25 Circular 2023
According to the National Education Policy (NEP) 2020, it is critical that children not
only learn, but more importantly learn how to learn. The policy recommends shift
towards competency-based education (CBE) to close the gap in the achievement of
Learning Outcomes. Central Board of Secondary Education (CBSE) has taken several
initiatives for the promotion of Competency-Based Education in the schools affiliated to
the Board.
In this direction, CBSE -Centre for Excellence in Assessment (CBSE-CEA), in
collaboration with Educational Initiatives (Ei), has developed the draft Learning
Frameworks of classes XI and XII for 12 subjects - English, Hindi, Mathematics,
Physics, Chemistry, Biology, History, Geography, Economics, Accountancy, Business
Studies and Computer Science.
The Learning Frameworks comprise explicitly stated knowledge, skills and
dispositions that an education system should try to achieve. These frameworks would
help develop a universally shared understanding among teachers, students and other
stakeholders, and would serve as a benchmark for teaching, learning and assessment
across the CBSE schools in the country at Abroad.
These frameworks present indicators that are aligned to the CBSE curriculum
and the NCERT learning outcomes. They further outline samples of pedagogical
processes and assessment strategies to encourage curiosity, objectivity, creativity with
a view to nurture scientific temper. This framework would be a key resource for
teachers to implement the curriculum better. The effort has been to synchronize
focus on quality education with uniformity in quality of standards across CBSE schools.
CBSE aims to orient teachers to these Frameworks and also collect their valuable
feedback towards improving the frameworks that will later get utilized by schools and
teachers. Towards this end, the Board will hold a consultation webinar for educators of
classes XI-XII across all CBSE schools. The intended objectives of this consultation are
