1 Signal terms and definitions
This manual contains instructions which must be adhered to for personal safety and the
avoidance of property damage.
The signal words "DANGER", "WARNING" and "CAUTION" used in this instruction manual
indicate the degree of hazard in descending order that may be encountered by the user.

2 General instructions
The switchgear corresponds to the relevant laws, prescriptions and standards applicable at the
time of delivery. If correctly used, it provides a high degree of safety by means of logical
mechanical interlocks and shockproof metal enclosure of live parts.
Important • The personnel must read and understand this manual before starting to work.
• Observe all safety instructions and warnings in this manual, and follow the instructions.
• Store this manual carefully, and so that it is accessible to the personnel at any time.
• This manual is a part of the product. When the switchgear is transferred, supply this manual
as well.
INFORMATION
The illustrations included in this manual are simplified and serve to create a general
understanding. The illustrations may therefore deviate from the actual product.
WARNING
Any kind of modification on the product or alteration of the product must be coordinated
with the manufacturer in advance.
Uncoordinated modifications or alterations can cause the expiration of warranty claims, cause
danger to life, limb and other legally protected interests.
The fulfillment of the type tests (according to IEC 62271-200) may not be guaranteed
anymore. This applies especially though not exclusively to the following actions, e.g. in the
course of maintenance or repairs.
➭ Use Siemens original parts only.
➭ Service technicians performing replacement are trained and certified by Siemens.
➭ Install or adjust parts properly.
➭ Perform settings in accordance with Siemens specifications.
➭ After installation and setting, have a final check performed by a service engineer approved
by Siemens, including documentation of the test results.
➭ Perform maintenance according to the operating instructions of the Siemens products.
Operator commitment Regardless of the specifications in these instructions, the operator must know and comply
with local legal regulations for safe installation and operation of the switchgear. These
comprise e.g. laws, ordinances, guidelines and standards industrial safety, health protection
and environmental protection.
The switchgear operator must keep the technical documents supplied with the switchgear
throughout the entire service life, and keep them up-to-date in case of modifications of the
switchgear.
Five Safety Rules of The Five Safety Rules of Electrical Engineering must be complied with during operation of the
Electrical Engineering products and components described in these operating instructions:
• Isolate.
• Secure against reclosing.
• Verify safe isolation from supply.
• Earth and short-circuit.
• Cover or barrier adjacent live parts.
Hazardous substances If hazardous substances are required to perform the work, the relevant safety data sheets and
operating instructions must be observed.
Personal protective For switchgear with proof of internal arc classification according to IEC 62271 Part 200, no
equipment (PPE) personal protective equipment must be worn for operating the switchgear.
For switchgear without proof of internal arc classification according to IEC 62271 Part 200,
personal protective equipment must be worn for operating the switchgear.
If covers have to be removed to work on switchgear, personal protective equipment must be
worn. In case of internal arc, full personal protection is not provided, even if the personal
protective equipment is worn.
To select the protective equipment, the local laws and regulations must be observed and
accomplished.
The personal protective equipment consists of:
• Protective clothing
• Safety shoes
• Gloves
• Helmet and face protection
• Ear protection
WARNING
Risk of injury due to high-speed moving parts
Parts behind the front cover can automatically move quickly and cause serious injury. Do not
remove the front cover of the operating mechanism until the following actions have been
performed:
➭ To avoid impermissible switching operations, switch off auxiliary voltage, e.g.:
- Switch off the auxiliary voltage supply of the motor.
- Trip the MCB.
- Disconnect the control cables from the low-voltage compartment.
➭ To discharge the spring energy store in the operating mechanism, execute the following
instructions:
- Push the manual OFF pushbutton.
- Push the manual ON pushbutton.
- Push the manual OFF pushbutton again.
➭ Check if the "spring charged" indicator shows "spring not charged".
3 IT security
The Siemens software is regularly checked for safety. If weak points are identified in the
process, which may allow third parties to access protection devices, information thereto is
distributed through the SIPROTEC and SICAM Security Update Report Newsletter.

Before commissioning the switchgear, it must be verified that the current firmware version is
installed on the protection devices. The latest version of firmware can be obtained from the

4 Due application
The factory-assembled, type-tested and metal-enclosed SIMOSEC switchgear for indoor
installation is used for power distribution in secondary distribution systems, e.g. in
transformer substations, transfer substations or industrial distribution systems.
The switchgear is designed for application under normal ambient conditions according to
IEC 62271-1. The switchgear can also be used under special ambient conditions as defined
individually between the operator and the manufacturer of the switchgear.
5 Qualified personnel
Qualified personnel in accordance with these instructions are persons who are familiar with
transport, installation, commissioning, maintenance and operation of the product and have
appropriate qualifications for their work, as e.g.:
• Training and instruction or authorization to switch on, switch off, earth and identify power
circuits and equipment / systems as per the relevant safety standards.
• Instruction regarding the applicable specifications for the prevention of accidents and the
care and use of appropriate safety equipment.
• Training in first aid and behavior in the event of possible accidents.

