I Program Description
1) 1.General Information
i. 1) China MOFCOM Degrees Programs
China MOFCOM degrees programs founded in 2008 are funded by foreign aid from
the Chinese government, which are specially established to cultivate high-end
economic and trade officials and management talents for recipient countries,
dedicated to cultivating high-level, versatile, and practical talents in fields such as
politics, economy and trade, diplomacy, agriculture, science, education, culture and
health, energy and transportation, public management, etc., and to provide
intellectual support for promoting the economic and social development of recipient
countries, offering one-year master's degree programs, two-year master's degree
programs, and three-year doctoral degree programs.
China MOFCOM degrees programs are playing an increasingly important role in
economic and trade cooperation and development between the countries where the
students come from and China, and have received high attention from the
governments of the recipient countries.
2) 2024 Admissions plan
The Institute of South-South Cooperation and Development at Peking University
plans to enroll students from developing countries for the 2024 Master's Program
in Public Administration (National Development) and 2024 Doctoral Program in
National Development Studies.
3) Enrollment Target
The programs mainly offer in-service government officials at or above the national
division level (including division level), director at or above the academic institution
department level, or administrative management personnel of equivalent level in
related fields from recipient countries to pursue master's and doctoral degrees in
English in China. Due to the short duration of the education system, students are
required to obtain a bachelor/master degree in advance and have years of work
experience in the corresponding field, which will facilitate timely and fully
understanding the teaching and learning contents. Students are required to have a
good health condition to adapt to high-intensity study and ultimately obtain a
degree. The applicants for the MOFCOM degree programs should be government
officials.
4) Training Objectives
The training objective of the Master's program in Public Administration (National
Development) is to cultivate high-end and versatile international talents with
comprehensive theoretical knowledge, broad international perspectives, open
scientific thinking skills and the ability of integration of theory with practice,
dedicated to national development in public affairs, public management, public
policies, and global governance for developing countries.

The Doctoral Program in National Development Studies is to cultivate high-end


composite talents for developing countries who are committed to promoting their
own country’s development, global industrial development, and the United Nations
Sustainable Development Goals. They should possess professional knowledge and
ability, master the theory of National Development Studies, and understand how to
apply theoretical knowledge to domestic development policy formulation and
international development cooperation practice. They should also possess
independent research abilities, excellent leadership abilities, and scientific
decision-making abilities.
5) Financial Aid
Chinese Government Scholarships are provided for students admitted from
developing countries through the Economic and Commercial Counselor's Office of
the Chinese Embassy. The scholarship will cover tuition, living expenses,
accommodation, textbook and costs related to study trips. It also includes round-trip
international airfares (one time per year set at the end of an academic year. If a
student postpones the graduation, he/she will not receive further scholarship. If a
student expects to have his/her spouse, children, relatives or friends to visit him/her
during the stay in Beijing, the visitor will have to bear all the expenses by
him/herself.

2. Overview of the University


1) Peking University

Peking University was founded in 1898, located in the northwestern part of Beijing

2) Institute of South-South Cooperation and Development
The idea that China establishes the Institute of South-South Cooperation and
Development was initiated and announced by Chinese President XI Jinping during

