Background

The Global Financing Facility (Health, Nutrition and Population Global Practice)

The Global Financing Facility for Women, Children and Adolescents (GFF) is a multi-stakeholder global
partnership housed at the World Bank that is committed to ensuring all women, children and adolescents can
survive and thrive. Launched in July 2015, the GFF supports 36 low and lower-middle income countries with
catalytic financing and technical assistance to develop and implement prioritized national health plans to scale
up access to affordable, quality care for women, children, and adolescents. The GFF also works with countries
to maximize the use of domestic financing and external support for better, more sustainable health results. The
GFF is squarely focused on prioritizing and scaling up evidence-driven investments to improve reproductive,
maternal, newborn, child and adolescent health and nutrition through targeted strengthening of primary health
care systems – to save lives and as a critical first step toward accelerating progress on Universal Health Coverage
(UHC) and the Sustainable Development Goals (SDGs).

FASTR Rapid-cycle Analytics and Data Use Initiative

Achieving universal health coverage (UHC) requires resilient health systems that utilize timely country-generated
data to monitor health reforms, respond to disruptions in health service utilization, and inform how the health
system adapts to changing needs. Through Frequent Assessment & Health Systems Tools for Resilience (FASTR),
the GFF provides support to country-led efforts to build infrastructure for rapid-cycle service delivery data
collection, analysis, and interpretation to inform actions to strengthen resilient health systems with a four-pillar
approach. This includes (1) analysis of routine health management information system data from DHIS-2, (2)
health facility phone surveys, (3) household and client exit phone surveys, and (4) rapid qualitative and mixed

This consultancy will be focused primarily on pillar two – health facility phone surveys – and pillar three –
household and client exit interviews. This is an exciting opportunity for an early to mid-career research analyst
to engage in innovative survey analysis approaches across over 20 GFF partner countries.

This position can be located in the World Bank’s Headquarters in Washington, D.C., in the World Bank’s Paris
Office, or can be a remote position depending on the location of the consultant.

Objectives of the Consultancy

The consultant will support the FASTR rapid-cycle survey data collection and analysis portfolio in GFF with the
following objectives:

• Supporting and continually adapting data collection, analysis, and visualization approaches that are
scalable and can be replicated by country Ministries of Health who are institutionalizing rapid cycle
approaches to health system measurement
• Maintaining back-end tools and processes in support of a growing multi-country portfolio of
longitudinal health surveys at the health facility and household levels
• Analyzing and communicating complex public health data in a clear and concise way, including
identifying trends and patterns in health systems and integrating data from multiple sources into
simple visuals
• Creating data outputs in relevant formats for the end-user to better integrate into country decision-
making.

Duties and Accountabilities

• Support the maintenance of the data pipeline, including data collection, management, analysis, and
visualization of rapid cycle health systems data.
• Work with GFF country team and collaborate with partners to collect, clean, and maintain high-quality
public health datasets, ensuring data accuracy and consistency.
• Conduct in-depth analysis of public health data to identify trends, patterns, and insights that inform
policy recommendations and development projects.
• Provide expert econometrics and statistical support to analytical products.
• Support the design and validation of survey module additions based on country requests and GFF/WB
priorities.
• Support the creation of compelling data visualizations to effectively communicate complex public
health information to stakeholders, including government officials, policymakers, and the public.
• Participate in cross-country survey research and publication activities
• Assisting with other activities as requested.

Selection criteria

• A Bachelor or Master’s degree in public health, economics, statistics or a related field with a minimum
of 3 years of experience (Masters) or 5 years of experience (Bachelors).
• Advanced skills in statistical analysis software, specifically, a high level of Stata proficiency is required.
• Experience with data manipulation, cleansing, and transformation
• Demonstration of meticulous attention to detail and an ability to work independently on technical
and project management tasks.
• Experience analyzing health survey data is preferred.
• Proficiency in Tableau and/or other visualization software is an asset (but not required).
• An understanding of the public health and RMNCAH-N landscape and the ability to align analysis and
data use efforts with the GFF's strategic goals is preferred.
• Excellent verbal and written communication skills to interact in English with both technical and non-
technical stakeholders.
• French language skills are a strong asset.

Level of effort

This consultancy is expected to require 150 working days from the date of hire through June 30, 2025.
