CHAPTER-I: GENERAL
1. Title and Application:
1.1 This Policy shall be called the Punjab Government Residences Allotment
Policy, 2024.
1.2 This policy shall regulate allotment of residences and management of the
Government residential estates mentioned in Schedule-1 of this Policy.
1.3 It shall supersede Punjab Government Residences Allotment Policy, 2021 and
all amendments made in it.
1.4 It shall come into force at once.
2. Definitions. In this Policy, unless there is anything repugnant in the subject or
context:
a) “accommodation” means residential accommodation including a house or flat
owned, by Government and placed on the pool of the Estate Office, S&GAD.
b) “allottee” means a government servant possessing a valid allotment order duly
issued by the Estate Office for an accommodation in his occupation.
c) “Civil Secretariat “means administrative departments of the Government of the
Punjab located in Lahore.
d) “emoluments” for the purpose of recovery of rent include all kind of pay and
such other pay and allowances as the Government may decide, from time to
time, for the purpose of calculating normal rent;
e) “entitlement” means the entitlement to accommodation as specified in this
policy;
f) “family” for the purposes of this policy means spouse, parents and children
and/or step children of a Government servant residing with him and wholly
dependent upon him;
g) “Government Servant (GS)” means a person who is appointed in departments as
specified in Clause-3 of the policy on permanent basis;
h) “Government” means the Government of Punjab in the Services & General
Administration Department
i) “GWL” means General Waiting List maintained under paragraph 9 of this policy;
j) “normal rent” means the rent calculated at the rate of five percent of the monthly
pay (all kinds of pay) of the Government Servant(GS);
k) “penal rent” is the rent imposed on a GS after having been declared as
unauthorized occupant by the authority under this policy and shall be calculated
@ 60% of the monthly salary;
l) “occupant” means an individual(s) and his family occupying the allotted
accommodation;
m) “ineligible departments” means any department other than those defined/
specified in paragraph 3.1 of the policy as eligible departments;
n) “services” means electricity, water, gas supplies and telephone connections;
o) “standard rent,” of an accommodation, means the rent fixed by the Government
p) “trespasser” means an individual or group of individuals who occupy
Government accommodation without valid allotment letter issued by the Estate
Office for its occupation;

q) “unauthorized occupant” means a person who is in occupation of any land or


building/residence/flat without the express permission or authority of the
Government or whose allotment is no longer valid under this policy.
r) “encroacher” means an individual(s) encroaches upon a piece of state land
within GORs/Colonies; and an allottee who made any addition/alteration beyond
approved perimeter of the govt. residence without prior approval from the
Competent Authority:
a. “Ordinance” means the Punjab Government lands and Buildings
(Recovery of Possession) Ordinance, 1966.
b. “Offences” have the same meaning as defined in Pakistan Penal Code
1860.
s) “property manager” means an officer of BS-17 of Welfare Wing S&GAD to be
placed at each GORs/Colonies.

CHAPTER II: ELIGIBILITY


3. Eligibility:

3.1 The following shall be eligible for allotment of accommodation falling under this
policy as indicated below;
a) Members of the Cabinet: In accordance with the procedure mentioned in para
4.1 read with Part A of schedule II of the policy.
b) Judges of the Lahore High Court, Lahore: In accordance with the procedure
mentioned in para 4.1 read with Part B of Schedule II of the policy.
c) Officers and officials borne on the cadre strength of the S&GAD and
stationed in Lahore: In accordance with the procedure mentioned in a) para
4.1 read with part D of Schedule II of the policy and b) para 11 read with
Schedule IV of the policy.
d) Officers and officials posted at the principal seat of the Lahore High Court
Lahore: In accordance with the procedure mentioned in a) para 4.1 read with
part C of Schedule II of the policy and b) para 11 read with Schedule IV of the
policy.
e) Officers and officials posted in the Provincial Assembly of the Punjab: In
accordance with the procedure mentioned in para 11 read with Schedule IV of
the policy.
3.2 Employees of the Government other than those mentioned above shall be
ineligible for allotment.
3.3 The determination of officers borne on the cadre strength of S&GAD will be made
by the respective Wings of S&GAD.
3.4 A Government servant who is transferred out of Lahore or out of the institutions
referred above will lose his eligibility after expiry of the period for which he or his
family can retain possession of the residential accommodation as specified in the
policy.
3.5 When both husband and wife are employed, only one of them shall be entitled to
allotment of accommodation.
3.6 A contract employee shall not be eligible for allotment in any case. If any
allotment made to any contract employee in the past shall stand cancelled
forthwith.
3.7 Re-employed persons inducted into Punjab Government service after their
superannuation shall not be eligible for accommodation in any case.

