    COUNCIL OF ELDERS AND LEADERS AT STO. DOMINGO MULTI PURPOSE HALL, Sto.
    Domingo, Lumintao Quezon Bukidnon on February 10, 2023 at exactly 9:00 o’ clock in the
    morning.

    RESOLUTION NO. 1
    RESOLUTION ALLOWING DATU APOLINARIO MANSALOON
    REPRESENTATIVE OF UNITED MANOBO KULAMANEN
    COUNCIL OF ELDERS TO ENTER IN A CONTRACT OF
    USUFRUCT WITH STO. DOMINGO ELEMENTARY SCHOOL
    AND MAKING THE LATTER AS USUFRUCTUARY TO THE
    ANCESTRAL CLAIM OF THE MANOBO KULAMANEN TRIBE.

    WHEREAS, the IPS of Unified Manobo Kulamanen Council of Elders and Leaders held a
    meeting and decided to enter in a contract of Usufruct with Sto. Domingo Elementary
    School, February 10, 2023,
    WHEREAS, Datu Apolinario L. Mansaloon is the representative of our Unified Ancestral
    Domain Claim and our IPS Pinun Datu,
    WHEREAS, the said school is within the Ancestral Domain of the Manobo Kulamanen with
    an estimated area of 5. 6 hectares and on process for application for delineation,
    recognition, and titling for Certificate of Ancestral Domain Title (CADT) before the NCIP
    Office.
    WHEREAS, under Article XIV, Section 1, of the 1987 Constitution provides that, the State
    shall protect and promote the right of all citizens to quality education at all levels, and shall
    take appropriate steps to make such education accessible to all;
    WHEREAS, the Manobo Kulamanen Council of Elders and Leaders support the State in its
    endeavor in the improvement, development, and success of education to all;
    WHEREAS, the right to education is internationally and globally recognized to bring about
    changes in the world and among individuals;
    NOW THEREFORE, on motion by Datu Rudy Panduma, clan representative of Panduma
    and seconded by Datu Romeo Payaron, clan representative of Payaron, be it:
    RESOLVED, as it is hereby resolved, RESOLUTION ALLOWING DATU APOLINARIO
    MANSALOON REPRESENTATIVE OF UNIFIED MANOBO KULAMANEN COUNCIL OF ELDERS
    TO ENTER IN A CONTRACT OF USUFRUCT WITH STO. DOMINGO ELEMENTARY SCHOOL
    AND MAKING THE LATTER AS USUFRUCTUARY TO THE ANCESTRAL CLAIM OF THE
    MANOBO KULAMANEN TRIBE
    UNANIMOUSLY APPROVED.
