1. Minutes of Meeting 24th October 2023


The draft minutes of the Management Board meeting held on 24th October, 2023 were
agreed by the Board.

2. Information Items

 Minister’s Diary and Engagements for the week


Ms Ryan updated the Board in respect of the Minister’s diary and engagements for the
week.

 Upcoming Memos for Government


The upcoming Memoranda for Government planned by the Department were discussed
and noted by the Board.

 Divisional Key Issues


The Divisional Key Issues for the week beginning 31st October 2023 were noted by the
Board. A number of these items were discussed including Capital Expenditure, Exchequer
Returns, Public Service Transformation Week and sectoral policy issues including health
and housing.

3. Discussion/Decision Items

 Oral Reports from Sub-Group Facilitators


The Secretary General noted that meetings of the sub groups of the Board are ongoing.

 Action Plan on Design in Public Services (policy presentation)


Mr Vaugh gave an overview on the Action Plan for Designing Better Public Services (BPS)
outlining the value and impact of Design in Public Services, the context for this policy and
the alignment to BPS themes. He highlighted that development of the Action Plan was a
rigorous and consultative process including the involvement of a number of consultation
workshops, an action planning session with the DPENDR Design Action Working Group
and a focussed Public Consultation Survey.
Mr Vaugh also outlined the 12 actions in the plan under its three key themes of
Commitment, Capability and Culture. He concluded by giving an overview of some case
studies from both Ireland and abroad. An in depth discussion followed on the Action Plan
and the many current and potential uses of design across the Civil and Public Service.

4. Any Other Business


Mr Feeney noted the planned attendance of the Minister at the Management Board
meeting of Dec 4th.

5. Corporate / HR matters
Ms Gibson provided an update on a number of HR and L&D matters, including activities
for November as Men’s Health month and mid-year PMDS reviews.