9 Components
Features • The three-position switch-disconnector is designed for rated voltages from 7.2 kV to 24 kV
(25 kV).
• Switching functions as switch-disconnector (class E3) according to IEC/EN 62271-103 /
VDE 0671-103, IEC/EN 62271-102 / VDE 0671-102 and IEC/EN 62271-105 / VDE 0671-105
• Designed with the functions of a switch-disconnector and a make-proof earthing switch
• Switch positions CLOSED, OPEN and EARTHED
• In the switch-fuse combination, the function of the 2nd earthing switch is integrated at the
fuse assembly
Spring-operated The spring-operated mechanism is used for the three-position switch-disconnector in ring-
mechanism main panels (as ring-main switch). The switching movements are performed independently of
the operating speed.
Operating function The closing spring and the opening spring are charged by means of the operating lever
supplied, or by the motor (option), until the latching of the closing spring and the opening
spring is indicated ("spring charged" indication). Then, the vacuum circuit-breaker can be
closed manually or electrically (option).
In operating mechanisms with automatic reclosing type CB-f AR and CB-r (SION L), the closing
spring can be recharged by hand, or automatically in case of motor operating mechanism.
This enables an immediate automatic reclosing.

Mode of operation The cable feeder earthing switch is operated via its own switching device. The cable feeder

Principle of fuse tripping In the event that a HV HRC fuse-link has tripped (striker tripped), the three-position switch-
disconnector of the transformer feeder is tripped via an articulation provided at the upper fuse
contact.

Connection height of high-voltage cables above the floor or the lower edge of the panel
Due to the installation of the current transformer types 4MR or 4MA, the cable connection
height is reduced in the corresponding panel.

For the ready-for-service indicator, a gas-tight measurement box is installed inside the
switchgear vessel.
A coupling magnet, which is fitted to the bottom end of the measurement box, transmits its
position to an armature outside the switchgear vessel through the non-magnetizable
switchgear vessel (magnetic coupling). This armature moves the ready-for-service indicator at
the control board of the panel.
While changes in the gas density during the loss of gas, which are decisive for the dielectric
strength, are displayed, changes in the relative gas pressure resulting from temperature and
external pressure variations are not. The gas in the measurement box has the same
temperature as that in the switchgear vessel.
The same pressure change in both gas volumes compensates for the effect of temperature.
• The switchgear operates perfectly in a range between the rated filling level of 140 kPA and
the minimum functional level of 120 kPA.
• If the gas pressure falls below 120 kPA, the switchgear must not be operated anymore.
The ready-for-service indicator changes from the green area to the red area ("not ready for
service").
• If the ready-for-service indicator changes from the green area to the red area, the signaling
switch (option) changes its switching state.
Shipping data and When switchgear assemblies are delivered with low-voltage compartments, the changed

must be observed.

all poles.
Break time The interval of time between the initiation (command) of the opening operation and the

Close-open contact time The interval of time - in a make-break operating cycle - between the instant when the contacts
touch in the first pole in the closing process, and the instant when the contacts separate in all
poles in the subsequent opening process.

The supply voltage may deviate from the rated supply voltage specified in the table by -15 %
to +10 %.
Closing solenoid (-Y9) The closing solenoid closes the circuit-breaker electrically. The closing command is executed
by application of an auxiliary voltage (AC or DC, depending on the design option). After
closing, the closing solenoid is de-energized internally.
Standard for circuit-breaker type CB-f AR and available as an option for circuit-breaker type
CB-f NAR.
Releases Releases trip the circuit-breaker. The electrical opening command is transmitted to the OPEN
latch via a magnet armature by unlatching an energy store. Depending on the operating
mechanism used, up to 2 releases can be used.
Shunt release (-Y1) Shunt releases are used to trip or electrically open circuit-breakers. The opening command is
executed by application of an auxiliary voltage (DC or AC, depending on the design option).
After opening the circuit-breaker, the release is de-energized internally.
Available as an option for circuit-breaker types CB-f AR, CB-f NAR and CB-r (SION L).
Shunt release (-Y2/-Y3) The shunt release (-Y2/-Y3) can be operated as an additional release besides the shunt release
(-Y1), and works in the same way.
-Y2 available as an option for circuit-breaker types CB-f AR and CB-r (SION L).
-Y3 available as an option for circuit-breaker type CB-f NAR.
Undervoltage release Undervoltage releases are used to trip or electrically open circuit-breakers. During normal
(-Y7) operation, the shunt releases are supplied with a closed-circuit current from an auxiliary
voltage source (DC or AC, depending on the design option). When the auxiliary voltage falls
below a specific value, or when it is interrupted, the opening command is issued.
Available as an option for circuit-breaker types CB-f AR, CB-f NAR and CB-r (SION L).
C.t.-operated release (-Y4) The c.t.-operated release 3AX1102 (-Y4) is used for protection devices with a relay output,
which are supplied with instrument transformer current. The tripping circuit is supplied via
auxiliary transformers for tripping. When the required tripping current (0.5 A or 1 A,
depending on the design option) flows in the tripping circuit, the opening command is issued.
Available as an option for circuit-breaker types CB-f AR and CB-r (SION L).
C.t.-operated release (-Y6) The low-energy c.t.-operated release 3AX1104 (-Y6) is used for protection devices with a
pulse output, which are supplied with instrument transformer current. The tripping circuit is
supplied as well through the protection core of the current transformer. When a pulse of
0.1 Ws runs through the tripping circuit, the opening command is issued.
Available as an option for circuit-breaker types CB-f AR, CB-f NAR and CB-r (SION L).
Low-energy release (-Y6) The low-energy release (-Y6) is provided for use in combination with the transformer monitor
IKI-30 (make Kries) or the protection device 7SJ45 (make Siemens) supplied with instrument
transformer current. The tripping circuit is supplied through the current sensor or current
transformer. When a pulse of 0.02 Ws runs through the tripping circuit, the opening
command is issued.
Standard for circuit-breaker type CB-f NAR.
Varistor module The varistor module limits switching overvoltages caused by tripping coils in circuits and
auxiliary circuits. The varistor module is integrated in the releases.
Circuit-breaker tripping When the circuit-breaker is tripped by a release (e.g. by protection tripping), there is a signal
signal through the NO contact -S6. If the circuit-breaker is tripped with the mechanical pushbutton,
this signal is suppressed by the NC contact -S7.

