UNESCO A

Agenda: Preservation of world heritage sites

1 ) What is UNESCO ?

● UNESCO is the United Nations Educational, Scientific and Cultural Organization.

● It contributes to peace and security by promoting international cooperation in
education, sciences, culture, communication and information.
● UNESCO promotes knowledge sharing and the free flow of ideas to accelerate mutual
understanding and a more perfect knowledge of each other's lives.
● UNESCO's programmes contribute to the achievement of the Sustainable
Development Goals defined in the 2030 Agenda, adopted by the UN General
Assembly in 2015

2 ) How to write a Position paper?

Your position paper should include a brief introduction followed by a comprehensive

breakdown of your country's position on the topics that are being discussed by the committee.
A good position paper will not only provide facts but also make proposals for resolutions.

1)Country’s Position on the Topic

2) Country’s Relation to the Topic
3) Proposals of Policies to Pass in a Resolution

● Show your country’s unique understanding of the issue being discussed.

● Show your country’s previous relationship with the topic (preferably with relevant
examples).
● Show policies and ideas that your country would like to see in the resolution

3 ) Resolution:

What is a resolution?
A resolution is a document that contains all the issues that the committee wants to solve and
the proposed solutions to that issue.
The author of a resolution is called a sponsor. Most resolutions have multiple sponsors
because it takes a group of countries to share good ideas and to come to a consensus

When can you write a resolution?

Most conferences require students to write resolutions during the conference. Specifically,
resolutions are usually written during unmoderated caucus (sometimes called informal
caucus).
All the speeches, debate, negotiation, and teamwork is supposed to lead up to a resolution
which contains all the proposed solutions to the issue. The resolution(s) that the majority of
the committee agrees upon will be passed during the voting bloc and the sponsors will be
informally commended for building consensus on good ideas. Most conferences allow
multiple resolutions to pass as long as they do not contradict each other, but a few
conferences allow only one resolution to pass.

How to write a resolution?

It includes a heading, the pre-ambulatory clauses, and the operative clauses.

A ) Heading: the committee name, the sponsors, the signatories, and the topic

● The signatories are other delegates in the committee who do not necessarily agree
with the resolution but would like to see it debated. Most conferences require a
minimum number or percentage of sponsors and signatories (or a combination of
both) before a resolution can be presented

B ) The pre-ambulatory clauses states all the issues that the committee wants to resolve on
this issue. It may state reasons why the committee is working on this issue and highlight
previous international actions on the issue. Pre-ambulatory clauses can include:

■ General background info formation or facts about the topic, its significance, and
its impact.
■ Past UN resolutions, treaties, or conventions related to the topic
■ Past regional, non-governmental, or national efforts in resolving this topic
■ References to the UN Charter or other international frameworks and laws
■ Statements made by the Secretary-General or a relevant UN body or agency

(end each point with a comma )

C ) Operative clauses

Operative clauses state the solutions that the sponsors of the resolution proposes to resolve the
issues. The operative clauses should address the issues specifically mentioned in the
pre-ambulatory clauses above it.

( Segregate each point with a semicolon )

4) How to persuade other delegates :

● Initiate a good opening speech.

● Research thoroughly about your topic.
● Be precise and confident about your points.
● Keenly listen to the statements made by other delegates and evaluate if they coincide
with your ideas .
● Build allies.

5 ) How to build allies :

● Approach delegates who have the same ideologies as you during the informal sessions
like the unmoderated caucus.

● Mastering The Collective Writing Process

The writing process is not something that should, or can, be undergone alone.
Any delegate who attempts to produce a resolution alone will undeniably be at a
disadvantage to those who embrace collaboration and approach the writing process
from a collectivist standpoint

● Actions Outside of Committee Matter

Committee sessions are only a few hours at a time, but conferences also include
opening and closing ceremonies, guest speakers/workshops, meal breaks, and other
designated time.
actions outside of committee are possibly just as important as those in committee.
Getting to know delegates and being friendly will change the whole dynamic of your
committee in a positive way, making for a more enjoyable experience for everyone.
By working with others outside of the committee room, you can build a positive and
focused reputation for yourself.
5) Crisis committee:

● The crisis committee is more powerful than any other committee in the GA. More powerful
than the likes of CCPCJ, UNSC, etc.
● It occurs when a situation arises where the regular proceedings of the committee are
interrupted by a real-world crisis.
● This crisis can be based on any significant real-world crisis that either happened in the past
(eg. North Korea deciding to test their nuclear weapons in a launch against the USA), the
present (eg. Russia capturing territories of Ukraine) or in the future.
● The crisis situation can be decided by the Chair and the Vice-Chair, who will explain the
entire situation to the delegates before turning the committee into a crisis committee.
● During the crisis committee, delegates will speak as usual in a mod caucus. However, instead
of sub-topics related to the issue, the delegates will directly address solutions and details
regarding the crisis at hand.
● Delegates and the Chair can take up different roles. In the first example, the delegates can
either take up the role of Barack Obama’s cabinet members or assume the role of Kim
Jong-un’s cabinet members.
● Delegates are encouraged to involve themselves deeply in their roles and talk solely about the
crisis at hand and find a solution to the crisis.
● Out room discussions are where delegates can truly gain an advantage over their peers
● This website is very in-depth about crisis committees:
https://bestdelegate.com/everything-you-need-to-know-about-crisis-committees/
● Crisis committees can end in very creative ways: assassinations, coup d’etats, etc. Even alien
invasions.
