    SUBJECT : SPOT REPORT re: RECOVERED CONTRABAND-


    TRESBE AND CIGARETTES

    DATE : April 7, 2023

    1. REFERENCES:
    a. Desk Officer’s Blotter Entry No. 00941 dated April 7, 2023.
    b. Tower 4 Blotter Entry No. 1432 dated April 7, 2023.

    2. DETAILS/FACTS OF THE CASE:


    a. At about 01:01 PM upon his tour of duty, JO1 Archie Pagalan heard a
    loud sound of a falling object at the back of his AOR (Tower 4). He immediately
    scanned the area to investigate, upon searching on the area he saw Three (3) Large
    Eco bags (suspected contraband) on the pathway near the septic tank and
    perimeter wall of the jail facility. After seeing the large objects, he then reported the
    incident to the duty Desk Officer SJO1 Ariel B Evarola via radio communication.

    b. After receiving the report SJO1 Evarola informed the Assistant Warden,
    JSINSP RAMON B MISA, and Duty Shift-Supervisor SJO1 Noel C Mira who
    responded quickly to the area where the object was seen. After arriving, they
    immediately saw the Three (3) eco bags colored Red, Blue and Green. JSINSP MISA
    and SJO1 Mira conducted investigation on the area for other evidence, after which
    the objects were documented and brought to the Desk Officer’s area for verification.

    c. Thereafter, JCINSP ERWIN B ESDEN, Jail Warden instructed the


    Assistant Warden and the Shift-Supervisor opened the items one by one to verify
    the content. They discovered Fifty (50) packs of “SSS Mascadas Tresbe” and
    Thirty (30) packs of Marlboro Red cigarette from the green bag. Thirty (30)
    packs of “SSS Mascadas Tresbe” and Twenty (20) Marlboro Red cigarette
    from the red bag, and Fifty (50) packs of “SSS Mascadas Tresbe” from the
    blue bag. Each pack of Tresbe contains Six (6) bars with a jail value of P12,000. A
    total of One Hundred Twenty (120) packs of Tresbe is worth a jail value of
    P8,640,000 while a total of Fifty (50) packs of Marlboro Red cigarette has a jail
    value of P150,000. The total jail value of all the confiscated contraband is worth
    P8,790,000.

    3. ACTIONS/S TAKEN:
    a. The confiscated items were documented and blottered by the Desk
    Officer. The contraband was now in the possession of the Desk Officer for
    safekeeping;

    b. The Jail Warden and the Operations JNOR were informed regarding the
    incident;

    c. The Deputy Warden, Shift-Supervisor and Unit Intelligence Officer went to


    the Apartment where the contraband was suspected to come from was investigated,
    unfortunately the owner of the left before the Officers arrived;

    d. CCTV footages were reviewed and recorded;

    e. The warden advised all personnel to keep on alert and vigilant and the
    intel officers to double his monitoring;

    f. The Jail Warden instructed the Investigation Officer to conduct immediate


    investigation regarding the said incident.

    4. DISPOSITION/FINDINGS:
    a. The following were the recovered thrown contrabands at the back of
    Tower 4:
    1) Fifty (50) packs of “SSS Mascadas Tresbe” and Thirty (30)
    packs of Marlboro Red cigarette from the green bag
    2) Thirty (30) packs of “SSS Mascadas Tresbe” and Twenty
    (20) Marlboro Red cigarette from the red bag.
    3) Fifty (50) packs of “SSS Mascadas Tresbe” from the blue bag

    5. ISSUES/CONCERNS/RECOMMENDATIONS:
    a. Jail Facility in Full Alert;

    b. To strengthen Intel monitoring outside and inside the facility and


    conduct further collaboration with Intel community;

    c. To conduct thorough investigation in order to find out who were


    involved in the said incident.
