Saudi Aramco Inspection Procedures (SAIPs)

1. Scope

This procedure establishes the instructions for issuing, revising, and deleting
Saudi Aramco Inspection Procedures (SAIPs). SAIPs are usually considered as
best practices and non-mandatory documents. However, the SAIP will become a
mandatory document if it is referenced in any of the mandatory Saudi Aramco
engineering documents (e.g., SAES, SAEP, and SAMSS). This document also
defines the roles and responsibilities of all entities associated with SAIPs.

Complementary Note: monitoring the implementation of requirements stipulated in


SAIPs shall be performing during plant assessment per SAEP-308 & 372

2. Conflicts and Deviations

2.1 Conflicts

Any conflicts between SAIPs and other applicable Mandatory Saudi Aramco
Engineering Requirement (MSAER) shall be resolved in writing to the relevant
SCC.

2.2 Deviations and Waivers


Where SAIP becomes mandatory (indirectly as mentioned in the scope), direct
all requests to deviate or waive the requirements of SAIPs to the Inspection
Department Director.

5. Instructions

a) Issuance and governance of new SAIP will be primarily the responsibility


of the related SC within Inspection Department based on the scope, and
content in the proposed SAIP.

b) SC refers to existing Standards Committees under Inspection Department


which are Inspection Engineering Standards Committee (IESC), Project
Quality Standards Committee (PQSC), Non-Destructive Testing
Standards Committee (NDTSC) and UAV and Robotics Standards
Committee (UAV & Robotics SC) as well as Throughout this procedure the
SCC means the relevant committee chairman to the subject SAIP.

c) SC shall develop ID SAIP Three-Year Standards Plan and this plan should
be revised annually (refer to Appendix A)

5.1 Creating New SAIP

5.1.1 Proposals to establish a new Saudi Aramco Inspection Procedure should


be directed to relevant SCC for evaluation. The proposal should be based
on the corporate needs for certain assets inspection requirements.
5.1.2 New SAIPs should be developed where inspection requirements are not
addressed in any existing corporate documents and where certain best
practices may enhance plant safety, Integrity, or optimizing inspection
resources.
5.1.3 Relevant SCC shall review the proposals for SAIPs in consultation with ID
Management. If SAIP proposal is accepted, relevant SCC shall identify the
relevant Subject Matter Experts (SMEs) for development and
establishment of contents of the new SAIP.
5.1.4 The initial SAIP draft shall be shared with selected SMEs for a maximum
of 10 working days for review and comments.
5.1.5 The final draft of the procedure shall be shared with the relevant SC
members for a maximum of 10 working days for review and comments.
5.1.6 After resolution of all comments, the draft shall be shared with the
concerned ID Division Head for final review and approval.
5.1.7 Relevant SCC shall send the newly developed SAIP to EK&RD for
uploading on the Engineering Standards Website.
5.1.8 All clarifications, comments or queries related to SAIPs shall be addressed
to the procedure custodian for resolution through CRM system and e-
Standards.

5.2 Revision of SAIP

To revise a new SAIP document, the following shall be implemented:

5.2.1 The SAIPs shall be reviewed every 5 years (or whenever a need arises)
to align the SAIP with industry best practices.
5.2.2 An early revision may be requested if new and better inspection methods,
practices or technologies are available.
5.2.3 The SCC shall collect and review the comments and clarification requests
received pertaining to SAIPs and evaluate the need to revise the same. If
deemed necessary, the SAIPs shall be revised following the sequence
listed in above and revised document shall be uploaded to Engineering
Standards website.

5.3 Deletion of SAIP

To delete existing SAIP document due to obsolescence or superseding by other


MSAER or SAIP documents, the following steps shall be implemented:

5.3.1 In case the inspection requirements in any SAIP are included in any of the
MSAERs or found redundant, the relevant SAIP shall be evaluated for
deletion.

5.3.2 An SAIP may also be converted to an MSAER in the form of SAEP. The
conversion to SAEP requires adherence to the criteria given in SAEP-301.

5.3.3 The requirement for deletion/conversion or merging of SAIPs shall be


evaluated by SCC in consultation with SC members and involved SMEs.

5.3.4 The proposed deletion, conversion or merging of SAIP shall be shared


with the concerned ID Division Head for final approval.

5.3.5 SCC shall coordinate with EK&RD to remove the deleted SAIP from
Engineering Standards website.

6 Roles and Responsibilities

6.1 Standard Committee Chairman (SCC)


6.1.1 Evaluates the need to issue, revise, merge, or delete an SAIP in
accordance with this guideline.

6.1.2 Issues new, revision or deletion of SAIP’s in accordance with the


guidelines of this SAIP.

6.1.3 Assigns SME’s from ID to lead the development, revision, merging or


deletion for each SAIP and obtain approval from ID management.
Identifies required level of engagement from other SA organizations in
developing new or revision of existing SAIP’s

6.1.4 Evaluates and responds to all technical queries received from SA


organizations through CRM system or eStandards.

6.1.5 Presents or assign an SME to present the SAIP draft for approval by ID
Management before publishing on Engineering Standards website.

6.1.6 Coordinates with EK&RD to publish the new or revised version of SAIPs
or to remove the deleted SAIPs.

6.1.7 Prepare ID SAIPs Three-Year Standards Plan

6.1.8 Ensures compliance with the review cycle for each SAIP (maximum 5
years).