3.8 An officer who occupies a statutory post after retirement shall not be eligible for
allotment. A junior officer occupying a higher post on OPS/under Section-9 of the
PCS Act, 1974 will not be eligible for allotment against the occupied post other
than his entitled category.

CHAPTER III: POOL ACCOMMODATIONS


4. Pool Accommodations:
4.1 Accommodations mentioned in Schedule-II of this policy shall be allotted by the
Authority mentioned in Column-3 of the relevant part of the said Schedule.

CHAPTER IV: DESIGNATED HOUSES


5 Designated Houses:
5.1 A designated house shall be a house reserved for a government servant during
his tenure of office.
5.2 The designated houses shall be those mentioned in Schedule III of this Policy.
5.3 A designated house shall be vacated within 5 days of the person ceasing to hold
that office.
5.4 An officer’s entitlement to or occupation of an allotted house shall not be
affected by his right to occupy or use a designated house.
5.5 A designated house shall not be used by a government servant other than that
who occupies the designated position.

CHAPTER V: MANAGEMENT
6. Management:
6.1 Estate Officer will be the overall custodian of GORs/Government Colonies of
S&GAD at Lahore. The Property Manager and SDO (Buildings), concerned will
be ground custodian of each GOR/colony.
6.2 A Section Officer BS-17 of Welfare Wing S&GAD shall be placed at each
GORs/Colonies to be called Property Manager and will be responsible for the
followings:
(i) Be responsible/custodian of respective estate including residences,
servant quarters, garages and public facilities like shops etc
(ii) Be coordinating officer for all the service providing organizations /
departments / institutions including WASA, LWMC, PHA, SNGPL, LESCO
and Police.
(iii) Be responsible for verifying the possession / vacation of houses from the
allottee officers / officials along with SDO concerned.
(iv) Be responsible for ejectment / eviction of illegal / unauthorized occupants
and trespassers with the help of District Administration and SDO
concerned. He/she may seek police assistance as per policy.
(v) Ensure maintenance of inventory of each residential unit through SDO
(Building) concerned.
6.3 The concerned Sub Divisional Officers of the C&W Department shall be
responsible for building maintenances as a ground custodian of the property.
However, Welfare Wing S&GAD will design proper mechanism for building
maintenance at its own level in future.

6.4 The concerned SDOs of the Water and Sewerage Agency shall be responsible
for provision of water and sewerage services.
6.5 The concerned officer of the Solid Waste removal entity shall be responsible for
waste removal.
6.6 The officer concerned of Parks and Horticulture Authority (PHA) shall be
responsible for beautification and plantation in the parks and green belts.
7. Security Arrangements:
7.1 Security Arrangements in every GOR estate with regard to entry and exit shall
be under the control of the relevant police officer. The security officers shall,
however, abide by the instructions of the Additional Secretary (Welfare) with
regard to overall entry/exit policy.
7.2 All allottees and persons living in allotted residences with the permission of the
allottee shall have entry rights.
7.3 Stationing of temporary guard rooms (installed by police) and pickets shall be
subject to approval of Additional Secretary (Welfare).
7.4 Where Guard Rooms have been specifically constructed, police guards shall
reside in them rather than temporary accommodations around houses located
by the police
8. Solid Waste Removal:
8.1 Solid waste shall be removed in the manner provided by the Welfare Wing.
8.2 Where solid waste removal arrangements from individual residences are
available, occupiers shall pay for the same in advance every month at rates
notified by the Welfare Wing.
8.3 No person shall throw or dispose of waste in GOR except in designated places.
A person found throwing waste in non-designated places may be fined up to
Rs 5000. Fine shall be recovered from allottees where any person living in
allotted residence is found to be throwing waste in non-designated places.
8.4 The Property Manager of the respective estate, may make arrangements with
a Solid Waste Collection Agency for door-to-door collection of solid waste. For
such arrangements, he may notify charges to be paid by each allottee after
approval from Additional Secretary (Welfare).
8.5 Where solid waste removal arrangements from individual residences are
available, the allottee shall pay for the same every month at rates notified by
the Welfare Wing at the rates approved by the Additional Chief Secretary,
Punjab.
CHAPTER VI: CLASSIFICATION AND ENTITLEMENT
9. Entitlement and Classification of Accommodation:
9.1 All Government accommodations (other than those mentioned in Part A or C of
Schedule II, Designated houses or houses classified under Part B of
Schedule II) shall be classified into categories depending on their location, size
and amenities by the Welfare wing of S&GAD.
9.2 The entitlement of Government servants of the eligible departments, to various
categories/classes of accommodation at Lahore are mentioned/given in
Schedule IV.
9.3 Additional Secretary Welfare shall at all times maintain a list of various
category houses in each GOR mentioned in schedule 1. This list shall not be
amended or modified without approval of the Chief Secretary Punjab.

