The Prime Minister is the head of the Council of Ministers in India. The President appoints as Prime Minister the leader of the party with the majority in the Lok Sabha. If no party has a majority, the President can appoint a Prime Minister who has the support of smaller parties. The Council of Ministers includes Cabinet Ministers, who determine policy and lead important portfolios, Ministers of State, and Deputy Ministers. The Cabinet is a smaller group of senior ministers who decide major policies and meet frequently. The Prime Minister effectively leads the executive branch, advising and recommending policies that the President must follow.
