Unit 1.

a:
Introduction to Informatics
● Nursing Informatics is a specialization in nursing that focuses on the
use of data and information to enhance nursing practice,
administration, education, and research.
● It was first recognized as a specialization in 1992 by the American
Nurses Association (ANA).
● Began to certify nurses as nurse informaticists in 1995 by the
American Nurse Credentialing Center (ANCC).
What is Nursing Informatics (NI)?

Nursing informatics "is the specialty that integrates nursing science

with multiple information and analytical sciences to identify, define,
manage and communicate data, information, knowledge and wisdom
in nursing practice."

American Nurses Association. (2015). Nursing informatics: Scope and standards of practice (3rd ed.).
[ANA definition of Nursing Informatics]

Recommended by Healthcare Information and Management Systems Society (HIMSS)

Meta Structures of NI
Data-Information-Knowledge-
Wisdom (DIKW) Continuum is a
concept of synthesizing data to
have meaningful information to
produce the knowledge
necessary to have the right
wisdom to make informed clinical
decisions with regards to patient
care (Ang R. J., 2019).
Primary Goals of NI:

1. Improved Processes and

Workflows
2. Streamlined
Documentation and
Communication
3. Lowered Healthcare
Costs
Role of the Nurse

● Ensuring quality data

● “...the driving force behind the
development, implementation, and
optimization of electronic medical
and health records, nursing clinical
documentation, point-of-care clinical
decision support, and computerized
practitioner order entry.” (HIMSS)
Impacts of Informatics on Health Care

● Patient care has become much more manageable for

health care professionals.
● Demand of for nurses with relevant digital skills
increased alongside the rise of health informatics.
● Coordination of information improved patient
satisfaction.
Historical Perspectives of Nursing
1. Pre-1960s: Setting the Stage
● Early computers were developed in the late 1930s and early 1940s.
● Healthcare began using computers in the 1950s, primarily for administrative tasks.
● The image of the nursing profession was undergoing significant changes during this
time.
2. 1960s: Exploring the Potential
● The use of computer technology in healthcare started to be explored.
● Studies were conducted to determine how computers could be used to improve
nursing practice.
3. 1970s: Early Networking and Development
● During the late 1960s and throughout the 1970s, hospitals began developing
computer-based information systems.
● Early nursing informatics networks emerged, fostering awareness of the potential
impact of technology on nursing.
● However, nurses still had limited opportunities to participate in the design and
development of these systems.
4. 1980s: The Field Takes Off
● The field of nursing informatics experienced significant growth and became more
visible in healthcare and nursing.
● The American Nurses Association (ANA) established the first nursing informatics
task force in 1981.
● The first nursing informatics journals were published.
5. 1990s: Standardization and Advancements
● Advances in technology, such as relational databases, client-server architectures, and new
programming methods, impacted nursing informatics.
● Legislation like HIPAA (Health Insurance Portability and Accountability Act) was passed,
influencing data privacy and security in healthcare.
● Standardized nursing languages like SNOMED CT (Systematized Nomenclature of
Medicine - Clinical Terms) were developed to improve data consistency and
communication.
6. 2000s: Digitalization and New Technologies
● More healthcare information became digitized, leading to the development of new nursing
informatics applications.
● Newer technologies like mobile computing and electronic health records (EHRs) emerged,
further transforming healthcare delivery.
7. 2010s-Present: Critical Role and Future Focus
● Nursing Informatics became recognized as crucial for efficient,
patient-centered care delivery.
● The focus shifted towards interoperability and data exchange across different
healthcare systems.
● Emerging technologies like artificial intelligence (AI) and big data are being
explored for their potential to improve nursing practice and patient outcomes.
Unit 1.b:
Nursing Informatics in the Philippines
● The terms “Nursing Informatics” were unfamiliar to the nursing community
until 2008.

● 1996 - Philippine Medical Informatics Society (PMIS), composed of

physicians, had a strong influence in the formation of health informatics in the
Philippines.
● Several faculty members of the UP began formal education and training
abroad.
● 2003 - Master of Science in Health Informatics was proposed to be offered by
UP-Manila College of Medicine (major in medical informatics), College of Arts
and Science (major in bioinformatics). Approved to be offered starting
academic year 2005-2006.
● 1999 - Standards of Health Information in the Philippines, 1999 version (SHIP99). A
study group was formed, Philippine Nurses Association (PNA) in the person of Ms. Evelyn
Protacio was one of the members, this group identified international standards for health
information and their adaptability in the Philippines.
● CMO 5 series of 2008 - Nursing Informatics as a course was defined in the undergraduate
program. Fundamentals of Nursing Informatics; emphasis was placed on developing
specific skills related to using technology in nursing practice.
● CMO 14 series of 2009 - revised; included areas like data analysis, information
management, and ethical considerations.
● Summer of 2010 - implementation
● CMO 15 series of 2017 - Outcomes-Based Education (OBE) approach.
● February 2010 - Philippine Nursing Informatics Association (PNIA).

(Sumabat, K. R., 2010)

Philippine eHealth Strategic Framework and Plan (PeHSFP)

● Describes how the eHealth vision will be achieved to guide national coordination and
collaboration, and sets clear direction and guidance to the ongoing and future eHealth
activities in the country.
● Joint National Governance on eHealth by DOH and DOST, with WHO.
● Vision:
By 2020 eHealth will enable widespread access to health care services, health
information, and securely share and exchange patients’ information in support to a
safer, quality health care, more equitable and responsive health system for all the
Filipino people by transforming the way information is used to plan, manage, deliver
and monitor health services.
Department of Health Philippines. (2013). The Philippine eHealth Strategic Framework Plan
2013-2017.https://www.pchrd.dost.gov.ph/wp-content/uploads/2022/03/plenary-philippine-ehealth-strategic-framework-and-plan.
pdf
To achieve the Philippines' eHealth vision, specific eHealth components were
defined, including:
1. Governance

2. Legislation, policy, and compliance

3. Standards and interoperability
4. Strategy and Investment
5. Infrastructure
6. Human Resource
7. eHealth Solutions
Have we already achieved the targets for eHealth
integration in the Philippines?
Senate Bill 1618
Philippine eHealth Systems and Services Act

This bill aimed to establish a Philippine eHealth system to utilize information and
communication technology in healthcare delivery.
