CBL GF Solar Project RFP
The Solar PV system and other associated system elements shall be designed to ensure continuity
of operation under all working conditions and to facilitate inspection, maintenance and repairs.
Every effort shall be made during design and selection of equipment, with a reasonable safety
margin, to ensure;
1. Trouble free operation of the solar PV system during its intended design life
2. Safety of operating personnel, equipment and accessories
3. Continuous supply of spare parts in case of faulty situation
1.1 General
a. This specification covers the general requirements for Supply, Installation and
Commissioning of set of solar net plus systems.
b. Layout plan and mounting structures to be prepared. Solar panels shall be mounted on
Aluminum structure without affecting the architectural view of the building. Cost of
Aluminum structure is required to be included in the Bid. A certification from a
structural engineer to be obtained to ensure the roof stability. Roofs of building consist
of concrete slab, Aluminum structure should be placed on the concrete roof without
drilling the slab.
c. Complete system shall comply with the CEB requirements for net plus facility and auto
isolation feature (anti-islanding) shall be available when failure or malfunction of CEB
grid connection.
d. All equipment offered shall be brand new, latest in model/version and currently in
production and shall comply with IEEE 1547/VDE 0126 -1-1. It shall be completed with
standard components and accessories to perform the desired functions and conform to
the required specification.
1.2 Scope
Design, supply, installation, testing and commissioning of solar PV system capacity as you
proposed with associated power evacuation system and other facilities. The proposed solar
system will be installed at the roofs specified location in CBL Global Foods Ltd. The Solar
PV system shall be connected to the CEB high voltage 33,000V, 50 Hz network.
a. Supply and complete installation of required amount of solar panels with all necessary
mounting structures and associated civil works on the allocated space of the roof.
b. Supply and installation of all other standard components to complete the system
including the inverter, combiner box, distribution board AC and DC cables and
isolation switches, surge arrestors and protection devices.
f. Certification of the system complied with the CEB regulations to obtain the Net plus
facility.
g. Performance testing and verification as per standard mentioned later.
h. Providing essential Maintenance Services to Solar PV System for a period of one year
(01) from the date of commissioning. Before releasing the retention payment of 10%,
the Supplier must sign the maintenance services agreement with the client.
The above work scope may be achieved by accomplishing following essential milestones.
a. Inspection of premises.
b. Assessment of identified roof structures for structural integrity and load bearing
capacity.
c. Assessment of surrounding area for system grounding.
d. Assessment of premises for Electrical Distribution system up to CEB 33kV Line
e. Site solar resource assessment.
f. Design the solar PV system.
g. Procure required equipments, accessories and deliver to the site.
h. Prepare the roof structure in line with structural assessment and solar PV system
design.
i. Arrange all equipment, materials and tools required for installation, testing and
commissioning of the plant.
j. Carry out the installation, testing, commissioning and acceptance testing (including
performance verification testing under site conditions) for solar PV system.
k. String cables are properly tagged, identified and traceable at key locations (at array,
junction box, and inverter).
l. Durable warning signs and labeling should be displayed to identify the components
and their hazardous nature.
m. Emergency shutdown procedure, single line diagram should be displayed at the
inverter room.
n. Essential documentation including 03 Operation and Maintenance Manuals (including
operational and maintenance procedures) and layout diagrams for trouble shooting.
o. Train the designated representatives of the client.
p. Deliver and hand over of essential spare parts (if any) and tool kits for routine
operation & maintenance work.
q. Carry out essential maintenance of the solar PV system for a period of five years (05)
to ensure that the plant is operated to deliver guaranteed energy output.
r. Insurance should be covered by both client and the contractor for human
damage and material damage during the construction period.
a. The system cost shall include all the costs related to above Scope of Work.
