The restoration and maintenance of abutment slope protection for Pilan Bridge
in Barangay Zone II, Santa Cruz, Davao del Sur serves as a defense against soil
erosion in Davao del Sur, preserving the fertile topsoil essential for the region’s
agriculture. It helps keep the land stable, making communities safer and preserving
important structures like roads. Additionally, it helps keep water clean by stopping dirt
and runoff, ensuring a good supply for both nature and people. This not only makes
the area safer for people but also help keep Davao del Sur's variety of plants and
animals safe in areas with slopes.
The Prime Construction is the one who will construct this project, moreover, the
materials provider of the project. The company's objectives are to design and provide
cost-effective, high-quality engineering services, complete projects on schedule,
continuously raise the standard of one's own work, perform engineering work in
compliance with environmental and risk management best practices, and create and
offer superior engineering codes and principles throughout the province. To meet the
goals of the project, the company plans to collaborate with the government sector,

STRATEGIC PLAN

STRATEGIC POSITION

Because of its location, the Philippines is vulnerable to tropical cyclones, which

means that it frequently experiences intense rains, flooding, and destructive
windstorms that seriously damage property and agriculture. An additional degree of
risk is added by the nation's placement in the Ring of Fire, an area vulnerable to
tectonic plate movement. The scenery opens up as you drive along the roads,
displaying hills, mountains, and coastal regions. Hundreds of people have died in the
Philippines as a result of flash floods and landslides, according to recent news reports
on the country's mortality rate in 2022. However, we can consider slope protection
essential not just in those areas. Inadequate foundations also lead to a great deal of
bridge failure in the Philippines, which seriously harms both the environment and
people.
Slope protection must be given high priority in order to address these urgent
issues. Even though Region XI has many examples of these kinds of safeguards, there
are still a number of places where slope protection projects need to be put into place
immediately. Across the country, the Department of Public Works and Highways
(DPWH) is essential to the implementation of slope protection projects. But there's a
big problem when some projects are built as stopgap measures, mostly because of
money issues with slope protection. As a result, some of these projects don't meet the
required standards, which can result in failures that have dire repercussions that could
even be fatal.
9

Comprehensive actions are required to address these issues successfully.

Funds for slope protection projects in high-risk areas should be allocated first. This
could entail pushing for more funding to be given to the budget or looking into alternate
funding options, such as working with foreign organizations or forming partnerships
with the private sector. Thorough evaluations of high-risk areas vulnerable to flash
floods and landslides are equally important, and protective measures should be
customized accordingly. Building preparedness and resilience among the local
population also requires promoting public awareness and community involvement.
When it comes to recognizing the problems that are currently being faced,
PRIME CONSTRUCTION is dedicated to solving them by providing excellent projects
at reasonable prices. The principal aim is to reinforce slope protections, guaranteeing
their robustness and dependability for the security of commuters and locals in Region
XI.
Expertise: The business has a group of seasoned engineers with over ten
years of experience working on international projects; they bring a wealth of knowledge

community by conducting resident interviews and survey questionnaires.
PRIME CONSTRUCTIONS take great care during the land surveying process.
In-depth analysis of historical records is done to extract relevant land information that
offers important insights into the evolution of the region. In parallel, state-of-the-art
techniques for soil testing—like the soil system tester—are utilized to thoroughly
examine the composition of the soil. This two-pronged approach guarantees a
comprehensive comprehension of the land's attributes, serving as the foundation for
customized and efficient slope protection solutions.
Beyond the geological aspects, PRIME CONSTRUCTIONS explore the area's
broader contextual details. An evaluation of the land's dividend, data on private
properties and occupants, and accident records all add to a comprehensive
understanding of the social and economic dynamics at work.
Given the delicate nature of the data gathered, PRIME CONSTRUCTIONS
prioritize confidentiality above all else. Strict precautions are taken to protect
respondents' privacy and the data gathered from reliable sources.
The gathered information is a tactical advantage for PRIME
CONSTRUCTIONS, directing the improvement of project quality. By using this
extensive data, the business not only meets but exceeds partners' and customers'
expectations. Setting new industry standards for customer satisfaction is ensured by
matching project strategies to the distinctive features of the surveyed area.

SWOT ANALYSIS
After analyzing the data gathered, the company developed a strategic position
that takes threats, opportunities, weaknesses, and strengths into account. The SWOT
analysis aids the business in maximizing its advantages, leveraging its weaknesses to
seize opportunities, and being completely aware of any potential threats.

STRENGTHS
The emphasis on Collaboration: PRIME CONSTRUCTIONS promotes a
collaborative culture that guarantees team members' smooth information exchange,
excellent communication, and careful planning.
11

Excellent Planning and Execution Standards: The business displays a

steadfast dedication to excellence by continuously setting the bar for the planning and
execution of excellent projects.

developing a wide range of project concepts that increase its attractiveness and
customer base.

Utilizing Premier Tools and Equipment: By utilizing state-of-the-art tools and

equipment, the company improves construction standards and demonstrates its
commitment to project reliability and capability.

WEAKNESSES
Focus of Specialization: One of the focus of PRIME CONSTRUCTIONS is
slope protection projects, which indicates a constraint in terms of diversifying expertise.
In order to close this knowledge gap, proactive knowledge acquisition is required,
particularly for the specialized projects that are common in the area.

OPPORTUNITIES
Strategic Regional Positioning: PRIME CONSTRUCTIONS is strategically
positioned to effectively complete projects, capitalizing on the prevalent regional
demand. Region XI, where the company is located, is characterized by elevated
landscapes and roadways susceptible to landslides and bridge abutments.