Technical data The technical data of the current transformers and the voltage transformers is given in the
associated order documents.
Type approval according The vacuum interrupters fitted in the switching devices are type-approved in accordance with
to German X-ray §8 of the X-ray Regulations (Röntgenverordnung or RöV) of the Federal Republic of Germany
Regulations (RöV) as interference radiators, and they meet the requirements for interference radiators according
to Annex 2 No. 5 of the latest RöV up to the rated voltage specified in the approval document.
Vacuum interrupters featuring type approval may be operated by the owner of the switchgear
without authorization or notification. A printout of the certificate shall be kept on hand at a
suitable centralized location.
Electromagnetic The a.m. standards as well as the "EMC Guide for Switchgear"* are applied during design,
compatibility (EMC) manufacture and erection of the switchgear.1 Installation, connection and maintenance have
to be performed in accordance with the stipulations of the operating instructions. For
operation, the legal stipulations applicable at the place of installation have to be observed
additionally. In this way, the switchgear assemblies of this type series fulfil the basic
protection requirements of the EMC guide.

The respective amount of SF6 gas included is indicated on the rating plate of the switchgear.
Gas leakage rate The gas leakage rate is < 0.1% per year (referred to the absolute gas pressure).
Dielectric strength • The dielectric strength is verified by testing the switchgear with rated values of short-
duration power-frequency withstand voltage and lightning impulse withstand voltage
according to IEC 62271-1/VDE 0671-1.
• The rated values are referred to sea level and to normal atmospheric conditions (101.3 hPa,
20 °C, 11g/m3 humidity according to VDE 0111 and IEC 60071).
• The dielectric strength decreases with increasing altitude. For site altitudes above 1000 m
(above sea level) the standards do not provide any guidelines for the insulation rating, but
leave this to the scope of special agreements.
All parts housed inside the switchgear vessel which are subjected to high voltage are
SF6-insulated against the earthed enclosure.
Site altitude The gas insulation in the switching-device vessel at a relative gas pressure of 50 kPa
(= 500 hPa) permits switchgear installation at an altitude of up to 2000 m above sea level
without the dielectric strength being adversely affected.
A decrease (reduction) of the dielectric strength with increasing site altitude must be
considered for a site altitude of more than 1000 m (above sea level). A higher insulation level
must be selected, which results from the multiplication of the rated insulation level for 0 to
1000 m with the altitude correction factor Ka.
Altitude correction factor For site altitudes above 1000 m, the altitude correction factor Ka must be considered.
Curve m=1 for rated short-duration power-frequency withstand voltage and rated lightning
impulse withstand voltage according to IEC 62271-1 / VDE 0671-1.

Note to HV HRC fuse-links According to IEC 60282-1 (2009) Clause 6.6, the breaking capacity of HV HRC fuse-links is
tested within the scope of the type test at 87% of their rated voltage.
In three-phase systems with resonance-earthed or isolated neutral, under double earth fault
and other conditions, the full phase-to-phase voltage may be available at the HV HRC fuse-link
during breaking. Depending on the size of the operating voltage of such a system, this applied
voltage may then exceed 87% of the rated voltage.
To be observed during configuration of switching devices and selection of HV HRC fuse-links:
• Use only fuse-links satisfying the stated operating conditions.
• Use only fuse-links whose breaking capacity was tested at least with the maximum system
voltage.
In case of doubt, select a suitable HV HRC fuse-link together with the manufacturer.
Allocation of HV HRC fuses and transformers
The three-position switch-disconnector in the transformer feeder (transformer switch) of the
switchgear was combined with HV HRC fuse-links and tested in accordance with
IEC 62271-105.
The following transformer protection table shows HV HRC fuse-links recommended for
transformer protection.

