1. Introduction
1.1 Rationale
Based on the Guidelines for the Implementation of CMO No. 46 s.2012, this
PSG implements the “shift to learning competency-based standards/outcomes –
based education” in the response to the 21 st CENTURY Philippine Teacher Education framework. Furthermore,
this PSG is anchored on the salient features of K to 12 Enhanced Curriculum (RA
10533), the Philippine Qualifications Framework (EO 8383, s. 2012, The National
Competency-Based Teacher Standards (NCBTS), now the Philippine Professional
Standards for Teachers (D.O.42,s.2017) and other relevant documents. It specifies
the core competencies’ expected from Bachelor of Secondary Education (BSEd)
graduates “regardless of the type of HEI they graduate from”. However, in
“recognition of the spirit of outcomes-based education and of the typology of HEI’s,”
this PSG also provides “ample space for HEIs to innovate in the curriculum in line
with the assessment of how best to achieve learning outcomes in their particular
contexts and their respective missions.”
Isabela State University-Roxas Campus has been offering for years Bachelor
of Secondary Education with majors in Mathematics and in Filipino.
1.2 Statement of ISU Vision and Mission

Isabela State University is committed to develop globally competitive
human, technological resources and services through quality instruction,
innovative research, responsive community engagement and viable resource
management programs for inclusive growth and sustainable development.
1.3 Statement of College/Program Goals
College Goals
The College is tasked to develop professional educators and train future
teachers who are competent, caring, confident, committed and would contribute
to the development of the community through education by:
1. enhancing the qualifications of educators for academic and professional
development equipped with advanced training and educational innovations
as well as research and extension capabilities; and

2. preparing and developing highly qualified basic education teachers and


skilled technologist through quality and well-rounded pre-service training
both academic and vocational fields for diverse community of learners.

Degree/Program Goals
The BSEd degree program aims to develop highly motivated and competent
teachers specializing in the content and pedagogy for secondary education.

1.4 Statement of Program Outcomes


1.4.1 General Program Outcomes (Common to Teacher Education)
The graduates have the ability to:
1. articulate the rootedness of education in philosophical, socio-
cultural, historical,
2. demonstrate mastery of subject matter/discipline;
3. facilitate learning using a wide range of teaching methodologies
and delivery modes appropriate to specific learners and their
environments;
4. develop innovative curricula, instructional plans, teaching
approaches and resources for diverse learners;
5. apply skills in the development and utilization of ICT to promote
quality, relevant and sustainable educational practices;
6. demonstrate a variety of thinking skills in planning, monitoring,
assessing and reporting learning processes and outcomes;
7. practice professional and ethical teaching standards sensitive to
the local, national and global realities;
8. pursue lifelong learning for personal and professional growth
through varied experiential and field-based opportunities.

For the 2nd Semester of S.Y. 2021-2022, only the third year and fourth year college
students were allowed to have the limited face- to-face classes.

F. TRAINING AND CONFERENCES OR FORA

The College of Education (CEd) of Isabela State University Roxas campus


initiated the conduct of training workshop on Outcomes-Based Education to all
faculty on March 2, 2022 at the Campus Mini-Theater. The training started with a
prayer led by Prof. Iluminada M. Aguinaldo which was followed by the singing of the
National Anthem. Dr. Marilene S. Matusalem, the college dean and team leader in
training and education, delivered her opening remarks. Participants of the said
training were welcomed by the campus Academic and Related Affairs director, Dr.
Marilyn S. Luzano. The objectives of the training were delivered by the college
research and extension coordinator, sir Noel A. Palapuz. The campus administrator,
Dr. Eddie I. Peru, delivered his message. He emphasized the importance of such
training in the attainment of the university’s VMGOs. He also reminded the faculty of
their mandates in the university. This includes preparation and submission of
necessary documents prior to the start of classes. One of these needed and required
documents to be submitted are the Course Syllabi, Table of Specification, and Test
Questionnaire. To guide the faculty in aligning their course syllabi into an outcome-
based, sir Januard D. Dagdag, who had published researches on outcomes-based
education, shared his expertise in the said field. Faculty members of the different
colleges were taught of ways and principles on how to obedize the course syllabi.
After which, Professor Jane C. Caliboso discussed ways on how to make course
guide. To aide the faculty in constructing table of specification, Sir Lynard Dela Cruz
discussed the university’s practices in making TOS. After him, ma’am Judith Joy
Pascua discussed strategies and principles in making test questionnaires. After the
lecture, workshop and open forum were held. The very supportive and energetic
extension and training director, Professor Victorina V. Metilla, delivered her closing
remarks. Generally, the training workshop was held successfully and smoothly.

