CHAPTER 1
THE PROBLEM AND ITS SCOPE
INTRODUCTION

Rationale

As a mode of transportation in Bohol for many years, ferry ships have

docked at Ubay port. This has always played a significant role in regional

transportation by providing additional transit capacity to transportation networks

and functioning as a lifeline, particularly for geographically remote areas in the

Philippines. In reality, it is believed that a service growth strategy has been

executed yet. As of the port's current constrained range of services and

amenities.

In relation to this, a single facility idea would be preferred in order to meet

the necessity for integrating locals and visitors by furthering modernization

through the use of architecture. The project's purpose is to standardize an urban

ferry port `as "the Gateway”. Ubay port is considered the province's main

gateway to Leyte and Samar. Its improved port area connects to major port

destinations in neighboring provinces such as Bato and Hilongos in Leyte,

Maasin City in Southern Leyte, and Cebu City, the regional capital. The seaport

serves as an inter-island passenger, cargo, and vehicle transportation port

(RoRo). It serves the town of Ubay and the surrounding area. It is only 1.1

kilometers from the town center, or about 4 minutes with light traffic. For
passenger journeys, a variety of ships are available, ranging from pump boats

and fast craft for short journeys to ferries and ships for longer journeys.

One of Ubay seaport's physical limitations is that it is too small to

accommodate more ferry ships and other sea vessels. Offices, public restrooms,

and commercial establishments are also in limited availability.

According to this viewpoint, the researchers grasp the concept of

developing a structure and me with a study to assess the current condition and

problem of the existing port, which will lead to a development to aid the

necessities and contribute comfort for passengers while traveling.


THE PROBLEM

1.2 Statement of the Problem

The primary objective of this study is to evaluate the current status of

Ubay Port, serving as the basis for the proposed Ubay Ferry Terminal. The

investigation will be carried out in the town of Poblacion, Ubay, Bohol, throughout

the academic year 2023 – 2024. More specifically, the study aims to address the

following inquiries:

1. What are the characteristics of Ubay Port, including:

1.1. Its geographical location,

1.2. Topographical features,

1.3. Demographics,

1.4. Economic aspects, and

1.5. The existing condition as to:

1.5.1. Port dimensions,

1.5.2. Site layout,

1.5.3. Facilities,

1.5.4. Sanitation,

1.5.5. Security, and

1.5.6. Aesthetic attributes?

2. What is the assessment of the experts about the site with regard to:

2.1. Its geographical location,

2.2. Topographical features,


2.3. Demographics,

2.4. Economic aspects, and

2.5. The existing condition as to:

2.5.1. Port dimensions,

2.5.2. Site layout,

2.5.3. Facilities,

2.5.4. Sanitation,

2.5.5. Security, and

2.5.6. Aesthetic attributes?

3. Is there a significant difference in the assessment of the experts to the site

based on the standard requirement?

1.3 Objectives of the Study

The main purpose of this study are:

- To assess the existing condition of Ubay Ferry Terminal.

- To design a two-storey passenger terminal anchored on the following:

 safety,

 security,

 comfort and

 convenience

- To introduce a sustainable building design


1.4 Significance of the Study

The following are the beneficiaries of the research study:

Boholanos. This study stands to benefit Boholanos as it contributes to the

development of a unique local culture, boosts the economy, and attracts more

tourists to the province.

Municipality of Ubay. This study will benefit the Municipality of Ubay by

improving its industries and increasing municipal income.

Port Authorities. This research serves as a valuable guide and support

for port authorities in the implementation of advanced seaport management

practices, potentially resulting in the provision of top-tier services to the public.

Community. The execution and successful conclusion of this project will

generate employment opportunities within the local community.

Passengers. The research has the potential to offer passengers

convenient, comfortable, and well-organized travel and accommodation options.

Public Utility Vehicle Drivers. This research will find value as it aids in

creating convenient parking solutions for their vehicles, potentially boosting their

income.
Local Government. This research may offer valuable insights and

perspectives that can benefit the community and stimulate economic growth,

ultimately leading to increased revenue for the local government. It offers a

valuable resource for improving their expertise in design, information, and their

respective professions.

Architects, Engineers and Designers. Can enhance their decision-

making skills when it comes to site selection and considerations through the

principles and theories.

Future Researchers. Can use the study's findings as a solid reference

and foundation for their own research endeavors, with a focus on designing

integrated transport terminal facilities for the province of Bohol.

1.5 Scope and Limitation

The research will focus on creating a two-storey Proposed Ferry Terminal

at the Clarin port, which will serve as a hub for seaport passengers. Additionally,

the project will incorporate various amenities, such as waiting areas, restrooms,

dining facilities, and security services, to enhance passenger convenience. The

design will prioritize sustainability and aim to benefit the environment, the local

economy, and the community.


1.6 Theoretical Background of the Study
Presidential Decree No 857 Section 2 (Declaration of Policies) Declaration

of Policies and Objectives It is hereby declared to be the policy of the State to

implement an integrated program for the planning, development, financing, and

operation of Ports or Port Districts for the entire country in accordance with the

following objectives:

(a) To coordinate, streamline, improve, and optimize the planning,

development, financing, construction, maintenance and operation of Ports,

port facilities, port physical plants, all 11 equipment used in connection

with the operation of a Port.