SF6 gas The equipment contains the fluorinated greenhouse gas SF6 with a global warming potential
(GWP) of 22 8002 .
CAUTION
Danger of suffocation and risk of environmental damage due to SF6
A high concentration of SF6 in the air can cause suffocation. Larger amounts of SF6 in the
atmosphere can cause environmental damage.
➭ SF6 has to be reclaimed and must not be released into the atmosphere.
➭ For use and handling of SF6 IEC 62271-4: High-voltage switchgear and controlgear - Part 4:
Use and handling of sulphur hexafluoride (SF6) has to be observed.
Before recycling the materials, evacuate the SF6 gas professionally and prepare it for further

Installation
In the instructions given in the following sections it is assumed that a new switchgear is being
installed which has not yet been connected to the mains, and is not live.
INFORMATION
➭ Instructions on unpacking and transport of the core part and the top kit are given in the
manual enclosed with the transport unit.
WARNING
Mortal danger due to transport units falling down!
During transport, the transport units can slip off the lifting gear and cause serious injury or
death.
➭ There must be no persons standing in the swinging area of lifted transport units.
➭ Please ensure that the lifting and transport gear used meets the requirements as regards
construction and load-bearing capacity.
➭ Observe the dimensions and weights of the transport unit (delivery note).
➭ Observe the center of gravity of the transport units.
➭ Do not step on the panels.
➭ The lifting gear must not exert any forces on the panel walls under load.
➭ Observe the instructions on the packing.
➭ Move the transport units in packed condition for as long as possible. Leave the transport
units packed after unloading for as long as possible.
➭ Do not damage the PE protective film.
NOTICE
Protruding bushings
In the panel type Lx(TM), the bushings protrude laterally from the panel and can be damaged
during transport.
Damaged bushings will cause flashovers.
➭ Do not damage bushings during transport.
INFORMATION
➭ Instructions on unpacking and transport of the core part and the top kit are given in the

➭ Attach ropes far away on the hoisting tackle. The ropes must not exert any force on the
panel walls under load.
➭ Sling the ropes around the ends of the wooden pallets.
➭ During transport to the place of installation or storage place, leave the panels on their
transport base for as long as possible.
➭ Set down the transport units close to the place of installation or storage place.
➭ Observe the installation order of the panels during transport to the switchgear room. Leave
space for moving and mounting.
➭ Remove the packing close to the place of installation of the panels, and not before
beginning the installation process.

The center of gravity of the transport units is not always located under the fixing point.
➭ Transport only panel groups with a max. width of 2.00 m or max. height of 2.60 m.
➭ Observe the adhesive label with transport information provided on the switchgear.
- The angle between the crane chains at the lifting facility must be less than 90°.
- The distance between the transport eyes and the lifting facility must be at least half the
switchgear width.

➭ Lift and lower just slowly, as the switchgear will swing into the center of gravity when it is
lifted. While lifting, observe the accessories lying in the cable compartment.
Transporting the
transport unit with INFORMATION
transport eyes or If it is not possible to transport the switchgear as a panel group, the panel group can be
transport angles dismantled. This may be the case, e.g., if the transport units does not fit through a door.
Normally, dismantling the panel group is not necessary.
➭ If required, remove the transport packing.
➭ If required, dismantle the panel group for further transport (see page 62, "Undoing the
panel group for further transport").
➭ Attach the lifting gear or insert the crane rods.
➭ Remove the cable compartment covers of the transport unit (see page 122, "Removing and
mounting the connection compartment covers").
➭ Remove the fixing bolts of the panel frame from the wooden pallet.
➭ Remove the PE foil.
➭ If required, take out the accessories.
➭ Lift the transport unit slowly.

Improper transport
The incorrect application of roller pads can distort the panel frame.
➭ Use sufficiently dimensioned roller pads only.
➭ Apply roller pads only at the points provided for the purpose.

The transport units can be packed as follows:

• Other packing types in special cases (e.g. latticed crate, cardboard cover for airfreight)

Environmental pollution by packaging and consumables!
Incorrectly disposed of packaging and consumables can pollute the environment.
➭ Packaging and consumable materials of the switchgear must be disposed of in an
environmentally compatible way or recycled.
➭ Observe local regulations for disposal and environmental protection.
Checking for ➭ Check whether the delivery is complete using the delivery notes and packing lists.

13 Switchgear installation
For extending or replacing parts of an existing switchgear, observe the Five Safety Rules:

Mortal danger due to electric shock!
Touching live parts causes electric shock. Observe the Five Safety Rules:
➭ Isolate.
➭ Secure against reclosing.
➭ Verify safe isolation from supply.
➭ Earth and short-circuit.
➭ Cover or barrier adjacent live parts.
NOTICE
Damage to the switching-device vessel due to sheet metal work!
Sheet metal work at the switchgear can cause damages to the switching-device vessel.
➭ Do not drill into the switching-device vessel.
➭ Remove metal cuttings on the switching-device vessel in order to avoid rust layers.
INFORMATION
For protection of personnel and environment:
➭ Read the instructions for use of cleaning agents and aids carefully.
➭ Observe the safety instructions of the cleaning agents.
NOTICE
Damage to the switchgear due to incorrectly dimensioned cable basement or floor
openings!
A too small cable basement or incorrect floor openings can damage the connection cables or
the switchgear.
➭ The cable basement must allow adequate space for connecting and laying the connection
cables. Do not violate the minimum cable bending radius of the cables.
➭ The pressure relief rooms must be according to the dimension drawing in the switchgear
documentation.
➭ The dimensions of the floor openings must be according to the dimension drawing in the
switchgear documentation.
Switchgear dimensions For switchgear dimensions, see page 74, "Floor openings and fixing points" or the order
documents (dimension drawings, front views).
Room dimensions The room dimensions result from the total width of the switchgear and the required wall
distances.
Room heights The minimum room height required results from the height of the switchgear and possible
top-mounted units, such as a low-voltage compartment or wiring duct.
Checking the auxiliary During transport, the auxiliary switch of the ready-for-service indicator can latch tight in the
switch red area due to vibrations.
➭ Remove the front cover of the switchgear. Push the roller lever of the auxiliary switch
carefully towards the switch.

