Pradhan Mantri Anusuchit Jati Abhyuday Yojana (PM-AJAY)

From the year 2021-2022, the Pradhan Mantri – Anusuchit Jaati


Abhyuday Yojana (PM-AJAY) has been introduced by Government of India by
merging three existing schemes viz., Pradhan Mantri Adarsh Gram Yojana
(PMAGY), Special Central Assistance to Scheduled Castes Sub Plan (SCA to
SCSP) and Babu Jagjivan Ram Chhatrawas Yojana (BJRCY).
(a) Pradhan Mandri Adarsh Gram Yojana - (PMAGY )
Objective of the Scheme

The main objective of this scheme is to ensure integrated development


of the selected villages with more than 50% of scheduled caste population so
that there is adequate infrastructure and improvement in socio -economic
indicators as part of various sectors / Domains. These domains include
Drinking water and Sanitation, Education, Health and Nutrition, Social security

, Rural Roads and Housing, Electricity and Clean Fuel, Agricultural Practices,
Financial inclusion, Digitization, Livelihood and Skill Development.
The Project Officer of DRDA at the district level have been implementing
the above scheme .

more than 50% of Adi Dravidar.

(b) Special Central Assistance to Scheduled Castes Sub Plan (SCA


to SCSP)
Objective of the Scheme

The Government of India is providing Special Central Assistance, as a


supplementary grant to the Scheduled Castes Sub Plan of the State to enhance
infrastructural facilities, facilitate family income generating schemes,
encourage economic development and provide skill development schemes and
also to enhance the productivity and income of the Scheduled Caste families.

Under this scheme 80% of the funds are utilised for Economic
Development activities for Adi Dravidar. 10% of the fund is used for imparting
Skill Development Training to unemployed Adi Dravidar youth through
TAHDCO. Remaining 10% of the amount is released to the Commissioner of
Adi Dravidar Welfare for providing infrastructural facilities to Adi Dravidar
habitations where 50% or more of the population are Adi Dravidars.

more than 50% of Adi Dravidar.

(c) Babu Jagjivan Ram Chhatrawas Yojana Scheme (BJRCY)

The Ministry of Social Justice and Empowerment is allocating funds for


the construction of a new Hostel building at Adi Dravidar Welfare Department
under the Babu Jegajivanram Chatravas Yojana. The project is being
implemented with 100 per cent contribution for the construction of hostel
buildings and 50 per cent contribution for construction of hostel buildings.
A new building has been constructed for 208 hotels through this above
scheme 2003-2004 to 2021-2022. Now (2019-2020 & 2020-2021) 13 Hostel
Building construction by TAHDCO in this Scheme

 Eligibility - The scheme is implemented in Adi Dravidar Hostels only.

12. Tamil Nadu Puthirai Vannar Welfare Board

Tamil Nadu Puthirai Vannar Welfare Board was formed in the year 2009.
The Commissioner of Adi Dravidar Welfare is the Member-Secretary of this
welfare Board vide Government letter no. 20/ADW6/2010-1, dated
10.03.2010.

The Card holders of this Board are eligible for obtaining Accident Relief
Fund / Funeral Assistance, Educational Scholarship for their Children, Marriage
Assistance for their Children, Pregnancy Assistance, Spectacles Assistance, Old
Age Pension etc. In 2009 – 2010 a sum of Rs.50.00 Lakhs and in 2010 – 2011

a sum of Rs.50.00 lakhs and in total Rs.1.00 crore had been sanctioned for

TRIBAL WELFARE

Introduction

The Directorate of Tribal Welfare was bifurcated from the Directorate of


Adi Dravidar and Tribal Welfare Department with effect from 01.04.2018. The
Government of Tamil Nadu is paying special attention for the development of
tribal people in 23 Districts where Scheduled Tribes concentration is more. The
prime objective of the Government is overall improvement of Education, Health
and Socio Economic status of tribes and also to reduce the gap between tribes
and non tribes. Basic needs like provision of drinking water, link roads to the
tribal villages, construction of houses and other infrastructural requirements
are given special focus.

In Tamilnadu, Tribal Sub Plan has been implemented since 1976-


1977. It is a part of State’s annual plan and constitutes about 1.1% of the
annual plan in proportion with the population of scheduled tribes in the State.
Under Tribal Sub Plan, all departments allocate funds to implement schemes
for tribal welfare, infrastructure improvement of tribal areas, and to create
livelihood opportunity for tribals. Tribal Sub Plan ensures that resources spent
for the benefit of scheduled tribes is atleast in proportion to their population.

