Fertilizer is the key input for increasing the quantity and quality of agricultural produce. The
National Fertilizer Development Centre (NFDC) Ministry of Planning, Development and
Reform has the major task of looking into fertilizer related affairs both for policy planning
and use by the industry as well as farming community. For this purpose Annual Fertilizer
Review has been regularly published and earned appreciation.

EXECUTIVE SUMMARY
Fertilizer use has a significant role in enhancing crop productivity. To safeguard public
interest and ensuring timely availability of fertilizers at affordable price to farmers
necessitates monitoring of fertilizer supply/demand situation. Monitoring and evaluation
of fertilizer sector is one of the core activities of National Fertilizer Development Centre
(NFDC). The supply/demand situation in respect of major fertilizer products remained
comfortable in term of availability during fiscal year 2016-17 and crop seasons of Kharif
2016 and Rabi 2016-17. The overall fertilizer product offtake increased by 36.2 per cent
during the fiscal year 2016-17 as compared to 2015-16. It increased by 22.8 per cent
during Kharif 2016 and by 15.7 per cent during Rabi 2016-17 over the same time frame
of last year. Highlights of 2016-17 with regard to fertilizer sector along with outlook for
the year 2017-18 are given below.
Fertilizer Supply
Overall fertilizer availability during 2016-17 was 5925 thousand nutrient tonnes, which
witnessed an increase of 21.2 per cent over last year 2015-16. Total availability of
nitrogen, phosphate and potash was 4429, 1443 and 53 thousand nutrient tonnes
respectively. Product-wise availability was; urea 7588, DAP 2644, and Nitrophos 809
thousand product tonnes. Domestic production met about 80 per cent of the country’s
requirements during 2016-17. The deficit of 20 per cent between production and offtake
was met through imports and carry over inventory.
Domestic Production
The total domestic production of all fertilizer products during 2016-17 was 8245
thousand tonnes compared to 8015 thousand tonnes during 2015-16, showing an increase
of 2.9 per cent. Urea production during 2016-17 was 5916 thousand tonnes (5770
thousand tonnes in 2015-16) followed by DAP 802, NP 703, CAN 674, SSP 78 and NPK
of various grades 72 thousand tonnes respectively.
In product terms, fertilizer production increased from 3967 thousand tonnes to 4165
thousand tonnes during Kharif 2016 compared with Kharif 2015. In nutrient terms,
fertilizer production increased by 6.1 per cent from 1806 to 1917 thousand tonnes during
Kharif 2016. Fertilizer industry experienced positive growth during Rabi 2016-17 as
compared with Rabi 2015-16. In product terms fertilizer production increased by 0.3 per
cent from 3967 thousand tonnes to 3979 thousand tonnes while in nutrient terms, it
increased by 0.4 per cent from 1812 thousand tonnes to 1819 thousand tonnes.

Fertilizer Imports
The total fertilizer imports during 2016-17 were 1524 thousand product tonnes compared
with 1506 thousand tonnes during 2015-16 showing an increase of 1 per cent over the
same time frame of last year. Product-wise imports were: DAP 1450, AS 14, SOP 23,
MOP 29 and SSP 7 thousand tonnes. The fertilizer imports were entirely handled by the
private sector during 2016-17.
Imports during Kharif 2016 were 514 thousand product tonnes against 703 thousand
product tonnes during Kharif 2015, which represented decrease of 26.8 per cent. During
Rabi 2016-17 imports were 863 thousand tonnes, against 905 thousand tonnes during
Rabi 2015-16, witnessing a decrease of 4.6 per cent.
Fertilizer Offtake
Offtake of all nutrients during 2016-17 was 5040 thousand tonnes as compared to 3699
thousand tonnes in 2015-16, representing an increase of 36.2 per cent. Of this, nitrogen
was 3730 thousand tonnes, phosphate 1269 thousand tonnes and potash 41 thousand
tonnes. An increase of 39.6 per cent was observed in nitrogen while phosphate offtake
increased by 26 per cent during 2016-17 as compared to same period of 2015-16.
The offtake of urea increased from 4558 thousand tonnes in 2015-16 to 6372 thousand
tonnes in 2016-17, registering an increase of 39.8 per cent. The offtake of DAP increased
from 1823 thousand tonnes in 2015-16 to 2329 thousand tonnes in 2016-17 registering a
growth of 27.7 per cent over last year. The offtake of other products during 2016-17 was:
CAN 750, NP 759, NPK’s 70, SSP 84, SOP 25, MOP 28 and AS 18 thousand tonnes.
The fertilizer moves across northwestern border illegally. It is difficult to quantify actual
quantity but estimates are of 30-40 thousand tonnes of all products.
Nitrogen to phosphate use ratio was 2.94 during 2016-17. The agronomically
recommended NP ratio is 2:1. Potash use is still not developed and needs promotional
activities with improved availability efforts.
Province-wise Offtake/Shares
During 2016-17, in overall nutrient offtake, the Punjab’s share was 69 per cent, Sindh
22.5 per cent, Khyber Pakhtunkhwa 5.4 per cent and Balochistan 3.1 per cent. The overall
provincial share remained more or less the same as was during the preceding years.
At national level, average offtake of all nutrients per hectare of gross cropped area was
222 kg during 2016-17 (163 kg/ha during 2015-16).
Average fertilizer use in Sindh province was the highest at 368 kg/ha of gross cropped
area, followed by Punjab 212 kg/ha. The offtake in KP and Balochistan was 120 and 124
kg/ha, respectively during 2016-17.

Fertilizer Supply/Demand Situation during Kharif 2016 and Rabi 2016-17
During Kharif 2016, overall product availability was about 6713 thousand tonnes,
representing an increase of 29.8 per cent over Kharif 2015. Out of total availability,
domestic fertilizer production was 4165 thousand product tonnes, against 3967 thousand
tonnes during Kharif 2015 showing an increase of 5 per cent. Production of urea and
DAP was 3086 and 416 thousand tonnes, respectively during Kharif 2016. Production of
urea increased by 14.9 per cent while that of DAP decreased by 0.9 per cent during
Kharif 2016 over Kharif 2015.
During Kharif 2016, overall fertilizer offtake was 4058 thousand tonnes which was 19.3
per cent more than previous Kharif. Urea and DAP offtake was 2703 and 697 thousand
tonnes, respectively, registering an increase of 11.5 per cent in case of urea and 68.7 per
cent in case of DAP over Kharif 2015.
In Rabi 2016-17, total fertilizer availability was about 7491 thousand tonnes, witnessing
an increase of 12.9 per cent over Rabi 2015-16. Share of domestic production was 3979
thousand product tonnes, showing an increase of 0.3 per cent as compared to Rabi
2015-16. Quantum of urea and DAP produced during Rabi 2016-17 was 2849 and 376
thousand tonnes, respectively.
The total fertilizer offtake in Rabi 2016-17 was 5372 thousand tonnes compared to 4605
thousand tonnes in Rabi 2015-16 indicating an increase of 16.6 per cent. Offtake of urea
and DAP was 2892 and 1608 thousand tonnes, respectively. Use of urea increased by
18.8 per cent while that of DAP increased by 11.1 per cent, over previous Rabi 2015-16.
Prices
Prices of almost all fertilizer products witnessed decreasing trend during 2016-17. The
average decrease in prices of urea (sona) and urea (others) was 10.7 and 11.1 per cent.
Price of DAP decreased by 6.2 per cent. Price of NP and SOP decreased by 6.0 and 15.8
per cent, respectively during 2016-17. Price of CAN decreased significantly by 10.4 per
cent.
Urea prices in international market increased during 2016-17. The urea prices in Middle
East registered an increase during July, 2016 from US $ 193.8/t to US $ 256.3 FOB/t in
January 2017. DAP China prices went up by 3.1 per cent. DAP US in fob Gulf price
increased by 1.8 per cent. TSP Tunisia also increased by 1.6 per cent from US $ 278/t in
July 2016 to US $ 282.5/t in June 2017.
About 257,139 million cubic feet was consumed by fertilizer plants during the year
2016-17. The major portion (83.5 per cent) of this was used as feed stock and 16.5 per
cent as fuel.