CHAPTER VII: REGISTRATION AND ALLOTMENT


10. Maintenance of General Waiting List:
10.1 Government servants seeking accommodation will get themselves registered
with the Estate Office on the prescribed Form given in Schedule-V or online
through the web portal of Welfare Wing S&GAD.
10.2 The Estate Office after scrutiny of the applications shall issue a registration
number to eligible Government Servants and in case of ineligible Government
servant, the request shall not be entertained.
10.3 Updated General Waiting Lists shall be regularly updated on the S&GAD
website for general information.
10.4 Officers and officials who are ineligible for allotment under this policy shall not
be registered.
10.5 If a Government servant, eligible for allotment out of pool of S&GAD and
registered with the Estate Office, S&GAD for allotment, is transferred out of
Lahore before a house is allotted, he will retain the same registration number if
he is transferred back to Lahore within eight months (after his transfer out of
Lahore). He would not be required to get himself registered with the Estate
Office afresh. However, after passage of eight months, the registration shall
stand cancelled automatically.
10.6 If any allottee becomes entitled to a higher category of accommodation, he
should get himself registered with the Estate Office and will be registered as a
fresh applicant for the better category of accommodation in the respective
category.
10.7 The government has no legal obligation to provide residential accommodation
to any government servant and no government servant has any vested right or
claim to the government owned accommodation.
10.8 Already registered applicants belonging to ineligible departments shall not be
entertained for allotment upon maturity of their turn in their respective
category, and their names shall be removed from the waiting list forthwith, if
any.

11. Mode of Allotment:


11.1 The allotment of accommodation shall be made on the principle of ‘first come
first served’ basis in accordance with the GWL maintained by the Estate
Office.
11.2 No allotment above entitlement will be permissible in any case.
11.3 10% of the residences falling vacant in a particular category in a calendar year
will be meant for administrative/hardship grounds by the Chief Minister. Estate
Office shall maintain list of such Provincial Government servants of eligible
departments applying for allotment through Chief Minister’s Office on
administrative/hardship grounds. Welfare Wing S&GAD will initiate summary
on the directives issued by Chief Minister’s Office for allotments as per
entitlement against the 10% quota of the Chief Minister Punjab. Provided that
all previous applications received against the hardship scheme will not be
entertained after implementation of this policy.
11.4 All allotment orders issued by the Estate Officer will be countersigned/
verified by the Additional Secretary (Welfare), S&GAD.
11.5 The Additional Chief Secretary, Government of the Punjab shall be the

Competent Authority for allotment of accommodations at Lahore other than


those which have been placed under the administrative control of the Lahore
High Court, Lahore and Chief Minister Office or by special arrangement with
Secretary, Provincial Assembly Punjab or Deputy Commissioner, Lahore. In
case of allotment to Additional Chief Secretary, Punjab, approval shall be
sought from Chief Secretary, Punjab.
11.6 The Additional Chief Secretary may delegate any of his powers under this
policy to the Additional Secretary (Welfare) or any other officer not below the
rank of BS-17 through written orders.
11.7 Subject to vacation allotment: A Government servant/allottee may apply
for allotment of a house on subject to vacation basis as per his entitlement.
The allotment on subject to vacation basis will be governed by the following
criteria:
(a) The allottee is not going to retire within next three (03) years from the
date of application (in case of exchange allotment only).
(b) Such house/accommodation shall not be allotted on subject to
vacation which is not available within a period of three (03) years
maximum. Any allotment made beyond three (03) years shall stand
cancelled immediately from the date of approval of this Policy by the
Cabinet.
(c) The applicant can have only one subject to vacation basis allotment
at one time in any category.
(d) An accommodation allotted to on subject to vacation basis shall not
be allotted to any other applicant till the taking over of possession by
the former.

CHAPTER VIII: PRIOR RIGHT TO ALLOTMENT

12. The following officers shall have prior right to allotment in GOR-1:
i. Chief Secretary, Punjab
ii. Senior Member Board of Revenue Punjab.
iii. Chairman, Planning & Development Board Punjab.
iv. Additional Chief Secretary, Punjab.
v. Additional Chief Secretary/Secretary Home Government of Punjab.
vi. Principal Secretary/Secretaries to the Chief Minister Punjab.
vii. Secretaries to Government of Punjab of the administrative departments.