Bidder shall quote for the entire facilities on a basis such that the total Bid Price
covers all the obligations mentioned in this specification respect of Design, Supply,
Installation, Testing and Commissioning Including Warranty, Operation &
Maintenance, goods and services including spares required (if any) during operation
& maintenance period.
b. The Bidder has to take all necessary permits, approvals, licenses, and Insurance to
complete the scope of work mentioned in Clause 1.2 above. The project cost shall
remain firm and fixed and shall be binding on the Successful Bidder till completion
of work for payment his actual cost of execution of the project.
c. No escalation will be granted on any reason what so ever. The bidder shall not be
entitled to claim any additional charges, even though it may be necessary to extend
the completion period for any reasons what so ever. The cost shall be inclusive of all
duties and taxes, insurance etc. The prices quoted by the firm shall be complete in all
respect and no price variation/adjustment shall be payable.
d. The operation & maintenance of Solar PV System would include wear, tear,
overhauling, machine breakdown, insurance, and replacement of defective modules,
invertors, spares, consumables & other parts till the end of warranty period.
2. Operating Conditions
a. Design data:
b. The solar PV array and mounting structure must be able to withstand wind
gusts speed up to 50m/s without damage.
c. All wiring, enclosures, and fixtures that are mounted outdoors must be resist to high
humidity, corrosion, insect and dust intrusion. Use of corrosion resistance terminals
is required. Protection of the electronic circuit boards from corrosion by potting or
applying a conformal coating is recommended.
d. The design data specified herein are average values for concerned location. Its
bidder’s responsibility to obtain precise data required to optimize the performance of
system without compromising safety norms on his own cost.
3. Grid Parameters
Bidders shall consider grid parameters specified herein to integrate the solar PV system with
the utility grid. Also Bidders shall obtain further data (if necessary) from relevant authorities
to establish complete synchronization and protection. Costs associated with the integration of
solar PV system and utility grid shall be included in the bid and quote separately in the Price
Schedule.
4. Accessories
4.1 Specifications/Standards/Requirements for Solar PV Modules
The solar PV modules intend to use for the proposed solar PV system should be in
conformity to following standards and requirements;
a. Should be made out of poly crystalline / mono crystalline silicon cells / Cadmium
Telluride.
b. Photo electrical conversion efficiency of Solar PV module shall be 17% or
higher.
c. Module rating to be 300Wp or higher.
d. Rated output of module shall be within 0~ +3W of the declared value.
e. Shall perform in an operating environment where; solar PV panel temperature
ranging between 10°C to 85°C and relative humidity is 95%.
f. Economic life should be more than 25 years.
g. Module fill factor shall be 0.7 or higher.
h. Modules shall be encapsulated and sealed to protect silicon cells from external
environment and prevent ingress of moisture during its economic life.
i. The PV modules must be tested & approved by one of the IEC authorized test centers
as per relevant and latest IEC standards.
j. The modules should comply with IEC 61215, IEC 61730, IEC 61701, IEC 62716
and IEC 62804 Electrical Protection Class II and CE guidelines or latest for safety.
k. Solar modules should be preferably of replaced origin and should be IEC 61215, IEC
61730 , UL 1703 & ISO 9001:2008 certified and comply to the QC080000 HSPM
regulations (certificate copies should be provided)
l. Solar cell surface to be coated with anti-reflective coating. It’s better if it can have a
nano coating to reduce dust accumulation but its affect to performance need to be
considered.
m. Module frame shall be made out of corrosion resistant material and shall be
compatible with the mounting structures to prevent corrosion.
n. Module shall be built to withstand against 50 m/s of wind speed.
o. The bidder should be an Authorized Representative to market and service of this
product in Sri Lanka (Attach a copy of the Authorization letter from the manufacture).
p. Product warranty for the solar modules should be 12 years, and linear
performance warranty should be indicated against 85% power output in 25
year. Warranty statement from the supplier should be attached.
q. Indicate the period of the insurance cover provided against the insolvency or
bankruptcy of the manufacturer in case of a claim within the said warranty period.
r. Panel installation can be done on some roof only during given Sundays/company
holidays since food processing is carryout on the work floor and food contamination
can be happen due to installation work specially drilling operation. Necessary
precautions has to be taken during this operation to minimize possibilities of
contamination by covering the area and need to clean it and complete the job within
given period of time.