Under Special Central Assistance to Tribal Sub Plan (SCA TO TSS)


(Now the scheme name has been renamed as Pradhan Mantri Aadi
Adrash Gram Yojana.) 60% of the funds are utilized for income generating
activities and 30 % of funds are utilized for infrastructure facilities and
remaining 10% of funds are utilized for creating employment opportunities for

The Government have identified 10 Integrated Tribal Development
Programme (I.T.D.P) areas covering 7 Districts Viz., Salem (Yercaud,
Pachamalai, Aranuthumalai and Kalrayan Hills), Namakkal (Kolli Hills),
Villupuram (Kalrayan Hills), Tiruvannamalai (Jawadhu Hills), Tiruchirapalli
(Pachamalai Hills), Dharmapuri (Sittheri Hills) and Thirupattur (Jawadhu and
Yelagiri hills) where Tribal population is 50% or more than the total population
to implement all the tribal welfare Schemes.

In order to Provide infrastructure facilities in Tribal areas,maintenance


of Tribal Residential Schools,necessary funds have been provided under
Article 275 (1) of the Constitution of India.

Out of the 36 Tribal communities in Tamilnadu, 6 Tribal Communities


i.e. Toda, Kota, Kurumbas, Irular, Paniyan and Kattunayakan population is
neither decreased nor increased and remain static. Hence they are classified as
Particularly Vulnerable Tribal Groups (PVTGs). Government is focusing
more on the social, economic and education development of the six tribal
groups through PVTG Scheme. Construction of traditional houses, Schools,
Brick Kiln, distribution of Milch Animals, provision of Drinking Water facilities,
street lights, supply of Beehives, Vehicles, Fishing Nets, Two Wheelers,
Providing Bore wells etc., are some of the welfare oriented works done under
the scheme.

Under Comprehensive Tribal Development Programme, Land


development activities, improvement of Katcha Houses, construction of
Community Halls, road work, improvement of infrastructure in Government
Tribal Residential Schools, provision of drinking water facilities, free 3 Phase
Electricity connections, economic development schemes and training skills are
implemented.

Tribal Research Centre (TRC) was established in the year 1983 with
the assistance of Government of India at Muthorai Palada, Udhagamandalam
in the Nilgiris District, for data collection about the Tribes and to conduct
necessary research about their life style, culture, language and socio economic
and educational status. A Director, who is specialized in Anthropology is
heading TRC. A Library and a Tribal Museum have been setup in which the
tribal and photographs artifacts on the life style of the tribes are displayed.

TAMILNADU ADI DRAVIDAR HOUSING AND DEVELOPMENT
CORPORATION LTD(TAHDCO)

Tamil Nadu Adi Dravidar Housing and Development Corporation


(TAHDCO) was established in 1974 under the Companies Act, 1956 initially as
a construction company for construction of fire proof houses for the people of
Scheduled Caste. Since 1980-81, the Corporation has also been involved in
socio economic development activities for the benefit of Adi Dravidar people.
The approach of the Government is two pronged viz strengthening
infrastructure for education and basic amenities, which are directly benefiting
SC/ST people at large.
The main objective of the organization is to improve the socio and
economic status of the Adi Dravidar and Tribal people so that their socio
economical standards can be raised.
In this connection, steps are being taken to implement various welfare
schemes to ensure sustainable socio and economic development among the
Adi Dravidar and the tribal people.
(i) Providing buildings, drinking water and sanitation facilities for schools
and hostels in Adi Dravidar / Tribal habitations.

(ii) Improving the livelihood opportunities of the poor through self


employment and skill training with special focus, on Sanitary workers
and those Adi Dravidar/ Scheduled Tribes families living below poverty

4. Scavengers Welfare Board


Scavengers Welfare Board was formed in the year 2007 vide G.O. Ms.
No.71, AD&TW Dept., Dated: 11.06.2007. To provide financial assistance to
the enrolled members and their dependents of Scavengers in the years 2008-
09, 2009-10 and 2010-2011. Government was sanctioned Rs 3.00 Crore to
this Welfare Board.

The Managing Director, TAHDCO is the Member-Secretary of this welfare


Board. The Card holders of the Board are eligible for obtaining Accident Relief
Fund / Funeral Assistance, Educational Scholarship for their Children, Marriage
Assistance for their Children, Pregnancy Assistance, Spectacles Assistance, Old
Age Pension etc.

In the G.O.Ms.No.108, Adi Dravidar and Tribal Welfare (ADW-6)

State Commission for Tamil Nadu Adi Dravidar and Scheduled Tribes:-

It was suggested in the State High Level Vigilance and Monitoring

Committee meeting chaired by the Hon’ble Chief Minister on 19-08-2021 that

the Tamil Nadu State Commission for Scheduled Caste and Scheduled Tribe to

be set up. Following the announcement of the Hon’ble Chief Minister under

Rule 110 in the Legislative Assembly on 08-09-2021, the relevant bill was

passed in the Tamil Nadu Legislative Assembly. Accordingly, the Tamil Nadu

State Commission for Scheduled Caste and Scheduled Tribe came into effect

from 13-10-2021, the date of notification in the Gazette 17/2021.

So far, 703 petitions have been received and summon sent for enquiry

and after getting explanation from the concerned department officials solutions

have been found.
