    RE: Just Believe, Inc. 's use of Riverwood Recreation Building

    Dear Mr. Hulse:

    It has come to the Township's attention that your organization, Just Believe, Inc.,
    (hereinafter referred to as "Just Believe" or "organization"), in which you serve as its President,
    has been accessing the Riverwood Recreation Building (hereinafter referred to as "subject
    property" or "premises") beyond the scope of what was authorized by Toms River by Resolution
    in 2019.

    As you are aware, the Township Council passed a Resolution on September 10, 2019,
    which authorized then-Mayor, Thomas Kelaher, to execute an agreement between the Township
    and Just Believe for the purpose of utilizing the subject property as an "emergency warming
    center." (Sec attached Resolution as Exhibit A). Said Resolution provided:

    WHEREAS, Believe seeks to provide an emergency warming center for at­


    risk individuals for Code Blue Services at the Riverwood Recreation Building
    located on Whitesville Road and Riverwood Drive, Toms River, New Jersey:

    WHEREAS, the use of the emergency warming center shall commence


    November 1, 2019 and terminate on March 31, 2020, where at-risk
    individuals may enter the facility during a Code Blue Alert or a State of
    Emergency beginning December 1, 2019. (Exhibit A)
