Learning and Development Needs Assessment Report

I. Background and Rationale

In line with the implementation of Republic Act No. 10533, or the Enhanced
Basic Education Act of 2013, the Department of Education (DepEd) issues policy on the
conduct of Learning Action Cell (LAC) as a K to 12 Basic Education Program School-Based
Continuing Professional Development Strategy for the Improvement of Teaching and
Learning which aims to help improve teacher practice and learner achievement.
S.A.M.R is a model designed to help educators infuse technology into the
teaching and learning process. This model supports and enables teachers to design,
develop, and infuse digital learning experiences that utilize technology.
Cabuyao Central School, besides focusing on learners’ academic advancement,
values their safety and that of the school personnel. Through this, SAMR will be used and
integrated in ICT for teaching and learning process. Where in the teachers need to both
create tasks that target the higher-order cognitive skills (Bloom) as well as design tasks that
have significant impact on the learners’ outcomes. In order to achieve the goal of
transforming learning experiences so they result in higher levels of achievements for
learners.
On this light, CCS will conduct a School-Based Training Program on the
application of teaching with technology through the use of S.A.M.R Model to create effective
teaching learning strategy.

IV. Limitations of the LDNA

The LDNA focus mainly on the preparation for the initial activities of the use of SAMR model
to create effective learning strategy that may apply inside the classroom that help to
improve teacher practice, learner achievement and showcase the commitment in practicing
the expected competencies of a Highly Proficient Teacher and Proficient Teacher by
increasing their levels of knowledge, enrich teaching practice and professional engagement
for teaching-learning process of the learners’ development. This is of the work priorities
anchored on the operationalization of the Basic Education Learning Continuity Plan (BE-
LCP) and o DepEd Order No. 29, s. 2021 (School Calendar and Activities for School Year
2022-2023). Also, it covers the targets to produce better teachers in the school by improving
their qualifications skills and by increasing their levels of knowledge, practice, and
professional engagement. The SAMR model provides a technique for moving through

degrees of technology adoption to find more meaningful uses of technology in teaching and
move away from simply using edtech for tech's sake. This is also to improve teacher’s
teaching strategies, instructional or learning resource in teaching and approaches for
teaching-learning process of the learners’ development.

V. Assessment Results

The assessment results based on the ESAT Survey conducted last February of all teachers
of Cabuyao Central School shows that there is need on the following: a) to set clear
expectations of teachers along well-defined career stages of professional development from
beginning to distinguished practice; b) to engage teachers to actively embrace a continuing
effort in attaining proficiency; c) apply uniform measure to assess teacher performance,
identify needs, and provide support for professional development and d) share and practice
teacher’s teaching strategies approaches, instructional or learning resource in teaching and
teaching enhancement program for learners’ development.

VI. Conclusions

Based on the findings indicated and gathered, the following conclusions were cited.
1. The respondents must attend sessions in School-based training program for the
preparation for the initial activities and application of this learning strategy in their teaching
with integration of technology for this School Year 2022-2023 for compliance on RPMS-
PPST and its indicators the school needs to conduct SLAC activities for the teachers’
continued professional development and the preparation for their Instructional Materials
(IMs).

2. The respondents need to be informed and updated on the application of methodological

and pedagogical approaches in teaching-learning activities in face-to-face classes as one of
the learning resources to be equipped using the integration of ICT in their teaching and
exhibit the traits of teachers in 21st century skills, ICT integration using SAMR model and
HOTs this is under the preparation for upcoming COT on the following month.
3. The respondents need to learn the importance of the application of pedagogical
approaches of teaching-learning activities in face-to-face classes in their teaching as
anchored on the BE-LCP of the DepEd and aligned with the delivery of instruction through
the learning delivery modalities (LDMs) appropriate in the context of local conditions and
consistent guidelines and regulations.

4
L&D Needs Assessment

Learning and Development Needs Assessment Plan
In line with the implementation of Republic Act No. 10533, or the Enhanced Basic Education Act of 2013, the
Department of Education (DepEd) issues policy on the conduct of Learning Action Cell (LAC) as a K to 12 Basic
Education Program School-Based Continuing Professional Development Strategy for the Improvement of Teaching and
Learning which aims to help improve teacher practice and learner achievement.

S.A.M.R is a model designed to help educators infuse technology into the teaching and learning process. This
model supports and enables teachers to design, develop, and infuse digital learning experiences that utilize technology.

Cabuyao Central School, besides focusing on learners’ academic advancement, values their safety and that of
the school personnel. Through this, SAMR will be used and integrated in ICT for teaching and learning process. Where in
the teachers need to both create tasks that target the higher-order cognitive skills (Bloom) as well as design tasks that
have significant impact on the learners’ outcomes. In order to achieve the goal of transforming learning experiences so
they result in higher levels of achievements for learners.

On this light, CCS will conduct a School-Based Training Program on the application of teaching with technology
using S.A.M.R Model to create effective teaching learning strategy.

LDNA Objective/s:

Generally, this LDNA aims to demonstrate the salient points of use of Substitution, Augmentation, Modification, and
Redefinition (SAMR) SY 2022-2023 to gain and showcase the commitment in practicing the expected competencies of a
Highly Proficient Teacher and Proficient Teacher by increasing their levels of knowledge, enrich teaching practice and
professional engagement for teaching-learning process of the learners’ development.

MYRNA B. BASCO
Principal III
Pulo National High School

Dear Mrs. Myrna B. Basco:

Greetings in pursuit of academic excellence!

Transforming technology into a blended learning experience has become a necessity

for those educators wanting to engage student centered learning in the 21st century
classroom. During the first year of face-to-face classes, one of the biggest challenges
teachers face is creating lessons, activities, assignments, and assessments that will
not only get students to learn but hold their interest. Making them understand
science concepts and focus on classroom assessments is quite challenging since
majority of them have been in the modular distance learning for the last two years.

Relative to the above, the school respectfully requests permission from your good
office to allow Mr. Arnold B. Labios, Master Teacher I and Mr. Randy M. Garay,
Master Teacher I in your school, to be our speaker on Teaching with Technology:
School-Based Training Program Based on Substitution, Augmentation, Modification,
and Redefinition (S.A.M.R) Model to Create Effective Learning Strategy during the
conduct of our School Learning Action Cell. This will be on April 28, 2023, Friday,
3:00-5:00 PM. Their inputs on this topic will equip CCS teachers understanding on
how S.A.M.R can aid in active learning, develop HOTs as well as in formative and
summative assessments.

Your approval on this request will be highly appreciated.

Thank you very much.

Respectfully,

DEZERIE B. MECIJA