the High-Level Roundtable on South-South Cooperation at the 70th Anniversary


Celebration of the United Nations in New York on September 26, 2015. With strong
support from the Chinese Ministry of Commerce, the Ministry of Education, and the
Ministry of Finance, and by virtue of Peking University’s strength in humanities and
social sciences, Institute of South-South Cooperation and Development (ISSCAD) was
officially established at the National School of Development of Peking University
(NSD) on April 29, 2016. President XI Jinping has announced that China will enhance
development experience-sharing and capacity-building cooperation with other
countries through the platform of the Institute of South-South Cooperation and
Development during his host of the dialogue of Emerging Market and Developing
Countries on September 5, 2017 in Xiamen, Fujian.
Combining local knowledge with global vision, the new Institute is committed to
excellence in national development research, talent training for developing countries,
and dynamic exchange platform for global cooperation, and devoted to promoting
equitable, inclusive and sustainable growth by sharing knowledge and experience on
matters of public leadership and national development, with developing and
especially the least developed countries.
The core faculty of ISSCAD draws heavily from NSD, which has an established
reputation both academically and as a policy think-tank in China. Well aware that to
craft effective solutions to complex real-world problems would require a
multidisciplinary and actionable approach, the core faculty is also supported
synergistically by a scalable network of select faculty and professional (including
senior government officials) associates from other schools and departments of
Peking University and beyond. The purpose is to nurture a vibrant interdisciplinary
learning environment that encourages intense inquiry, open dialogue, and
cross-cultural learning, and serves as a bridge between theory and practice.
The Institute offers both degree and non-degree executive educational programs.
Our degree programs feature a rigorous economics-centered and problem-solving
oriented curriculum which also covers quantitative analysis, political institutions,
strategic management, leadership, and globalization.
A flagship of internationalization of education at Peking University, the Institute
offers regular semester-based courses in English. Through these regular courses,
supplemented by fieldwork and workshops on various policy domains (such as
education and poverty reduction, population and public health, social security and
public safety, urban development and land reform, energy and environment,
technological innovation, and global governance and foreign policy), students are
expected to develop a box of conceptual tools that is cross-disciplinary in nature but
adapted for actions appropriate for local or country-specific conditions.
iii. 3) Facilities on campus

The students for the programs will study and live in Beijing, which has four distinct
seasons. The temperature for September admission is about 28 degrees Celsius, with
a maximum temperature of around 35 degrees Celsius in summer and a minimum

temperature of around minus 12 degrees Celsius in winter. After enrollment,


students will move into the International Student Apartment in Global Village, Peking
University. Apartments have a variety of room types, complete facilities, and provide
home style services, allowing students to feel the warmth of home. Students will be
accommodated in a two bedroom, one living room suite, with each person entitled
to a separate bedroom, shared living room, and restroom. The apartment is
equipped with a public laundry room and kitchen. The International Students Office
of PKU and the organizing institute will organize various types of visits and
sightseeing activities for international students in their spare time. Relevant
information will be published on the website of the International Student Office.The
announcement notice board of (www.isd. pku. edu. cn) will also post a variety of
performances, exhibitions, lectures, and other information on the website. Each
department will also organize various activities and welcome international students
to participate.

International students can use various sports venues and gyms in the school, and
sometimes they have to pay a certain fee. When engaging in cultural and sports
activities, one should not disturb others' learning and rest, and also pay attention to
taking care of cultural and sports equipment and facilities.

Here is some information about sports and fitness venues:

3. Education Plan

1) Master Program in Public Administration (National Development)


Our one-year Master Program in Public Administration (National Development) is an
economics-centered multidisciplinary program that combines rigorous analytical
work with emphasis on public policy and leadership. It is designed for mid-career
candidates with a record of academic distinction and exceptional professional
accomplishment and promise. Candidates for this program are expected to have
obtained an undergraduate degree or above in a relevant field and at least three
years of substantial work experience, typically in government or public sector.
Through a structured program of courses, workshops, and field trips within one year,
students before graduation from this program should have earned a total of 40
credits (including a course on Chinese language), which culminate in submitting an

applied thesis written under the guidance of an academic advisor.


Program Requirement
All ISSCAD degree candidates have course load requirements to ensure the
successful completion of their designated degree program by the date of graduation.

China Immersion Program


During the first semester, students are required to attend a China Immersion
Program, which is composed of a series of lectures, covering various topics related to
national development, such as political institutions and national governance,
economic system reform and development planning, China’s opening up and
globalization, peace-development-cooperation foreign policy, “One Belt, One Road”
initiative, educational reform in China, etc.
Chinese Language Course
In accordance with Peking University’s regulation, all international students are
required to take a one-semester Chinese language course which is worth 2 credits.
Field Study
Field study trips will be arranged for students to visit China’s special economic zones,
industrial clusters, government agencies, and business corporations, to gain
first-hand knowledge of how governments and markets operate under various
changing conditions in the reform and opening-up process of China, and to learn
about China’s success and lessons in economic development. All students are
required to participate in the field study trips.
Thesis
The thesis shall be written in English, and under the guidance of an advisor.
The thesis shall make an attempt to tackle a major issue emerging from the
development practices of the student’s home country. Students are expected to
apply the theories, knowledge and analytical skills acquired from the program to
examine the phenomena, analyze inherent principles, and finally produce a quality
paper with both academic value and practical implications.
By the end of the first semester, a student shall choose a professor as his/her advisor,
and determine the subject matter of the thesis. In the second semester, students are
expected to complete their thesis and pass an oral defense.
Degree Conferment
A master degree of Management will be conferred upon a candidate in the master’s
program after his/her successful completion of the required credits and a thesis.

