THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale

The COVID-19 disease spread has emerged as a worldwide pandemic

and cause severe threats to humanity. The World Health Organisation (WHO)

releases guidelines to help the countries to reduce the spread of this virus to the

public, like wearing Face masks are now required by law in many public places

around the world. Masks, however, were causing litter problems on land and at

sea long before they were made mandatory. Given that surgical masks are only

supposed to be worn for one day, this creates a massive trail of clinical waste in

the environment.

Even before the COVID-19 epidemic, there was a major threat: waste

management around the world, notably plastics. Due to contamination in both

the terrestrial and marine habitats, this has become a major concern in recent

years. Currently, during the COVID-19 epidemic, there is a sudden increase in

the usage of gloves, face mask, hand sanitizer bottles and syringes, which are

mostly made of plastic. If these products are not properly handled or disposed of

it may still carry pathogen contaminants potentially considered hazardous waste.

As we continue to live with Covid-19, face masks will become part of our

"new normal." While face masks will undoubtedly be an adjustment for all

students, for children with speech, hearing, and language issues, the use of face

masks may be especially difficult.

Studies estimate a twofold increase in the number of plastic trash

(including micro and nano-sized plastics) by 2030, posing a serious

transboundary hazard to natural ecosystems and human health. However, such

predictions will likely be aggravated by the excessive use and consumption of

single-use plastics (including personal protective equipment such as mask and

gloves) due to COVID-19 pandemic.

Hence, this research study aims to provide comprehensive product that

helps to lessen macroplastic pollution and its potential implications on the

environment and human health considering short-and long-term scenarios;

addressing the main challenges and discussing potential strategies to overcome

them. It emphasizes that future measures, involved in an emergent health crisis

or not, should reflect a balance between public health and environmental safety

as they are both undoubtedly connected. Although the use of consumption

plastics significantly improved our quality of life, it is crucial to shift towards

sustainable alternatives, such as bio-based plastics. Plastics should be remained

in the top of the political agenda, not only to minimize plastics leakage and

pollution, but to promote sustainable growth and to stimulate both green and

blue-economics. Discussions on this topic, particularly considering the excessive

use of plastic, should start soon with the involvement of the scientific community,

plastic producers and politicians in order to be prepared for the near future.

Literature Background

The ongoing COVID-19 epidemic has created substantial uncertainty for

every individual, business, school, career, and economy in every country.

Personal protective equipment (PPE), social distance, travel limitations, and

lockdown are now being used to combat the coronavirus outbreak. This ongoing

pandemic situation created that wearing mask is must for every human life. The

use of masks is expanding, which means more masks are being produced and

more energy is being consumed. Furthermore, the growing use of face masks

adds to landfill and medical waste. The majority of these face mask wastes

comprise polypropylene and/or polyethylene, polyurethane, polystyrene,

polycarbonate, and polyacrylonitrile, which pollute the environment with plastic

or microplastic pollution.

This implies that the current pandemic is increasing pollutants in the

environment and having a negative influence on human and animal health. As a

result, sustainable solutions must both reduce environmental consequences and

meet mask demand.

Furthermore, by using nature-centered (ecocentric) approach, it places

environmental movements on an available wide range; at one end, the human-

centered ang economic ethics, and at the other end, environment-centered

ethics, which is more comprehensive and holistic. According to Dunlap & Van

Lier (1978), if a person sees the world as an independent value, one believes

that nature should be protected without keeping his own interests at the forefront

and acts accordingly, all of which mean such a person has ecocentric thoughts.

Such people can see plants and animals are equally important and valuable as

people.

Additionally, the current conceptualization of environmental responsibility

follow a human-centered approach wherein the natural environment is seen as

instrumental to human ends. Environmental responsibility, in this context,

emerges primarily as the preservation and sustenance of nature in a manner that

would limit waste, enhance the aesthetic and spiritual value of nature, and confer

psychological and economic rewards upon individuals and business that follow a

sustainable course of interaction with nature. Environmental responsibility within

this approach is viewed to be multilateral and institutional rather than merely as

moral responsibility of business or of governments.

Moreover, according to Lacker (2015), recycling the face mask by the

appropriate processes is one of the alternatives used to reduce the plastic

pollution generated by mask waste. Broadly, there are two ways for recycling

such as primary recycling and secondary/chemical recycling. Primary recycling

is the reusing of the product in their original structure. In the secondary

recycling, the mask consisting of thermoplastic can be reused. As they can be

re-melted and re-processed into various end products; either to produce the

same product or composite products. Hence, this method can be employed to

recycle the mask in a useful manner.

