1 Introduction
Government of Nepal has planned for fully electrification of all the districts within 2 years. To
achieve this plan, Nepal Electricity Authority has formed different projects for rural
electrification & substation construction projects. The project Taplejung-Panchthar-Ilam-Jhapa
Rural Electrification & Substation Construction Project has been formed for fully electrification
of Ilam, Panchthar & Taplejung district. The Project has already floated tenders for construction
of 11/0.4 kV distribution network in all Taplejung, Panchthar & Ilam districts. For the quality &
reliable supply in different parts of above districts, the project plans to construct 33/11 kV
substations at Phaktanglung, Miringden, Fhalelung, Sandakpur, Mai & Buddhasanti rural
municipalities of Taplejung, Panchthar, Ilam & Jhapa district. The project has also initiated land
acquisition process for the construction of 33/11 kV substation in different rural municipalities.

1.1 Proposed 33/11 kV Lelep Substation


Geographically Taplejung is large district with electrification percentage around 55. Even
thought geographically the district is large, it is now being supplied by only one substation at
Hiti, Phungling. For the reliable and quality supply in Phaktanglung rural municipality, the
project proposed to construct substation at Lelep. This newly planned substation will be supplied
by construct of 33 kV line from Hiti Substation. Three 11 kV outgoing feeders will be planned
from this proposed substation to supply Olanchungola, Ghunsa & Tapethok area of
Phaktanglung rural municipality.

1.2 Proposed 33/11 kV Thukima Substation


For the reliable and quality supply in Miringden, Maiwakhola & Mikwakhola rural municipality,
the project proposed to construct substation at Thukima. This newly planned substation will be
supplied by construction of 33 kV line from Dhungesangu & Hiti Substation. A loop of 33 kV
line will be constructed that will improve the reliable of source for both proposed lelep &
Thukima Substation. Four 11 kV outgoing feeders will be planned from this proposed substation
to supply Miringden, Mikwakhola & Maiwakhola rural municipalities of Taplejung district.

1.3 Proposed 33/11 kV Charibhangyang Substation


Fhalelung & Yangbarak rural municipality of Panchthar are being supplied by Thapathar &
Amarpur 132/33/11 kV substations which are geographically far from these municipalities. For
the reliable and quality supply in those rural municipalities, the project proposed to construct
substation at Charibhanjyang, Falelung. This newly planned substation will be supplied by
construction of 33 kV line by tapping from existing line at Jorpokhari. Four 11 kV outgoing
feeders will be planned from this proposed substation to supply different part of Fhalelung &
Yangbarak rural municipalities of Panchthar district.

1.4 Proposed 33/11 kV Sandakpur Substation


Sandakpur rural municipality is recognize as very attractive tourism places in Ilam district. This
rural municipality is being supplied from Tilkeni 33/11 kV substations which is around 30 km
away from load centre. For the reliable and quality supply in this rural municipalitiy, the project
proposed to construct substation at Maipokhari, Sandakpur. This newly planned substation will
be supplied by construction of 33 kV line by tapping from existing line at Barbote. Four 11 kV

outgoing feeders will be planned from this proposed substation to supply different part of
Sandakpur rural municipalities of Ilam district.

1.5 Proposed 33/11 kV Mai Substation


Mai rural municipality is being supplied from Godak 132/33/11 kV substations which is around
20 km away from load centre. For the reliable and quality supply in this rural municipality, the
project proposed to construct substation at Danabari, Mai. This newly planned substation will be
supplied by construction of 33 kV line from 132/33/11 kV Godak Substation. Four 11 kV
outgoing feeders will be planned from this proposed substation to supply different part of Mai
rural municipalities of Ilam district.

2 Objective
The key objective of this study is to identify the probable 33/11 kV substation that need to be
constructed for the quality & reliable electricity supply in Ilam, Panchthar & Taplejung
district.

3 Methodology and Approach


In order to meet the objective, information & data of existing line and substations has been
gathered from Ilam, Panchthar & Taplejung distribution centres. Data & information
collected from these distribution centres are the main basis of the study. During data
acquisition, many discussions were held with concerned personnel. Topography maps are

used to identify the probable new substations. Site visits are also made to collect the
information of proposed route of 33 kV line, substation location & quality of supply in those
rural municipalities.

General Criteria for Proposed 33/11 kV Substation Location


The general Criteria used during field survey for the identification and selection of 33/11 kV
distribution substation are listed below:
 Shortest distance from the Load Centre & existing substation & 33 kV line.
 Avoid marshy and unstable land area
 Easily accessible
 Avoid construction in the built up area or any permanent structure as far as practicable
 Minimize the forest destruction
 Avoid the negative impact to the environment