✔ The sector disc must return automatically until the pointer of the ready-for-service indicator
is in the green area again. If not, please stop the installation and contact the regional
Siemens representative.
Aligning the panel Depending on the switchgear arrangement, the minimum distances to the side and the rear
wall of the surrounding switchgear room must be observed.
For the exact panel dimensions and minimum distances, please refer to the relevant
dimension drawing and arrangement diagram.
The switchgear may have a difference in level of max. 1 mm/m.
➭ Align the panel in horizontal position.
➭ Align the panel in vertical position.
✔ The panel is aligned (leveling of max. 1 mm/m).
Fixing points The panel frames have cutouts for fastening the panels, see page 74, "Floor openings and
fixing points".

➭ If required, move the cable bracket and the arcing plate.
➭ Place the high-voltage cable in the cable clamp.
➭ Mount the upper part of the cable clamp.
✔ The high-voltage cable is fixed at the cable bracket and the strain relief is ensured by the
mounted cable clamps.
Fastening the cable-type If there is not sufficient space for the cable-type current transformer between the cable
current transformer clamps and the floor cover (option), mount the cable-type current transformer underneath
the floor cover.
➭ Break a recess for the retainer out of the optional floor cover at the location provided for this
purpose.
➭ Bolt the retainer for the cable-type current transformers together with the cable bracket.
➭ Fasten the cable-type current transformer on the retainer.
➭ Lay the secondary wires of the cable-type current transformers through the metal tube to
the associated terminal strip in the terminal connection compartment for customer-side
low-voltage equipment.
Connecting cable shields The cable shields of all three phases (L1, L2 and L3) are lead to one earthing connection point
and mounted. The earthing connection point for the cable shields is located on the cable
bracket.
➭ Lead the cable shields to the earthing connection point. The routing must be done directly,
tightly and with sufficient distance to live parts.
➭ Bolt the cable shields together with the earthing connection point.
➭ Approach the arcing plate (option) to the high-voltage cable underneath the cable shield.

Damage to the switchgear due to blocked ready-for-service indicator!
Wires for secondary equipment can block the transmission linkage of the ready-for-service
indicator. This can damage the switchgear due to an incorrectly indicated service readiness.

and the support-type current transformers and voltage transformers.
Connect the customer-specific low-voltage cables or low-voltage wires to the switchgear

For installation of the STG plugs, observe the manufacturer's instructions (see page 118,
"Connecting the STG plug with the VBSTB4 modular terminal").
Connecting the panel To prevent condensation, the individual panels of SIMOSEC switchgear can be equipped with

Installing the STG plug ➭ Hold the STG plug horizontally over the plug shaft of the VBSTB4 modular terminal.

16 Switchgear extension

17 Recurring activities
After completion of the work, refit all removed protective covers.
WARNING

Parts behind the front cover can automatically move quickly and cause serious injury. Do not
remove the front cover of the operating mechanism until the following actions have been
performed:
➭ To avoid impermissible switching operations, switch off auxiliary voltage, e.g.:
- Switch off the auxiliary voltage supply of the motor.
- Trip the MCB.
- Disconnect the control cables from the low-voltage compartment.
➭ To discharge the spring energy store in the operating mechanism, execute the following
instructions:
- Push the manual OFF pushbutton.
- Push the manual ON pushbutton.
- Push the manual OFF pushbutton again.
➭ Check if the "spring charged" indicator shows "spring not charged".
DANGER
Internal arcing hazard and explosion hazard
Will cause death, injury or considerable property damage.
The switchgear is only arc-resistant if the front cover is bolted on.
➭ After installation work, bolt the front cover together with the switchgear frame. Use the
self-tapping bolts supplied with the switchgear.

17.2 Removing and mounting the front cover of the CB-r (SION L)

➭ Pull the front cover upwards and remove it to the front. Ensure that the lugs ① at the front
cover do not break.
Mounting the front cover ➭ Insert the lugs ① of the front cover in the opening ② and push on the front cover.

18 Commissioning
WARNING
Mortal danger due to internal arc!
Putting defective switchgear into operation can lead to an internal arc.
➭ Execute a mechanical function test or test operation successfully before commissioning.
Never put switchgear into operation if during the mechanical function test or test
operation a part of the switchgear does not work as described.
➭ If there are any faults that cannot be cleared on site.
- Do not put the switchgear into operation.
- Contact the Siemens Service Hotline.
Rating plate ➭ Check the data on the rating plate and the auxiliary voltage of the control and end devices
as against the requirements.
Service readiness ➭ Check the service readiness (see page 72, "Checking service readiness").
Feeder without cables ➭ Switch the switching device to EARTHED position and lock it, or cover the bushings with
surge-proof caps.
Bolted joints ➭ Check the tightening torques of the bolted joints of the low-voltage equipment at random.
➭ Check all switchgear parts that have been disassembled and assembled again at site during
installation or that have been installed subsequently, in order to verify correct assembly and
completeness.
Final work ➭ Remove any attached instruction labels or documents that are not required anymore for
operation.
➭ Remove any tools, materials etc. that are not required anymore from the area of switchgear.
➭ Remove dirt from the area of the switchgear.
➭ Fit all covers.
➭ Put the covers on the capacitive test sockets.
➭ Touch up scratches and impacts in the surface painting.
Checking protection ➭ Check the version of the firmware installed on the protection devices, and update if
devices required, see page 9, "IT security".

