EXECUTIVE ORDER NO. 03


Series of 2022

CREATION OF THE BARANGAY HOUSE CLUSTER COMPOSITION AND ROLES AND RESPONSIBILITIES IN
BARANGAY PANGHIAWAN, MUNICIPALITY OF CATARMAN, CAMIGUIN.

WHEREAS, Section 16 or the General Welfare Clause of the Local Government Code of 1991 provides
that local government units shall, within their jurisdiction, promote health and safety, improve public morals,
maintain peace and order equally significant responsibilities;

WHEREAS, drug related incidents have been constantly present in our country and resulted in multiple
crime incidents. Despite the efforts of the PNP and other law enforcement agencies of the government, their
lingering presence threathens the peace and order in communities nationwide;

WHEREAS, the barangays, as the first line of defense, should lead the fights againts illegal drugs
through the campaign,” Mamamayan, Ayaw SA Illegal na Droga” (MASID);

WHEREAS, DILG Memorandum Circular No. 2015-63, dated June 16, 2015 was issued to emphasize to
local authorities especially barangay officials their principal responsibilities in support of overall government
efforts to maintain peace and order particulary to curb illegal drugs and other substances;

WHEREAS, DILG-DDB Joint Memorandum Circular No. 2018 – 01, dated May 21, 2018 was issued to
highlight the importance of Local Anti – Drug Abuse Councils in its role in the coordination and proper
monitoring of drug related incidents;

WHEREAS, the establishment of the Barangay Anti – Drug Abuse Council (BADAC) in Barangay
Panghiawan, Catarman, is imperative in order to provide a venue for an orderly, planned and well-managed
campaign againts all forms of illegal drugs and other substances;

NOW THEREFORE I, HON. ROMULO A. SIGA, Punong Barangay of Panghiawan, Catarman, Camiguin by
virtue of the powers vested in me by law, do hereby order the creation of the Barangay Anti – Drug Abuse
Council (BADAC) Committee on Operations.

SECTION 1.

A .COMPOSITION. The Barangay Auxillary Team shall be composed of the following

B. ROLES AND RESPONSIBILITIES

In the context of drug prevention in a barangay (a local administrative division in the Philippines), a
house cluster can play several important functions. Here are some potential roles that house clusters
can fulfill in drug prevention efforts:

Information Gathering and Reporting: House clusters can serve as local units responsible for
gathering information about drug-related activities in the community. Residents within the cluster can
keep an eye out for suspicious behavior, drug transactions, or signs of drug abuse and report them to
the appropriate authorities or community leaders.

Awareness and Education: House clusters can be instrumental in raising awareness about the dangers
of drug abuse and promoting drug prevention education within the community. They can organize
information campaigns, distribute educational materials, and facilitate discussions or workshops on
substance abuse prevention, helping community members understand the risks and consequences
associated with drug use.

Peer Support and Monitoring: House clusters can foster a sense of community and provide peer
support to individuals at risk of drug abuse or those who have successfully undergone rehabilitation.
Cluster members can provide encouragement, assistance, and guidance to their neighbors, helping
them stay on the path of recovery and preventing relapses.
4.

Community Surveillance: House clusters can contribute to community surveillance by keeping an eye
on the local environment and reporting any suspicious activities related to drug production,
distribution, or consumption. This information can be shared with local law enforcement agencies,
enabling prompt action to prevent drug-related crimes.

Referral and Assistance: House clusters can serve as a link between community members and
available drug rehabilitation and counseling services. They can help individuals struggling with
substance abuse connect with appropriate resources, including treatment centers, support groups, or
professional counselors, facilitating access to the necessary help for recovery.

Community Empowerment: House clusters can empower community members to take ownership of
their surroundings and actively participate in drug prevention efforts. By organizing neighborhood
watch programs, coordinating volunteer initiatives, or establishing anti-drug task forces, they can
create a collective sense of responsibility and contribute to maintaining a drug-free environment.

It is worth noting that the specific functions of house clusters in drug prevention may vary depending
on the local context, available resources, and the level of support from local authorities. Collaborating
with relevant stakeholders such as barangay officials, law enforcement agencies, and community
organizations can enhance the effectiveness of these efforts.
The BaraSECTION 2. FUNDING. The barangay shall allocate substantial funds to adequately cover expenses for
anti-illegal drugs activities subject to the usual accounting and auditing laws and regulations.

SECTION 3. REPEALING CLAUSE. All orders and issuances that are inconsistent with this order are hereby
repealed or modified accordingly.

SECTION 4. EFFECTIVITY. This order shall take effect immediately.
