The current Local Chief Executive of Padada is a teacher by profession. He has


served the LGU as SB member for 9 years and 2 terms as the Vice Mayor from
CY 2016 to 2022. His highest post graduate educational achievement is Master
in Public Administration (MPA).

At present, one of his major projects is the construction of Bus Terminal


including acquisition of lot.

IMPLEMENTING LGU PADADA through: Municipal Environment & Natural Resources Office
ORGANIZATIONS (MENRO) in close collaboration with the Municipal Agriculture Office (MAO)
BACKGROUND/
RATIONALE The Municipality of Padada is the smallest town in the province of Davao del
Sur endowed with natural/physical assets such as 17 kilometers coastal waters,
two hills, one major river and vast flat agricultural lands mostly planted with
coconut, mango, bananas and rice. These natural assets are among the protected
zone in Padada because these are the resources for the survival of the people and
the bread and the butter to run the economy of the municipality.

However, with the global warming and climate change problem, the productivity
of the natural environment and whole ecosystem (people, plants, animals) are
greatly affected due to increasing temperature. Warmer temperatures over time
are changing weather patterns and disrupting the usual balance of nature. This
leads to the occurrence of unpredictable heavy rainfall, drought and strong
winds.

According to the latest Climate Change Vulnerability Assessment (CCVA) result


integrated in the Comprehensive Land Use Plan CY 2018-2026, all coastal
barangays are vulnerable to storm surge, the Barangays of Piape and Punta Piape
where the Padada Crocodile Hill is located are highly exposed to rain-induced
landslide; and areas near the Padada River is highly susceptible to high flooding.

When these unforeseen circumstances will occur about 3.91 hectares residential
areas adjacent the coastline with 1,566 individuals will be endanger of losing
their lives, properties or income. In addition, about 10 hectares of land and and
1,316 population near the Padada river will be highly flooded. Hence, it is very
crucial to implement mitigating measures and environmental protection
programs for the whole ecosystem environment.

This proposed integrated upland, river banks and coastal greening program is
anchored under the Enhanced National Greening Program of the Department of
Environment and Natural Resources. It will address the depleting mangroves
along the coastline of Padada and bamboos and nypas along the riparian zone.
Another is to the rehabilitate the denuded area of the Padada Crocodile by
planting varieties of hard and fruit tree species in in order to strengthen and hold
in place, to slow runoff and prevent erosion.

To ensure success in the implementation of this program, the LGU will tap the
partnership with the accredited Civil Society Organizations of Padada. Seed
capital will be provided to the partner CSOs to start their livelihood in the
production of planting materials. Their responsibility will start from growing and
caring of tree seedlings and propagating propagules to planting activities.
Incentive in a form of cash for work will be also be given to all CSO members
who will labor in the tree planting activities and close monitoring to compensate
their efforts. Continue caring and close monitoring of the planted trees will
guarantee high survival. Thus, this Project Proposal.

OBJECTIVES This greening program wants to achieve the following objectives:

1. To rehabilitate about 10 hectares depleted mangrove forest reserved areas


distributed at the Barangays of San Isidro, Palili, Piape, Lower Limonzo and
Punta Piape by replanting 20,000 pieces.
2. To increase the mangrove survival in the area through constant monitoring by
the LGU in close contact with the implementing CSOs.
3. To rehabilitate and recover soil stability in the denuded areas of Padada
Crocodile Hill by replanting 10,000 pieces of combined hard and fruit tree
varieties
4. To replant 10,0000 nypa and bamboo species along the river banks of Padada
Mainit River.
5. To provide livelihood through cash for work to the CSO beneficiary members
through growing and propagation of planting materials (miape, nypa,
bamboo, hard and fruit trees).
6. To develop and sustain coastal resources and marine lives through
establishing mangrove forest, thus, increase income and food supply of the
coastal people.

OVERALL EXPECTED 7. Green and reforested Padada Crocodile Hill, river banks and mangrove forest
OUTPUT in the coastal barangays thereby ensuring the protection of the lives and
properties of the coastal dwellers and near stream residents from the danger
of big waves, storm surge or flash floods and landslides.
METHODOLY This Upland, River Banks and Coastal Greening Program obtain highest
approval to be proposed for funding though consultation with concern CSOs
during Municipal Development Council meeting.

PROJECT This program adheres with the flagship program of the DENR particularly the
RELATIONSHIP TO National Greening Program and Impact Project to Support Poverty Alleviation.
GOP PRIORITIES
SUSTAINABILITY The sustainability of the project will be a collaborative effort by the LGU and
PLAN concerned CSOs. A cash for work sub-project shall be implemented for the
duration of 6 months. The works shall include constant site visit and monitoring
the status of the tree species planted in the identified areas of concern (Padada
Crocodile Hill, Padada River banks and mangrove areas); and watering of the
plants to ensure high survival rate.

An annual budget will be provided under the Municipal Environmental &


Natural Resources Office (MENRO) who will oversee the whole monitoring of
the program in close coordination with the Municipal Agriculture Office and
beneficiary CSOs. The MAO shall be in-charged in the monitoring of the health
condition including application of insect repellants and plant disease prevention.

An ordinance will be formulated to apprehend and impose civil and criminal


liability to any person or group of persons who will cause the destruction of the
trees planted as well as the site areas.

DESCRIPTION OF The Local Chief Executive (LCE) shall direct the MENRO to be in-charged in
PROJECT the over-all management of the program who holds most of the
MANAGEMENT responsibilities in maintaining the balance of the natural ecosystems. The
MENRO shall collaborate with the Municipal Agriculture Office (MAO) and
CSOs during the duration of the implementation.

Here are some of the responsibilities to be observed of the major players of the
program and can be added in accordance to the stipulated conditions under the
Memorandum of Agreement as the case maybe.

Responsibilities of the MENRO:

1. Over-all in-charge and monitoring of the program implementation.


2. Conduct orientation to the CSO beneficiaries regarding the program.
3. Coordinate and inform the Barangay Development Council concern
where the project will be implemented and recommend what are their
responsibility specially in the protection of the project.
4. Design a schedule of monitoring and meetings with the MAO and CSO
beneficiaries to be informed regarding status of the project.
5. Submit status report of the program implementation to the office of the
LCE and concern funding agency.

Responsibilities of the MAO:

1. Respond to coordination meetings initiated by the MENRO in relation to


the program.
2. Join with the CSOs in examining the health condition of planted species.
3. Ensure that planted species are free from insects who will cause
transmission of diseases and maintain the healthy status of the planted
species.
4. Recommend modern agricultural technology that would boost the
survival of the mangrove species, and fruit and hard trees in the identified
project areas.
Responsibilities of the CSO:

1. Be participative and responsive in all meetings/orientations that will be


conducted by the LGU regarding the project implementation.
2. Comply the requirements in order to avail of the cash for work and livelihood
incentives for this program.
3. Maintain easy means of communication and close contact to the Local Chief
Executive and the responsible offices concern.
4. Perform all the responsibilities and obligations as required under the MOA
that will be executed once the project commence.
5. To continue adopt the greening program until such time that the planted trees
are fully grown and ready to be turn-over to the LGU for perpetual care and
protection
