JOB DESCRIPTION

Job Title: Mining Governance Specialist


Team: Regional teams/Program services
Location: Kisangani/Tshopo
Reports to: NRGI DRC Country Manager and DAI Field Manager
Dotted Line Report to: DAI Field manager
Supervises: N/A

NRGI Background: NRGI exists because decisions about how natural resources are governed determine the wellbeing of
people in resource-rich countries, and of the planet. We partner with reformers in civil society and government to design
and implement just policies based on evidence and the priorities of citizens in resource-rich developing countries.
In resource-rich developing countries NRGI has succeeded in supporting policy reform and implementation, ensuring that
resource revenues benefit extraction-affected communities. We have also directly contributed to the growth and strength
of engaged civil society organizations, accompanying them in their advocacy for transparency and monitoring of the
extractives sector.
Internationally, NRGI is a leading player in the evolution of global extractive industry governance standards and their
adaptation to drive the energy transition.

About the USAID DRC Good Governance Activity: The USAID DRC Good Governance Activity (GGA) is a five-year USAID
program with the goal to improve the financial management of public resources to increase the transparency,
accountability, and availability of local resources for the Democratic Republic of Congo’s (DRC) development. The Program
will address the institutional conditions that enable corruption through improved public financial management- at the
provincial and local levels. As part of the Anti-Corruption Response Fund (ACRF) pilot component, USAID’s Good
Governance Activity will also focus on improving transparency and accountability in the public financial management of
mining resources and align this approach to address the Mission’s interagency anti-corruption priorities related to the
mining sector.

Job Purpose: The Mining Governance Specialist plays a vital role in the implementation of USAID GGA DRC component
four “Systems to reduce corruption and enhance accountability in the mining sector strengthened” related activities,
focused on reducing corruption and enhancing accountability in the mining sector. This role encompasses supporting
project planning, implementation of technical activities, consulting with provincial and local project stakeholders,
supporting donor reporting, and monitoring and evaluation. This role will be embedded within DAI’s offices in Kisangani
and will cover the Tshopo province.
The Mining Governance Specialist will be responsible for activities implementation at provincial and ETD levels. Activities
to implement relate to improving transparency and accountability, and fight against corruption in the public management
of mining resources, traceability in the Artisanal mining sector (ASM), EITI standard implementation in the DRC mining
sector, etc. The holder of this role will embrace and demonstrate NRGI’s values of rigor, collaboration, passion, integrity,

1. PROGRAM IMPLEMENTATION, REPORTING AND RESEARCH– 50%

2. PROGRAM PLANNING AND LOCAL PLANNING SUPPORT – 20%

Job Requirements:

Experience & Technical Skills Required


• Minimum 5 years of directly relevant work experience in development program management, policy research,
analysis and/or, advocacy.
• Experience translating strategy into project and research design; ability to think conceptually and strategically with a
2–5-year horizon.
• Minimum 3 years direct experience in the DRC mining sector.
• Broad understanding of the natural resource governance sector and the complex ecosystem that results in resource-
rich countries failing to achieve sustainable development.
• Deep understanding of DRC trends and civil society ambitions for resource governance.
• Experience working with EITI in DRC.
• Experience working with Congolese civil society on resource governance issues.
• Experience working with ETD on issues related to local participatory planning and budget development.
• Effective in multi-cultural settings.
• Experience with USAID-funded programs in DRC.
• Experience working in a complex or pioneering environment, including supporting and developing opportunities for
systemic change. 
• Knowledge of targeted provinces is essential.
• Able to initiate and develop strong, credible relationships and influence stakeholders at a project level.
• Experience managing and allocating resources efficiently.
• Excellent language skills, both written and spoken -French- and any other national language; proficiency in English is
required.

Education & Qualifications


• Bachelor’s degree in relevant field (development, political science, economics, international affairs, Public
Administration, law, etc.).

Working Environment: Full-time position, official hours are from 9am to 6pm, Monday to Friday. Flexibility required
when extended hours are needed to meet deliverables.
