1. SCOPE OF WORKS:
This work method statement describes the step-by-step procedure to be followed for Scaffolding
Works methodology within the NEOM circular city water reservoir’s, utility culvert/access road,
etc. This Method Statement is General and applicable to all Sub-contractors working under SPML,
those who all are executing or going to execute any non-structural concrete structures within the
said project site.

Safety officer shall be responsible verifying the scaffold items and its good conditions and put a tag
for all the usable items mentioning the color coding over the period of time (Monthly basis).
Tagging is the responsibility of scaffolding inspector. Safety officer shall be responsible to ensure
that the scaffolding inspected and tagged by a competent scaffolding inspector.

B. TYPE OF SCAFFOLD:

shall be color coded for safe use. Hand tools shall be secured by nylon ropes tied to scaffold's
body to prevent them from falling.
• Method Statements, Procedures, Scaffold Sketch Details (If required) shall be given to Scaffold
Supervisor to be used as guidelines for erection purpose.
• Set up barricades and signboards around the area to prevent unwanted persons from entering
the excavation site. Before starting scaffolding, verify underground services if anything existing
in the surroundings.
• Report immediately to the Contractor any unknown underground installation encountered
during scaffolding. Stop work and wait for further instructions.
• Inspection & Tagging System (Red & Green Tags).
• Maintenance and Housekeeping - Scaffold platform shall be free from any unwanted material.
Daily and weekly housekeeping shall be observed on scaffolding platforms.
• Daily Maintenance - All trade discipline working on the platform shall assign cleaners to
maintain their areas clean. All discipline shall do housekeeping before and after each day work
activities.
• Securing necessary work permits -Prior to start of scaffolding activities, necessary permits
shall be signed out and placed into designated permit box. Tool box meeting shall be
conducted every morning to identify all possible hazards.
• Alteration & Modification - All modification works shall be carried out only by competent
scaffolders. Any modification required by scaffold users shall be requested to Scaffold
Supervisor. Scaffold users are not allowed to remove/modify any part of scaffold.
• Proper provision of guard rails and toe boards to be provided to prevent any accidental falling
of object from the erected scaffolding.
• In case of any modification, addition in the scaffold, it has to be respected & certified
9 INSTALLATION PROCEDURE:
The following point wise iteration shall be observed during installation of scaffold works considering
access & the proposed areas, at all the site regions.
• Handover of detailed plan of the concrete structures or building or miscellaneous purpose shall be
intimated by Civil Engineer to scaffold supervisor prior to start of scaffolding activities.
• Safety Tool Box meeting - Safety tool box meeting shall be carried out by Scaffold Supervisor /
Foreman to discuss all risk hazards and necessary precaution needed to prevent any type of
accident.
• Provide necessary access - Access must be installed using a straight ladder and properly securing
the ladder from bottom to top. Ladder shall be placed in inclined position at an angle of 75° or at

1:4 base to height ratio and projected 1.0 m high from the top of the platform.
• Installing Ledger and Transoms - Ledgers shall be provided in between standards and Transoms
shall be placed at the Node point. The Board Bearer shall be equally distributed (1.5m) spacing
between the ledgers.
• Installing Diagonal Braces - Diagonal brace shall be placed by means of adjustable couplers tightly
connected into vertical member.
• Installing Plan Braces - Plan brace shall be placed by means of 90° couplers tightly connected into
vertical chord.
• Installing Scaffolding Planks - All scaffold planks on the platform shall be secured by means of
board clamps properly and supported into transom at each end. Scaffold planks must be placed
without leaving any gap between the planks. Planks arrangement shall be parallel the buildings or
should be placed as per the user requirement.
• Joining & lapping of Scaffold planks - All scaffold planks shall lap in accordance to the project
requirement or at least a minimum of 300mm from center of support. Joining of plank shall not be
less than 150mm and not more than 300mm from center of the support.
• Ladders - All ladders shall be inspected and registered for safety purpose before use at site.
Defected ladder must not be used and to be returned to NSH lay down area.
• Inspection & green tag - When the scaffolding works has been completed, scaffold supervisor shall
inform the scaffold inspector to check the scaffold for green tag. Green tag shall be placed only
after completing all comments written or verbally discussed with the scaffold supervisor.
• Inspection - All completed scaffolds shall be visually checked and inspected by a scaffold inspector
and shall be green tagged upon acceptance. Inspection must be repeated at every 7 days from
previous inspection, except when there are extreme weather/climate conditions, scaffold shall be
re-inspected for safety purpose.
• Handover -After green tagging platform, scaffold engineer/supervisor shall hand over the platform
to the Construction Manager.
• Dismantling of Scaffolding- Dismantling of Scaffolding shall be done only after conforming that no
discipline will be any longer using the scaffold. Dismantling shall be properly planned and carried
out from top to bottom.

Safety for men and materials is a high priority. All safety measures will be observed during the
entire works. Brief account of the safety strategy is given under.
• SPML Safety Supervisor shall carry out the safety site inspections to ensure that safety
requirements Laid out in the safe work plan are being followed during and after the
scaffolding work. SPML Safety Manager / Supervisor shall review Safety Action Plan
and secure Work Permit if necessary prior to Start of any activities JSA / SPA (Safe
Plan of Action) will be strictly followed.
• Equipment, tools and materials inspection: All equipment for scaffolding works shall
have to be inspected by SPML Safety Manager / Supervisor prior to forwarding to
SPML Safety Department Inspection prior to its use at site to ensure safe worthiness at work.

• Only required scaffolding platform specifically for the task shall be erected.
• Any unwanted / unnecessary scaffolding platform shall be dismantled immediately.
• Safe access during emergency shall always be considered for any scaffolding platform shall be