supervision of Prof. Januard D. Dagdag

Jobel Keith Barroga, a senior high school student placed third in Pagsulat ng Lathalain during the
conduct of the first ever Journalympics as part of the celebration of Isabela State University’s 44 th
founding Anniversary held at ISU Cauayan Campus held on June 7, 2022.

Kapagayan Dance Troupe was awarded as Champion during the 44 th Founding Anniversary

I. Career Headway: Examination’s Review for Government Employee

Why Review and Take the CSC Examination?

The College of Education as a Center of Excellence in teacher education envisions to


commit to be a leader in the formation of competent, conscientious, Christ-like, and socially
involved teachers who can respond to and benefit from the demands and challenges of a fast
changing local and global learning environment. Moreover, the College of Education
commits itself to strive for excellence through quality instruction, research and community
extension to improve the quality of basic education to ensure individual optimal meaningful
learning, in consonance to its mission, the College of education conducted Extension program
to the Administrative Staffs of ISU Roxas on March 10, 2022 at ISU Roxas mini theatre.

This extension activity was supported and actively participated by, the Campus
Administrator, Dr. Eddie I. Peru, Administrative staffs, and other campus officials. The
general objective of this extension activity is to help the staffs on passing the Civil Service
Examination as medium requirement to become a full pledge government employee. A series
of Review lectures were conducted which includes Science, Math, Filipino, English and
Social Science. Generally, the extension project aims to develop the skills and confidence of
employees in taking the CSC examination.

II. BLEPT- KAYANG KAYA


After studying a four-year degree course, taking and passing the licensure
examination is what really challenges graduates who wish to practice their
profession the soonest. Reasons for passing or not passing the examination varies
from one person to another. But it has been proven that the preparations made
before the examination greatly affects the performance of examinees to whether or
not to pass the examination. Isabela State University-Roxas Campus is now
challenged with producing graduates who are globally competitive, most
especially graduates who are going to take board examinations.
In the college’s course offerings, It is worthy to take note that licensure
or board examinations are given by a nation to its people to ensure the efficiency
of a job, especially the jobs that play a crucial part not only to a particular
industry, but to the whole society, wherein the future of a nation is indeed at stake.
In connection to this, the College of Education conducted an Extension activity
entitled “BLEPT Kayang-kaya”.
This extension activity was supported and actively participated by, the
faculty of the College of Education and the BSE graduates. A series of review before the
day of examination was conducted. Assigned faculty lectured and gave tips on how to
pass the Licensure Examination to BSE graduates. Generally, the extension project
aims to develop the skills and confidence of BSE graduates in taking the board
examination.

IV. Enhancing the Quality of Secondary Education through


Digital Learning
The extension project on “Enhancing the Quality of Secondary Education through
digital Learning” was officially launched on May 19, 2021. It was participated
virtually by the high school teachers and principal of Matusalem National High
School (MaNHS), faculty members/extensionists and students from the College
of Education of Isabela State University-Roxas Campus. Mr. Lynard A. Dela Cruz
and Mr. Christopher Valdez did the lecture and discussion on exploring the
different digital learning platforms. While Mr. Marlou Yadao, Principal I of
MaNHS, expressed his gratitude to the college of education extension unit for
choosing their school (MaNHS) as a recipient of the said extension project. The
said activity was also supported and attended by the Dean of the College of
Education, Prof. Marilene S. Matusalem, Campus Director for Extension and
Training Unit, Marilyn S. Luzano, and Prof. Eddie I. Peru, Campus Administrator.

While the request for the College of Education to be the members of the panel
during the Topic Presentation (April 16, 2021) and Research Proposal Defense
( May 27, 2021) of SANHS senior high school students was addressed by the
faculty members/extensionists. The said activities, though virtually done, were
both successful.