Undervoltage release The operating mechanisms for the circuit-breakers CB-f NAR, CB-f AR and CB-r (SION L) can be
(option) equipped with an undervoltage release (option). The undervoltage release of the CB-f
operating mechanism is located in the operating mechanism compartment behind the front
cover. The undervoltage release for the CB-r (SION L) operating mechanisms is located behind
the cover of the CB-r (SION L).
A retaining bolt is screwed in at the undervoltage release. By changing the position of the
retaining bolt, the function of the undervoltage release can be blocked.
INFORMATION
Circuit-breakers CB-f NAR and CB-r: To operate the circuit-breaker type CB-f NAR and CB-r for
test without auxiliary voltage, the undervoltage release (option) must be blocked. On circuit-
breakers CB-f NAR and CB-r, the undervoltage release is delivered by the factory in "Trip
blocked" setting (position A), and will not function.
➭ Perform test operation of the circuit-breaker type CB-f NAR and CB-r.
➭ After test operation, activate the undervoltage release; screw the retaining bolt at the
undervoltage release in at position B.
INFORMATION
Circuit-breaker CB-f AR: If the operating mechanism is equipped with an undervoltage release
(option), test operation of the circuit-breaker CB-f AR must be performed with auxiliary voltage,
as the undervoltage release is delivered in "Trip reset" setting (position B).
➭ Perform test operation of the circuit-breaker CB-f AR only with auxiliary voltage.
Test operation and Always perform test operation and mechanical function test without high voltage.

➭ On circuit-breakers and switch-fuse combinations, do not perform any no-load switching
operations, i.e. opening commands without closing before.
➭ Switch all switching devices several times manually to all switching positions (see page 129,

operation of control gates.

position.
➭ Switch on auxiliary voltage and check polarity.
➭ Switch switching devices with electrical operation to all switching positions (electrically and
manually). Check position indicators and electrical interlocking conditions.
➭ Only circuit-breaker CB-f NAR: While charging the spring energy store and in ready-to-close
state, auxiliary voltage must be applied without interruption at the undervoltage release
(option).
➭ Check electrical indications and trippings.

If the following instructions are not carried out, applying operating voltage can cause an
internal arc or electric shock.
➭ Install the switchgear according to the installation instructions and drawings supplied.
➭ Fit all covers and bolt them tight.
➭ Switch all circuit-breakers to OPEN position.
➭ Switch all three-position disconnectors and three-position switch-disconnectors in all
panels to OPEN position.
➭ Ensure consistent phase sequence in the entire switchgear assembly. Check the phase
sequence in all incoming and outgoing feeders assembly before connecting them to the
busbar.
➭ Earth feeders without connected connection cables. Close all bushings in a surge-proof
way.
➭ Switch off the consumers connected to all outgoing feeders.
➭ Short-circuit unused current transformers on the secondary side.
➭ Operate unused voltage transformers open on the secondary side.
➭ Perform electrical and mechanical and function test successfully.
➭ Observe the specifications for prevention of accidents.
➭ Instruct the operating personnel in theory and practice of switchgear operation.
➭ Observe the operating instructions and work instructions of the switchgear operator.
Energizing incoming ➭ Energize all incoming feeders in the respective opposite substation.

Preconditions • Use the phase comparison test unit according to IEC 61243-5 or VDE 0682-415.
• The panel of the incoming feeder to be tested must be in the OPEN position.
• The opposite substation must be de-earthed and live.

be tested and on an already energized incoming feeder.
✔ The plug-in sockets of the capacitive test sockets on phase L1 are accessible.

capacitive test sockets according to the operating instructions.
➭ Perform phase comparison according to the operating instructions of the phase comparison
test unit and read the indication.
➭ Remove the measuring cables from the plug-in sockets.
➭ Refit the covers of the capacitive test sockets on both incoming feeders.
Checking further phases ➭ Perform phase comparison for the phases L2 and L3 in the same way.
✔ If the phase comparison test unit has shown coincidence on all 3 phases, the phase
sequence of the tested incoming feeder is correct.
✔ The incoming feeder can be energized.

The internal arc classification of the switchgear has only been verified for the switchgear sides
qualified according to IEC 62271-200 and with closed compartments. Non-observance of the
internal arc classification can cause death or serious injury.
➭ Determine the IAC classification of the switchgear by means of the data on the rating plate.
➭ With internal arc classification IAC A FL, no persons are allowed to stay in the area behind
the switchgear.
➭ The switchgear must have been installed in accordance with the instruction manuals and
drawings.
➭ All covers of the switchgear must be closed.
➭ Regulations for access to switchgear areas without internal arc classification according to
IEC 62271-200 must be defined by the switchgear operator.

