Natural Capital Accounts in Zambia - A Discussion on the Methodology, Process and Lessons Learned

The depletion of natural capital – including assets like forests, water, fish stocks, minerals, biodiversity
and land – poses a significant challenge to achieving poverty reduction and sustainable development
objectives. Understanding the value of a country's environmental assets is the key to sustainable
development and economic growth.

GPS is working with countries, such as Zambia, to integrate these sustainability considerations into
policies and decision making by providing high quality data and analysis that accounts for environmental
risk and opportunity, and calculates the stocks and flows of natural resources and ecosystem services.

Under the Wealth Accounting and Valuation of Ecosystems (WAVES) program, Zambia completed three
natural capital accounts for forest water and land. These accounts have been further supported under
GPS, and a new Tourism account is now also underway.

This session will discuss Zambia's experiences developing natural capital accounts. Focusing primarily on
the country's water account, the discussion will highlight the development process, challenges faced,
necessary capacity building, and lessons learned.
Speakers

Trevor Kaunda, Permanent Secretary, Monitoring and Evaluation, Ministry of


Finance and National Planning

Trevor Kaunda is the Permanent Secretary at the Ministry of Finance and National
Planning. In the past he held several positions as Permanent Secretary for the
Ministries of Labor and Social Security, Lands and Natural Resources, Energy,
National Development Planning. He was also Permanent Secretary for Management
Development Division at Cabinet Office. Prior to joining Government, Mr. Kaunda
worked in the Insurance and Pensions Industry for 12 years. Upon joining
Government, he was appointed as Director for Social Security at the Ministry of Labor and Social
Security in 2008. In 2012 he was appointed as Permanent Secretary for the Ministry of Labor and Social
Security. He has a Bachelor of Science degree in Mathematics from the University of Zambia and an
executive MBA in leadership and wealth creation from the University of Lusaka.

Melvin Sikazwe, Chief Planner, MWDS

Flora Sikamundenga Simumba, Acting Director, Department of Water Resources


Development, Ministry of Water Development and Sanitation

Flora is an acting Director of the Department of Water Resources Development in the


Ministry of Water Development and Sanitation. She has over 29 years of working for
the government of Zambia. Flora worked in water sector in Zambia in various sub
sectors, such as Water Supply sub sector for rural areas, Water Resources
Management sub sector, Water Board until formation of WARMA, and the Water
Resources Infrastructure development sub sector. She is a member of the SADC Water Technical
Committee and Zamcom Water Technical Committee and holds a Master’s degree in Water Resources
and Environmental Management.