CHAPTER IX: OCCUPATION OR VACATION


13. Occupation of Allotted Accommodation:
13.1 A GS, allotted a house, at the time of taking over its possession from SDO
(Buildings) concerned will sign a receipt for all fittings and fixtures under
intimation to Section Officer (W-IV), S&GAD who will countersign the same.
Simultaneously, at the time of vacation the SDO (Buildings) will ensure that all
the fittings and fixtures are intact and get the vacation slip signed accordingly
under intimation to the Estate Office. This vacation slip will be countersigned by
Property Manager concerned and Section Officer (W-IV), S&GAD. Section
Officer (W-IV), S&GAD will issue final rent clearance certificate if all liabilities

with regard to rent/utility bills, etc., of vacated house are clear. If an ex-allottee
occupies a house beyond the permissible period of extension, a final rent
clearance certificate will be issued on clearance of penal rent (if any).
i. If a Government Servant does not occupy a newly allotted residence
within 30 days of its availability for occupation, his allotment shall be
cancelled after a notice in writing is sent to him on his official address
as per available record and his name shall be removed from the
registration list.
ii. Additional Secretary (Welfare), with the approval of Additional Chief
Secretary, may cancel an allotment order where the allotment has been
made in violation of the terms of this policy.
iii. If a Government servant is transferred out of Punjab before taking
possession of a newly allotted house, the said allotment shall stand
cancelled. However, exchange or allotment for better accommodation
shall remain valid.
iv. If a Government servant is transferred out of Lahore before taking
possession of the allotted house, his allotment / exchange shall stand
for a period of one year.

CHAPTER X: SURRENDER OR DECLINE OF ACCOMMODATION


14. Surrender and Decline:
14.1 No GS will be allowed to surrender the allotment in favor of any particular
person. Allotment of a GS who offers to surrender his accommodation in favor
of a particular person shall be cancelled and the said accommodation shall be
allotted to the next eligible candidate in accordance with the GWL maintained
by the Estate Office as per merit.
14.2 If an ‘A’ or ‘B’ type Government residence is declined by an allottee; he would
not be offered any other Government residence before a period of six (06)
months.
14.3 If a government residence from Single Room to C-category is declined by an
allottee; he would not be offered any other Government residence before a
period of one year. If he declines the allotment of a house for the second time,
he would be placed at the bottom of the respective seniority list. However,
exchange allotment shall remain valid.

CHAPTER XI: EXCHANGE, USAGE AND RETENTION OFALLOTTED


ACCOMMODATION
15. Exchange of Accommodation:
15.1 The exchange of residence in the same category may be allowed subject to
clearance of house rent and all utility bills, etc. No Government servant,
except in social/medical hardship cases, will be allowed to exchange his
government residence within three (03) years of physical occupation or prior
to his superannuation.
15.2 The allottees belonging to eligible departments only shall be allowed
exchange of Government residences.
15.3 Application for exchange of residence will be considered on first come first
served basis and the GS, desirous of exchange of residences, will have to

apply to Additional Secretary (Welfare), S&GAD for the purpose. List of


applications for exchange shall be maintained separately.
15.4 Exchange to a lower category may be allowed by the Additional Secretary
(Welfare) on grounds of social or medical reasons. However, if once allotted
lower category house, further exchange will be allowed in the same category
only. Such a person will not be offered any residence in his entitled category
before 03 years of his allotment in the lower category. The allotment in lower
category shall stand cancelled, after the allotment in higher category.
15.5 Exchange / mutual exchange where allotment has been made to eligible
government servants, may be allowed by the Additional Secretary (Welfare),
S&GAD except A-Category of accommodations for which the competent
authority shall be the Additional Chief Secretary, Punjab.
15.6 The request of the allottees against whom any dues / rent / utility bills, are
pending will not be considered for exchange or extension to retain
accommodation beyond permissible time.
15.7 If two allottees are desirous to exchange their residences mutually, such
mutual exchange in the same category only shall be at the discretion of
Government provided that none of the allottees is retiring within three 03
years of exchange of accommodation and the period of physical occupation
of the existing residences is not less than 3 years’ subject to clearance of
house rent and all utility bills. Such allottees shall have to occupy the
exchanged residences within 30-days of the orders of exchange failing which
their allotments of exchange shall stand cancelled automatically.
16. Retention of Accommodation:
16.1 Retention of Accommodation in case of death of allottee shall be as follows:

(i) In the event of the death of an allottee during service and lawful
retention, the widow may retain the government residence till the date
of superannuation of the deceased GS. The Government residence
will be treated as rent-free accommodation during the permissible
period of extension i.e. from the date of death till the date of
superannuation of deceased allottee alongwith grace period of
maximum six (06) months.
(ii) In case the widow is herself a GS of an eligible department, she may
be allotted the same residence provided that the widow is serving on
a basic scale equivalent to or higher than that required for allotment
of the same house.
In case the house is above her entitlement, she may be allotted an
alternate government residence as per her entitlement, on out of turn
basis. If a widow opts for this option, then the Clause (i) shall not be
applicable. Further, the widow is not allowed to avail of this option
after availing the option in Clause (i).
(iii) In case of death of widow who opted for Clause (i)/(ii) or no widow of
deceased allottee, the family of the deceased government servant
may be allowed to retain official accommodation till the date of
superannuation of the deceased allottee. The allotment shall be made
in the name of whole family and shall be treated as rent-free.