Operating lever slipping off or turning back
When the operating lever is inserted in the actuating opening, it can slip off and cause injury.
Due to the tensioning force of the spring, the operating lever can turn back while switching,
and cause injury.
➭ Insert the operating lever carefully in the actuating opening.
➭ Hold the operating lever at both handles while switching.
➭ After switching, remove the operating lever from the actuating opening.

Using incorrect operating levers can damage or deactivate the safety equipment of the

The operations are exemplarily shown for a transformer panel (panel type T).
Motor operating To perform the CLOSING and OPENING operations, the panels can be equipped with a motor
mechanism (option) operating mechanism. The use of the motor operating mechanism is described in the circuit
documentation.
Manual switching operations are also possible in panels equipped with a motor operating
mechanism. If the control gate is operated in order to perform a switching operation,
electrical switching commands are suppressed.
Charging the spring If the spring-operated/stored-energy mechanism is equipped with a motor operating
energy store with motor mechanism (option), the operating spring is charged automatically after applying auxiliary
operating mechanism voltage.
INFORMATION
If the operating spring is charged with the motor operating mechanism and the auxiliary
voltage fails, the operating mechanism returns to the initial situation autonomously.

23.1 Charging the spring energy store in circuit-breaker type CB-f NAR manually
For a circuit-breaker without motor operating mechanism (option), or in case of failure of the
auxiliary voltage supply, the operating mechanism of the circuit-breaker must be charged
manually before switching operations can be executed.
NOTICE
No-load switching operations at the circuit-breaker
The circuit-breaker can be damaged by no-load switching.
After charging the spring energy store, do not open the circuit-breaker directly.
➭ After charging the spring energy store, close the circuit-breaker first, and then open it.
INFORMATION
The operating mechanism is equipped with an operating lever ejection system. The operating
lever ejection system prevents the operating lever from being left inserted accidentally.
➭ To insert the operating lever, a spring resistance must be overcome in the actuating
opening.
Charging the spring ➭ Push the control gate upwards (the actuating opening opens).
➭ Insert the operating lever and turn clockwise as far as it will go, until the "spring charged"
indication appears in the inspection window.
Final activities ➭ Remove the operating lever (the control gate returns to its initial position, and the actuating
opening closes).
✔ The spring energy store is charged. The circuit-breaker can now be closed and opened
again.

process is not completed until the circuit-breaker is closed.
➭ Switch the three-position disconnector to READY-TO-EARTH position.
➭ Close the circuit-breaker.
CAUTION
Internal arcing hazard and explosion hazard
Operating the three-position disconnector under load can cause injury or property damage.
A mechanical interlock prevents, as standard, the three-position disconnector from being
operated under load. The switchgear can optionally be equipped in accordance with a
customer-specific intrlocking and control scheme.
➭ If the customer-specific interlocking and control scheme requires that the panel be
provided without electromechanical or mechanical interlocks, the three-position
disconnector can be operated under load.
➭ Do NOT operate the three-position disconnector under load.

The indication “Voltage present” is ensured within the specified operating temperature in the
voltage range of the interface according to IEC 61243-5 Table 1.
Voltage indicators can be used indoors and outdoors.
Storage and transport Store and transport voltage indicators in dry and clean condition.
Maintenance Voltage indicators do not contain any parts replaceable by the user, and are maintenance-
free.

Using a defective voltage indicator can lead to incorrect indication of safe isolation from
supply. Touching live parts can lead to electric shock.
➭ Before indicating the voltage, the function of the voltage indicator must be tested.
➭ If the function test of the voltage indicator is not completed successfully, the device is
defective and must not be used for voltage indication.
The voltage indicator and the associated coupling section do not have a self-test function.
Therefore, a function test must be performed before indicating the voltage.
Perform the function test:
• At an energized HR or LRM-interface
• At a voltage source with known voltage in the area of the pickup values according to
IEC 61243-5
• With a HR or LRM-Function test unit

Use Integrated voltage detecting systems are used to verify safe isolation from supply according to
IEC 61243-5 (VDE 0105 Part 1 y 100).
The integrated voltage detecting systems are adjusted to the overall system of the switchgear.
The clear indication “Voltage present” is ensured within the rated voltage and rated frequency
according to IEC 61243-5 (VDE 0682 Part 415).
LRM test socket The integrated voltage detecting systems have a 3-phase LRM test socket (e.g. for phase
comparison or cable sheath test).
Maintenance The integrated voltage detecting systems do not contain any parts that can be replaced by the
user, and they are maintenance-free.
WARNING
Mortal danger due to electric shock!
Changing the factory setting on the C2 module in the CAPDIS-S1+/S2+ voltage detecting
system can cause a functional failure of the voltage detecting system and an electric shock.
➭ The C2 module ③ is set to the operating voltage of the switchgear. The setting is
recognizable from the correspondence of the arrow ① and the marking ② .
➭ The factory setting of the C2 module can only be changed with the approval of Siemens.
➭ If the setting of the C2 module was modified by mistake, re-establish the factory setting as
follows:
- Pull out the C2 module at the rear side of CAPDIS-S1+/S2+.
ATTENTION: Open printed circuit board may be energized.
- Plug the C2 module into CAPDIS-S1+/S2+ so that the arrow ① on the housing points to

If the cable compartment cover is removed, the switch-disconnector is not interlocked during
the cable test. Switching to CLOSED or OPEN position can cause an internal arc.

