The Hot Weather is about to commence, the risk probability in factories especially

in Explosives and Ammunition Factories will be increased considerably. HSE Dte, therefore,
prevails the opportunity for a reminder to pay special attention to safety and expects high sense
of realization from all concerned.

2. Following check list and safety measures be followed by all concerned during the Hot
Weather to reduce the intensity of probability of the risk:-

a) Applicable Safety Rules and Regulations, Operating Instructions, Special Rules &
Standing Orders must be displayed prominently in Urdu in all the Buildings /
Shops. Safety Rules be read to all concerned on weekly basis and record be
maintained in the building logbooks.
b) Periodical search of the workforce be made before entering in the process
buildings/work places and record be endorsed in the logbook.
c) Brief lectures in Urdu highlighting the Safety & Fire Hazards due to Hot Weather
may be delivered on each MONDAY morning to the workforce in the respective
shift rooms before the start of work.
d) Permissible limits of humidity and temperature should be maintained in all the
Explosives buildings and storage houses. Artificial humidity may be maintained by
spraying water around the process buildings, if required.
Explosive and man limits should not exceed in any circumstances.
f) Safety devices like Fire Alarms, Drenching and Sprinkler System should be in working
order during work. Its periodical checking and record be maintained for refe re n ce.
g) Fire Fighting and all Safety Equipments be maintained properly for emergency use
and monthly fire drills must be ensured. All static water tanks must be filled with
clean water and be properly covered to avoid any mishap.
h) Antistatic measures to be marked and identified. All A.Ms and Safety Officers
must ensure compliance.
i) Earth pits should be marked and identified. A list of Earth Pits should be available in
A.Ms offices. Pits must be watered on daily basis especially pits for Explosives
Manufacturing / Filling / Storage building to minimize earth resistance.
j) All earth bindings be visually checked daily before the start of work and its entry be
made in the Building / Shop logbooks.
k) Wearing of D.B Clothing and safety protective equipment as specified in the Safety
Rules must be made mandatory by the building incharges.
l) Proper disposal of waste (explosives or non-explosives) be given due attention
to avoid any accumulation in process buildings and surroundings.
m) Explosive Process / Handling Buildings should not to be left un-attended and be
locked during break / after completion of work.
n) Use of un-authorized tools, process materials and appliances be avoided as per
safety rules.
o) Deposits of explosives material dust over Pipes / Machinery is hazardous in any
process building and its cleaning be ensured after the completion of work.
p) Cut Wild Growth / Tree Branches must be removed / disposed off from the
surrounding of process buildings / roadsides, being fire potential.
q) Inflammable materials / waste should not be stored in the open area exposed to
direct sun.
r) All electric motors must be inspected regularly to check any abnormal heating.
s) All Sections / Shops Incharges to check their house keeping general cleanliness
of the following:

i) Plants / shops, machines and equipment, process / services lines, drain


and shift rooms.
ii) Approach roads, tracks, rubbish and swarf bins.
t) Gas Cylinders should be stored in vertical condition under shade. Pressure testing
of Gas Cylinders be ensured and record be maintained.
u) Electric lawn mowers should be maintained and insulated properly before use.
v) During hot weather the risk of the snakebites also increases; therefore, the
workforce detailed for removal of Wild Growth should be instructed to wear
gumboots and gloves etc.
w) Oily rags / explosives contaminated clothes and sweeping be kept separately from
ordinary waste and be disposed off regularly
x) Explosives containers / packed ammunitions be kept at least one foot away from
the walls to ensure proper air circulation.
y) ON / OFF electric switches of the Buildings, Containing Oils, Volatile Matters and
Explosives / Ammunitions, should be outside of the buildings to eliminate the
chance of spark while operating.