2) Doctoral Program in National Development Studies

Our three-four year Doctoral Program in National Development Studies is designed


to prepare high-caliber talent and national leaders who are equipped with theories
and knowledge, acquainted with China’s development experience, and are capable
of making decisions and policies related to national development with real-world
conditions of his/her own country taken into consideration. Candidates who have
demonstrated a proven record of high academic and professional accomplishment
and who wish to further hone their skills of leadership and elevate their knowledge
on development-related work are encouraged to apply. Minimal academic
requirement for the Doctoral program is a graduate degree in a relevant field at the
master level or above and at least five years of substantial work experience. Through
a structured program of courses, workshops, and field trips which add to a total 27
credits (including a course on Chinese language), students are expected to develop a
conceptual tool kit that draws on the social sciences but is adapted for applications
in the real world. The program culminates in students submitting a dissertation with
both academic and practical values completed under the guidance of an academic
advisor.

Doctoral students have the opportunity to take more elective courses on
Management and Economics during their 2nd and 3rd year of study, after they have
completed the required credits.

Independent Research
Students are encouraged to come to ISSCAD with practical problems to be solved in
relation to political, economic or social development of the student’s home country.
Guided by a supervisor, a Doctoral student is expected to utilize what she/he has
learned during the program, carry out independent research by means of literature
review, data collection, comparative analysis, field studies, etc., and finally produce a
policy report that has both practical implications and social impacts, and is able to
give a boost to the national development and social advancement of the student’s
own country.
Dissertation
The Doctoral dissertation shall be written in English, and under the guidance of an
advisor.
The dissertation shall demonstrate that the candidate has had a deep understanding
of the theories and knowledge of national development and has made serious and
thorough reflections in this regard. Under the guidance of an advisor, and on the
basis of the independent research conducted previously, students are expected to
make use of the theories, knowledge and analytical skills acquired from the program
to examine phenomena, analyze inherent principles, and finally produce a
dissertation with both academic value and realistic significance.

A student shall choose a professor as his/her advisor in the first semester, and
determine the subject matter under the guidance of an advisor in the second
semester. After having successfully passed the comprehensive examination and an
oral defense of the thesis prospectus by the end of the first year, students are
expected to spend the next one and a half years searching for evidence from the real
world, conducting academic research and composing the dissertation. In the sixth
semester, they shall finalize and defend their dissertation. A Doctoral thesis must
pass high standards, and will be evaluated on the basis of its originality, academic
contribution, and practical value.
Degree Conferment
A Doctoral degree in Economics will be conferred upon a candidate in the doctoral
program after his/her successful completion of the required credits and a
dissertation.

3) Faculty

ISSCAD boasts of first-class faculty composed of distinguished scholars and


accomplished practitioners, who have been actively engaged in study of China’s
development practices and policy issues, and widely acknowledged as experts in
their own field. Core faculty of ISSCAD is listed below, aligned in alphabetic order.
FU Jun
FU Jun is Academic Dean of ISSCAD, Professor of Political Economy and Public Policy.
He is the first Chinese academician of the Bologna Academy of Sciences in Italy. He

served as Advisor to Chairman of the Executive Council of UNESCO, Vice Chair of the
Global Agenda Council on New Growth Models of the World Economic Forum,
Eleven-Member Visiting Committee for Area and International Programs at Harvard.
His research areas are mathematical modeling and institutional political economy. He
received his Ph.D. in political economy from Harvard University.

HAN Han
HAN Han is Associate Professor (Tenured) at the school of Economics at Peking
University. He received his M.A in Economics from Peking University and his Ph.D. in
Economics from University of Wisconsin-Madison. His research interests are
Macroeconomics, Monetary Economics, Banking, Credit, Payment, and Financial
Markets.

HU Ju
Tenured Associate Professor of Economics at the National School of Development,
Peking University. He obtained his Ph.D. in Economics from University of
Pennsylvania in 2016. His research interests include microeconomic theory, game
theory and economics of information.