Global Fertilizer Situation
The world fertilizer consumption data depicts that fertilizer consumption is expected to rise
to 185.8 million nutrient tonnes during 2016-17 with the increase of 2.4 percent as compared to
last year. The increase in consumption of nitrogen, phosphate and potash at global level is
estimated by 2.0, 2.8 and 3.1 per cent respectively during 2016-17 as compared to
2015-16. The consumption forecast for 2017-18 is 188.0 million tonnes, i.e. 2.2 million
tonnes increase over 2016-17 (+1.2 per cent).
Economics of Fertilizer Use
Due to variation in prices of fertilizers and major crops, the benefit cost ratio of farmers has also
changed. Fertilizer nutrient use during 2016-17 witnessed increase of 36.2 per cent which is due to
reduction in prices of fertilizer products as a result of subsidy announcement by the Government
in June, 2016. The average price of urea during Kharif 2016 plunged by Rs. 280, and DAP
decreased by Rs. 896 per bag of 50 kg over Kharif 2015. Whereas during the Rabi 2016-17, a
decrease of Rs. 510 and Rs. 813 per bag of 50 kg in the average price of Urea and DAP has been
observed respectively over Rabi 2015-16. During fiscal year 2016-17, it has been observed that
urea (Nitrogen) and DAP (Phosphate) fertilizers remained cheaper for all crops at market and
support price.
The growth in fertilizer demand for 2017-18 is projected negatively by 1.9 per cent in nutrient
terms. In product terms negative growth of 5.0 per cent is expected in urea while DAP demand is
estimated to increase by 3.2 per cent during 2017-18. Under short term approach, the monthly
fertilizer demand estimates up to Kharif (September) 2018 have been prepared, while on long term
basis, annual estimates up to 2020-21 have been depicted in Annex-27.

1. INTRODUCTION
Annual Fertilizer Review 2016-17, presents an extensive detail of fertilizer products and
nutrients availability (production and imports) by season and year at province and at national
level. It covers fiscal year 2016-17 and details of Kharif 2016 and Rabi 2016-17 seasons.
Average fertilizer product prices prevailing in major domestic and international markets are
also reported. The review also contains details of market shares of various fertilizer agencies
by product. Economics of fertilizer use for different crops and short-term demand estimates
have been included.
Due to gas load management policy, the supply of gas to fertilizer (urea) manufacturing plants
was curtailed, which resulted in reduction of urea production during previous years. However,
during year 2015-16, liquefied Natural Gas (LNG) was provided to fertilizer plants which
resulted in significant increase in production of urea. Production increased to 8245 thousand
tonnes during 2016-17 which is 2.9 per cent more than previous year. The supply/demand
situation of urea during 2016-17 remained satisfactory.
Overall, nutrient offtake during fiscal year 2016-17 was 5040 thousand tonnes, which
represented an increase of 36.2 per cent over the previous year 2015-16. Nitrogen offtake
registered an increase of 39.6 per cent while phosphate offtake increased by 26 per cent.
Potassium offtake also witnessed an increase of 106.7 per cent. There was a substantial
increase of 22.8 per cent in nutrients offtake during Kharif 2016 and an increase of 15.7 per
cent during Rabi 2016-17 over the preceding seasons. Among major products, urea offtake
during Rabi 2016-17 went up by 18.8 per cent, while DAP Offtake increased by 11.1 per cent
as compared with Rabi 2015-16.
The overall domestic production of all fertilizers witnessed an increase of 2.9 per cent in
product terms during 2016-17 as compared with 2015-16. The overall nutrient production
increased by 2.7 per cent i.e., from 3675 in 2015-16 to 3775 thousand nutrient tonnes in
2016-17. Out of total domestic production, 3206 thousand nutrient tonnes (84.9 per cent
share) was nitrogen, 556 thousand nutrient tonnes (14.7 per cent share) phosphate and 12
thousand nutrient tonnes of potash.
In product terms, total domestic production, was about 8245 thousand tonnes during 2016-17,
which was 230 thousand tonnes more than previous year, showing an increase of 2.9 per cent.
The entire fertilizer products were manufactured by the private sector.
Six products; Urea, Calcium ammonium nitrate (CAN), Nitrophos (NP), Single super
phosphate (SSP), Diammonium phosphate (DAP) are manufactured in the country whereas
different grades of NPK’s are also formulated/blended in small quantities. Urea is the most
important single straight nitrogenous fertilizer. Its share in total fertilizer production was 71.7
per cent, which decreased slightly during current fiscal year. The share of other products was:
DAP (9.73 per cent), NP (8.5 per cent), SSP (0.95 per cent), CAN (8.2 per cent), and NPK’s
various grades (0.87 per cent).
The performance of urea plants was 94 per cent of installed capacity and the aggregate
performance of all fertilizer plants was 91 per cent. The products manufactured during
2016-17, were: urea 5916, CAN 674, NP 703, DAP 802, SSP 78 and NPK’s of various grades
72 thousand tonnes (Table 1). The detailed month-wise fertilizer production by product,
nutrient and manufacturer is given in Annex-1.

Imports have been a regular feature of the country’s fertilizer sector and its volume is
increasing with the increase in fertilizer offtake. Fertilizer import is handled by private sector,
except urea, which is undertaken by Trading Corporation of Pakistan (TCP), because of cost
considerations and to make urea available at affordable price to farmers.

Domestic production met about 84.3 per cent of total fertilizer requirements during 2016-17
(82.3 per cent during 2015-16) and the gap between demand and domestic production (15.7
per cent) was met through imports (Table 5). A total quantity of 1524 thousand tonnes of
various products (961 thousand tonnes in terms of nutrients), was made available through
imports (Table 2).
DAP constitutes the major share of 95 per cent. Quantitatively, imports were: DAP 1450, AS
14, SOP 23, MOP 29 and SSP 7 thousand tonnes. The data are summarized in Table 2 and
month-wise details are shown in Annex-2.

that of phosphate increased by 26 per cent. Potash offtake witnessed an increase of 106.7 per
cent.

Data in Table 5 show that nitrogen share in total nutrients offtake was 74.0 per cent during
2016-17 (72.2 per cent during 2015-16), phosphate 25.2 per cent share (27.2 per cent during
2015-16) and potash 0.8 per cent (0.5 per cent during 2015-16). The NP ratio (2.94) widened
in 2016-17 as compared to 2015-16. The imbalance in the use of nitrogen and phosphorus is
one of the major factors for low fertilizer use efficiency which is also affecting crop yields.
Desirable limit of NP ratio is 2:1. The present NP ratio of 2.94 can be brought down by
promoting use of phosphatic fertilizers, exploring the local phosphate reserves and by
providing DAP on affordable prices to farmers.
Of the 36.2 per cent increase in total fertilizer nutrient offtake, an increase of 39.8 per cent
was observed in Punjab, 25.2 per cent in Sindh, 29.6 per cent in KP and 73.1 per cent in
Balochistan.
At national level, nitrogen offtake during 2016-17 increased by 39.6 per cent compared with
last year. Nitrogen offtake increased by 43.2 per cent in Punjab, 29.2 per cent in Sindh, 29.6
per cent in KP and 85.8 per cent in Balochistan.
Phosphate offtake during 2016-17 increased by 26 per cent at national level. Its offtake
increased by 29.5 per cent in Punjab, 12.4 per cent in Sindh, 27.5 per cent in KP and 45.8 per
cent in Balochistan during 2016-17 as against 2015-16. Potash offtake increased by 106.7 per
cent at national level. It increased by 139.6 per cent in Punjab, 32.4 per cent in Sindh, 103.5
per cent in KP and 48.5 per cent in Balochistan during 2016-17 as compared to last year.
Based on five years average, the share of Punjab was 69 per cent, followed by Sindh 22.5 per
cent, KP 5.4 per cent and Balochistan 3.1 per cent. The N to P use ratio was better (2.73:1) in
Punjab compared to other provinces. It is important to note that the provincial share in total
nutrient offtake remained more or less the same.
The aggregated province-wise, nutrient offtake during 2016-17 compared with the last four
years is presented in Table 4. The detailed month-wise, province-wise, data are presented in
Annex-4.

3.3 Fertilizer offtake by product during 2016-17
During the year 2016-17, a total quantity of about 10,435 thousand tonnes (2860 thousand
tonnes more than that of 2015-16), was sold by marketing agencies, showing an increase of
37.8 per cent over the same time frame of last year. Offtake of domestically produced
products were 8796 thousand tonnes, representing an increase of 41.1 per cent. Offtake of
imported products was about 1638 thousand tonnes, which was 299 thousand tonnes more
than that of 2015-16, showing an increase of 22.3 per cent (Table 5).
Among products, share of urea was 61.1 per cent, followed by DAP (22.3 per cent), NP (7.3
per cent), CAN (7.2 per cent), SSP (0.8 per cent) and other products (1.3 per cent). The
Percentage shares are shown in Figure 1. The summarized product-wise data are presented in
Table 5 and the consolidated month-wise, product-wise and nutrient-wise offtake during
2015-16 and 2016-17 are given in Annex-5.