Solar PV modules shall be provided with RF identification label. This should include following
essential information pertaining to design and manufacture of solar cells and modules;
a. The Inverter operation shall be based on Maximum Power Point Tracking (MPPT)
principle.
b. PCU/ARRAY SIZE RATIO: The combined wattage of all inverters should not be
less than rated capacity of power plant under STC.
c. The grid interconnection protection scheme required (shall be as per the standards and
requirement specified by the Ceylon Electricity Board) at the grid interface may be
built in to inverter or separately provided (Most of the modern Inverters are equipped
with this protection scheme as a built in capability). The Bidders are expected to study
and understand the protection scheme required at the grid interface prior to choose the
Inverter.
d. Inverter shall be protected against incorrect polarity of DC input.
e. The power quality of the Inverter output shall be as specified by the Ceylon Electricity
Board (as per the standard and specifications of Net Plus Scheme stipulated by CEB).
f. The nominal Inverter power output shall be delivered to the existing low voltage
network at three (03) phases, 400V, 50 HZ.
g. The operating range of the Inverter shall be +/- 10% nominal voltage and -6% / +4% of
power frequency. These settings should be adjustable to set the Inverter operating
range.
h. The required system capacity to be met using multiple of inverters in the range of
medium size inverters. Similar capacity units has to be used for whole project to ease of
spares maintenance.
k. Shall be built with capability to synchronize with low voltage grid. (Consider that step
up transformers used to feed to high voltage grid.)
l. Shall be built with capability to log data, remote monitoring and data transferring to
remote computer.
o. The Inverters should be grid interactive and also DG set interactive if necessary.
Inverter output should be compatible with the grid frequency. Typical technical
features of the inverter in addition to the above shall be as follows:
q. Inverters should comply with applicable IEC standard for efficiency measurements
and environmental tests as per standard codes IEC 61683 and IEC 60068 2(6, 21,
27,30, 75, 78). The MPPT units should qualify IEC 62093 and IEC 60068 2 (6, 21, 27,
30, 75, 78).
r. Inverters should comply with IEEE 1547 (and IEC 62116) for islanding protection and
interconnecting with grid as required by CEB.
t. Should be capable of generating 3phase AC power which suit the local grid code.
u. The bidder should be an Authorized Representative to market and service this product
in Sri Lanka or should be purchased from authorized dealer (Attach a copy of the
Authorization letter).
c. Aluminum structures also can be used which can withstand the wind speed of 50m/s.
Necessary protection towards rusting shall be provided either by coating or anodization.
The fasteners used should be made up of stainless steel. Proper sealing materials to be
employed for roof penetrations. All structural members shall be made out of either hot
dip galvanized steel or corrosion resistant aluminum or stainless steel.
d. The structures shall be designed to allow easy replacement of any module. Panel array to
be oriented towards East-West direction wherever possible.
e. Each structure should have angle of inclination as per the site conditions to take
maximum irradiance. However to accommodate more capacity the angle inclination may
be reduced until the plant meets the specified performance ratio requirements. The
module alignment and tilt angle shall be calculated to provide maximum annual energy
output wherever possible. The existing roof alignment may be followed if the difference
in energy yield (energy maximum tilt angle Vs roof angle) found to be insignificant. The
panel mounting angle shall be as much as closed to the optimum value.
f. Regarding civil structures the bidder need to take care of the load baring capacity of the
roof and need arrange suitable structures based on the quality of roof.
g. The mounting structure could be removed easily on a major roof repair and reinstall using
the same materials (indicate the warranty of the mounting structure).
h. The total load of the structure (when installed with PV modules and walkways) on the
roof has to be minimum as possible.
i. Walkways to be provided with necessary space between panel rows for ease of
maintenance which include replacement, inspection and cleaning of panels, etc. All
walkways has to be done to withstand sufficient load of a person with a portable load. It
has to be done using corrosive resistance material as much as possible such as GI/hot dip
galvanized/Aluminum chequered plates/etc.
j. At least major walkways need to be erect at the first stage of the project to minimize
possible roof/roof sheet damages during the installation period.
k. Panel mounting structure fastening method to roof is a critical factor and minimum
10 years warranty should be given on it to avoid water leakages through it. All
fasters has to be done on the ridge of the Zn/Al sheet and never on the valley of the
sheet.
l. Panels to be separated from the roof surface using a suitably designed insulation layer to
prevent excessive heat being transferred to panels.
m. Panels to be separated from the roof surface using a suitably space (as per the
installations guide of SLSI) to prevent the generation of excessive heat under the panels.
p. All materials shall be UV resistant and shall be designed to withstand the temperatures to
which they are exposed. Using PVC pipes as cable conduits is completely unacceptable.
q. Dissimilar metals, if used, shall be isolated from one another using non-conductive
materials.
a. DC Distribution panel is needed to receive the DC output from the array field, with
analog measurement panel for voltage, current from different MJBs so as to check any
failure in the array field.
b. It shall have MCCBs of suitable rating for connection and disconnection of array
sections. DCDB shall be fabricated by CRC Sheet to comply with IP-65 protection.
