Roaming Configuration Procedure SMSC V1

This document provides instructions for extracting relevant information from an IR21 document for configuring and auditing an SMSC. It outlines: 1) The procedure for sending an SMS, which involves MSISDN and global title routing configuration on the SMSC. 2) Where to find numbering plan information in the IR21 document, including MSISDN number ranges, global title ranges, and ported number ranges. 3) An example extract of MSISDN number and global title ranges needed for SMSC configuration or audit.

Roaming Configuration Procedure for SMSC

To allow a subscriber to send an SMSC to a foreign network, SMSC needs to have configured on its routing data table all
MSISDN numbers available in order to forward the message to the correct network. Also it needs to have all networks
nodes Global title configured, although usually the GT ranges are the same as the NDC ranges.

- MSISDN numbers ranges

- E.164 number ranges due to Portability ( if applicable)
- Global title number ranges

Procedure for sending an SMS:

When the mobile is sending a SMS, SMSC receive for attached MSC, the MAP message “Forward short message”. The
SMSC use the MSISDN-B number to request to the Home HLR the location of MSISDN-B with a “Send routing information”
message. HLR return the MSISDN-B Imsi and the VMSC address (E.164 global title). SMSC will then send the SMS to the
VMSC using the address received by HLR.

SMSC sending Procedure

An SS7 point code is similar to an Ip address. It is a unique address for a node (MSC, HLR, SMSC, International signalling
gateway...). When MSC needs to reach another roaming partner in case of Location Update for example, it will use an
International signalling gateway to do so. Point code is used to route the signalling to the correct International gateway
from the MSC.