(b) To ensure the smooth flow of waterborne commerce passing through

the country's Ports whether public or private, in the conduct of

international and domestic trade.

(c) To promote regional development through the dispersal of industries

and commercial activities throughout the different regions.

(d) To foster inter-island seaborne commerce and foreign trade.

(e) To redirect and reorganize port administration beyond its specific and

traditional functions of harbor development and cargo handling operations

to the broader function of total port district development, including

encouraging the full and efficient utilization of the Port's hinterland and

tributary areas.
(f) To ensure that all income and revenues accruing out of dues, rates,

and charges for the use of facilities and services provided by the Authority

are properly collected and accounted for by the Authority, that all such

income and revenues will be adequate to defray the cost of providing the

facilities and services (inclusive of operating and maintenance cost,

administration and overhead) of the Port Districts, and to ensure that a

reasonable return on the assets employed shall be realized.

REVIEW OF RELATED LITERATURE AND STUDIES

2.1 Introduction

The Philippines is an archipelago of over 7000 islands, with shipping being

the primary mode of inter-island transportation. This connects to the country's

shipping industry, which incorporates not only people transport but also products

and food businesses, making it even more important.

Due to the country’s archipelagic physical configuration, maritime

transport is the major means by which the islands are connected and the

movement of commodities and people are facilitated. Almost 98 percent of

materials and products imported and exported by the country are facilitated

through maritime exchanges (Innovation Norway 2004 as cited by Llanto et.al.,

2005).

The increasing demands of goods, products, people and services all

around the country leads on one of the reasons for this study or plan. To fill up

the idea of managing the people properly in order for passengers to have a good

environment while waiting for their trip. This will aid in crowd control, passenger

comfort, and convenience by providing sun shade, designated waiting areas, and

other amenities.
It became apparent that it wasn’t just people who needed to cross rivers,

lakes and bays, but their transport needed to travel too. Ferries thus adapted

further to be able to take onboard horses and carts and wagons, much in the way

that people today drive their cars, vans, motorcycles and even trucks onto ferries.

With the ferry increasing in popularity and with more and more people using its

routes to transport and sell goods, it became apparent that there was a need to

allow vehicles to board and disembark efficiently. And so ferry terminals were

built (Eve, 2022)

According to the Philippine News Agency web-based newswire service,

The Port of Ubay can only accommodate medium-sized motorized banca in the

past. Now, it can handle medium-sized conventional and Ro-Ro vessels as the

construction of its reinforced concrete pier has been completed in December

2020. The inauguration of the seven seaport projects in Bohol wraps up the two-

day visit of team DOTr in the Visayas region.

Given this sense, that the government showed an act of giving value or

importance building this kind of related projects everywhere in the Philippines,

signifies the connective purpose and plans of modernization and progress that

high officials would also want to provide for the country.


RESEARCH METHODOLOGY

Design

This study entitled “Ubay Ferry Terminal Development” used descriptive

method of research. To assess the present condition of the site. The researchers

used an observation guide in order to gather the important data on the

assessment and observation on the site thus creating a detailed description of

the existing condition of the site.

Environment and Participants

The data and information in regards to the existing condition of the site of

the Ubay seaport, were gathered from the references and LGU.

The researchers engaged on purposive sampling method in selecting the

respondents. The respondents consist of the thirty (30) technical experts such as

architects, civil engineers, and LGU experts. The respondent were chosen

because of their knowledge and expertise regarding the study.

Scope and Limitations

This study is concerned with the architectural solutions, physical planning

and zoning of the site, and building economics of Ubay Seaport for the

assessment. This study focused on the existing condition of the site, as the basis

for further development of the study.

Instrument
The researchers used an observation guide that serves as a tool in

gathering data about the existing condition of the Ubay Seaport. The gathered

data from the said observation guide were used as a bases in formulating a

questionnaire answered by the respondents.

In the questionnaire, the respondents had to (√) in the column the best

suit of their honest judgments In terms of location, population, site area

topography, economy, ventilation, capacity, aesthetics, security and

utilities/facilities. Each of these aspects was rated in four levels of viability. The

results were analyzed using a statistical method.it was the basis in creating an

action plan.

Procedure

1. Choosing the Problem

The researchers decided to choose a relevant problem. After

brainstorming and browsing the internet, the researchers came up with the idea

on assessing Ubay Seaport.

2. Gathering Data

By the time the problem was identified, the researcher gathered

supporting information regarding the said topic or problem. Furthermore, they

searched through books for theories and other legal basis that could support the

significance of the problem.

3. Asking permission to conduct the study


After gathering necessary information, the researchers sent a letter to the

campus director of Bohol Island State University- Main Campus asking

permission to conduct the study. They also sent a letter to the government offices

concern asking permission to conduct the study under their authority.

4. Creating an observation guide

The researchers creates an observation guide, in assessing and collecting

data as a guide. This contains guidelines in assessing the site and this was

answered by the researchers