(iv) If the widow has obtained allotment under clause (i) and she
remarries, allotment made to her shall stand cancelled and she will be
required to vacate the residence within one month. However, where
the children or parents of the deceased servant live separately, they
may be allowed retention till the date of superannuation of the
deceased government servant.
(v) In case of in-service death of a GS, belonging to an eligible
department, like accident, sectarian violence, blasts/terrorist incident
and he is not an allottee/occupant of a Government residence, his
family may be allotted a Government residence, according to his
entitlement and/or not beyond B-category, on out of turn basis, till the
date of his superannuation. This residence shall be treated as rent
free accommodation.
16.2 Retention in case of dismissal, removal, resignation, reversion to a lower
grade, compulsory retirement and retention in case of dismissal, removal,
resignation, compulsory retirement and convictions in any case shall be as
follows:
i. For a period of two months
ii.
The allottee can retain the residence till the final decision from the
appellate forum.
16.3 Retention in case of retirement from service shall be as follows:
(i) Two months without any special orders.
(ii) Further maximum period of six (06) months on the discretion of the
Additional Secretary Welfare upon submission of an application by the
retired allottee subject to clearance of house rent charges in advance
to the Section Officer (Welfare-IV)/Rent Controller, S&GAD. The
advance rent will be submitted after the permission from Additional
Secretary (Welfare).
16.4 Retention in case of transfer of the officer of BS-19/20/21/22 to the Federal
Government, another provincial government or the Governments of Azad
Jammu Kashmir or Gilgit Baltistan, the Federal Government Rotation Policy,
2020 notified vide Notification No.10/02/2018-E-5(PAS) dated 05.08.2020 is
applicable in such cases.
(i) In all other cases for a period of seven (07) years from the date of
relinquishment of charge provided that the Government servant has
not obtained any government accommodation under the
transferred Government.
16.5 Retention in case of leave (whether ex-Pakistan or otherwise) or deputation
to a foreign organization:
(i) For a period of three (03) years from the date of grant of leave or
deputation.
(ii) No further extension shall be granted in any case.
16.6 Retention in case of transfer out of Lahore but continuing to serve under the
Government of Punjab.
(i) For a period of three years if he is posted as Deputy Commissioner or
Commissioner.
(ii) For a period of two years in all other cases.

16.7 Retention in case of cancellation or completion of deputation to the


Government of Punjab or transfer back to non-eligible department in case of
technical quota, no retention will be allowed.
16.8 The retention beyond permissible limits shall not be considered in case the
Government Servant is a rent defaulter.
16.9 Any person inducted in to Government service as Secretary to the
Government of the Punjab or equivalent to such posts on contract or MP-I
Scale shall not be eligible for allotment of a government accommodation
under this policy.

CHAPTER XII: CANCELLATION, EJECTMENT AND RECOVERY OF POSSESSION

17. Unauthorized Occupants: The following categories of occupants come within the
definition of unauthorized occupants:
i. GS or their families retaining Government accommodation beyond
permissible period
ii. Trespasser in possession of a Government residence without proper
allotment order.
iii. Occupants who create nuisance for the inhabitants of the locality or
indulge in encroachments.
iv. Allottees who themselves or their families do not physically reside in the
house allotted to them, after having taken over the possession, for a
continuous period exceeding six months.
v. Allottees who induct another person(s) in the allotted house and the
person(s) so inducted.
vi. Allottees who default in payment of house rent for more than 6 months.
vii. Allottees using officially allotted accommodation for the purpose of any
commercial activity.
viii. Occupants who refuse to provide information, relating to allotment and
occupation of Government accommodation, to officers of the welfare wing
18. Ejectment:
18.1 An un-authorized occupant will be liable to immediate ejectment. Ejectment
orders will be issued by Additional Secretary (Welfare) and the possession
will be recovered under the provisions of the Punjab Government Lands &
Buildings (Recovery of Possession) Ordinance, 1966, Additional Secretary
(Welfare), Deputy Secretary (Welfare), Estate Officer, Rent Collector /
Section Officer (Welfare-IV), Deputy Superintendent of Police (Security),
Punjab Civil Secretariat and Sub Divisional Officers concerned are the
officers authorized by the Government under the provisions of the Punjab
Government Lands &Buildings (Recovery of Possession) Ordinance, 1966 to
proceed, inquire and recover the possession, to evict an unauthorized
occupant or to recover rent etc.
18.2 In case it comes to the notice of the Estate Office that an occupant is an
unauthorized occupant as defined in Chapter-XII (i to viii) of the policy, the
Estate Officer or any other person designated by the Additional Secretary
(Welfare) shall have an inquiry conducted under the provisions of the Punjab
Government Lands &Buildings (Recovery of Possession) Ordinance, 1966to