3.4 Province-wise Urea and DAP offtake during 2016-17
Urea accounted for the largest share of 61.1 per cent in total product offtake in the country
(Table 5). Its offtake increased by 39.8 per cent at national level over the year 2015-16. There
was cash subsidy (Rs. 156 per bag) and GST reduction (Rs. 184 per bag) during 2016-17
which resulted in substantial decrease in price and increased offtake of urea. Urea offtake
increased by 43.5 per cent in Punjab, 29.5 per cent in Sindh, 28.7 per cent in KP and 96.1 per
cent in Balochistan (Table 6).
DAP offtake during 2016-17, increased by 27.7 per cent at national level. DAP offtake
increased by 33 per cent in Punjab, 11.4 per cent in Sindh, 20.7 per cent in KP and 38 per cent
in Balochistan during 2016-17 compared to last year 2015-16..
As far as provincial shares in urea offtake are concerned, Punjab share on five years average
was 66.9, Sindh 23.9, KP 5.9 and Balochistan 3.3 per cent. DAP share of Punjab was 72.4 per

pointed out that the pattern of offtake in all provinces remained more or less the same.

The fertilizer availability/supply includes factory stocks, stocks at warehouses of both public
and private sector, domestic production and imported products delivered from Karachi during
the month/cropping season/year. This information provides a fair basis of total fertilizer
availability in the country.

There are no hard and fast rules to arrive at comfortable or tight fertilizer supply/demand
situation. A tool which is used to monitor the fertilizer supply/demand situation is its offtake
in proportion of availability. Based on past and present available experience, it has been
observed that in order to have comfortable situation, the monthly nitrogen offtake level should
not cross 80 per cent of total availability level and in the case of phosphate 70 per cent works
well. These are rough indicators, but due to induction of private sector, supplies move fast
and where there is demand, the requirements are met quickly. The nutrient-wise
supply/demand and product wise supply demand situation of urea, DAP and Nitrophos are
presented in the following sub sections.
The year 2016-17 had an opening inventory of about 1189 thousand nutrient tonnes.
Domestic production was 3775 thousand nutrient tonnes, and imports were 961 thousand
nutrient tonnes. Total availability was about 5925 thousand nutrient tonnes (Table7). Total
nutrient offtake during 2016-17 was 5040 thousand nutrient tonnes as compared to 3699
thousand nutrient tonnes in 2015-16 showing an increase by 36.2 per cent. The data in Table 8
reveal that nitrogen offtake as proportion of supply did not cross 80 per cent mark during the
whole year hence, reflecting a comfortable situation. The closing (national inventory) balance
was 830 thousand tonnes (Table 7), which was less as compared to previous year 2015-16.
The month-wise per cent nutrient offtake as proportion of total supply is presented in Figure 2
(Table 8).

4.2 Product-wise Urea, DAP and Nitrophos supply/demand situation during 2016-17
Urea, DAP and nitrophos are the most commonly used fertilizers among farming
communities as source of nitrogen and phosphate. During 2016-17, urea share was 61.1 per
cent, DAP 22.3 per cent, CAN 7.2 per cent and nitrophos 7.3 per cent. The offtake of these
products as proportion of supply is presented in Figure 3.
The supply/demand situation in respect of urea, DAP and nitrophos is briefly discussed in the
following sub sections.

The year 2016-17 started with 1672 thousand tonnes of urea opening stock, which is
considered as satisfactory. Domestic production was about 5916 thousand tones. The total
availability of urea was therefore, 7588 thousand tonnes (Table 7). Total urea offtake was
6372 thousand tonnes, which witnessed an increase of 39.8 per cent over 2015-16. Urea
offtake as proportion of supply did not cross 80 per cent mark throughout the year (Figure-3),
which reflects satisfactory situation. The closing stock at the end of 2016-17, was 1096
thousand tonnes, which is a comfortable opening inventory for the year 2017-18.
The summarized data are presented in Table 7 and 9. Urea offtake during 2016-17 compared
with the last five years is at Annex-6. Monthly supply and demand situation is shown
graphically in Figure 4.

4.2.2 DAP supply/demand situation during 2016-17
The year 2016-17 had an opening inventory of 391 thousand tonnes of DAP. Imports were
about 1450 thousand tonnes (1201 thousand tonnes during 2015-16). Domestic production
was 802 thousand tonnes. The total availability of DAP was therefore about 2644 thousand
tonnes (Table 7). Total DAP offtake was 2329 thousand tonnes as compared to 1823 thousand
tonnes during 2015-16, representing an increase of 27.7 per cent over 2015-16. The closing
stock at the end of the year was 323 thousand tonnes, reflecting a comfortable inventory for
next year.
The summarized data are shown in Table 7 and 9. Month-wise situation is given in Figure 5
and supply/demand situation during 2016-17 at Annexes 6, 10 and 11. Monthly
supply/demand situation of DAP is shown graphically in Figure 5.

It may be reiterated that nitrophos is still preferred by the farmers in the country considering a
balanced fertilizer. It supplements as well as substitutes both urea (N) and DAP (P2O5). It is
locally produced and small quantities imported by private sector. NP offtake was 759
thousand tonnes during 2016-17, which was higher than previous year level. Total availability
of nitrophos during 2016-17 was 809 thousand tonnes.
The summarized data are shown in Table 7 and 9. Month-wise supply/demand situation
during the year 2016-17 is presented in Annex 10 and consolidated supply/demand in Annex-
11.

4.3 Fertilizer use (nutrients) per hectare of cropped area during 2016-17
The data given in Table 10 present average fertilizer use in kg nutrients per hectare of cropped
area. It may be seen that average nutrient use rate during 2016-17 increased to 222 kg/ha,
compared to 163 kg/ha during 2015-16 (Table 10). These figures are based on actual offtake
in the provinces and total cropped area.
Fertilizer use per unit area in Sindh was the highest i.e., 368 kg/ha (294 kg/ha during 2015-
16), followed by Punjab at 212 kg/ha (152 kg/ha during 2015-16), KP 120 kg/ha (92 kg/ha
during 2015-16) and Balochistan 124 kg/ha (71 kg/ha during 2015-16).
District-wise fertilizer offtake as kg nutrients per hectare is presented in Table 11. The data
have been categorized mainly in three groups; i) districts with low fertilizer use rate up to 50
kg nutrients per hectare ii) districts with medium fertilizer use rate ranging from 50 to 100 kg
nutrients per hectare, and iii) districts showing fertilizer use over 100 kg/ha. The districts with
very low level of offtake and for which cropped area is not available have been excluded.

It may be observed that 38 districts fall in the category of low fertilizer offtake areas having
fertilizer use ranging up to 50 kg nutrients per hectare. Low consuming areas/districts belong
mostly to KP, Balochistan and Punjab. There were 16 districts, which fall under medium
fertilizer offtake category, ranging between 50 to 100 kg nutrients per hectare. The third
category classified as high fertilizer offtake area/districts, includes 64 districts with fertilizer
offtake above 100 kg nutrients per hectare. Out of these, 26 districts belong to Punjab,
followed by Sindh (22 districts), KP (8 districts) and Balochistan (8 districts). Details of
product-wise, nutrient-wise and district-wise offtake data may be seen in Annex-12 and 13. It
is evident that some of the districts in Sindh and Balochistan showed very high figures,
because big dealers and stockists are located in urban areas. Thus offtake in such cases may
not be considered as actual agricultural use. These figures should be used with care and not
quoted arbitrarily.

Domestic production of all fertilizer products during Kharif 2016 (April-September) was
about 4165 thousand product tonnes, which was 198 thousand tonnes more than Kharif 2015.
In nutrient terms, a total quantity of 1917 thousand tonnes was produced by the domestic
industry.
Of the total domestic production, nitrogen was 1637 thousand tonnes, which accounted for
85.4 per cent (83.4 per cent in Kharif 2015). Phosphate production was 274 thousand tonnes,
which captured a share of 14.3 per cent (16.4 per cent in Kharif 2015) and potash had just 0.3
per cent share (Table 12).
Urea production during Kharif 2016 remained at a level of about 3086 thousand tonnes (2686
thousand tonnes during Kharif 2015). DAP Production was 416 thousand tonnes, which was
slightly low (0.9 per cent) than that of Kharif 2015. Production of nitrophos decreased by 26.5
per cent, CAN decreased by 25.7 per cent, while SSP production decreased by 11.5 per cent.