Suitable capacity surge arrestors has to be used where necessary.
a. AC Distribution Panel Board (DPB) shall control the AC power from PCU/ inverter,
and should have necessary surge arrestors. Interconnection from ACDB to mains at LT
bus bar while in grid tied mode.
b. All switches and the circuit breakers, connectors should conform to IEC 60947, part I,
II and III/ IS60947 part I, II and III.
c. The changeover switches, cabling work should be undertaken by the bidder as part of
the project.
d. All the Panel’s shall be metal clad, totally enclosed, rigid, floor mounted, air -
insulated, cubical type suitable for operation on three phase / single phase, 415 or 230
volts, 50 Hz
e. The panels shall be designed for minimum expected ambient temperature of 45 degree
Celsius, 80 percent humidity and dusty weather.
f. All indoor panels will have protection of IP54 or better. All outdoor panels will have
protection of IP65 or better.
g. All the 415 AC or 230 volts devices / equipment like bus support insulators, circuit
breakers, SPDs, VTs etc., mounted inside the switchgear shall be suitable for
continuous operation and satisfactory performance under the following supply
conditions
h. Main Panel Boards before HT/LT Transformer should be equipped with CIRCUTOR
brand analyzer CVM-C10.
4.8 Panel/Invertor Room
a. Properly sealed and insulated, panel room to be built with necessary natural lighting and
artificial lighting.
c. Raw material stores area invertor/s and panels can be install on a small cubical with
necessary ventilation (AC if required) and it has to be connected with main panel room
for monitoring.
d. Wiring of each Inverter rooms, panel rooms for lightings, plug bases emergency lamps
are to be included with the offer. Emergency lamps, ceiling lamps, wall lamps, control
breakers, RCBs and DBs should be supplied and installed in those places. Steel conduits
Steel cable trays need to use for wiring. General Power for each rooms needs to wire
from existing Factory Power supply panel boards.
a. The cables used in the system should be XLPE insulated copper conductors. Cables of
various sizes as per load requirement for connecting all the modules/arrays to Junction
Boxes, Junction Boxes to DC distribution box and DC distribution box to inverter. The
cables shall be able to handle maximum expected current in case of a short circuit
condition.
b. Cross section area of the conductors shall be selected such that energy losses are
within the stipulated limits.
c. Sizes of cables between array interconnections, array to junction boxes, junction boxes
to Inverter etc. shall be so selected to keep the voltage drop (power loss) of the entire
solar system to the minimum.
d. Cross section area of the conductors shall be selected such that voltages are managed
at stipulated limits to facilitate trouble free operation of the equipments and PV
system. Over current protection shall be provided at appropriate levels of the network.
e. The DC cable network shall be designed such that energy losses are kept below 2%
when transferring the rated power. Similarly energy losses at AC side shall be kept
below 1%.
f. PVC Coated Copper Cables of appropriate size shall be provided from Inverter
onwards in AC side. PVC Coated copper wires of appropriate size and of reputed-
made shall have to be used. The permissible voltage drop from the solar modules to
inverter shall not be more than 2% of peak power voltage of the power source (solar
panel).
g. All connections should be properly terminated, soldered and/or sealed from outdoor
and indoor elements. Cables shall be terminated using proper tools.
h. All cables used outdoor shall comply with latest standards. In general relevant IEC
standards should be adopted in calculation of current rating, voltage drops and cable
de-rating factors.
i. Cabling and other accessories should be warranted, and indicate the warranty period
including for the workmanship.
j. All DC cables should be laid through enclosed cable trunkings and AC cables should
be laid through cable trays with lids.
k. All Cable Trays and trunking should be weather proof, corrosion proof, rigid and
strong. All cable trays and trunking should be hot dip galvanized and minimum
thickness is 2.5mm. Cable tray accessories, wall supports, posts, bolts should be hot
dip galvanized.