determine whether or not the occupant is an un-authorized occupant. Such


an occupant shall be:
a) Called for personal hearing before Estate Officer or any other officer
designated by the Additional Secretary (Welfare) or himself for this
purpose who, after due inquiry, shall announce his findings.
b) The person affected by findings of the inquiry may prefer an appeal
before the Additional Secretary (Welfare) or Additional Chief Secretary,
Punjab (if personal hearing given by Additional Secretary (Welfare),
S&GAD) within 7-days of announcement of findings of the inquiry.
c) If it is established that the occupant is an unauthorized occupant, a
notice shall be served on him asking him to vacate the residence within
14 days of the receipt of such notice. In case he fails to vacate the
residence in 14 days, he shall be forcibly ejected and cost of ejectment
will be recovered under the provisions of the Punjab Government Lands
& Buildings (Recovery of Possession) Ordinance, 1966.
d) For the purpose of ejectment of unauthorized occupant, the orders will
be issued by the Additional Secretary (Welfare) to the Estate Officer
or/and Property Manager concerned alongwith Enforcement & Vigilance
Team to proceed under the provisions of the Punjab Government Lands
and Buildings (Recovery of Possession) Ordinance, 1966.
e) To execute orders issued under Chapter-XII clause 18.2 (d) of the policy,
the Estate Officer or Property Manager concerned, alongwith
Enforcement & Vigilance Team will be assisted by the DSP (Security),
Civil Secretariat and the local police at his disposal. He may also seek
further force under the provisions of the Punjab Government Lands &
Buildings (Recovery of Possession) Ordinance, 1966 from the Police
Station of jurisdiction where he is executing the orders.
f) If after spot inquiry conducted by the Estate Officer or Property Manager
concerned, it is established that the accommodation is occupied by
unauthorized occupants then the officers, after recording reasons and in
addition to initiation of ejectment proceedings, may immediately get
disconnected water, power and Sui Gas connections of the
accommodation. The Property Manager concerned may enter into the
house (if locked) after following codal formalities.

19. Possessing more than one Accommodation:


19.1 No GS shall keep more than one accommodation at the same time in his
possession or in the possession of his wife or vice versa.
19.2 If a GS is found in possession of more than one accommodation at the same
time, the allotments of all the houses or flats in his possession shall be
cancelled.
19.3 He shall be liable to disciplinary action for misconduct under the relevant
rules/laws.
19.4 A GS who is found guilty under Chapter-XII Clause 17 (i&ii) shall be
disqualified for any allotment in future, for ten years.