Of the six fertilizer products produced in the country, share of urea in Kharif 2016 was 74.1
per cent (67.7 per cent in Kharif 2015), followed by DAP 10 per cent (10.6 per cent in Kharif
2015), NP 7.1 per cent (10.2 per cent in Kharif 2015), CAN 6.9 per cent (9.7 per cent in
Kharif 2015), SSP 1.0 per cent (1.2 per cent in Kharif 2015) and various grades of NPKs 0.9
per cent (0.6 per cent in Kharif 2015). Tonnage-wise, the domestic industry produced the
following quantities during Kharif 2016: Urea 3086, CAN 286, NP 297, DAP 416, SSP 42
and NPK’s (various grades) 39 thousand tonnes. The data are summarized in Table 12 and
month-wise details may be seen in Annex-14 and consolidated data in Annex-18.

5.2 Fertilizer imports during Kharif 2016
Five products such as DAP, AS, SSP, SOP and MOP were imported during Kharif 2016.
Fertilizer imports were 514 thousand product tonnes, which witnessed decrease of 26.8 per
cent, over Kharif 2015 (Table 13).
The share of DAP in total imports was 94 per cent. DAP imports were 483 thousand tonnes
(376 thousand tonnes during Kharif 2015). Total imports in terms of nutrients were 321
thousand tonnes, which witnessed a decrease of 18 per cent. Volumes of imported fertilizer
during Kharif 2016 comprised: DAP 483, SOP 4, MOP 10, AS 12 and SSP 5 thousand
tonnes. The summarized product-wise and nutrient-wise data are given in Table 13. Month-
wise details are presented in Annex-15.

The overall fertilizer nutrient offtake during Kharif 2016 witnessed a significant increase of
22.8 per cent over previous season i.e., from 1569 thousand nutrient tonnes in 2015 to 1926
thousand nutrient tonnes in 2016 (Table 14). Nitrogen offtake increased by 15 per cent while
phosphate offtake increased by 63 per cent. Potash offtake also witnessed an increase of 16
per cent.

Nitrogen captured 78.5 per cent share in total nutrient offtake during Kharif 2016 (83.7 per
cent during Kharif 2015). Phosphate claimed 20.9 per cent share (15.7 per cent during Kharif
2015) while the potash share reduced from 0.7 to 0.6 per cent.
Aggregated data are given in Table 14, Annex-17 and the monthly nutrient offtake of Kharif
2016 compared with the last five seasons are shown in Annex-3.

At national level, overall nutrient offtake during Kharif 2016 increased by 22.8 per cent
compared with last Kharif 2015. Province-wise increase in nutrient offtake was: Punjab 21.1
per cent, Sindh 26.5 per cent, KP 24.2 per cent and Balochistan 24.5 per cent over last Kharif
2015.
The increase in nitrogen offtake at national level during Kharif 2016 was 15.2 per cent as
compared to last Kharif. On provincial basis an increase of 13 per cent in Punjab, 20.4 per
cent in Sindh, 22.5 per cent in KP and 4.5 per cent in Balochistan was recorded.
Phosphate offtake increased by 63.4 per cent at national level compared with Kharif 2015.
This included increases of 63 per cent in Punjab, 64 per cent in Sindh, 35 per cent in KP and
109 per cent in Balochistan.
In overall nutrient offtake based on five years average, share of Punjab during Kharif was 66
per cent, followed by Sindh 24 per cent, KP 6 per cent and Balochistan 4 per cent.
The data are summarized in Table 15 and the detailed month, province and nutrient-wise data
for Kharif 2016 compared with last four seasons are presented in Annex-4.

6.3 Fertilizer offtake/use by product
During Kharif 2016, a total of about 4058 thousand product tonnes were consumed as
compared to 3400 thousand tonnes during Kharif 2015 reflecting an increase of 19.3 per cent.
Urea, DAP and Nitrophos constituted 91.8 per cent of total products consumed. The domestic
nutrient offtake increased by 19.6 per cent, while imported fertilizers nutrient offtake also
increased by 43.0 per cent over Kharif 2015.
Among the various products, Urea captured 66.6 per cent share in total fertilizer offtake,
followed by DAP with 17.2 per cent. The shares of CAN, NP and SSP were 6.2, 8.0 and 0.73
per cent, respectively. The cumulative share of remaining products was 1.1 per cent
(Figure 6). Urea offtake increased by 11.5 per cent and DAP offtake by 68.7 per cent as
compared to Kharif 2015. The share of domestic products in total fertilizer nutrient offtake
was 84.2 per cent (86.4 per cent during Kharif 2015), while that of imported fertilizer
accounted for 15.8 per cent (13.6 per cent during Kharif 2015). The consolidated product-
wise fertilizer offtake during Kharif 2015 and Kharif 2016 is presented in Table 16 and
detailed month and product-wise offtake is presented in Annex-10 and consolidated in Annex-
16.

Urea offtake during Kharif 2016 exhibited an increase of 11.5 per cent over Kharif 2015 at
national level. Increase of 8.2, 20.2 and 20.5 per cent was observed in Punjab, Sindh and KP
respectively, while decrease of 11.9 per cent was recorded in Balochistan (Table 17).
At national level, DAP offtake also witnessed an increase of 68.7 per cent. Increases of 71.6
per cent in Punjab, 67.8 per cent in Sindh, 25.3 per cent in KP and 89.4 per cent in
Balochistan were experienced during Kharif 2016 over Kharif 2015.

The share of Punjab in urea offtake on five years basis was 64.6 per cent, Sindh 24.4, KP 7
and Balochistan 4 per cent. As regards DAP offtake on provincial basis, Punjab’s share was
68.6 per cent, Sindh 20.9, KP 6.1 and Balochistan 4.4 per cent.

The opening stock for Kharif 2016 was about 913 thousand nutrient tonnes. Total supply,
based on opening stock, domestic production and imports was 3151 thousand nutrient tonnes,
which was 730 thousand tonnes more than that of Kharif 2015 (Table 18).
Total offtake during the season under review was 1926 thousand nutrient tonnes which
witnessed an increase by 22.8 per cent compared with 2015. Nitrogen offtake as proportion
of supply was well below 80.0 per cent mark from April to September 2016, which is a
reflection of satisfactory situation (Table 19, Figure 7). Phosphate offtake also did not exceed
33 per cent, which is indicative of comfortable situation. The closing stock was about 1222
thousand tonnes. The data are summarized in Table 18 and the month-wise nutrient
supply/demand situation during Kharif 2016 may be seen in Annex-8. Month and nutrient-
wise availability, its offtake, and offtake as proportion of availability are given in Table 19.

Kharif 2016 opened with a balance of about 1202 thousand tonnes of urea. Domestic
production was 3086 thousand tones, thereby making total availability of 4287 thousand
tonnes.

Total availability of DAP was 1180 thousand tonnes which comprised opening inventory of
280 thousand tonnes, domestic production of 416 thousand tonnes and imports of 483
thousand tonnes. Offtake of DAP remained 697 thousand tonnes during Kharif 2016. DAP
offtake in proportion to supply remained below 70 per cent mark. The closing stock worked
out was 485 thousand tonnes at the end of Kharif 2016 (Table 18 and 20).