HUANG Jikun
HUANG Jikun is Tenured Professor,the MOE Cheung-Kong Scholar Chair Professor at
School of Advanced Agricultural Sciences, Peking University, Dean of the New Rural
Development Research Institute at Peking University,Honorary Director of Center for
Chinese Agricultural Policy, Fellow of World Academy of Sciences TWAS - for the
advancement of science in developing countries, Honorary lifetime member of
International Association of Agricultural Economists; Member of Agricultural and
Applied Economics Association (AAEA). He received Ph.D. in Agricultural Economics.
Research Area: Agricultural science and technology policy; resources and
environment policy; agricultural products supply, demand and trade; food security;
rural area development etc.

HUANG Qingyang
HUANG Qingyang is an Assistant Professor at ISSCAD & NSD, PKU. He obtained his
PhD degree in Agricultural and Resource Economics from the University of California
at Berkeley in 2023. He is an applied economist studying development economics,
environmental economics, and political economy.

HUANG Yiping
HUANG Yiping is PKU Boya Distinguished Professor, Dean of the National School of
Development, Director of Institute of Digital Finance (IDF), Peking University, Leading
Talents in the National High Level Talent Special Support Program. He previously
served as a member of the Monetary Policy Committee at the People’s Bank of China
between 2015 and 2018. He received his Ph.D. in Economics from the Australian

National University. His major research areas are macroeconomic policy and
international financial system.

HUANG Zhuo
HUANG Zhuo is Associate Professor(Tenured), Fashu Endowed Scholar, Deputy Dean
of the National School of Development, Standing Deputy Director of the Institute of
Digital Finance of PKU. He got his Ph.D. in Economics from Stanford University in
2011. Research Fields: Financial Econometrics, Fintech and Digital Finance, Big Data
Finance.
JIANG Shenzhe
Assistant Professor at the Institute of New Structural Economics at Peking University.
He earned his PhD from Texas A&M University in 2017. His research is in the field of
Macroeconomics,Dynamic contract theory.

LEI Xiaoyan
LEI Xiaoyan is Peking University Boya Chair Professor, MOE Cheung-Kong
Scholar Chair Professor, Secretary of the CPC Committee of NSD of PKU, Director of
Academic Committee of NSD. She serves as Director of the Center for Healthy
Aging and Development of Peking University and Deputy Director of MOE-PKU
Center for Human Capital and National Policy. She received her Ph.D. in Econom- ics
from University of California, Los Angeles. Her research interests are Labor
Economics, Health Economics, and Applied Econometrics.

LI Ling
Mulan Chair Professor of Economics, Doctoral Supervisor of National School of
Development, Peking University. She also works as Chief Advisor on China Health
Care Reform, World Bank and Chief Committee Member of Policy and Management
Research for Ministry of Health of the People’s Republic of China. She received her
Ph.D. in Economics from University of Pittsburgh in 1994. Her research areas are
Health Economics, Health Service Management, Mature economics and Economic
Growth Theory.

LI Lixing
LI Lixing is Professor of Economics at the National School of Development at Peking
University. He received his B.A. in Economics from Tsinghua University and his Ph.D.
in Economics from University of Maryland. His major research areas are
Development Economics, Human Capital, Public Finance, Political Economy, Urban
Economics, etc.

LI Minghao
Assistant Professor at National School of Development, Peking University. He
obtained his PhD in economics at Yale University in 2020. His main research area is in
macroeconomics and monetary economics. His teaching course "Money and
Banking" and "Topics in Macro and Monetary Economics".

LI Qiang
Professor of Political Philosophy at School of Government, Peking University. He
serves as Director for Development Planning Department of Peking University. His
major research areas are western political philosophy and political problems in
modern China, and he teaches on constitutional liberalism and state construction. He
received his Ph.D. in Political Science from the University of London.

LIN Yifu (Justin)


LIN Yifu is Chair Professor of Economics,Dean of ISSCAD, Honorary Dean of NSD, and
Dean of the Institute of New Structural Economics. He has served as Chief Economist
and Senior Vice President of the World Bank. His research areas are agricultural
economics, development economics, and Chinese economic reforms. He received
Ph.D. in Economics from the University of Chicago.

