1 Introduction

1.1 Purpose
The purpose of this specification is to describe the requirements for Handover and As-
Built Documentation at the completion of the project phases. The specification shall
identify roles and responsibilities for the preparation, distribution and maintenance of
the documentation.
This document was formerly ERD-00-05 and has been revised to be consistent with the
latest version of CP-117, the Project Engineering Code of Practice Version 2.0.

1.2 Changes to the Specification


Responsibility for the upkeep of the Document shall be with Corporate Functional
Discipline Head (CFDH) for Project Engineering UEJ, the Owner. Changes to this
Document shall only be authorised and approved by the Owner.
Users of the Document who identify inaccuracy or ambiguity can notify the Custodian or
his/her delegate and request changes be initiated. The Requests shall be forwarded to
the Custodian using the “Feedback Form” provided in Appendix * of this Document.

2 Scope
This Specification shall cover the requirements for:-
 Project Handover Deliverables.
 As-Built Documentation

2.1 Definitions

2.1.1 General
Definitions and abbreviations used in this document are as follows:
Shall the word ‘shall’ is to be understood as mandatory
Should the word ‘should’ is to be understood as strongly recommended
May the word ‘may’ is to be understood as indicating a possible course
of action
The Company Petroleum Development Oman LLC of Muscat, Sultanate of Oman
User the specialist engineer, or consultant who applies this standard in
the execution of a project
The the party to the Contract with the Company who is responsible for

2.2 Process Definition


Handover is defined as the formal transfer of ownership of a constructed and
commissioned facility from the project engineering team to the asset owner,
represented by the operations department.
The processes are covered within EP Business Model Version 4 process EP.64 and
EP.65, sub processes:
 EP.64.04.07 – Compile commissioning and operation data / documentation
 EP.64.04.09 – Commissioning facilities
 EP.64.04.10 – Review facilities for handover
 EP.65.04.02 - Mobilise commissioning & start up team, build operations
management system
 EP.65.05.01 - Hand over asset ownership

2.3 Project Deliverables

2.3.1 Handover Deliverables


Handover deliverables shall comprise of documentation and data generated during the
project that contains information useful to Operations after the handover to the asset.
The handover deliverables shall not necessarily be required to be maintained As-Built,
but shall be current at the time of handover (Project Closeout).

2.3.2 As-Built Deliverables


As-Built deliverables shall comprise of documentation and data which is critical to the
safe and efficient operation of the facility or the plant after commissioning and
handover.
Such deliverables shall be as-built at handover and maintained current throughout the
operational life of plant and facilities.

3 Project Handover Deliverables

3.1 General Requirements


On completion of a project, it is the responsibility of the Project Engineering team to
conduct facilities handover to the Operations department. An important element of the
handover shall be the deliverables which form part of the contractual agreement
between Projects and Operations. The project can not be “Closed-Out” until all
handover and as-built documents have been transferred and signed off.
The following key documents shall be expected by Operations, a more comprehensive
list of Handover Deliverables has be tabulated in Section 4 of this specification.

3.1.1 Plant Design Reference Manual


Design documentation shall be reviewed and selectively prepared for handover to
operations. A majority of this documentation shall be used to compile the Plant Design
Reference Manual (refer to SP-1132 – Plant Design Reference Manual).
The Manual shall contain information to be retained by Operations and used for
proposed future modification, HAZOP or design studies etc, that may be required to
undertaken.
The production of the Manual shall be undertaken by the Consultant / Contractor, but it
shall be the responsibility of the PDO Project Engineer to ensure it’s timely completion
and delivery.
Information contained in this Manual shall require to be revised during or following any
major modification work on the plant facility.

3.1.2 Vendor Operating and Maintenance Manual (O&M)


The Consultant / Contractor shall be responsible for ensuring the necessary vendor
documentation is handed over to Projects for issue to Operations.
As a minimum the vendor documentation shall contain information of the design criteria;
procedures for start-up, operation and shutdown of the equipment / plant; and general
maintenance guidance.
The Vendor shall be responsible for the preparation of the documentation and the
Consultant / Contractor for the issue to Projects.
Reference should be made to ERD-00-18 for information regarding Vendor
Documentation.

3.1.3 Plant Operating Manual


The Consultant / Contractor shall be responsible to produce the Plant Operating
Manual. Where the project is a modification the Consultant / Contractor shall be
responsible for the revision and update of the existing manual.
The manual shall be produced in a sufficient time scale for it to be submitted for
comment by Operations prior to initial start-up and handover.
Reference should be made to SP-1074 – Preparation of Plant Operating Manual for
information regarding Vendor Documentation.

3.1.4 WinPCS Work Packs


On completion of the construction, pre-commissioning / commissioning and handover
phases of the projects all WinPCS punch lists, check sheets, test sheets and handover
certificates associated with works on the facilities and plant shall be retained by Project
and archived in the appropriate work packs.
The work packs shall be signed off by all parties as detailed on the individual sheets
and certificates.
The Contractor shall be responsible for the completion and submission to PDO for
acceptance.
The Project Engineer shall be responsible for compliance to this requirement.
Reference should be made to PR-1561 – WinPCS Procedure and GU- 453 WinPCS
Database Configuration Guidelines for more information.