CHAPTER XIII: RECOVERY OF RENT


20. Rent:
20.1 All rent matters in respect of houses on the pool of S&GAD will be dealt with
under the provisions of the Punjab Government Lands &Buildings (Recovery
of Possession) Ordinance, 1966 through the Rent Controller / Section Officer
(Welfare-IV), S&GAD.
20.2 All GS occupying residences will be bound to get house rent deducted from
their salaries, as payable according to the rules. Rent / Penal rent of an
allotted and occupied residence will be the first charge on the salary of the
allottee. The allottee will be required to provide their transfer / posting order to
the Section Officer (Welfare-IV), S&GAD for correspondence with their
Establishments and DDOs concerned regarding rent matters.
20.3 All GS occupying official residences will be responsible for supplying
information regarding deduction of rent from their salaries to the Rent
Controller / Section Officer (Welfare-IV) S&GAD, who will submit a biannual
consolidated report regarding recovery of the rent to the Additional Secretary
(Welfare), S&GAD.
20.4 A GS occupying a house unauthorized and illegally will be charged penal rent
from his basic salary as specified in Chapter 1, Clause 2(k) of the policy.
20.5 The rent / penal rent will be charged even during the pendency of Court
cases as per the advice of the Law Department as well as in the light of
Hon’ble Supreme Court of Pakistan’s judgment dated 21.03.2019 passed in
Civil Appeal No.227-L of 2010.
20.6 In case of payment of outstanding arrears of rent/penal rent against an
allottee, the Additional Chief Secretary, Government of the Punjab, shall be
the Competent Authority to allow payment of arrears of rent/penal rent in
monthly installments (not more than six) without any interest.
20.7 The Section Officer (W-IV), S&GAD shall refer the case of defaulters to the
Accountant General Office, Punjab or any other relevant office, as the case
may be after approval from Additional Secretary (Welfare), S&GAD, for the
recovery of any outstanding dues (normal rent, penal rent, utility bills etc.)
from the salary/pension of the defaulting GS/allottees etc. at source. The
penal rent will be the 60 % of the running basic pay of the allottee.
20.8 The allottees posted in autonomous bodies, semi government authorities,
federal bodies, special institutions, companies and Projects etc. must ensure
that 45% House Rent Allowance/House Rental Ceiling whichever is
admissible in the borrowing agency as well as 5% House Rent Charges and
other charges are being deposited by borrowing agency in the relevant head
of account on monthly basis.
20.9 Renovation/Maintenance funds will be sanctioned/released subject to
submission of outstanding dues/Rent Clearance Certificate.
20.10 The allottees of government residence will be required to regularly get the
annual rent clearance certificate each calendar year.
20.11 Allottee/applicant may obtain Rent Clearance Certificate/No demand
certificate by applying online on the given portal/website of S&GAD.

CHAPTER XIV: CONSTRUCTION AND PLANNING


21. Making structural changes in allotted accommodation:
21.1 An allottee shall not make any structural changes to the approved plan of the
govt. residence without prior approval of the competent authority.
21.2 If it is established that a GS has carried out any unauthorized addition,
alteration, encroachments or demolition of any part of the premises then his
allotment shall be liable to cancellation and the allottee shall be evicted:
Provided that such an allottee shall be given a notice before eviction,
Provided further that the cancellation, order and notice may be withdrawn if
the allottee demolishes such unauthorized additions or alterations or
encroachments or reconstruct the demolished part at his own cost.
21.3 A GS against whom action is taken under this rule shall be disqualified for
future allotment for a period of five years and the cost for demolition of such
additions or alterations or encroachments or reconstruction as assessed by
the government shall be recovered from the outgoing GS or his family.
21.4 Upon becoming eligible for government accommodation his name shall be
placed at the bottom of the GWL on that date, provided he applies.
22. Other Residences:
22.1 Any residence in the GOR/Colony self constructed by C&W Department (if
any) shall be placed at the pool of S&GAD after implementation of the said
policy. S&GAD will place such residences at the concerned pools of Buildings
and Property Manager keeping in view the administrative exigency after
framing TORs.
22.2 Provided that all such allotments in the said houses shall be made by the
Estate Office S&GAD, as per policy to the employees of C&W Department
serving in said GOR/Colony. The same can be swapped by the Competent
Authority at any time.
22.3 Further no such residence shall be constructed by the C&W Department
without prior permission of S&GAD and violation of which will lead to
Disciplinary proceeding.
23. Construction on Green belts and in Parks
23.1 No person or allottee or Government agency shall make any construction on a
green belt except for provision of municipal service infrastructure where no
other place is suitable or available in which case prior permission of AS
Welfare shall be obtained.
23.2 Green belts may be used for location of huts for seating of security personnel
with the prior permission of AS welfare
23.3 The design of huts for seating of security purposes shall be subject to
approval of AS Welfare.
24. Maps
24.1 The Welfare Wing shall prepare and maintain estate maps including
positioning of water, sewerage and other utilities for each GOR with the
assistance of the relevant agency.
25. Sub Division of Plots
25.1 The Welfare wing may sub divide plots in any GOR provided that the sub
division shall not be made in a manner that affects the overall plan and size of
houses in the area.

25.2 All sub divisions in GOR 1 shall be subject to the approval of the Chief
Secretary or the Additional Chief Secretary
26. Plans
26.1 The Welfare wing will prepare periodic plans for updating and managing
GORs. These plans will form the basis for all future development activities.
The plans will be approved by the following committee:
a) Chief Secretary Punjab
b) Additional Chief Secretary Punjab
c) Chairman P&D
d) Secretary C&W
e) Secretary Finance
f) Additional Secretary Welfare; and
g) Superintendent Engineer concerned.
26.2 The Welfare wing may issue building regulations for every GOR on the
advice of the following committee:
a) Additional Secretary (Welfare)
b) Town planner to be provided by LDA
c) Executive Engineer, GOR 1
d) Concerned property manager
e) Estate Officer / Secretary
27. Service providers installations
Service providers including water and sewerage service providers, electricity
providers, telecom service providers, cable television providers etc shall
obtain prior permission for laying of line and/or installation of equipment.
Where cabins or permanent structures are required they shall be located with
the prior permission of AS Welfare