THREATS
Natural Challenges: In the face of obstacles posed by natural disasters, the
business keeps an eye out for adverse events and bad press in the neighborhood.
Being adaptable and ready are essential for reducing these risks.

Labor Market Uncertainties: Project budgets and schedules are at risk due
to the labor market's unpredictability, which calls for strategic planning and agility.

Dynamics of the Political Environment: Uncertainties are introduced by

changes in the political landscape. PRIME CONSTRUCTIONS pledges to follow
industry guidelines and take the required steps in order to successfully handle any
obstacles that may arise.
12

STRATEGIC FORMULATION
Skill is used to connate the ability of a project manager to work effectively as a
group member and to build a cooperative effort within the team he leads (El-Sabaa,

Productive System
The slope protection product design involves utilizing eco-friendly, interlocking
concrete blocks. These blocks, with a tapered profile for stability, integrate seamlessly,
forming a robust barrier against erosion. The blocks feature built-in channels for
drainage, reducing water pressure. Additionally, vegetation notches enhance
ecological integration.
This slope protection project entails initial surveying, analyzing soil conditions, and
designing erosion control measures within the first two weeks. Procurement of
necessary materials follows, targeted to conclude within a month. Concurrently, hiring
and training of labor occur. Construction initiates in parallel with material acquisition
and continues for three months, adhering to quality standards and safety protocols.
Regular inspections ensure compliance. Final two weeks encompass testing,
adjustments, and handover preparations. The schedule incorporates contingencies for
weather delays and unforeseen challenges, aiming for project completion within four
and a half months.
Moreover, the project involves identifying required materials and selecting
suppliers based on quality, cost, and reliability. It includes establishing a procurement
schedule aligned with project timelines, ensuring sufficient stock while avoiding
overstocking to minimize storage costs. Implementing a rigorous inspection process
upon material arrival guarantees compliance with project specifications.

WORK-FLOW LAYOUT

FIGURE 6
The Work-flow Layout

In Figure 6, the workflow layout is illustrated. The first stage is to create,

involving proposing an idea and initially reviewing it. Once the request is complete, it
proceeds to the second stage, which is to select. During this stage, the request is
reviewed, and a portfolio is selected. After the selection is completed, the process
moves to the planning stage, where the full business case is discussed, and the
business case undergoes a review and approval process. Following this, there are
two options – either the request is denied or approved. If approved, it proceeds to the
last stage, which is to manage. In the manage stage, the project is delivered, and
thereafter, there are two possible outcomes – either the project is suspended or it is
implemented.

initiatives, and financial allocations for a company's financial operations. This ensures
the effectiveness and sufficiency of financial and investment strategies. Additionally, it
defines the anticipated expenses and endeavors to identify methods for controlling and
mitigating these costs.

OTHER GENERAL REQUIREMENTS

Project Billboard/ Signboard

has the purpose of conveying important details. They show the specifics of the
project, safety instructions, contact details, and expiration dates. In order to promote
openness and awareness in the community, these boards protect public safety and
update the public on ongoing projects.
24

Occupational Safety & Health Program

By establishing safety regulations, training, and hazard detection, the employer
ensures the safety of its workers. It reduces dangers associated with falls, machinery,
and materials, promoting a safe working environment. This program strives to prevent
accidents, emphasize worker health, and ensure that safety standards are followed.

Mobilization & Demobilization

Setting up construction, organizing tools, enlisting workers, and starting project
activities are all part of mobilization. Demobilization is the process of closing down
activities, taking out equipment, and demolishing the location. In building projects, both
stages guarantee effective resource utilization, safety compliance, and seamless
transitions.

EARTHWORKS

Removal of Structures and Obstruction (Concrete)

involves taking down concrete structures that are already in place, such as
barriers blocking construction. By clearing the area, this procedure makes room for
new buildings or remodeling. Demolition, concrete breakdown, and trash removal are
all part of it, leaving a pristine surface for next construction projects.

Structure Excavation, Common Soil

entails excavating and clearing land in order to lay the groundwork for
structures or other infrastructure. After excavation, common soil, which is used in
construction, offers stable support. By appropriately compacting, providing a stable
base for foundations, and preventing the built-up structure from settling or shifting, it
guarantees structural integrity.

BRIDGE CONSTRUCTION (REVETMENT)

Reinforcing Steel, Grade 40

provides increased tensile strength. It is perfect for reinforcing concrete
constructions like beams and columns because of its specific yield and ultimate tensile
strengths. Reinforcing structures with grade 40 rebar ensures structural integrity and
durability, which are essential for withstanding a range of loads and pressures.
25

Structural Concrete, Class A, 20.68 Mpa, 28 days

indicates extremely strong concrete that is perfect for load-bearing components
including foundations, columns, and beams. After 28 days, its compressive strength of
20.68 MPa shows toughness and dependability, which are essential for building sturdy
infrastructures that guarantee stability and safety over the long run.

DRAINAGE & SLOPE PROTECTION STRUCTURE

Hand-Laid Rock Embankment

strengthen slopes to stop erosion and landslides in construction. They are
stable, control water flow, and prevent soil displacement since they are made by
carefully positioning boulders or stones. Through the control of water runoff and
preservation of terrain integrity, these structures protect infrastructure, guaranteeing
longevity and maintaining natural landscapes.

Sheet Piles, Steel

act as the main structural support for protecting slopes by stopping the flow of
soil or water. These steel sections interlock to form a barrier that keeps dirt in place or
deters water pressure.
