STATE OF THE CHILDREN REPORT FY 2022


November 25, 2022

Children are considered one of the most critical sectors in society because they will inherit the
results of its current efforts. The municipality of Babatngon recognizes that they are essential
assets of the society, and it is when they can exercise their rights to develop their full potential.
This has led to the municipality’s countless and continuous efforts to coordinate various
government agencies and conduct activities to promote their well-being.
Under Republic Act 10661, November is designated as National Children’s Month celebration to
commemorate the United Nations Convention on the Rights of the Child (CRC) adoption on
November 20, 1989. In line with this, the Municipal Social Welfare and Development Office
conducted National Children’s Month Celebration this November 28, 2023 at Municipal
Gymnasium, Brgy. District II, Babatngon, Leyte which was participated by the learners of the
various Child Development Centers with their parents and Child Development Workers, PNP
Personnel, and the MSWDO Staff with the theme: “Kalusugan, Kaisipan, at Kapakanan ng
Bawat Bata Ating Tutukan!”. This year’s celebration focuses on children’s mental health and
well-being after the Council for the Welfare of Children found out that in 2021 mental health
problems were among the problems of children identified due to the COVID-19 pandemic. On
the other hand, the accomplishments made by the different offices and agencies for this year
were also highlighted as they take part in the responsibility of the survival, protection,
development and participation of children.
First on the right to SURVIVAL: Ensuring the survival of infants is an utmost concern of the
local government unit. We have made strides in this field. On mortality rate of infants, children,
and maternal there were no reported case each. On nutrition, the prevalence of underweight,
wasting and stunting among 0–59 months old children in the municipality has steadily been
decreasing. Enhancing the survival right of children are also conducted through the advocacy on
facility-based birthing and exclusive breastfeeding up to 6 months, giving instructions to children
eligible for PPD -Purified Protein Derivative (skin test), Vitamin A and iron supplementation,
deworming of barangay children, elementary and high school students, tooth brushing drills of
day care children, dental check-ups and mass fluoride application in all barangays, check-up, an
awareness campaign in the form of a Buntis Congress, and the on-going information campaign
on dengue. Behind these enhancing survival-right programs are our Barangay Health Workers
(BHWs) and Barangay Nutrition Scholars (BNS) who provide assistance to professional health
personnel, particularly midwives during health care activities in the barangays. Meanwhile, the
Municipal Civil Registrar’s office supplements these programs by initiating a Free Birth
Registration of all identified children-clientele. We believe that every born child must have a
proper registered name. Children with disabilities are served under the Persons with Disability
(PWD) program of the Municipal Social Welfare and Development Office (MSWDO). There
were children enrolled in the special education classes of the Babatngon Central School.
Second, on the right to DEVELOPMENT: In the core of this right is the implementation of
development programs designed to increase and expand the delivery of basic services with
emphasis on education benefits and opportunities especially for the children. At present, we have
27 fully functioning Child Development Centers (CDC) with 580 children enrolled this year, 1
National Child Development Center (NCDC) with 46 children enrolled, and 1 private
development centers. The municipality continually implements Assistance for Individuals in
Crisis Situation – Educational Assistance to indigent school children to respond to their
educational needs.
As of 2022, the children are in face-to-face classes. We are in continuous collaboration with the
ECCD as to the implementation of programs to enhance the skills, talents and abilities of the
children through various activities such as Nutrition Month Celebration, Buwan ng Wika, United
Nations month, Reading Month Celebration, Sports development, among others especially
during the time of pandemic.
Third, on the right to PROTECTION: This year, we have recorded 1 case related to children
sexual abuse, 1 recorded case related to physical abuse and the others are child custody, 2
recorded cases related to theft. In these cases of children in need of special protection, children at
risk and children in conflict with the law, Municipal Social Welfare and Development Office
(MSWDO) provided counselling together the PNP-Women and Children Protection Desk Officer
who worked together to ensure child’s protection. The Municipal Social Welfare and
Development Office discusses with the necessary procedures prior and during case filings and
also provides assistance for subsistence and transportation. As a risk reduction endeavor, we also
made sure that the schools and the MDRRMO regularly conducts orientations and drills in the
various elementary schools to impart basic knowledge on how to mitigate risks and casualties
during human-induced and natural disasters. The MDRRMO is usually assisted by the Bureau of
Fire Protection Emergency response Team.
Fourth, on the right to PARTICIPATION: In order to sustain the past initiatives that we have
started, the Local Council for the Protection of Children appointed child representative to
participate in the planning and monitoring. On the other hand, we made sure that every barangay
has child representative to represent the children sector so that their voices will be heard. Even in
the midst of the pandemic, we have made sure that National Children’s Month Celebration was
commemorated through Municipal Social Welfare and Development Office by showcasing the
talents of learners of the various Child Development Centers. The Philippine National Police
(PNP) also continually conducts advocacies on Child and Women Trafficking, Online Sexual
Exploitation on Children, Child Abuse through distribution of leaflets to the community, walk-in
clients and schools which was also participated by the students.

FUTURE PLANS FOR CHILDREN


With the dedication for the protection and promotion of children’s rights, the municipality
through Municipal Social Welfare and Development Office dedicates to continuously create
opportunities and innovations. Hence, we will endeavor to:
1. Address and further lower the prevalence of malnutrition among children 0-59 months old;
2. Improve the delivery of health, nutrition, and dental services to children;
3. Ensure the accreditation of the CDCs, thereby increasing the percentage coverage of children
aged 3-4 years old provided with early childhood care and development services;
4. Strengthen the Local Council for the Protection of Children through regular meetings and
capability building activities.
5. Provide technical assistance in the functionality of BCPC, including the establishment of
barangay reading, play and recreational areas;
6. Propose plans, policies and activities that will promote and enhance children’s participation
and improve their well-being.
7. Capacitate our child-leaders and advocates by providing them technical assistance and
involving them in the decision making.
8. Decrease the percentage of early teenage pregnancy.
9. Improve the referral network of services.
10. Decrease the number of Children at Risk as the old adage says, “It takes a village to raise a
child,” we cannot achieve our goal for the welfare and betterment of our town Babatngon
children if we will not work hand in hand. We need to take part because we owe them the best
that we can give. They will soon be our future leaders, so we need to provide them with a safe
and better place.