7.4 Nitrophos supply/demand situation during Kharif 2016
With the opening stock of 168 thousand tonnes and domestic production of 297 thousand
tonnes, total availability during Kharif 2016 was 465 thousand tonnes. Total offtake remained
323 thousand tonnes. The closing stock was 142 thousand tonnes at the end of season.
The summarized data are shown in Table 18. Month-wise and consolidated supply/demand
situation is presented in Annex-10 and 18. Month-wise nutrient availability, its offtake and
offtake as proportion to supply may be seen in Table 20.
During Rabi 2016-17 (October–March), the domestic industry produced about 3979 thousand
product tonnes or 1819 thousand nutrient tonnes (3967 thousand product tonnes or 1812
thousand nutrient tonnes in Rabi 2015-16) showing an increase of 0.3 per cent in product
terms and an increase of 0.4 per cent in nutrient terms compared with Rabi 2015-16. Nitrogen
production was 1549 thousand tonnes (1538 thousand nutrient tonnes of Rabi 2015-16)
showing an increase of 0.7 per cent. Phosphate production decreased by 0.3 per cent. Nitrogen
occupied 85.2 per cent share in total domestic production, while phosphate accounted for 14.6
per cent share.
Of the six fertilizer products produced in the country, the share of urea in the total production
in Rabi 2016-17 was 71.6 per cent (71 per cent in Rabi 2015-16) followed by DAP 9.5 per
cent (9.3 per cent during Rabi 2015-16), CAN 9.0 per cent (8.9 per cent during Rabi 2015-
16), NP 8.5 per cent (8.5 per cent in Rabi 2015-16), , SSP 1.1 per cent (1.0 per cent during
Rabi 2015-16) and NPK’s of various grades 0.8 per cent (1.2 per cent during Rabi 2015-16).
Urea production was 2849 thousand product tonnes during Rabi 2016-17, showing an
increase of 1.2 per cent over previous season 2015-16. The production of SSP increased by
10.5 per cent while, that of DAP increased by 2.0 per cent. The production of NP decreased
slightly by 0.1 per cent. Tonnage-wise, the domestic industry produced the following
quantities in thousand tonnes during Rabi 2016-17: Urea 2849, DAP 376, NP 338, CAN 342,
SSP 44 and various grades of NPK’s 29 thousand tonnes.
The data are summarized in Table 21. The details may be seen in Annex-19, 22 and
consolidated data in Annex-23.

8.2 Fertilizer imports during Rabi 2016-17
Fertilizer imports during Rabi 2016-17 were about 863 thousand tonnes which represented a
decrease of 4.6 per cent compared with Rabi 2015-16. In nutrient terms, 545 thousand
nutrient tonnes were imported which was 3 per cent less than that of previous Rabi season.
Nitrogen and phosphate imports occupied 27.5 and 69.6 per cent share in the total imports,
respectively. Volumes of imported fertilizer during Rabi 2016-17 comprised DAP 824, MOP
15, SOP 13, SSP 4, and AS 7 thousand tonnes. The summarized product-wise and nutrient-
wise data are given in Table 22. Month-wise details are presented in Annex-20.

NUTRIENTS
Rabi 2016-17 showed an increase of 15.7 per cent in terms of nutrient offtake over last Rabi
2015-16 (Table 23). Total offtake was 2678 thousand nutrient tonnes. Nitrogen offtake
showed an increase by 18.4 per cent (11.3 per cent decrease during Rabi 2015-16), phosphate
increased by 9.3 per cent (29.1 per cent increase during Rabi 2015-16), and potash offtake
increased by 72.3 per cent (19.2 per cent decrease in Rabi 2015-16). Nitrogen claimed 67.5
per cent share in total nutrient offtake (65.9 per cent during Rabi 2015-16). Phosphate offtake
captured 31.6 per cent share (33.5 per cent during Rabi 2015-16), while potash share
remained 0.9 per cent during Rabi 2016-17.

At national level nutrient offtake during Rabi 2016-17 increased by 15.7 per cent. Increase of
17.6, 4.1, 20 and 103.5 per cent over Rabi 2015-16 were witnessed in Punjab, Sindh, KP and
Balochistan respectively.
Nutrient-wise, nitrogen offtake during Rabi 2016-17 witnessed an increase of 18.4 per cent at
national level. The increase in nitrogen offtake was 21 per cent in Punjab, 5.3 per cent Sindh
18.1 per cent in KP and 130.4 per cent in Balochistan.
Phosphate offtake during Rabi 2016-17 increased by 9.3 per cent at national level. Increases
of 10.2, 0.9, 22.9 and 53.7 per cent were observed in Punjab, Sindh, KP and Balochistan
provinces, respectively.
Potash offtake also witnessed an increase of 72.3 per cent over 2015-16 at national level. A
increase of 17.6 per cent in Punjab, 4.0 per cent Sindh, 1.6 per cent in KP and 0.8 per cent in
Balochistan was recorded during Rabi 2016-17 over Rabi 2015-16.
The share of Punjab in overall nutrient offtake on five year average basis was 71 per cent,
followed by Sindh 21.1 per cent, KP 5.0 per cent and Balochistan 2.8 per cent. Aggregated
data comparing the last four seasons are reflected in Table 24 and the detailed month,
province and nutrient-wise data for Rabi 2016-17 compared with the last 5 seasons are
presented in Annexe-4.

9.3 Fertilizer offtake/use by product during Rabi 2015-16 and 2016-17
A total of 5372 thousand product tonnes were consumed during Rabi 2016-17, which
represented an increase of 16.6 per cent over last Rabi season. The offtake of domestic
products increased by 21 per cent, while that of imported fertilizers increased by 1.5 per cent
as compared to Rabi 2015-16.
Among various products, urea accounted for 53.8 per cent share in total fertilizer offtake,
followed by DAP with 29.9 per cent (Figure 11). The shares of CAN, SSP and NP were 6.5,
1.0, and 7.3 per cent, respectively. The cumulative share of remaining products was 1.3 per
cent. The share of domestic products in total fertilizer offtake was 80.6 per cent (77.7 per cent
during Rabi 2015-16), while that of imported fertilizer 19.4 per cent (22.3 per cent during
Rabi 2015-16).
The consolidated product-wise fertilizer offtake during Rabi 2015-16 and Rabi 2016-17 is
presented in Table 25. Detailed month-wise and product-wise offtake is given in Annex-10,
21 and consolidated in Annex-23.

Urea offtake during Rabi 2016-17 increased by 18.8 per cent over Rabi 2015-16 at national
level. Increases by 23, 2.5, 15.5 and 149.4 per cent were registered in Punjab, Sindh, KP and
Balochistan provinces, respectively.
At national level, DAP offtake witnessed an increase of 11.1 per cent during 2016-17 as
compared to same time frame of Rabi 2015-16. An increase of 13.6, 18.3 and 39.8 per cent
was observed in Punjab, KP and Balochistan respectively, whereas decrease of 0.6 per cent in
Sindh was recorded.

On five years data average basis, the share of Punjab in urea offtake was 68.9 per cent, Sindh
22.3, KP 5.5 and Balochistan 3.2 per cent. As regards DAP offtake on provincial basis,
Punjab’s share was 74.0 per cent, Sindh 19, KP 4.5 and Balochistan 2.8 per cent. It may be
pointed out that the provincial shares remained more or less the same for both products.
Province-wise summary in respect of urea and DAP during Rabi 2016-17 compared with the
last four seasons is presented in Table 26. Detailed province-wise urea and DAP offtake
comparison of Rabi 2016-17 with last five seasons is given in Annexure-6 whereas province-

Rabi 2016-17 started with an opening inventory of about 1222 thousand nutrient tonnes.
Domestic production was about 1819 thousand nutrient tonnes. Imports were 545 thousand
nutrient tonnes. Total availability was therefore, 3586 thousand nutrient tonnes (Table 27).
Total nutrient offtake during Rabi 2016-17 was about 2678 thousand nutrient tonnes.
The closing stock was 897 thousand tonnes. Figure 12 presents major nutrients offtake as
proportion of supply during Rabi 2016-17. It may be seen that nutrient-wise offtake as
proportion of supply did not exceed 80 per cent mark during Rabi 2016-17, which is a sign of
comfortable situation (Table 28).

Rabi 2016-17 opened with a balance of about 1575 thousand tonnes of urea. Domestic
production was about 2849 thousand tonnes, thereby making a total availability of 4424
thousand tonnes (Table 27). Urea offtake during Rabi 2016-17 was about 2892 thousand
tonnes, which showed increase of 18.8 per cent compared with Rabi 2015-16. Urea offtake as
proportion of supply was below 80 per cent mark during entire Rabi 2016-17 (Figure 13). The
closing stock was 1501 thousand tonnes, at the end of March 2017 (Table 27 and 29). Supply
vs. offtake is shown in Figure 14.

Rabi 2016-17 started with an opening inventory of 485 thousand tonnes of DAP. Total
availability, based on opening stock, domestic production (376) and imports (824), was 1685
thousand tonnes (Table 27).
Total DAP offtake was about 1608 thousand tonnes, which increased by 11.1 per cent
compared with last Rabi. The closing stock worked out as 85 thousand tonnes by the end of
March 2017 (Annex-23).
Month-wise DAP availability, its offtake and offtake as proportion of supply are shown in
Table 29. Month-wise and consolidated supply/demand situation in respect of DAP and all
other products is presented in Annex 10 and Annex 23. Supply vs offtake is shown in Figure
15.

