Subject: Clarifications on certain issues/ anomalies pertaining to Qualifications, Pay Scales,

Service Condition, Career Advancement Schemes (CAS) et. for teachers and other
academic staff of technical institutions (Degree/Diploma) prescribed in 6th and TthCPC
notifications.

Sir/Madam,

You are aware that the All India Council for Technical Education (AICTE) has been
established by an Act of Parliament for proper planning and co-ordinated development, regulation
and maintenance of Norms and Standards in the Technical Education system throughout the
Country. Consequent upon revision of pay scales based on the recommendations of the 7tr'Central
Pay Commission, AICTE formulated a revision of pay scales and service conditions for degree
and diploma level technical institutions in the country. The Govt. of India have decided to revise
the pay scales of teachers and other academic staff in degree and diploma level technical
irrstitutions and advised AICTE to notify the service conditions of teachers in technical institutions
incorporati ng other related conditions.

Accordingly, a notification has been issued on the revision of pay scales and service
conditions for teachers, librarians and physical education personnel in both degree and diploma
leveltechnical institutions. The detailed notifications for both degree and diploma level institutions
had been issued byAICTE on 0l't March 2019 and were sentto you sometime in the month of
April 2019. These notifications are available on the website of this counciland can be downloaded

SLrbsequently, this Council has received several repfesentations from faculty/ teachers/
welfale associations and others seeking clarification on issues/ anomalies in the context of the
AICTE notification dated 01.03.2019 as per 7th CPC. These issues were underthe consideration
of the All lndia Council for Technical Education (AICTE) for quite some time. Now, the AICTE
Cazette Notification giving clarifications on the subject mentioned above has been published and
a copy of the same is put on the website of this Council and the same can be downloaded from the
link given below: -