l. All cables to be taken through either GI conduits or cable trays and the same shall be
firmly secured. Flexible PVC coated GI conduits can be used where necessary and
make sure that 100% of the wiring from Solar module to Invertor is covered thru
conduits or cable trays. All end points need to be properly sealed/finished using
proper glands.
m. Suitable markings shall be provided on the bus bar for easy identification and the
cable ferrules must be fitted at the cable termination points for identification.
n. All exposed cables, conduits and cable trays shall be resistance to UV radiation, heat
and abrasion.
o. The Cable should be so selected that it should be compatible up to the life of the solar
PV panels i.e. 25years.
p. There should be a cable identification system/ tag for each cable along the cable paths
in the maximum interval of 10 m.
4.10 Switchgear
a. Only Schneider electric switchgear and accessories can be used for the full scope
of this project.
a. The bidirectional electronic energy meter (0.5 S class) shall be installed for the
measurement of import/Export of energy.
a. Solar Irradiance: Pyranometer Kipp & Zonen SMP3 model (along with calibration
certificate) has to be provided, with the pyranometer mounted in the plane of the
array. Readout integrated with data logging system.
b. Temperature: Temperature probes for recording the Solar panel temperature and/or
ambient temperature to be provided complete with readouts integrated with the
data logging system
b. Such system shall include built-in meter and data logger with inverter to monitor
plant performance in one (15) minute intervals through external computer.
c. The plant monitoring shall also have, PV array energy production: Digital Energy
Meters to log the actual value of AC/ DC Voltage, Current & Energy generated by the
solar system shall have to be provided. Circutor make energy meters has to be used.
d. Solar irradiance measuring equipment data also to be saved here and has to be used
for performance verification continuously.
e. Energy meter along with CT/PT should be of 0.5 accuracy class.
g. String and array DC Voltage, Current and Power, Inverter AC output voltage and
current (All 3 phases and lines), AC power (Active, Reactive and Apparent), Power
Factor and AC energy (All 3 phases and cumulative) and frequency shall be
monitored.
h. The data shall be recorded in a common work sheet chronologically date wise. The
data file shall be MS Excel compatible. The data shall be represented in both tabular
and graphical form.
j. Software shall be provided for USB download and analysis of DC and AC parametric
data for individual plant.
k. Provision for Internet monitoring and download of data shall be also incorporated.
l. Remote Server and Software for centralized Internet monitoring system shall be also
provided for download and analysis of cumulative data of all the plants and the data
of the solar radiation and temperature monitoring system.
5. Protection
The system should be provided with all necessary protections like grounding, lightening, and
grid islanding as follows:
a. Plants shall be provided with lightning & overvoltage protection. The main aim in
this protection shall be to reduce the over voltage to a tolerable value before it
reaches the PV or other sub system components. The source of over voltage can be
lightning, atmosphere disturbances etc.The entire space occupying the roof top solar
array shall be suitably protected against Lightning by deploying required number of
Lightning Arrestors. Lightning protection should be provided as per IEC 62305
standard.
b. The protection against induced high-voltages shall be provided by the use of metal
oxide varistors (MOVs) and suitable earthing such that induced transients find an
alternate route to earth. Each Lightning arrestors should be provided with Earth
system very closed to it and Earthing of all system at transformer Main Panels by
Installing of 2x1C- 240 sqmm Cu/PVC (Earth) cable & 600 mm x 600 mm x 5 mm
Copper Earth Plate including all accessories / joints etc. as per B.S. code of Practice
for earthing to achieve an Earth Resistance of less 5 ohms.
a. All components and exposed metal parts in the system shall be properly grounded.
Solar panels shall include both equipment and system grounding. In addition the
lightning arrester/masts should also be provided inside the array field if applicable.
b. Provision should be kept for shorting and grounding of the PV array at the time of
maintenance work. AC Distribution Board and DC Distribution Board should also be
earthed properly. It shall be ensured that all the grounding points are bonded together
to make them at the same potential.
c. Grounding shall meet such norms as specified in the electrical code of practice in use
and as specified by utilities cost of necessary grounding shall be included in the bid.
b. Solar system shall be provided with adequate rating fuses, fuses on inverter input side
(DC) as well as output side (AC) for overload and short circuit protection and
disconnecting switches to isolate the DC and AC system for maintenances as
needed.
c. Fuses of adequate rating shall also be provided in each solar array module to protect
them against short circuit.
