The Effect of Climate Change on Civil Infrastructure

Abstract:

Climate change is a major threat to civil infrastructure around the world. Increasing temperatures,
sea level rise, and extreme weather events are all putting infrastructure at risk. This paper reviews
the research on the impact of climate change on civil infrastructure, and discusses the challenges and
opportunities for mitigating these risks.

Introduction:

Civil infrastructure is essential to the functioning of modern society. It includes roads, bridges,
buildings, dams, and other structures that provide transportation, shelter, water, and energy. Climate
change is a major threat to civil infrastructure, as it is causing changes in the Earth's climate that are
leading to more extreme weather events, rising sea levels, and other challenges.

Impact of Climate Change on Civil Infrastructure:

Climate change is already having a significant impact on civil infrastructure. Extreme weather events,
such as hurricanes, floods, and droughts, are becoming more frequent and severe. These events can
damage or destroy infrastructure, leading to disruption and economic losses.

Sea level rise is another major threat to civil infrastructure. As the sea level rises, it can inundate
coastal areas, damaging or destroying infrastructure located near the coast. This is a particular
concern for low-lying coastal areas, such as islands and deltas.

In addition to extreme weather events and sea level rise, climate change is also causing other
challenges for civil infrastructure. For example, increasing temperatures are causing roads and
bridges to expand, which can lead to cracking and other damage.

Challenges and Opportunities for Mitigating Climate Change Risks:

There are a number of challenges to mitigating the risks of climate change to civil infrastructure. One
challenge is the uncertainty of climate change projections. It is difficult to predict with certainty how
climate change will impact infrastructure in the future.
Another challenge is the cost of mitigation measures. Mitigation measures, such as seawalls and
flood control systems, can be expensive to build and maintain.

Despite these challenges, there are a number of opportunities for mitigating the risks of climate
change to civil infrastructure. One opportunity is to design infrastructure to be more resilient to
extreme weather events. This can be done by using materials and construction methods that are
more resistant to damage.

Another opportunity is to improve the management of infrastructure. This includes regular

inspection and maintenance, as well as planning for how to respond to extreme weather events.

Conclusion:

Climate change is a major threat to civil infrastructure around the world. The research on the impact
of climate change on civil infrastructure is still developing, but it is clear that the risks are significant.
There are a number of challenges to mitigating these risks, but there are also a number of
opportunities. By taking action now, we can help to protect our civil infrastructure from the impacts
of climate change.

Additional Information:

The following additional information is provided for context and to support the findings of the paper.

• The ASCE Infrastructure Report Card (2022) gave the nation's infrastructure a grade of C-.
The report found that climate change is a major threat to infrastructure, and that the United
States is not prepared for the impacts of climate change on infrastructure.
• The IPCC (2022) Sixth Assessment Report found that climate change is already having a
significant impact on the Earth's climate, and that the impacts of climate change are
expected to become more severe in the future.
• The USGS (2022) Sea Level Rise website provides information on the causes and impacts of
sea level rise. The website estimates that sea levels could rise by up to 2 feet by the end of
the century.
The paper concludes that climate change is a major threat to civil infrastructure around the
world. The research on the impact of climate change on civil infrastructure is still developing,
but it is clear that the risks are significant. There are a number of challenges to mitigating
these risks, but there are also a number of opportunities. By taking action now, we can help
to protect our civil infrastructure from the impacts of climate change.
