NBI - The National Bureau of Investigation (NBI) is a Philippine government

agency under the Department of Justice (DOJ)

The National Bureau of Investigation (NBI) is the premier investigative agency in the
Philippines. It is responsible for the detection and investigation of crimes, gathering
intelligence, and assisting in law enforcement and prosecution. The history of the
NBI dates back to the early 20th century. Here's a brief overview of its development:

Early Beginnings (1901-1941):

American Period: The NBI traces its origins to the establishment of the Office of the
Special Investigator (OSI) in 1901, during the American colonial period. The OSI
primarily focused on combating smuggling and investigating crimes against the
government.

Commonwealth Era: In 1936, the Commonwealth Act No. 181 was passed, creating
the Office of the Solicitor General, which absorbed the functions of the OSI.

Creation of the NBI (1941-1945):

World War II: During the Japanese occupation of the Philippines (1941-1945), law
enforcement and investigative functions were disrupted. However, the guerrilla
movement formed resistance groups that conducted intelligence and investigative
activities against the occupying forces.

Post-War Reestablishment (1945-1972):

In 1947, Republic Act No. 157 established the National Bureau of Investigation,
replacing the Office of the Solicitor General. It provided the NBI with broader
investigative powers and jurisdiction over the entire country.

The NBI expanded its functions to include criminal investigations, anti-espionage

efforts, fingerprint identification, forensic examinations, and maintaining a criminal
database.

Martial Law Period (1972-1986):

Under President Ferdinand Marcos' martial law regime (1972-1981), the NBI played
a significant role in suppressing dissent and enforcing martial law policies.
The NBI worked closely with the military, intelligence agencies, and the government
to identify and neutralize political opposition.

Restoration of Democracy (1986-Present):

After the People Power Revolution in 1986, which ousted President Marcos, reforms
were introduced to the NBI to ensure its independence and professionalism.

The NBI was tasked with investigating high-profile cases, such as corruption, human
trafficking, cybercrime, organized crime, terrorism, and drug offenses.

It also collaborated with international law enforcement agencies, such as Interpol, to

combat transnational crimes and coordinate investigations.

Throughout its history, the NBI has undergone organizational and operational
enhancements to adapt to evolving challenges in law enforcement and investigative
work. It continues to play a crucial role in maintaining public safety, upholding the
rule of law, and combating criminal activities in the Philippines.

Primary powers and functions of the NBI:

1. Criminal Investigation: The NBI conducts investigations into various criminal

offenses, including but not limited to murder, robbery, fraud, corruption,
cybercrime, drug offenses, human trafficking, and other serious crimes. It
gathers evidence, interviews witnesses, and prepares case reports for
prosecution.
2. Intelligence Gathering: The NBI collects and analyzes intelligence related to
criminal activities, threats to national security, and other matters of public
interest. It collaborates with other intelligence agencies to identify and
counteract organized crime, terrorism, and other forms of illicit activities.
3. Forensic Services: The NBI maintains specialized forensic laboratories and
experts to conduct scientific examinations of physical evidence. This includes
ballistics analysis, DNA testing, fingerprint identification, document
examination, and other forensic examinations to aid in criminal investigations.
4. International Cooperation: The NBI collaborates with international law
enforcement agencies, such as Interpol, to exchange information, track down
fugitives, and investigate transnational crimes. It participates in joint
operations and shares intelligence to combat cross-border criminal activities.
5. Witness Protection: The NBI is responsible for the protection and security of
witnesses, whistleblowers, and individuals who provide crucial information in
criminal cases. It may provide assistance, relocation, or security measures to
ensure their safety and cooperation during investigations and court
proceedings.
6. Clearance and Identification Services: The NBI issues clearances and
certifications to individuals for various purposes, including employment, travel,
and firearms licenses. It conducts background checks, fingerprinting, and
maintains a database of criminal records for identification purposes.
7. Cybercrime Investigation: With the rise of digital crimes, the NBI has
dedicated units to investigate and combat cyber-related offenses such as
hacking, online fraud, identity theft, child exploitation, and other cybercrimes.
It works closely with other agencies and international partners to address
these threats.
8. Anti-Illegal Drugs Operations: The NBI plays an active role in the
government's campaign against illegal drugs. It conducts investigations,
intelligence gathering, and assists in the arrest and prosecution of individuals
involved in drug offenses.
9. Counterterrorism Operations: The NBI participates in efforts to counter
terrorism and extremism. It collaborates with other law enforcement and
intelligence agencies to prevent and investigate terrorist activities, gather
intelligence, and assist in prosecuting individuals involved in terrorism-related
offenses.
10. Support to Prosecution: The NBI provides legal support to the prosecution of
criminal cases. Its investigators and experts testify in court, present evidence,
and assist the prosecution team to ensure the successful prosecution of
offenders.
