WHEREAS, the Municipal Tourism Council serves as a guiding force and support
mechanism for the Barangay Tourism Councils, providing strategic direction,
technical expertise, and coordination in the formulation and execution of tourism
development plans, projects, and activities at the barangay level;
For the purpose of this ordinance, the following terms shall be defined as follows:
a) Barangay – refers to the barangay within the jurisdiction of the Municipality
of Sablayan.
b) Barangay Captain – refers to the elected head of the barangay, responsible
for the overall administration and governance of the barangay.
c) Barangay Tourism Council (BTC) – refers to the council established in each
barangay to work towards the development and management of tourism
potential and resources within their respective areas.
d) Development Fund – refers to funds allocated by LGUs for various
development projects and initiatives aimed at improving the quality of life
and promoting economic growth within their jurisdiction.
e) Implementing Rules and Regulations (IRR) – refers to the detailed guidelines
and procedures issued to effectively implement and enforce laws or
ordinances.
f) Leaders within the community – refers to Influential individuals or
community leaders within the barangay who contribute their knowledge,
experience, and insights to the tourism council's activities.
g) Local Government Units (LGUs)- Administrative entities at the local level,
responsible for governing specific geographical areas such as municipalities,
cities, provinces, and barangays.
h) Municipality – refers to the Municipality of Sablayan.
i) Religious sector representative – refers to a delegate from religious
organizations or institutions within the barangay, contributing to
discussions and initiatives related to tourism from a religious perspective.
j) Representative from the Academe – refers to a member of the educational
community within the barangay, typically from schools or academic
institutions, providing insights and expertise related to tourism and related
fields.
k) Representative from the business sector – refers to a delegate representing
commercial entities and enterprises operating within the barangay,
particularly those engaged in tourism-related businesses.
l) Representative from the Farm Tourism Association – refers to a member
representing agricultural or farm tourism initiatives and organizations
within the barangay, focusing on agricultural tourism development and
promotion.
m) Representative from the Food and Beverage Association – refers to a member
from associations or businesses involved in food and beverage services
within the barangay, contributing to discussions on culinary tourism and
related matters.
n) Representative from Home Owners’ Associations or the Accommodations
Sector – refers to a delegate representing homeowners' associations or
entities involved in providing accommodations, such as hotels, resorts, or
homestays.
o) Representative from a Non-Governmental Organization (NGO) – refers to a
member from non-profit organizations operating within the barangay,
The Barangay Tourism Council shall meet at least once every quarter or as often as
necessary. A quorum shall be composed of a majority of its members.
To provide a backbone to all municipal tourism programs and projects, there shall
be created a Council on Tourism in every Barangay in the Municipality of Sablayan.
Each Barangay shall be encouraged to allocate sufficient funding or at least five (5)
percent of the 20% Development Fund from their Annual Internal Revenue
Allotment Share. Additional funds may be sourced from donations, sponsorships or
grants.
Any ordinances, rules, regulations, or parts thereof inconsistent with this Barangay
Tourism Council ordinance are hereby repealed or modified accordingly.
This ordinance shall take effect upon its approval and publication in the official
newspaper of the Municipality.