Besides, the implementation of Republic Act No. 9003 or known as the

“Ecological Solid Waste Management Act of 2000” highlights the proper way of

segregating waste disposal and assigns who shall be in charge in the

implementation. It showed that the level of community participation in terms of

penalties, and seminars and programs were high but on materials and facilities,

and incentives were moderate. In spite of high participation, community

respondents still need to be educated because some of the penalties imposed

were not properly explained to them. Thus, a massive information education

campaign is necessary to both the community and the barangay leaders along

with other strategies.

Otherwise, the Philippine is an archipelagic country located in the

Southeast Asia. It has a dynamic and rapid economy due to increasing

urbanization, growing middle class and it has a large and young population

(World Bank, 2020). Given this condition, solid waste production in the

Philippines also increases (Castillo & Otoma, 2013). Republic Act No. 9003

(Ecological Solid Waste Management Act of 2000) defined solid waste as all

discarded household, commercial waste, non-hazardous institutional and

industrial waste, street sweepings, construction debris, agriculture waste and

other non-hazardous/non-toxic solid waste.

Therefore, solid waste management pertains to the control of generation,

storage, collection, transfer and transport, processing and disposal of solid

waste in a manner that is in accord with the best principles of public health,

economics, engineering, conservation, aesthetics, and other environmental

considerations, and that is also responsive to public attitudes.

However, solid waste management tend to be ignored (Massod, Barlow,

& Wilson, 2009). Improper waste disposal, inefficient waste collection and lack of

disposal facilities are some concerns on solid waste management in the

Philippines (Matunog & Awa, 2013; Senate Economic Planning Office, 2017).

Due to this, Philippines was considered as world’s leading plastic polluters

(WWF-Philippines, 2018).

In addition, poor management of solid waste may cause health hazards to

inhabitants, environmental problems such a s water and soil contamination, air

pollution and flooding and other socio-economic problem (Abu Qdais, 2007;

Sharholy et al., 2008; Senate Economic Planning Office, 2017)

Otherwise, one of the theories that is use to call for moral responsibility to

the natural world by Leopold’s theory. This theory is the recognition of

humanity’s duties towards nature, is central to solving our unprecedented

environmental crisis. His emphasis is next phase of human ethical development

must include expanding sphere of moral concern to encompass the land. Only

through such an expanded ethic, he held, could human and natural

communities, in all their diversity, productivity, and beauty, function well and

thrive together over the long run.

Therefore, research shows that many Junior & Senior High School have

difficulty in finding a durable and eco-friendly bag for printed modules in the local

area. In this study, it creates a new product and also minimizing the face mask

waste in the environment. 

Again, face masks are currently regarded as critical equipment for

preventing the COVID-19 pandemic. The demand for such gadgets, as well as

the amount of plastic trash generated as a result of their use, is substantial. It

develops an eco-design actions guide that supports the design of dedicated

masks, in a manner to reduce the negative impacts of these devices on the

environment during the pandemic period. An environmental assessment based

on life cycle assessment and circularity assessment are the most sustainable

from a life cycle perspective, drastically reducing the environmental impacts in

all categories.

Lastly, recycling single use and disposable face masks into a bag has a

positive environmental impact. It prevents the creation of micro plastics resulting

from the face mask and protects the health of the environment and wildlife.

THE PROBLEM

Statement of the Problem

The main thrust of the study was to evaluate the level of acceptability of the

respondents of Ecofacemask-Sheet.

Significance of the Study

The researchers believed that this study would be of great help to the

following persons:

Junior & Senior High School Students. This study will help students in a

way that could help the researcher create another product that can be used in a

classroom by using the Ecofacemask-Sheet.

Future Researchers. This study may be useful and valuable to other

researchers who desire to conduct similar research work and serves as their

guide in accomplishing the tasks having the findings serve as bases in their

research.

Specifically, the study aimed to determine the following:

1. How durable is this material for a storage bag that could carry lots of
modules?
2. What should you do to help the community to minimize the problem in

disposing face mask & reduce pollution in the environment?

3. What are the other sustainable solutions for this kind of waste, which

would otherwise end up in landfill or often simply be littered on the streets?

RESEARCH METHODOLOGY

Design

This quantitative research utilizes description research design because

the researcher intents to evaluate the level of acceptability of the ModEco-Bag of

students base on different attributes.