10.4 Nitrophos supply/demand situation during Rabi 2016-17
Rabi 2016-17 started with an opening stock of 142 thousand tonnes. Total availability based
on opening stock, domestic production of 338 thousand tonnes was 480 thousand tonnes (532
thousand tonnes during Rabi 2015-16). Total nitrophos offtake during the season was 392
thousand tonnes (364 thousand tonnes during 2015-16) leaving a closing stock of 89 thousand
tonnes.
The summarized data are shown in Table 29. Month-wise NP supply/demand situation is
given in Annex-10. Consolidated NP supply/demand situation is in Annex-23. Month-wise
availability of the three major fertilizer products and their offtake and offtake as proportion of
supply may be seen in Table 29.

Fertilizer market is deregulated and prices vary from place to place. Generally prices are
higher in North of the country than South due to transport charges. Table 30 presents the
average fertilizer market prices collected from 12 cities of the country during 2016-17. The
average market prices of all fertilizer products decreased during Kharif 2016. Urea (sona),
and urea (other) prices witnessed a decrease of 25.8 and 23.5 per cent, respectively. DAP and
NP prices also decreased through out the season. Price of DAP decreased by 11.9 per cent
while that of NP decreased by 8.6 per cent. Prices of CAN and SOP decreased by 21.3, and
13.2 per cent, respectively.
Prices of all fertilizer products decreased during Rabi 2016-17. Average prices of sona urea
decreased by 0.3 per cent while prices of other brands of urea decreased by 1.2 per cent. The
average prices of DAP and NP also decreased by 2.8 and 6 per cent, respectively. Average
prices of CAN and SOP decreased by 0.4 and 7.1 per cent during Rabi 2016-17.

Prices of all the fertilizers decreased significantly during current fiscal year 2016-17. The
average price of urea (other) decreased by 11.1 per cent, while that of urea sona decreased by
10.7 per cent. The prices of DAP, NP, CAN and SOP (G) decreased by 6.2, 6, 10.4 and 15.8
per cent, respectively.
The average fertilizer prices of urea, DAP and TSP prevalent in international markets during
Kharif 2016, Rabi 2016-17 and FY 2016-17 are given in Table 31.

Urea prices in international market during Kharif 2016 decreased by 8.3 per cent in Middle
East. DAP prices in international market decreased by 12.7 per cent in US Gulf and decreased
9.6 per cent in China market. The prices of TSP also witnessed a decrease by 11.2 per cent.
During Rabi 2016-17, average monthly urea prices in Middle East market ranged between US
$ 201.6 to 256.3/t fob while China market ranged between US $ 203.9 to 242.5 fob/t. Urea
prices in Middle East increased by 17.8 per cent while in China market, it increased by 13.9
per cent. DAP prices in US Gulf increased by 4.4 per cent. The prices of TSP, in Tunisia also
increased by 1.8 per cent during Rabi 2016-17.
During 2016-17, urea fob prices fluctuated between US $ 192.5 to 256.3/t in Middle East and
US$ 192.5 to 242.5/t in China market. DAP prices witnessed an increase of 1.8 per cent in US

Gulf and quoted prices for DAP increases from US $ 296.9 in December 2016 to US $ 331.5/t
fob in February 2017 in US Gulf. TSP prices decreased slightly by 1.6 per cent. DAP price in
China market increased by 3.1 per cent.
There are six major private sector producers/distributors having marketing companies
operating in the country. Fauji Fertilizer Company (FFC) is the largest urea manufacturing
and marketing company. It has a network of about 3714 dealers spread all over the country.
Dawood Hercules Chemical Ltd distributes and markets urea and its activities are confined to
Punjab and KP. Engro Fertilizer Limited (EFERT) is the oldest marketing company and
operates in Sindh, Balochistan and Punjab. Its NPK products have extended to KP. With the
purchase of Pak-Arab Fertilizer manufacturing plant, Multan, Fatima Fertilizer Company
entered the fertilizer business. It has developed a good marketing network throughout
Pakistan. Similarly, Agritech Limited (Azgard-9) has purchased the PAFL plant and SSP
plant at Haripur. Suraj Fertilizer Industries has a large plant of SSP at Sahiwal and its
marketing activities are confined to Punjab province. Among the only importers/marketing
agencies in private sector, Jaffer Brothers Limited (JBL) is the oldest in the field. United Agro
Chemicals (Pvt.) Limited, Pacific Chartering, Chawla International and Agven are in the
imports business only and sell imported products throughout the country.
During 2016-17, a total quantity of about 10435 thousand tonnes of various products
domestically produced as well as imported, were handled by marketing agencies. The private
sector manufacturing/marketing agencies (including importers) share was 99 per cent in total
fertilizer distribution (98 per cent during 2015-16). FFC, EFERT, Pak-Arab, DHCL, Agritech
Limited and Fatima market share was 40, 25, 7, 4, 3 and 14 per cent, respectively. The share
of other private importers was 5 per cent (Figure 16). Public sector agency (NFML) share
was 1 per cent (2 per cent during 2015-16) in total fertilizer quantities handled.

Private sector handled about 98 per cent of urea (97 per cent during 2015-16). FFC, EFERT,
DHCL, Fatima and Agritech shares in urea marketing were 48, 31, 6, 9 and 3 per cent,
respectively.
The shares of FFC, EFERT, Pak-Arab and DHCL in DAP offtake were 49, 22, 5 and 2 per
cent, respectively. CAN was moved by Pak Arab (28 per cent) and Fatima Fertilizer
Company (72 per cent).
Market shares of the various fertilizer distributing agencies are shown in Table 32 and the
detailed product-wise and agency-wise market shares are presented at Annex-24.

During Kharif 2016, a total quantity of about 4058 thousand tonnes of various products of
domestically produced as well as imported were handled by the fertilizer marketing agencies.
Out of this, private sector agencies marketed almost 100 per cent of total fertilizer volume in
product terms. Of this, percentage-wise FFC handled 44, EFERT 23.9, Pak Arab 3.6,
Agritech Limited 4.1, Fatima 15.2 and private importers 6 per cent (Table 33 and Figure 17).

12.4 Market shares during Rabi 2016-17
During Rabi 2016-17, a total quantity of about 5372 thousand tonnes of various products were
handled by the fertilizer marketing agencies. Out of this, private sector agencies marketed
about 99 per cent of total fertilizer volume in product tonnes. Of this, percentage-wise FFC
handled 40, EFERT 24, Pak-Arab 6, Agritech Limited 2, Fatima 14 and private
importers/distributors 9 per cent (Table 34).
Public sector total share was only 1 per cent, which was solely distributed by NFML. Detail
agency-wise and product-wise offtake figures are presented in Annex 26 and graphically
shown in Figure 18.

The data presented in Table 35 show that there are about 10204 total dealers, out of which
7560 are appointed by the private sector, while public sector dealers are only 2644.
The marketing companies maintain different types of warehouses, which include plant
warehouses, field warehouses and strategic warehouses. The data in Table 36 indicate the
private and public sector own/hire warehousing capacity is 1659 and 184 thousand product
tonnes, respectively. This excludes some distributors, who have not supplied the requisite
information. Total storage capacity is about 1843 thousand product tonnes.

The public sector research institutes carry out soil fertility/plant nutrition research whereas
fertilizer marketing agencies undertake product specific development and promotional
programmes. National Fertilizer Development Centre (NFDC) approached all of them to
supply the details of their activities undertaken by them during the period under report.
Information provided is reproduced herewith for the interest of the readers.
1. Brand and Corporate advertisements were placed in the national as well as regional
newspapers and magazines. Advertisements depicted FFC corporate profile, product
range of the company and product quality as well as provision of free agriculture
services to the farming community.
2. Radio Pakistan and FM channels were utilized throughout the year. Spots were
broadcasted in Punjabi, Sindhi and Pashto languages. Crop documentaries on wheat,
cotton, and rice were telecasted on PTV Home prior to the onset of their respective
seasons. These documentaries highlighted latest Agricultural technology, facilitating
the farming community in improving their per acre yield. In compliance with
Government subsidy regime announced in Finance Act 2016/17 new price ads of urea
and DAP were placed in Nawa-i-waqt, Business Recorder and Kawish.
3. The following Agri. Literature was developed and distributed to the farming
community along with Agri. Institutions;
4. CCTV network of M/s Daewoo Service and M/s Faisal Movers was utilized to telecast
FFC TV commercials on their routes. Further, FFC also sponsored the following
events/conferences/workshops:

