I. Introduction

As we move towards the lifting of Modified Enhanced Community Quarantine (MECQ) into General
community quarantine (GCQ) in Metro Manila, the building administration, together with our service
partners, is consistently giving full efforts to maintain our building safe and secure from the threat of
COVID-19. We know that the risks and infections still remain, with this, we need to seek your cooperation
to lessen the probability of infection by following our implementing our building protocols.

II. General Guidelines - New Normal Building Protocols

We need your utmost cooperation in implementing the following building safety protocols to protect
everyone in the building. Below is the general information when inside the premises;

1. “No temperature check, No face masks, No alcohol disinfection = No Entry”. This will be strictly
enforced by our front liners wearing complete Personal Protective Equipment (PPE) who will
conduct the temperature checks. All those found with a temperature of 37.5 degrees Celsius and
above will be placed in the designated isolation area of the building for appropriate medical
action, and their employer shall be immediately noticed.
2. The wearing of face masks is mandated at all times.
3. The use of foot bath stations is required for all employees and guests before entering the building.
Those who fail or refuse to comply will not be allowed to enter the building.
4. Social distancing shall be observed at all times within the building. This means maintaining a
physical distancing of at least 2 meters away from the next person.
5. Employees who were COVID-19 positive patients and have recovered must submit a copy of their
health clearance from the LGU or hospital / medical facility to the Property Management Team
before being allowed entry to the building.

III. New Normal Fit-out Guidelines

a. Deliveries, Material Handling and Work Access Permits.


i. The Service Elevator is the only access for all the deliveries and pull-out of
materials.
ii. Delivery and pull-outs are only allowed during the times specified by the
Administration
a. 7:00PM to 6:00AM, Monday to Friday
b. 24 hours during weekends and holidays.
iii. All workers’ point of access is through the service elevator “ONLY” (i.e project in
charge/engineer, safety officers, foreman/lead man, laborers, suppliers, helper,
etc.).

b. Working Hours
i. Construction and fit-out works are only allowed during the times specified by the
Administration
a. 7:00PM to 6:00AM, Monday to Friday
b. 24 hours during weekends and holidays.
ii. Fit-out activities are prohibited during building operations (8:00AM to 5:00PM).
This is to maintain the social distancing inside the building and in our service
elevator.

c. Safety and Security access


i. “No Temperature Check, No Alcohol Disinfection, No Mask = No Entry”
ii. Everyone is required to wear complete Personal Protective Equipment (PPE) at
all times (gloves, masks, and face shields).
iii. Medical Fit to Work and Daily Health Declaration (Annex “X”) form for all
workers shall be collected by the Safety Officer. These documents shall be
available on site upon inspection anytime.
iv. Rapid Testing (IgG/IgM Antibody) for all contractors personnel and workers,
Safety officers must submit the test results to the building Administration through
email (rbcsreception@rockwell.com.ph) together with a list of those who
undergo the testing.
v. Contractors’ ID/pass should be given and worn at all times upon entering the
building to ensure that safety protocols are followed. Please be reminded that
loitering is strictly prohibited.
vi. Maximum of 4 passengers at a time are allowed to use the service elevator.
Everyone should follow the floor markers inside the elevator. Please wait for your
turn.

d. Working Area Health and Safety
i. “No Safety Officer on site = No fit-out activities”, A Safety Officer (S.O.) must be
present at all times.
ii. Each fitting out tenant shall provide their own foot bath stations with
disinfectant on their entry and exit points and shall be used by all workers before
entering and exiting the fit-out space.
iii. The wearing of masks is mandated at all times.
iv. Disinfection and general cleaning of construction sites is required every day.
v. Social distancing will be implemented inside the space, the allowable number of
workers on site is 1 person per 12 sq.m.
vi. Contractors, subcontractors, and concessionaires are required to provide their
workers with sleeping quarters, adequate food and drinking water to limit their
movement outside of workplaces. A shuttle service must be provided to ensure
less exposure and risk of workers in going to work.

e. On site progress report and updates


i. A step-by-step procedure/methodology of Foot Bath and Sanitization of tools
must be submitted in the form of writing and video clip.
ii. During the fit-out, video clips of disinfecting of tools, cleaning of work areas,
observing social distancing in the workplace shall be submitted by the Safety
Officer, (Video clips must be shared to the viber group with the Property
Management Office and authorized representative of the tenant).
iii. Contractors shall provide recordings of the construction activities per day via
Body Camera/Action Cameras attached to their foreman’s hard hat or vest. (Daily
video recording must be submitted to the Property Management Office).

IV. Annex “Y” (Penalties)

a. For Fit-out Tenants/Contractors

Violation of any of the above rules will be subjected to the following penalties:
First Offense – Php 5,000
Second Offense – Php 10,000
Third Offense – Work Stoppage

b. For Building Protocol (New Normal)

Non-wearing of Face Mask 1st Offense and succeeding offense: Php 5,000
(City of Mandaluyong ordinance No. 767, S-2020)

Congregation of 2 or more people 1st offense: Php 1,000 per person


(not practicing social distancing) 2nd offense: Php 3,000 per person
3rd offense: Php 5,000 per person

Non-compliance to self-quarantine protocol (for Fine of Php 10,000 / incident


suspected, probable, and confirmed cases)

Late and Non-disclosure of Covid-19 test and Fine of Php 50,000


Results
(all disclosures must be made within 24 hours of
the conduct of such test and/or receipt of
results).

• Upon the 2nd succeeding offenses, the offender will be denied entry into the building for a
period of three (3) days in addition to the posted penalty.

• Tenants shall immediately be notified of any infraction/non-compliance of any of their


employees, contractors, suppliers and/or guests.