CHAPTER XV: MISCELLANEOUS


28. Provision of wrong information to obtain undue benefits:
If at any stage it is found that a GS has provided wrong information, which
may be concerning his seniority, pay scale of his entitlement etc., his
accommodation will be cancelled and he shall be liable to disqualification for a
period of five years and shall also be liable to disciplinary action for
misconduct under the relevant rules or laws.
29. Causing Nuisance:
29.1 Allottees or their family members shall abstain themselves from all such
actions or activities as may cause nuisance or inconvenience to other
residents of the locality.
Explanation: Resorting to encroachments, littering, uncivilized behavior or
lack of civic sense amount to causing nuisance for this purpose.
29.2 Where an allottee cause nuisance or whose family or person living in the
allotted residence cause nuisance, the said allotment shall be liable to
cancellation. Cancellation may be made after issuing a show cause notice
and providing an opportunity of hearing. Nuisance cases shall be decided
within one month of receipt of complaint. Nuisance cases shall be processed
by the concerned estate officer and final orders shall be passed by the AS
welfare. An appeal against the orders of AS welfare will lie to the Additional
Chief Secretary.
30. Allotments Made in Violation of Rules:

30.1 The Government may, at any stage cancel the allotment made in violation of
rules in favor of a GS including those made to the employees of ineligible
departments.
30.2 A GS against whom action is taken under this rule shall be liable to
disciplinary proceedings under the relevant rules or laws.
30.3 A person other than GS shall be liable to criminal proceedings for being in
illegal possession of government property.
31. Reporting of Transfer, Retirement, Posting Abroad etc:
Within a fortnight of the transfer, retirement, resignation, dismissal or removal from
service or in the event of the death of an allottee or of his proceeding abroad on
training or deputation or Ex-Pakistan Leave, the allottee himself/herself shall be
responsible for reporting any such fact to the Estate Office.
32. Marriage Functions:
32.1 In Chauburji Garden Estate, Poonch House Colony and Wahdat Colony,
Lahore, allottee may be allowed to hold his own marriage functions or his
sons/daughters and brothers/sisters dependent upon him in the designated
grounds only for payment of Rs.10,000/- (refundable as security) in the Estate
Office and Rs.5,000/- (non-refundable) to be deposited in the government
treasury.
32.2 Private person of adjoining localities desirous of holding a marriage function of
his blood relative may be allowed on the recommendations of the SDO
(Buildings) concerned in the designated grounds for payment of Rs. 10,000/-
(refundable as security) in the Estate Office and Rs.30,000/- (non-refundable)
to be deposited in the government treasury.
32.3 Such functions may be allowed to the allottees of GORs in GOR-II, III& VI only
in designated grounds for payment of Rs.10,000/- (refundable as security) in
the Estate Office and Rs.30,000/- (non-refundable). No private person(s)
(including servants residing in servant quarters) will be allowed to hold any
function in these GORs.
32.4 The security deposit of Rs.10,000/- shall be refunded on production of a
certificate of no damages/cleanliness etc. from SDO concerned.
32.5 An undertaking on stamp paper (Rs.100/-)will be submitted along with
application seeking permission for holding a function with regard to adherence
to the Punjab Marriage Functions Act, 2016.
32.6 Any violation to the above will result in lodging of FIR of trespassing on
Government property by the SDOs concerned.
33. Utilization of vacant land in GOR/Colony:
The Additional Chief Secretary is the Competent Authority to utilize the vacant land
for the purpose of building of any social religious, educational, sports, office etc upto
the extent of 08-Kanals, and beyond that Government will be the Competent
Authority.
34. Direction by the Government:
The Government may, from time to time, issue such directions as it may deem
necessary to carry out the purposes of this Policy.
35. Jurisdiction of Civil Courts:
No Civil Court shall take cognizance under Section-9 of the Punjab Governments
Land & Buildings (Recovery of Possession) Ordinance, 1966 under this policy.

35.1 No suit or legal proceedings shall lie against government in respect of


anything which is in good faith, done or intended to be done under this policy.
36. Miscellaneous:
36.1 An exception to this policy shall only be made with the prior approval of the
provincial cabinet.
36.2 All existing allotments shall be deemed to have been made under this policy.
In case any existing allotment is not in accordance with the provisions of this
policy the case in question will be given a grace period of two years.
37. Repeal and savings:
The Punjab Government Residences Allotment Policy, 2021 is hereby revised and
repealed.