6. Earthing
a. All non-current carrying metal objects such as solar PV panel frames, mounting
structures, enclosures etc shall be grounded using unbroken earth wire. Earth wire shall
be neither disconnected nor connected via fuse or any other link which has the tendency
for physical opening or separation.
b. Earthing system shall be electrically connected to provide return to earth path from all
equipment irrespective of their mechanical connection.
c. The solar PV system shall be protected against lightning by providing lightning arrestor
terminal at the roof top.
d. Earthing of all system at transformer Main Panels by Installing of 2x1C- 240
sqmmCu/PVC (Earth) cable & 600 mm x 600 mm x 5 mm Copper Earth Plate including
all accessories / joints etc. as per B.S. code of Practice for earthing to achieve an Earth
Resistance of less 5 ohms.
e. Test point shall be provided for each earth electrodes for inspection and testing
f. The earth wire conductor shall be made out of copper and shall be designed to withstand
expected highest current.
7. Performance Verification
After completion of installation & commissioning of the power plant, necessary tools &
tackles are to be provided free of cost by the bidder for maintenance purpose. List of
tools and tackles to be supplied by the bidder for approval of specifications and make
from CBLF.
Danger boards should be provided as and where necessary as per safety standards as
amended up to date. Three signage shall be provided one each at control room, solar
array area and main entry from administrative block.
The firefighting system for the proposed power plant for fire protection shall be consisting
of:
a. Portable fire extinguishers in the control room for fire caused by electrical short circuits
a. Three sets of Engineering, electrical drawings and Installation and O&M manuals
are to be supplied. Bidders shall provide complete technical data sheets for each
equipment giving details of the specifications along with make/makes in their bid
along with basic design of the power plant and power evacuation, synchronization
along with protection equipment.
d. The successful bidder shall provide a complete on-site training to the staff-in-
charge on operation and maintenance of the unit.
a. The bidder shall take entire responsibility for electrical safety of the installation(s)
including connectivity with the grid and follow all the safety rules & regulations
applicable as per Electricity Act, IEE wiring Regulation, SLS standards and
SLSEA guidelines etc.
b. During the installation period complete safety measures to be taken and work as
per the given work permit.
13.Warranty
a. The bidder shall warrant that the goods supplied under this contract are new,
unused, of the most recent or latest technology and incorporate all recent
improvements in design and materials.
b. The bidder shall provide warrantee covering the rectification of any and all defects
in the design of equipment, materials and workmanship including spare parts (if
any) for a period of not less than 5 years from the date of commissioning.
c. Such a warranty shall also include servicing and preventive maintenance during this
period. Bidder shall specify in detail the means available to them to implement such
a warranty.
d. Indicate the warranty from the date of commissioning is required for the
performance of the system. Further, minimum warranty is required for the inverters
and moduleswith not more than 15% performance degradation in accordance with
industrial standard warranty conditions.
14. Documents
1. General Experience
Experience under contracts in the role of contractor, subcontractor, or management contractor for
at least the last five (05) years prior to the bid submission deadline. A certified copy of the

Design, Installation, Commissioning of at least five (5) nos Grid connected Solar Photovoltaic
power generation projects. Installed capacity of each project shall be 250 kWp or more. The
combined installed capacity of all the projects executed during the last three (3) years, shall be 2
MW or more. Include the details of the completed projects in following table. Attach additional
pages as necessary.

The Bidder must demonstrate that it has the personnel for the key positions that meet the
following requirements and the bidder must have the capability to complete installation within the
given time period.

The Bidder shall provide details of the proposed personnel and their experience records in the
relevant Information Forms.
4. Financial Situation
Submission of audited balance sheets and income statements or other financial statements
acceptable to the Employer, for the last three (03).years to demonstrate the current
soundness of the Bidder’s financial position and its prospective long-term profitability.
Minimum average annual turnover of LKR 250 million calculated as total certified
payments received for contracts in progress or completed, within the last three (03) years
(2017, 2016 & 2015).

The information supplied should be the Annual Turnover of the Bidder in terms of the amounts billed to