13.4 Directorate General Agriculture (Ext. & A.R), Punjab
1. The fertilizer use recommendations with respect to fertility status of soil are published
in all Crop Production Plans and Crop Production Technologies for the information of
Extension Agents as well as the farming community. The farmers are educated
regarding the balanced use of fertilizers for all crops, especially with reference to
bridge the gap in the use of N:P during the farmer meetings and farmer days. The
importance and use of Potassic Fertilizers are also being promoted.
2. A subsidy programme has also been launched on potash fertilizers in the Punjab.
Under this scheme, subsidy on Sulphate of Potash (SOP) has been announced @ Rs.
800/bag of 50 kg and on Muriate of potah @ Rs. 500/50 kg bag. The method of
provision is very transparent but quite different from subsidies provided on nitrogen
and phosphatic fertilizer by the Federal Government.
3. Under this programme, the companies participating in the subsidy scheme have been
directed to sew the e-voucher in the fertilizer bag having one half in and out of the
bag. The customer/farmer purchases SOP/MOP from the market at its market price.
However, he is reimbursed with the Rs. 800/500 per bag on SOP/MOP respectively
through branchless Banking System in collaborative with PITB and respective
fertilizer company.
4. A mega project namely extension service 2.0 is underway with objectives of
development of soil attributes database and its GIS mapping, extensive soil sampling
and further strengthening capacity of existing soil testing laboratories and each farmer
in the Punjab will be issued a soil health card bearing information about the shortage
or excess of macro/micro nutrients, soil pH and other soil chemistry parameters.
5. The Government of Punjab, Agriculture Department has delivered band placement
drills to the farmers under the project namely targeting food security through
productivity enhancement of wheat so that fertilizer use efficiency may be increased.
6. Software has been prepared to predict the actual requirement of fertilizer for various
crops to improve fertilizer use efficiency and reduce the cost of the fertilizers.
Farmers can approach Deputy Director Agriculture (Extension) and after informing
about soil N, P, K status can get actual fertilizer requirements in kgs according to
their estimated target of production per acre for that crop

Corporate ATL Campaign “Aam Aadmi Nahin” exploited on TV, Cable, Print,
Radio, during both kharif and Rabi seasons.
Consumer Incentive Scheme – A consumer based incentive program focusing upon
rewarding farmers with valuable gifts like Tractors, Bikes, Umrah Tickets, Spray
Bags etc.
The Rabi 2017-18 season started with opening inventory of 796 thousand tonnes of urea.
With the estimated domestic production of 2675 thousand tonnes, the total availability of urea
would be around 3471 thousand tonnes. The estimated offtake of urea will be around 2927
thousand tonnes during Rabi 2017-18.
The available quantity of DAP in Rabi 2017-18 would be 1384 thousand tonnes, which
comprises 367 thousand tonnes of opening inventory, 367 thousand tonnes domestic
production and 650 thousand tonnes of imported supplies. The expected offtake of DAP
during the season would be 1410 thousand tonnes. Hence, supply / demand gap for DAP will
be filled through imported supplies by private sector.
The other fertilizer products such as AS, NPKs, NP, SSP, SOP, MOP and CAN would also be
available in the market to meet the rising demand.
The overall off take for the year 2017-18 has been forecasted as 4947 thousand nutrients
tonnes, which decreased by 1.9 per cent over the last year. The projections up to Kharif 2018
are presented in Annex – 27. The supply / demand projections for next three years are given
in Annex-27(A).

15. ECONOMICS OF FERTILIZER USE: FERTILIZER AND COMMODITY
PRICES
During the year 2016-17, wheat production was 25.71 million tonnes which shows an
increase of 0.3% over the last year’s 2015-16. This increment in production is due to timely
sowing, favourable climate conditions and adequate use of agricultural inputs. The national
requirement of wheat is 25.8 million tonnes. Total offtake of fertilizer nutrients witnessed
increase of 31 per cent which is due to reduction in prices of fertilizer products as a result of
subsidy announcement by the Government in June, 2016. The average price of urea during
Kharif 2016 plunged by Rs. 280, and DAP decreased by Rs. 896 per bag of 50 kg over Kharif
2015. Whereas during the Rabi 2016-17, a decrease of Rs. 510 and Rs. 813 per bag of 50 kg
in the average price of Urea and DAP has been observed respectively over Rabi 2015-16.

It was observed that urea (Nitrogen) fertilizer remained cheaper for all crops at both support
and market price during 2016-17 compared with the previous year (Table-39). It was also
noticed that DAP (phosphate) fertilizer remained cheaper for all crops at market and support
price during fiscal year 2016-17 compared with fiscal year 2015-16. The upper trend in
agriculture commodities prices and downfall in fertilizers price due to government subsidy
have impacted positively the farmer’s purchasing power for all crops. The relevant data is
presented in Table-39.

Fertilizer sector is the fourth largest consumer of gas. Natural gas is used as feed stock as well
as fuel in the manufacturing of nitrogenous fertilizers. Three companies namely Sui Northern
Gas Pipeline Limited, Sui Southern Gas Company Limited and Mari Gas Company Limited
are providing gas to fertilizer sector. The consumption of gas during 2016-17 was 257,139
mmcf. Out of this 83.5 per cent was used as feed stock and 16.5 per cent as fuel. The plant-
wise gas consumption data of 2016-17 are given in Table 41 and detailed month-wise figures
are in Annex-29.

16.3 Subsidy on Feed Gas
Subsidy on feed gas during 2016-17 was Rs. 78.61 billion which increased by 0.7 per cent as
compared with previous year (Table 42).

Agricultural credit is one of the most important instruments to achieve higher productivity. Its
availability at the time when needed is crucial for gaining maximum benefits. Credit
requirements of the farming community have been increasing continuously over the period of
time. This may be due to rise in the prices and use of costly agricultural inputs. State Bank of
Pakistan is the main governing body in the country, which ensures the availability of
agricultural credit to farmers. Zari Taraqiati Bank Limited (ZTBL), Commercial banks,
Cooperatives and Domestic private banks are providing credit facility to the farmers for
meeting their credit needs.
It may be observed that out of the total disbursement during 2016-17, 92 per cent was for
production loan and 8 per cent for development loan. Production loan is for short term of 6 to
18 months for farm inputs seed, fertilizer, pesticides, POL, Labour and Poultry feed chick’s
etc. Of the total production loan, about 40 per cent goes to fertilizer. Therefore, it is estimated
that about Rs. 260 billion have been provided for fertilizer sector. The data presented in Table
43 also indicate that almost the all banks have achieved their targets. Overall target
achievement was 100.6 per cent.

18.1 AGRICULTURE
According to Food and Agriculture Organization (FAO) of the United Nations, world cereal
estimated production during 2016-17 was 2,607.9 million tonnes compared to 2,534.3 million
tonnes last year. This represents an increase of 2.9 percent from the previous year. For
2016-17, wheat production estimate is significantly increased by 3.3 percent and the coarse
grain by 3.2 per cent respectively while increase in rice harvest is estimated marginally by 1.5
percent.
FAO’s latest forecast for world cereal production in 2017-18 stands at 2,593.7 million tonnes,
or 0.5 percent down from the previous year. Wheat barley and sorghum production would
account for the reduction of forecast. Much of the reduction in production of wheat and coarse
grain is due to expansion in global maize output in South America and South Africa along
with 0.7 per cent increase in global rice production.

Global wheat production is anticipated to touch 743.2 million tonnes in 2017-18, which is 2.2
per cent below the last year record level. Much of production decrease is anticipated in
Australia, the Russian Federation and North America (Source: FAO Food Outlook June,

Global rice production for 2016-17 stands at 499.3 million tonnes (milled basis), up
marginally (1.5 percent) from the 2015-16 level. This marginal increase is due to additional
government assistance to the rice sector which anticipated to translate into additional

World cereal utilization in 2016-17 is estimated at 2,570.5 million tonnes, surged modestly to
a level of 2.3 percent from the previous year 2015-16. Larger supplies and lower prices are
expected to boost feed use of cereals. World trade in cereals in 2016-17 is estimated to reach
395.9 million tones, 0.7 percent higher than in 2015-16. The forecast for global cereals stocks
are also expected to reach 702.5 million tones for 2017-18. (Source: FAO Food Outlook,

Global fertilizer demand grew firmly in 2016-17 to an estimated 185.8 million tonnes
nutrient, a 2.4% rise due to favourable weather, strong El Nino event and prospects for
improving returns from farming in countries with supportive exchange rates (Table-45).