LIU Chengfang
Peking University Boya Chair Professor, the Associate Dean at the School of
Advanced Agriculture Sciences (SAAS), deputy director of the China Agricultural
Policy Research Center at Peking University. She received her Ph.D. in Agricultural
and Resource Economics from the University of California (Davis) in 2008. She is
mainly engaged in policy and management research of agriculture and rural
development, with a focus on rural human capital and rural transformation.

LIU Guoen
LIU Guoen is Peking University Boya Chair Professor, MOE Cheung-Kong Scholar
Chair Professor, Dean of PKU Institute for Global Health and Development,
Director of PKU China Center for Health Economic Research. Research Area:
Health and Development Economics, Health Reform, and Pharmaceutical
Economics.

LIU Shiyao
LIU Shiyao is an Assistant Professor at ISSCAD and NSD, PKU. Shiyao
completed a Post-doctoral Fellowship at New York University in Abu Dhabi after
obtaining a Ph.D. in Political Science at the Massachusetts Institute of
Technology in 2021. Shiyao has extensive research interests including political
methodology (computational social science) and comparative politics.

LU Feng
LU Feng is Chair Professor of Economics and Director of China Macroeconomic
Research Center at NSD. He is advisor to the Chinese Ministry of Finance, and the
Chinese Ministry of Human Resources and Social Security. His major research areas

are Chinese economic development and open macroeconomics. He received his


Ph.D. in Economics from the University of Leeds in UK.

MA Hao
Professor of Management at the National School of Development at Peking
University, and Director of the Academic Committee of BiMBA. Professor Ma
received a Ph.D. in Strategic Management from the University of Texas at Austin in
1994, Professor Ma’s teaching and research interests lie in strategic management
issues and perspectives, competition and cooperation, strategic decision-making in
complex organizations, entrepreneurship, and international management, etc.

PENG Cong
Assistant Professor in Economics at the National School of Development and ISSCAD
at Peking University. He received his Ph.D. from the London School of Economics in
2019. His research interests lie at the intersection of urban and development
economics. The application of remote sensing and artificial intelligence in economics
policy analysis.

SHEN Yan
SHEN Yan is Professor of Economics and Deputy Director of Center for Human Capital
and Policy at the National School of Development at Peking University. She is a
member of Econometric Society and American Economic Association. Her major
research areas are econometrics and microfinance. She received her Ph.D. in
Economics from the University of Southern California.

SUN Zhenting
SUN Zhenting is Assistant Professor at the National School of Development at Peking
University. He received his B.A. in management from Tsinghua University and his
Ph.D. in Economic from University of California San Diego. His research areas are
Econometric Theory, Applied Econometrics.

WANG Chao
WANG Chao is professor of Management at the National School of Management at
Peking University. He is senior research fellow at the Institute for Philanthropy
Tsinghua University and adjunct professor at the School of Urban Planning and
Design at Peking University. His research areas are International Development, NGOs
and Civil Society, Organizational Learning and Innovation, Leadership, Strategic
Management, Project Management. He received his B.A. and M.A. from Peking
University and his Ph.D. from Université de Montréal.

WANG Hao

Professor of Economics at the National School of Development at Peking University.


He received his Ph.D. in Economics from the Ohio State University. His major research

WANG Jinxia
WANG Jinxia is Peking University Boya Chair Professor, Director of China Center for
Agricultural Policy, Professor at School of Advanced Agricultural Sciences at Peking
University. She received her Ph.D. in Agricultural Economics at Chinese Academy of
Agricultural Sciences. Her research focuses on water management, institution and
policy, impact evaluation and adaptation strategies of climate change, and rural
environmental policy.

WANG Min
Associate Professor (Tenured) of National School of Development, Peking University.
He serves as vice director at the Environment and Energy Research Center at
Peking University and director at Centre for Development and Environment. He is
also an associated editor for the Economists (quarterly issue). He received his BA and
MA in Economics and Management, he received his PH.D. in Economics in the Iowa
State University, USA in 2010.

WANG Xin
Assistant Professor of the Institute of New Structural Economics at Peking University.
Xin Wang earned her Ph.D. from the University of Colorado Boulder in 2016 and her
bachelor's degree in Economics and Statistics from Peking University in 2011. Her
research interests include international trade, development economics and labor
economics.

