1. Introduction
1.1 Context
COMPANY operates in the Angolan market in the Oil and Gas business with its headquarters in Luanda.
Operating six FPSOs in the Offshore perimeter in Block 17 and 32.
In the context of operations and maintenance support to telecommunication systems, COMPANY is
requesting through this RFQ a proposal for an expert support on CCTV system of 4 sites on Block 17
namely Girassol, Dalia, Pazflor and Clov.

1.4 Confidentiality
All information communicated by COMPANY during the process of request for quotation shall be
considered as strictly confidential. It shall not be reproduced or communicated with a third party without
the formal agreement of COMPANY.
In the same way, COMPANY makes a commitment to have an identical behavior towards the
CONTRACTOR for any information which would have been passed on to him during the request for
quotation process.

The official language for this RFQ is English.

3. Requirements
One preventive maintenance visit must be carried out annually and remotely with the support of the
local on-board technician, including the 4 FPSOs.
The commercial proposal must include the services/actions for preventive maintenance.
After the remote preventive maintenance, the contractor will release the intervention report sent to
COMPANY.
The CONTRATOR will need to make recommendations on the spare parts required and possible
developments due to material obsolescence.
The CONTRATOR may be required to provide procedures within their scope of support to assist in
the day-to-day maintenance of the Company's local team.

• On Site Preventive maintenance Visit (option)
To complement the preventive maintenance of the remote software, the COMPANY can subscribe to
the optional preventive on-site maintenance visit planned once a year.
This service consists of a visit by the contractor's technical maintenance staff on site, enabling more
exhaustive preventive maintenance tasks to be carried out.
At the end of this preventive maintenance visit, the contractor's technician must produce a Service
Report.
The price of this option shall be calculated according to the following detailed valuation:
If this option is selected by COMPANY, the first visit will be planned according to the availability of
access to the COMPANY site. The exact dates will be mutually agreed between COMPANY and
the contractor and planned (minimum advance period is 5 weeks).
4. Deliverables Summary
Linked to this service, several types of technical documents will have to be delivered, main ones:
• Daily intervention reports (during the annual visit)
• List of the needed spare parts (from the visit annual)
• List of installed equipment by FPSO (from the annual visit)
• Hotline contacts and details (terms, email, web page platform, phone, etc.)
• Sites visit reports
• Maintenance procedures, their frequencies and sequencing
• Initial Customer Debriefing and Final intervention report with recommendations at the end
of annual visit
• Intervention report for each case/ticket created (either local intervention or hotline
intervention)
• Daily rates for additional services

5. Quotation
If the contracted company is not local, COMPANY is in charge of accommodation and meals in
Angola (Onshore and Offshore days).
If the company is contracted locally, it must pay for accommodation and meals onshore, while the
company pays for accommodation and meals offshore.
All mission days are for working, including Saturday, Sundays, and Holidays.

This rate will apply for potential additional days and the day rate will be charged only when working for
COMPANY.
These costs could be used to mobilize the Contractor for unplanned missions due to critical incidents that
cannot wait the yearly visit.

6. Intrinsic Responsibility
It is a CONTRACTOR responsibility to alert COMPANY for eventual inaccuracies in this document that
can impact negatively in the respect of the scope objectives.
In the reply to this scope, the CONTRACTOR has the freedom to propose to the COMPANY alternative
elements with the aim to reach the scope objectives. To be valid, any proposal must be accepted, in
written format, by COMPANY.
The COMPANY shall be responsible for the round-trip transportation of the CONTRACTOR technician
from Base Sonils to the offshore intervention sites.
The COMPANY shall provide accommodation and meals for the CONTRACTOR technician during the
offshore intervention.
The CONTRACTOR shall be responsible for the round-trip transportation of its technician to the main
entrance of Base Sonils.
As part of the proposal, the CONTRACTOR shall take into consideration the following recommendations:
Adhere to the current boarding rules of the company, such as:
✓ HSE Training (12 golden rules) provide by TotalEnergies,
✓ Valid full vaccination certificate, or as alternatively, present a negative COVID-19 test result taken
within 48 hours,
✓ Valid medical certification,
✓ BOSIET (Basic Offshore Safety Induction and Emergency Training).
However, as maintenance activities are numerous and sometimes complex, it may not be feasible to
describe them in detail and exhaustively. It is the responsibility of the CONTRACTOR to collaborate with
the COMPANY in their best description and characterization. The CONTRACTOR is free to propose
alternative elements to the COMPANY in order to achieve the objectives described in this document.