3.1.5 Engineering and Operations Reference Document (EORD)


Operations shall be responsible for the preparation of the EORD, but the Consultant
may be requested to update existing documents as part of the contract.
The EORD shall be prepared or revised (if project is a modification of existing facilities
and / or plant) during the design and construction phases of the contract.
The document shall be reviewed and approved by Projects and Operations personnel
and form part of the handover packages.
The Project Engineer shall be responsible for ensuring the EORD is reviewed and
approved and included as part of the Handover deliverables.

3.1.6 Project Change Control and Standards Variance Notifications


Notification and approval documents relating to changes / variances in, Basis for
Design, Front End Design Deliverables, Project Specification, Budget Proposals /
RFAs, Detailed Design (AFC drawings and documentation) and selected Standards
shall be held in the project file and form part of the handover to Operations.

Variance Procedure for more information.

3.1.7 Field Trouble Report Form


Field Trouble Report Form (FTR) shall be generated by the Company CSR /
Construction Discipline Head (Interior) using WinPCS, and are part of the handover
deliverables.
The Contractor is responsible for the inputting information onto WinPCS and ensuring
that the form is closed-out on completion of all works.
Reference should be made to PR-1153 – Field Trouble Reporting Procedure for more
information.

3.1.8 As-Built Drawings and Documents


As-Built drawing and related documents shall be included in the handover deliverables.
The Project Engineer shall be responsible for distribution of hardcopy prints of the
masters where applicable.

The Consultant / Contractor shall be responsible for the generation of the Masters and
for ensuring that files are transferred to the Compnay Drawing Office. Refer to SP-2047
– Preparation and Content of Engineering Drawings.
Approved drawing registers shall be distributed to Operations of all as-built drawing and
documents produced for the project.
Reference should be made to PR-1666 – Project Drawing Procedure and SP-2047 –
Preparation and Content of Engineering Drawings for more information.

3.2 Distribution of Deliverables


The Distribution Matrix for handover deliverables shall be produced by projects.
Where possible Masters shall be made electronic and placed on LiveLink.
Where a number of copies of the same deliverables are to be distributed, a distribution
list shall be used and each copy referenced to the copy holder on the distribution list.
Deliverables shall be accompanied by a transmittal stating clearly:
 What is being distributed
 The recipients
 Whether the deliverables are controlled or not
As a general rule handover deliverables shall be made as follows:
 Hardcopy “As-Built” drawings to Operations at site
 Hardcopy Vendor Manuals to Operations at site
 WinPCS work packs and Handover Certification to Projects and archived.
 Documentation in electronic format (including scans) to LiveLink (EDMS)
 Other hardcopy documentation to Central Archive at MAF
Hardcopy deliverables shall not be distributed loose but placed in binders with front and
spine artwork indicating the content and project identification.

3.3 Retention of Deliverables


Deliverables handed over during and on completion of the project shall be retained
according to the guidelines of this specification. Refer to the tables in Section 4 of this
specification.
The following statements shall provide some guidance with regards to retention,
storage and retrieval of project deliverables.

3.3.1 Types of Document


Throughout the project many documents will be generated, principal of which are;
signed contract, drawings, specifications and manuals, change variation, and claims
documentations, minutes of meetings, material and equipment listing, payment advices
and various reports. These documents shall require to be properly retained and easy to
retrieve in accordance with PDO’s policy on document retention.

3.3.2 Storage of Documents


Based on local legislation and PDO policy, documents, may be retrained in their original
form and as copies, including electronic copies. In some jurisdictions, original
documents may be retained in the central archive, while original copies are distributed
to relevant parties.
PDO’s Project Engineers and Contractor’ Project Engineers shall acquaint themselves
with PDO’s policy on document retention and ensure that original documents are
retained in accordance with such policy; they should also ensure that documents are
distributed to all relevant parties in line with the policy and the requirements of their
contracts.

3.3.3 Electronic Copies


To ensure safety and availability, consideration should also be given to retention of
electronic copies of documents in the manner that complies with PDO’s policy.

3.3.4 Document Retrieval


Consideration shall be given the retrieval retained documents. It is therefore
recommended that that the document retention process in the contract effectively
covers and provides for document retrieval.

4 Requirements for Handover and As-Built Documentation


The following table lists what should be considered for handover at the completion and
at what point in the project it should be produced.
The table is comprehensive to cover all sizes of engineering projects; hence it should
be modified in line with the size and complexity of each particular project.

4.1 Guidelines For Table


When using the Table the following guidelines shall be applied.
a. When the Format Column includes both electronic and hardcopy, the Electronic file
shall be considered as the Master. Before using the Hardcopy, a check shall be
made against the Electronic Master to ensure the hardcopy is current. If not current
a new copy of the Master shall be obtained before work is commenced.
b. Custodianship shall commence after the Project is completed and handed over to
Operations.
c. Documents / Drawings indicated with a Retention of “Life of Asset” that are not to
be maintained “As-Built” shall be archived with consideration to retrieval if required.
This is particularly important with hardcopy records. Such documents / drawings
shall be indicated with suffix ** in the Retention Guide column.
d. The term “Permanent” in the Retention Guide column shall be taken to mean
“indefinite”.
e. The Project Phase column shall give an indication of when the respective document
/ drawings shall be prepared.
f. As a general rule all changes to documents / drawings that are maintained “As-
Built” after Handover of Project to Operations, shall be through the Facilities
Change Proposal and the Trip / Alarm / SCADA Settings Change Procedure (PR-
1001a & PR-1001b respectively).