WANG Xuan
Assistant Professor at the National Development Institute of Peking University. He
graduated from the University of Michigan with a Ph.D. degree in Economics. His
research interests are in public economics and applied microeconomics, with a focus

WANG Yong
WANG Yong is Academic Deputy Dean of the Institute of New Structural Economics at
Peking University, doctoral supervisor. He obtained Ph.D. in Economics from

XU Huayu
Assistant Professor of Economics at the National School of Development at Peking
University. He received his Ph. D. in Economics from Michigan University, USA in 2020.
His major research area is Development Economics and Political Economics. He has

XU Jintao
XU Jintao is Boya Distinguished Professor at Peking University , Director of the
Environment and Energy Economics Research Center at Peking University. He also
serves as the Director of China Center for Energy and Development. He received his

Polytechnic Institute and State University. Currently his research focuses on surveys

His research interests are economic development and institutional changes in China.
He received his Ph.D. in Agricultural and Applied Economics from the University of
Wisconsin-Madison.

YI Junjian
Peking University Boya Chair Professor, Professor of Economics at the National School
of Development, Peking University. He obtained his Ph.D. in Economics
from Chinese University of Hong Kong in 2011. His research interests include
economics on human capital, economics of artificial intelligence, and economic
development; labor and demographic economics, etc.

YOU Wei
Associate Professor of Institute of New Structural Economics at Peking University. He
obtained his Ph.D. in Economics from the University of California San Diego in 2017.
His research focuses on Urban and Regional Economics, Development Economics,
and Economic History.

YU Changhua
YU Changhua is PKU Boya Young Scholar, Associate Economics Professor (Tenured) of
NSD, the MOE Youth Cheung-Kong Scholar. He received his PhD from the University
of British Columbia in 2012. In his recent researches, Yu’s research focuses on
international capital flows, monetary policy, financial market, and macroeconomics.

YU Hang

YU Hang is an Assistant Professor at ISSCAD & NSD, PKU. He obtained his Ph.D. in
Economics from the University of Michigan—Ann Arbor in 2020. His research area
spans a range of development economics topics, including health, disaster, and labor
markets. Methodologically, much of his work involves randomized controlled trials in
field settings.

ZHA Daojiong
ZHA Daojiong is Professor of ISSCAD and School of International Studies. He
specializes in non-traditional security issues in China’s foreign relations on energy,
food, and trans-boundary water issues. He served on advisory boards of China
Chapter of Council for Security Cooperation in Asia Pacific. He received his Ph.D. in
Political Science from the University of Hawaii-Manoa.

ZHANG Dandan
ZHANG Dandan is PKU Boya Young Scholar, Economics Professor (Tenured) of NSD,
Deputy Dean of NSD. She graduated from the Australian National University with a
Ph.D. in Economics. Her research fields include labor economics, applied
econometrics, and experimental economics.

ZHANG Junni
Zhang Junni is Associate Professor (Tenured) of NSD, Peking University. She
obtained Ph.D. degree in statistics from Harvard University in 2002. Her research
interests are Bayesian analysis, disaggregated demographic estimation and
forecasting, causal inference and text mining.

ZHANG Weiying
Peking University Boya Chair Professor at the National School of Development,
Director of the Research Center for Market and Network Economics of Peking

ZHAO Bo

ZHOU Yongmei is Professor of Practice in Institutional Development of ISSCAD & NSD,
Director of Global Partnership of ISSCAD, PKU. She received her Ph.D. in
economics from University of California at Berkeley in 1999, specializing in new
institutional economics and development economics. She worked for the World
Bank during 1999-2020 as policy and institutional development advisor for senior
government officials around the world. Her research interest focuses on policy
effectiveness and institutional development.