Cable testing with connected cables represents a special stress for the isolating distance. If the
busbar of the switchgear under test or the opposite substation are live with operating voltage,
no overvoltages may occur.

Damage to the switchgear due to excessive test voltages!
The test voltage can damage connection cables, cable plugs and voltage detecting systems.
➭ Observe the manufacturer information related to the connection cables, cable plugs and
voltage detecting systems (maximum test values).
Preparations ➭ Remove the cable compartment cover (see page 122, "Removing and mounting the
connection compartment covers").
➭ Remove or disconnect the voltage transformers on the testing section.
➭ Fit cable test elements (e.g. measuring bolts) according to the operating instructions of the
plug manufacturers.
DANGER
Mortal danger due to internal arc!
If the cable compartment cover is removed, the feeder is not interlocked during the cable sheet
test. Switching to CLOSED or OPEN position can cause an internal arc.
Exceptions: Panels with closing lockout (option) or de-earthing lockout (option)
➭ Observe the Five Safety Rules.
➭ Fit switching prohibition signs.
➭ Padlock the locking device (option).
Cable sheath test for panel types K, K1, M(-K), M(-KK) and M(-BK)

➭ Isolate the incoming cable of the opposite substation and secure against reclosing.
➭ Isolate the busbar of the panel to be tested and secure against reclosing.
➭ Verify safe isolation from supply.
➭ Earth and short-circuit the panel to be tested.
➭ Remove the cable compartment cover at the panel to be tested (see page 122, "Removing
and mounting the connection compartment covers").
➭ Remove the cable at the feeder to be tested.
➭ Remove the cable shield earthing at the earthing point in the feeder to be tested and in the
opposite substation.
➭ Perform cable sheath test following the recommendations of the cable manufacturers and
the customers' specifications.
✔ The cable sheath was tested. Further cable sheaths can be tested, or the panel can be put
into operation again and the initial situation can be re-established.
Cable sheath test for all panel types except K, K1, M(-K), M(-KK) and M(-BK)
➭ Disconnect the feeder to be tested and secure against reclosing.
➭ Disconnect the feeder in the opposite substation and secure against reclosing.
➭ Verify safe isolation from supply.
➭ Earth and short-circuit the panel to be tested.
➭ Remove the cable compartment cover (see page 122, "Removing and mounting the
connection compartment covers").
➭ Remove the cable shield earthing at the earthing point in the feeder to be tested and in the
opposite substation.
➭ Perform cable sheath test following the recommendations of the cable manufacturers or
the customer's stipulation.
✔ The cable sheath was tested. Further cable sheaths can be tested, or the panel can be put
into operation again and the initial situation can be re-established.
NOTICE
Damage due to inappropriate HV HRC fuse-links or extension tubes!
The use of untested or incorrect HV HRC fuse-links can damage the fuse box.
➭ Use only fuse-links tested by Siemens, which are listed in the following transformer
protection table.
➭ Do not use HV HRC fuse-links with different characteristics for nominally equal rated
current.
➭ The use of other fuse-links must be checked by Siemens in advance. Contact the Siemens
Service Hotline.
NOTICE
Damage to the switchgear due to stressed HV HRC fuse-links!
When a HV HRC fuse-link has tripped, the HV HRC fuse-links in the two other phases may also
have been stressed.
➭ Replace the HV HRC fuse-links in all 3 phases.
For data to usable HV HRC fuse-links, see page 20, "HV HRC fuse assembly" and see page 50,
"Selection of HV HRC fuse-links".
The activities described in this section are listed by logical context. In practice, it may be
necessary to deviate from the order recommended here.
The replacement of fuse-links in the transformer panel is described hereafter. For the panel
type M(VT-F), the procedure is identical.
Generally, the HV HRC fuse-links of all three phases must always be replaced.
CAUTION
Risk of burning due to hot HV HRC fuse-links!
HV HRC fuse-links may be hot und may cause burns on the hands during replacement.
➭ Wear gloves during replacement.
➭ Let hot HV HRC fuse-links cool down before replacing.
➭ Seize the HV HRC fuse-link in the middle; the striker points upwards.
➭ Apply the test fuse to the upper and lower fuse contact. Doing so, observe the openings of
the fuse contacts.
➭ Push the test fuse uniformly into the fuse contacts.
➭ Close the switch-disconnector (see page 136, "Operating the switch or switch-
disconnector").
➭ Trip the striker of the test fuse according to the manufacturer's instructions.
✔ The striker of the test fuse trips the switch-disconnector. The switch-disconnector is in
"tripped" position.
➭ Re-establish service readiness (see page 144, "Protection tripping of the switch-fuse
combination").
➭ Seize the HV HRC fuse-link in the middle; the striker points upwards.
➭ Apply the HV HRC fuse-link to the upper and lower fuse contact, observing the openings of
the fuse contacts.
➭ Push the HV HRC fuse-link uniformly into the fuse contacts.

• Switchgear type, order and panel number (see rating plate)
• If applicable, type and serial number of the vacuum circuit-breaker (see rating plate)
• Precise designation of failure occurred (e.g. by means of a copy of the associated page of
these instructions, photos, drawings, sketches or circuit diagrams)