During Fiscal Year 2016-17, total demand is estimated to rose by 2.4 per cent, to 185.8
million tonnes. Demand for nitrogen and phosphate would increase by 2.0 and 2.8 per cent,
respectively. Potash demand is seen to increased by 3.1 per cent. With optimistic outlook,
would fertilizer consumption in 2017-18 is projected to grow modestly by 1.2 per cent, to 188
million tonnes, while growth rates for nitrogen (N) and phosphate (P) demand are seen as
marginally i.e. + 0.9 percent for N and 1.0 per cent for P, whereas potash (K) demand would

In the medium term, global fertilizers demand would show moderate annual growth of 1.5%
to reach 199 million tonnes nutrients in 2021-22. Demand for all three major nutrients are
expected to surge with annual growth rates of 1.2% for nitrogen, 1.5% for phosphorus and
2.1% for potassium.
The medium-term outlook for world agriculture remains mixed overall, with flat real prices
for agricultural commodities and tight market conditions. The prevailing market fundamentals
would moderately support fertilizer use in coming two to three years. (Source: Fertilizer

19. AGRICULTURE AND CROP SITUATION DURING 2016-17
Agriculture is of immense importance for Pakistan. It has contribution of 19.5 per cent in
Gross Domestic Product (GDP) and is a major source of employment absorbing 42.3% of the
country total labour force. Agriculture sector is playing vital role in the development of
Pakistan by providing food to its massive population, reducing imports of food items and
providing raw material for several value-added sectors. However, the major challenge faced
by this lifeline sector of country’s economy remained low returns of their commodities to
farmers due to higher costs of production. Overall agriculture development strategy revolves
around public private partnership to foster the improved agriculture related practices through
policy interventions to ensure contributory approach, conducive environment and capacity
building of farming community. The rapid growth of Pakistan’s urban areas means that
demand for high-value perishable products such as fruits, vegetables, dairy and meat is rising.
Government is seeking to increase the yield for rural growers through major infrastructure
investments including reliable transport networks and other building blocks for modern
supply chains. CPEC will go a long way in the enhancement of agribusiness benefits by
exploitation of value-added product innovation and supply chain. During FY 2016-17,
performance of the agriculture sector remained up to the mark and achieved growth of 3.46
per cent against the target of 3.5 per cent and last year’s meager growth of 0.27 per cent. The
growth in crops was registered at 3.02 per cent against the negative growth of 4.97 per cent
during the same period last year. This was possible by better harvesting of major crops
through greater availability of agriculture inputs like water, agriculture credit and intensive
fertilizers offtake. Other sub sectors of Agriculture like Livestock, Forestry and Fishing
posted growth of 3.43 per cent, 14.49 per cent and 1.23 per cent, respectively.
Total cropped area remained stagnant during last 3-4 years due to almost unchangeable net
area sown (15.35 m ha). Utilization of prime agricultural land for residential and industrial
purposes through anthropogenic interventions is a great threat to food security of the country
as ever burgeoning population could hardly be fed at current stagnant cropped area and
persistent crop production in the near future. During 2016-17, the total cropped area was
23.05 million hectares. Land utilization statistics for the country are given in Table 46.

19.2 Irrigation and Water Availability
Availability of irrigation water plays a pivotal role in performance of agriculture sector in the
country. During Kharif (for the crops such as rice, sugarcane, maize and cotton) 2016, canal
head withdrawals stood at 71.35 million acre feet (MAF) showing an increase of 9 per cent
over Kharif 2015 and 6.4 per cent more than the normal supplies of 67.1 MAF. During Rabi
season (mainly wheat crop) 2016-17, the canal head withdrawals decreased by 10 per cent
and stood at 29.66 MAF, compared to 32.90 MAF during same period last year. The
Province-wise details are given in Table 47.
19.3.1 Wheat
Wheat is the staple food of the country’s population occupying the largest area under single
crop. It is grown in almost every part of the country. Wheat accounts for 9.6 per cent of the
value added in agriculture and 1.9 per cent of GDP of Pakistan. During 2016-17, wheat was
grown on an area of 9.05 million hectares witnessing a decrease of 1.9 per cent compared to
9.22 million hectares during same period last year. The production of the crop stood at 25.71
million tonnes with an increase of 0.3 per cent over the last year production of 25.63 million
tonnes. The production increased due to better supply of inputs (fertilizer) which contributed
in enhancing per hectare yield. Yield of the wheat crop was 2841 kg/ ha registering an
increase of 2.2 per cent over last year (2779 kg/ ha). The area, production and yield of wheat
during 2016-17 compared with last year are presented in Table 48.

19.3.2 Cotton
Cotton being a non-food cash crop contributes significantly in foreign exchange earning. It
provides raw material to the local textile industry and the lint cotton is an export item. The
cotton crop production accounted for 1.0 per cent share in GDP and contributed 5.2 per cent
in agriculture value addition during 2016-17. The crop was sown on area of 2489.1 thousand
hectares i.e. 14.2 per cent less than last year (2902 thousand hectares). During 2016-17,
Cotton production was estimated at 10671.2 thousand bales registering 7.6 per cent increase
over the production of 9917 thousand bales during 2015-16. Area under cotton crop decreased
by 14.2 per cent over last year due to exceptional losses from pest infestation and low
domestic price which encouraged farmers to shift from cotton to maize and sugarcane. The
increased production and yield of cotton crop may be attributed to favourable weather
conditions as well as timely availability of agricultural inputs (fertilizers). The area,
production and yield of cotton during 2016-17 compared with last year are given in Table 49.

19.3.3 Rice
Rice is an essential food/ cash crop and one of the main export items of the country. It
accounts for 3.0 per cent in the value added in agriculture and 0.6 per cent of GDP. Pakistan
grows high quality rice to meet both domestic demand and exports. Area under rice
cultivation was 2724 thousand hectares in 2016-17 which was 0.6 per cent less than last year.
The production of the crop was 6849 thousand tonnes i.e. 0.7 per cent higher than last year
production of 6802 thousand tonnes. Yield of the rice crop was 2514 kg/ ha registering an
increase of 0.7 per cent over last year (2482 kg/ ha). Province wise area, production and yield
of rice during 2016-17 compared with last year are given in Table 50.

19.3.4 Sugarcane
Sugarcane is an important cash crop of Pakistan. It is mainly cultivated for sugar and sugar-
related products like white sugar and gur along with an input for paper and board industry. Its
production accounted for 3.4 per cent in agriculture’s value addition and 0.7 per cent in
overall GDP. During current fiscal year sugarcane was cultivated on an area of 1218
thousand hectares compared to last year area of 1132 thousand hectares showing an increase
of 7.60 per cent. Sugarcane production for the year 2016-17 was 73829 thousand tonnes
against 65483 thousand tonnes for the same period in the last year. This indicates an increase
of 12.7 per cent over the production of last year. The production increased due to increase in
cultivated area, as it shifted from other competitive crops facing frequent biotic stress, such as
cotton. The area, production and yield of sugarcane during 2016-17 compared with last year
are given in Table 51.

19.3.5 Maize
Maize grain is an important food crop and produces an array of products as raw material for
multi products and value additions. It contributes 2.7 per cent to the value added in agriculture
and 0.5 per cent to GDP. Maize was cultivated on an area of 1334 thousand hectares which
was 12 per cent more than last year. The production of maize stood at 6130 thousand tonnes
which was 16.3 per cent higher than 2015-16, due to intensive use of agricultural inputs
(fertilizers) coupled with increase in area sown. Yield of maize during fiscal year increased by
3.9 per cent against in the last year. The area, production and yield of maize during 2016-17
compared with last year are given in Table 52.

Other major crops cover mainly bajra, gram, potato, onion and rapeseed/mustard. The area
under bajra, gram, potato, onion and rapeseed/mustard was 531, 930, 178, 134 and 193
thousand hectares, respectively during 2016-17 (Table 53). Area under gram, onion and
rapeseed/mustard decreased by 1.1, 1.3 and 6.4 per cent, respectively. Cultivated area under
bajra and potato increased by 9.2 and 1.1 per cent over last year. The production of Bajra and
gram posted an increase 12.3 per cent and 24.8 per cent, respectively during 2016-17 as
compared to the same period last year. The production of Rapeseed/Mustard, potato and
onion has witnessed decrease during 2016-17 by posting negative growth of 7.7, 3.3 and 0.8
per cent, respectively over the same period last year due to decrease in area during fiscal year.
Yield in kg per hectare of potato decreased by 4.3 per cent during 2016-17 over previous year.
Increase in production and yield of gram crop may be attributed to favourable weather
conditions.