ZHU Lijun
Assistant Professor of Economics in the Institute of New Structural Economics
at Peking University. He graduated from Washington University in St. Louis.
Research fields include macroeconomics, economic growth and development,

II Application
1. Application Requirements

All applicants must meet the following admission requirements:


i. Applicants must be non-Chinese citizens from developing countries, with a valid
passport, or any other valid certificate of nationality. Applicants shall be in good
physical condition under 45 years old (born after September 1st, 1978)
ii. Applicants for the master’s program must have attained a bachelor’s degree or
above, and have at least 3 years of work experience in government or public
sector; applicants for the Doctoral program must have acquired a master’s
degree or above, and have at least 5 years of work experience in government or
public sector;
iii. Applicants must be proficient in English. Non-native English speakers or
candidates whose undergraduate education was not conducted in English are
required to submit a test score of TOEFL or IELTS as proof of English proficiency.
Applicants with the following scores are considered competitive:
 TOEFL 100 or above in iBT (Internet-Based TOEFL);
 TOEFL 600 or above in PBT (Paper-Based TOEFL); or
 IELTS 7.0 or above in overall band score.
iv. Applicants shall be in good physical and mental health, provide a health
certificate or physical examination form issued by the local public hospital and
not carry any disease prohibited by Chinese laws and regulations to enter China
or long-term residence in China. Applicants shall not carry any mental diseases
and serious chronic diseases, such as severe hypertension, cardiovascular and
cerebrovascular diseases, diabetes and cancer. Applicants shall not be in the
recovery from major surgery and acute episode and not carry any infectious
diseases that may cause a serious impact to public health. Applicants shall not
have any severe physical disability. Pregnant women are not allowed to attend
the training in China. Anyone who become pregnant during the study in China
will be withdrawn from university.
v. Only applicants recommended by the Economic and Commercial Counselor’s
Office of the Chinese Embassy in the country that accords with the candidate’s
nationality will be considered.
vi. Applicants applicants shall have career development potential and be willing to
promote friendly cooperation and exchanges between China and your home
countries.
vii. Applicants who are currently studying in China or have been admitted by other
Chinese Government Scholarship Programs will be disqualified to apply for this
program.

1) Application to the Economic and Commercial Counselor’s Office of the Chinese


Embassy

An applicant shall first of all obtain a recommendation from a relevant government


agency in his/her home country addressed to the Economic and Commercial
Counselor’s Office of the Chinese Embassy regarding his/her program application.
With a recommendation obtained, the applicant shall then prepare the following
materials and submit them to the Economic and Commercial Counselor’s Office of
the Chinese Embassy for an inspection.

Documents Requirements

1 Degrees An original copy needs to be prepared for each degree.

2 Official Transcripts Transcripts must list all courses taken and all scores obtained.

Personal statement must be written in English and be 600-800


words in length. It shall cover such essential elements as

the documents to China and submit them to the Institute of South-South
Cooperation and Development during registration in early September.
The Economic and Commercial Counselor’s Office of the Chinese Embassy will issue
a formal recommendation letter to the institute directly for an applicant who
successfully passes the qualification review.

2) Application to Peking University


The applicant who has passed the qualification review from the Economic and
Commercial Counselor’s Office shall then proceed to apply for the program with
Peking University at http://www.studyatpku.com.
Master program:
Master program:Visit the Peking University online application system, input Project
Code “ISSCAD-M” in the blank, then click “submit” to enter the following page.
To further identify the program, please pay attention to the information below:

form, CSC scholarship application form directly to the Institute of South-South
Cooperation and Development of Peking University by emails. Here is the email

Applications who fail in qualification review with the Economic and Commercial
Counselor’s Office will not be processed.
If admitted, candidates should prepare two sets of hard-copy application materials
and take them to the Institute of South-South Cooperation and Development upon
registration. None of the materials submitted to the Institute of South-South
Cooperation and Development will be returned.
For documents such as degrees and transcripts, a photocopy with an official stamp
on it issued by the institution where the applicant received his/her degrees is
required. Please also note that all the original certificates must be presented for
on-site verification at the Institute of South-South Cooperation and Development
one the day of registration.

3. Application Deadline

The application deadline for both the master and Doctoral programs is June 7th,
2024.

III Other Important Notes


1.Interview and Admissions
After the application deadline, the Admissions Committee of the Institute of
South-South Cooperation and Development will make an initial round of material
review and select qualified candidates for interviews and written examination.
Based on candidates’ application materials and interview performance, the
Admissions Committee of the Institute will make a comprehensive evaluation of
each candidate and make a final decision whether the candidate is admitted or not.
No explanation will be made regarding admission results.
Admission letters will be sent out by July 2024. They will include necessary
documents for visa processing.
2. Registration
Registration will take place in early September 2024. The exact date will be specified
in the admission letter.
