Short Service Employee Program

This document provides standards and procedures for a Short Service Employee (SSE) Program to support SSEs working on Chevron Australia projects conducted by GE's Global Services/Turbomachinery Operations division. The program requires that: (1) work crews not consist solely of SSEs and contain no more than 20% SSEs; (2) SSEs are identified and not engaged in high-risk work without proper training; and (3) SSEs are assigned an EHS mentor and evaluated for safety awareness by the site manager. The goal is to prevent safety incidents by ensuring SSEs are properly supported, trained, and supervised in their roles.

1. Scope and Application


The purpose of this work instruction is to establish and implement a process that ensures that Short Service
Employees (SSE) are fully supported and engaged on Environment, Health, and Safety topics and practices,
preventing any event possibly due to their short experience in the present role or function.
The SSE Program, as per present Ver.0, is applicable to field workers on all Chevron Australia projects
conducted by GS/TM.

2. Definitions
EHS/SER – EHS team supporting GS/TM.
EHS Mentor – GE Oil & Gas Employee providing EHS guidance and development for SSE personnel; he/she has
to have at minimum one year of experience in the present employ.
GE Site Manager – the person who’s managing or coordinating the activities at site, being him formally
appointed as Site Manager, or being the more experienced FSE, or having informal duties as activities
coordinator at site.
GS/TM – Global Services Operations / Turbomachinery Operations divisions of GE Oil& Gas.
SSE – a Short Service Employee (SSE) is any worker with less than six months experience in the same job type or
with his/her present employ.

3. Responsibilities
3.1 GE Site Manager
The GE Site Manager is responsible for the following tasks:
• Verify that adequate training is provided.
• Conduct periodical reviews and ensuring all personnel understand their roles and responsibilities
under this procedure.
• Ensure all contractors are familiar with and understand their responsibilities under this procedure.

3.2 EHS Specialist


If present at site, he/she assists the GE Site Manager on his/her duties, also providing all required EHS training
in case of need.

3.2 EHS Mentor


He/she is responsible to:
• assist the SSE Employee, providing guidance and development on EHS,
• support the GE Site Manager in the periodical reviews of personnel under SSE Program.

3.3 All personnel


All employees are responsible for:
• Compliance with all parts of this procedure.
• Reporting any violation of this procedure to the Site Manager

4. Procedure
GE Oil & Gas GS/TM will inform Chevron Australia of the intended use of SSEs prior to job mobilization; Chevron
Australia will evaluate approval in timely manner, to let GS/TM proceed with resource planning.

4.1 SSE Program requirements:


• Work crews shall not consist of a single SSE.
• Work crews shall be limited to a maximum of 20% SSE personnel.
• SSE personnel shall be identified with a visible sticker on the helmet, reporting “SSE”.
• Work crews that consist of single SSE or have more than 20 percent SSE personnel shall only be
permitted with exception form, which serves as a mitigation plan. Exception forms shall be approved in
writing by the appropriate Chevron manager prior to job mobilization.
• A list of any high-risk work activities or areas in which SSEs are not allowed to work shall be
maintained and communicated by GE Site Manager.
• SSE shall be assigned only if in compliance with training.

4.2 EHS Mentorship


At assignment of an SSE Employee to a project, the Installation Manager/Contractual Performance Manager
shall identify the EHS Mentor; he/she shall have at minimum one year experience in the present employ.
The SSE Employee shall be evaluated by the GE Site Manager on his/her performance and respect of the EHS
requirements and policies.
The EHS Mentor shall be present at site whenever the assigned SSE Employee performs any kind of job/task at
site.
The Installation Manager/Contractual Performance Manager shall identify one EHS Mentor for each SSE
Employee present at site, providing communication to the Customer.

4.3 Evaluation of SSEs


The GE Site Manager, supported by the EHS Specialist at site and the EHS Mentor, shall evaluate the SSE
personnel for EHS awareness, after which the observed may be removed if EHS awareness is not clearly
demonstrated. EHS awareness is identified as:
• Demonstrated safe work practices
• Demonstrated adherence to EHS policies

5. Record Keeping
All SSE assigned to work site have to be registered by GE Site Manager at their arrival at site; the record shall
indicate the acknowledge to present program.
The record shall be filed on project’s weekly reports and archived as job’s documentation.

6. Procedure assessment
GS/TM EHS Team shall do an annual review of this work instruction.
