“RESOLUTION EARNESTLY REQUESTING THE HONORABLE CITY MAYOR, ATTY.


JEFFERSON P. SORIANO TO PROVIDE FUND AMOUNTING TO ONE HUNDRED
THOUSAND PESOS (100,000.00) FINANCIAL ASSISTANCE FOR THE VARIOUS RELATED
ACTIVITIES OF BARANGAY CARITAN NORTE, TUGUEGARAO CITY.”

WHEREAS, Barangay Caritan Norte of this city will be embarking on varied programs,
projects and activities that are related and necessary to the rendition of services to its
constituents.

WHEREAS, these activities were crafted and hereby approved by the officials in consideration
to the varied clamor in the improvement of the operationalization of the barangay.

WHEREAS, despite the willingness of the officials to implement such programs, projects and
activities, the Barangay Caritan Norte cannot afford to therefore, seek the intervention of the
Honorable Mayor, Atty. Jefferson P. Soriano.

WHEREAS, upon review of the subject mentioned to pursue its need for implementation, the
Barangay Council of Barangay Caritan Norte seeks the necessary financial support to the
Honorable City Mayor, Atty. Jefferson P. Soriano.

Now, therefore, be it RESOLVED, as it is hereby RESOLVED, to earnestly request Honorable


City Mayor, Jefferson P. Soriano the amount of One Hundred Thousand Pesos (100,000.00)
financial assistance for the various related activities of Barangay Caritan Norte, Tuguegarao
City.

Adopted this 23rd day March 2022 in Barangay Caritan Norte, Tuguegarao City.

“ RESOLUTION DECLARING THE MEMBERS OF THE COMMUNITS PARTY OF THE PHILIPPINES


NEW PEOPLES ARMY, NATIONAL DEMOCRATIC ( CCP-NPA-NDF) AS PERSONA NON GRATA IN
BARANGAY CARITAN NORTE, TUGUEGARAO CITY"

WHEREAS, Article II of the 1987 Constitution provides for the following state principles and
policies:

1. The Philippines renounces war as instrument of national policy;


2. The maintenance of peace and order, the protection of life, liberty, and property, and the
promotion of the general welfare are essential for the enjoyment by all the people of the
blessings of democracy; and
3. The State shall promote a just and dynamic social order that will ensure the prosperity
and independence of the nation and free all people from poverty through policies that
provide adequate social services, promote full employment, a rising standard of living,
and improved quality of life for all ;

WHEREAS, Executive Order No. 16 Series 2017 adopted the National Security Police 2017-
2022, which calls for the end of all armed threats in the Philippines and recognizes that internal
socio-political stability rests upon healing the rifts that divide the nation by promoting
participatory governance, synergy of government development efforts, and enhancing the
participation and responsibilities of local government units ( LGU) ;

WHEREAS, there is a need to refrain and refocus the government policies for achieving
inclusive and sustainable peace and by recognizing that insurgencies , internal disturbance and
tensions, and other armed conflicts and treats are only military and security concerns, but are
symptomatic or broader social, economic and historical problems, such as poverty, historical
injustice , social inequality, and lack of inclusivity , among other ;
WHEREAS, the City Peace and Order Council of Tuguegarao City as an advocate of peace
and development support in attaining inclusive and sustainable peace and order by reprehending
the possible presence of CPP-NPA-NDF in the City;

NOW THEREFORE , on motion of Pastor Ronald Bunzon , TMEC President , duly seconded
by the members present of the council.

RESOLVE, as it is hereby RESOLVED to declare the members of the Communist Party of the
Philippines, New People’s Army, National Democratic Front ( CCP-NPA-NDF) as PERSONA
NON GRATA in the City of Tuguegarao and endorse the same to the Sangguniang Panlungsod
of the Tuguegarao City for its council.

RESOLVED FINALLY, that a copy of this Council Resolution be forwarded to the concerned
agencies for their information and guidance.

Adopted this 1st day October 2019 in Barangay Caritan Norte, Tuguegarao City.
