Welding and Cutting Instruction

Welding and flame cutting instruction (VPP) (CSR) WELDING AND FLAME CUTTING INSTRUCTION (This instruction shall be posted in the Engine Control Room and/or Workshop) General precautions Welding and flame cutting shall only be performed by "Competent Personnel" (verified by Chief Engineer) after hot work permit authorisation. Personal Protective Equipment (PPE) must be worn by the operator to protect from particles of hot metal and slag and accidental burns and to protect eyes and skin from ultra violet and heat radiation. Mandatory PPE is defined in the Stödig PPE matrix. Fire extinguishers/fire hoses/fire blankets must be kept ready at hand. A person must be designated as fire patrol and attend throughout the hot work. Check and ensure that there are no combustible solids, liquids or gases at, below or adjacent to the area of hot work which might be ignited by heat or spark. Suitable screens must be erected to prevent sparks flying or dropping through ventilators/hatches. Close portholes and other openings where necessary. When work is being done on or adjacent to a bulkhead, or deck head, inspect and attend remote side for substances which may ignite. Oil tanks must be certified free from flammable gases before work. When portable lights are used for illumination, they must be secured and not hand held, with leads clear of working area. Harmful fumes can be produced during these operations from galvanizing, paint etc. Oxygen in atmosphere may be depleted. When welding or gas cutting, ventilation must be arranged and constantly monitored for effectiveness. Electric welding Electric welding equipment should be carefully inspected each occasion before use to ensure that is in good condition. Electric supply connections are made in a gas free space. Existing supply wiring is adequate to carry the electrical current demand without overloading, causing heating. Insulation of flexible electric cables is in good condition. Cables route to the work site shall be the safest possible, only passing over gas free or inerted spaces. When the Direction Current (DC) is drawn from Alternating Current (AC), voltage reduction device should be used to limit idling voltage. The welding set and welded work piece shall be separately and correctly earthed. The welding return lead should be connected as near as practicable to the welding arc; metal rails, pipes and frames should not be used as part of the welding circuit unless they are a part of the work piece itself. Lead and return (where necessary) cables must be of minimum length and cross-section to avoid voltage drop in transmission. Flexible cable connectors must be insulated. Electrode holder must be insulated to prevent accidental contact. Means must be provided for rapid cut-off current. In addition to protective clothing, operator must wear dry non conductive footwear. An assistant must be in close attendance. Dry insulating mats shall be provided where required. Avoid welding in hot or humid condition in confined spaces. When welding operation is temporarily suspended, remove the electrode from holder. Spare electrode must be kept in dry box. In case of accidental electrical shock, immediately turn off current and commence treatment for shock. Gas welding and flame cutting The pressure of Oxygen must always be higher than Acetylene to prevent acetylene flow back. Flashback arresters shall be fitted both on the cylinders and at the workstation (in cabinet). When/if cylinders are coupled together, flash arresters must be installed between each pair. When cylinders are open the "IN USE" tag identifying operation shall be placed outside the workstation cabinet. The tag shall be kept inside the cabinet when the cylinders are closed. Spare Oxygen and Acetylene stored apart in the dedicated lockers shall be properly tagged for their status with the "FULL" or "EMPTY" tags. Any hose where flashback has occurred must be condemned. Soapy water shall be used to establish leaks. Acetylene should not be used for welding at a pressure in excess of 1,0 atmosphere gauge, as it can explode when under excessive pressure. Should acetylene cylinder become red hot consider cooling with water and open stop valve. If his is not possible, consider throwing overboard. In fixed installations, manifolds must be clearly marked with gas they contain. Hose inlet/out and manifold connections must not be interchangeable. When a blowpipe is to be changes or flame is extinguished, gases should be shut off and reignited in proper sequence. Never use oxygen to dust or clean clothing. Cylinders must not be dragged, but carried in the trolley designed for purpose. Cylinders should be stored with the valve end up. Storage areas should be free of combustible material and not exposed to salt or other corrosive chemicals. Cylinders must not be put under pressure in excess of what they are design for.