Environment

The locale of this study is in Dagohoy National High School which is

located in Poblacion Dagohoy Bohol. Dagohoy National High School is one of the

public schools of the Philippines, established in 2002. Near this place are: San

Miguel Elementary School (146 m), Caluasan Elementary School (1 km), Babag

Elementary School (2 km), Malitbog Elementary School (2 km), Caluasan

Elementary School (2 km).

Participants

The subjects of the study are the Junior & Senior High school teachers for

the school year 2021-2022. From a population size of 58, a sample size of 16.

Senior high school teachers will be the experimental group and junior high school

will be the control group. The teachers for the study will be chosen through pair

matching of the two sections. The assignment of the two sections as

experimental and control groups will be done through lottery technique.

Instruments

The researcher’s made questionnaire will be utilized to measure the acceptability

level to ModEco-Bag. The said questionnaire composed of two parts: The first

part is about the respondent’s profile while the second part is likert-scale

questionnaire intends to measure the acceptability level of ModEco-Bag based

on different attributes.

Procedure

A systematic procedure will be followed in the data-gathering process.

Phase 1 – Pre-data Gathering

With the permission and approval from the Dean of the College of Advanced

Studies, Campus Director and University President of Bohol Island State

University Main Campus, the researchers will send a letter of request that will be

addressed to the office of Dagohoy National High School to ask for permission,

approval and assistance to conduct this study. An informed consent was also be

provided to the actual respondents.

Phase 2 – Actual Data Gathering

After receiving the approval letter, the researcher will conduct the study to

the chosen school among the randomly chosen respondents. The respondents

will be given enough time to answer the questionnaire for their honest and valid

answer from the given instrument.

Phase 3 – Post-data Gathering

After retrieving the questionnaires, the researcher will tabulate the

gathered data for his interpretation and analysis which will be the basis in

formulating the findings, conclusions and recommendations of the study. The

researcher will make sure for the confidentiality of the respondents’ answers.

Statistical Treatment

In this research, the researcher uses a quantitative data analysis

technique. The quantitative data of this research is analyzed by using statistical

method.

The researcher in this research uses T-test as formulated below:

Ethical Consideration

The ethical consideration requires accountability, trust, mutual respect and

fairness among all the parties involved in this study.

The actual respondents signed an informed consent form prior to the

study's conduct to ensure their voluntary willingness to participate. As a result,

the respondents will be given ample time to complete the questionnaire without

being forced to do so. It is critical that the research process does not harm

participants in any way, and that any personally identifiable information is not

made available to or accessed by anyone other than the researcher.

Furthermore, the researcher guaranteed the confidentiality of their responses

and only assessed relevant components of the research being conducted;

therefore, it is critical to keep evaluations as simple as possible and to stay

focused on the purpose and use of the data gathered.

Ethics allows researchers to work cooperatively on study formulation with

the support of the instructor, peers, and those with knowledge in the field. As a

result, the goal of this research is to defend all contributors' intellectual property

rights.

DEFINITION OF TERMS

To facilitate the understanding of certain terms in the study, the following

definitions are made operationally.

Face Mask. The anti-projection mask or surgical mask is a medical

device with an official EN 14683 standard description of "a medical face mask".

It is indicated for the protection of the wearer's environment, as it is intended to

avoid, when the wearer exhales, the projection of secretions from the upper

airways or saliva that may contain infectious agents transmissible by ‘droplet’ or

‘air’ routes. A surgical mask is designed for a single use only. It should be

changed as soon as it becomes wet and at least every 4 h at the most,

considering the conditions of use and integrity.

Surgical masks must bear on their packaging: the CE (Conformité

Européene) marking, the dated reference of standard EN 14683, and the type of

mask (type I, II, or IIR). This last information characterizes the performances of

bacterial filtration, differential pressure, and resistance pressure to splash,

according to EN 14683, the last being required only for IIR masks. A medical

face mask with an appropriate microbial barrier can also be effective in reducing

the emission of infective agents from the nose and mouth of an asymptomatic

carrier or a patient with clinical symptoms.

Recycle. Recycling is the process of collecting and processing

materials that would otherwise be thrown away as trash and turning them into

new products. Recycling can benefit your community and the environment.

Recyclables are sent to a recovery facility to be sorted, cleaned and

processed into materials that can be used in manufacturing. The materials

reused in recycling serve as substitutes for raw materials obtained from such

increasingly scarce natural resources as petroleum, natural gas, coal,

mineral ores, and trees. Recycling can help reduce the quantities of solid

waste deposited in landfills, which have become increasingly expensive.

Recycling also reduces the pollution of air, water, and land resulting from

waste disposal.
