MONITORING AND EVALUATION

I. OBJECTIVES:
1. Identify definition and application monitoring and evaluation in
education.
2. Appreciate the importance of M&E in plans and program/projects.
3. Organize and idea about M & E, its importance and use.

II. INTRODUCTION:
M & E stands for Monitoring and Evaluation. It refers to the
measurement of the performance of an organization, a program, a project,
or an individual. Monitoring is the continuing and systematic process of
collecting, analyzing, interpreting and reporting information relevant to
planning, implementation, evaluation and adjustment of plans, policy,
programs and projects in support of decision making of management and
key stakeholders to improve delivery of outputs and sustainability of
results. It explains the efficiency and effectiveness of operations.
Evaluation is the process of determining the worth or significance of the
outputs and results in terms of: efficiency, relevance, effectiveness and
sustainability consistent to the regional goals and objectives set. Based on
Deped Order no. 24 series 2022, the role of M&E is very effective or
beneficial in achieving the goals and objectives of the Department of
Education.

III. LEARNING CONTENT:


DepEd Order no. 24 s. 2022 – Basic Education Development Plan 2030
 serve as blueprint for DepEd in the next decade in formulating,
implementing, coordinating, monitoring, evaluating, and supervising
policies, plans, programs, and projects in the areas of formal and
nonformal basic education

Importance of BEDP 2030


 to ensure timely decisions and improvements or adjustments in the
BEDP are undertaken.
 to facilitate immediate response to operational bottlenecks and
external issues that may affect the efficient and effective
implementation of BEDP strategies.
 will serve as the platform for integration and collaboration between
and among DepEd offices and stakeholders
 puts into operation a systematic process for collection, collation, and
analysis of key education data and information that will allow
DepEd’s decision makers, implementers at each DepEd governance
level, and other stakeholders to collectively appreciate both
achievement and challenges in the basic education sector.
 to facilitate decision making for a more relevant and responsive
delivery of basic education services

Framework in Importance of M & E
 ensure that the agency's plans, policies, systems, and processes are
geared towards the achievement of organizational and learner
outcomes.
 set the performance measures of the agency where all operating
units are expected to contribute.
 guide DepEd bureaus, services, regional and schools’ division
offices, schools, and learning centers in developing their respective
M&E plan;
 define the roles and responsibilities of DepEd operating units in the
M&E system and processes. BEMEF further supports the
institutionalization of a results- based M&E system which will provide
DepEd with informed and evidence-based
decision-making and policy development process, as well as
improved allocation and management of government resources, for
improved transparency and accountability, in the basic education
sector.

 Monitoring – explains the efficiency and effectiveness of operations


 Evaluation – provides information on the benefits achieved

Role of M&E

 to determine whether or not the Program meets set objectives,


outputs, and desired outcomes.
 helps identify gaps and weaknesses in the Program so that timely
and appropriate adjustments and interventions are made to bring
the Program back on track.
Types of M & E
1. Monitoring – a systematic and objective assessment of an on-going
implementation of plans, programs, project or major activities. E.g.
DepEd Program Management Information System
2. Results Evaluation – an evaluation approach that focuses on
measuring the realization of results.
3. Process evaluation – determines the effectiveness and efficiency of
implementation processes and systems.

Monitoring Tool - instruments used to collect information during the


conduct of monitoring and evaluation.

Sample:
M & E Plan - a document that provides guidance on the purpose and
process of conducting monitoring and evaluation of any programs,
policies, projects, office mandates, and activities. This contains scope and
purpose of M&E, data collection and management plan, data analysis plan,
and M&E results reporting, dissemination, and utilization.

How to develop a monitoring and evaluation plan?


I. Purpose - The M&E Plan is a document that provides guidance on
the purpose and process of conducting M&E of any programs,
policies, projects, office mandates, and activities. Establish your
rationale of M&E of school PAPs and explain why it is necessary.
Discuss legal references. Cite your expected organizational and
learner outcomes.
II. Specific Objectives - Enumerate the School M&E Plan’s objectives
for the year in relation to your AIP. Begin with a one-line
introductory statement.
III. Scope - Discuss the coverage of the plan in terms of
implementers, beneficiaries, timelines, budget, deliverables, etc.
IV. Data Collection Management - (Discuss the M&E activities to
undertake in the first paragraph. Identify also the modality to use
(online, onsite, or blended). In the second paragraph, explain the
process of data gathering, and give a brief overview of the tools
to use. In the last paragraph, describe
how the collected data will be organized, and who are the people to
manage and keep such data for analysis later.

V. Terms of Reference - Determine specific roles and responsibilities
of people to be involved in the M&E. Explain here the importance
of individual roles and teams towards successful M&E. The school
head is the Chairperson, and other team/committee members
may be designated or created. Existing Project Teams may be
included, together with the SPT and the SGC. Be able to explain
how members or teams will communicate with one another to
ensure collaboration and accountability of results.
VI. Schedule of M&E – Outline the agreed schedule of regular
monitoring, and post-implementation evaluation. In reference to
the SIP [which is in School Year], the M&E should be scheduled
from BOSY to EOSY. Highlight the frequency of monitoring. It
should be included in the local school calendar.
VII. Data Analysis Tools - Discuss the process of analyzing gathered
data [statistically or using software], and how they will be
presented [e.g. graphical, tabular, pictorial, etc. Likewise, identify
who will be primarily responsible in processing specific groups of
data. Decide whether to adopt existing M&E tools and/or develop
your localized tools (e.g. checklist, survey questionnaire,
interview schedule, etc.]. Explain the parts of the tools and how
they will be employed.

VIII. Financial resources - Discuss here the funding requirements—the
sources and estimated amounts. You may present here a
tabulated computation whenever possible.
IX. Reporting, Dissemination, & Utilization - Discuss how to and who
will prepare specific reports. Written reports of all Project Teams
must be consolidated into a single M&E report at the end of all
M&E activities which
should be kept in the SBM corner, displayed in conspicuous areas
of the school, and included in the SRC. Other plans for
dissemination and utilization of report/s should be explained here,
and tabular presentation/s may be added.

M & E system – a set of organizational structures, management


processes, standards strategies, plans, indicators, information systems,
reporting lines and accountability relationships which enables offices
across governance levels to perform their functions effectively.

IV. VOCABULARY WORDS:

national, regional, school division, or school levels in charge of
providing directives and determining strategies to achieve agency
performance targets

V. SUMMARY:
Monitoring and Evaluation (M&E) is a crucial aspect in various
organizations, programs, projects, and individual performance
assessment. It helps in measuring the effectiveness and efficiency of
operations, as well as determining the worth or significance of outputs and
results. In the context of the Department of Education (DepEd) Order no.
24 s. 2022, the Basic Education Development Plan (BEDP) 2030 serves as
a blueprint for the next decade, ensuring timely decisions, improvements,
and adjustments. The Basic Education Monitoring and Evaluation
Framework (BEMEF) is essential for DepEd's decision-making process and
policy development, as it provides informed and evidence-based guidance.
The roles of M&E include contributing to improved governance,
being development-oriented, undertaken ethically, utilization-oriented,
methodologically sound and appropriate, operationally effective, and
shared responsibility. Monitoring tools are instruments used to collect
information during M&E, while an M&E plan guides the process of
monitoring and evaluating programs, policies, projects, office mandates,
and activities. To develop a monitoring and evaluation plan, one must
consider the purpose, specific objectives, scope, data collection
management, terms of reference, schedule of M&E, data analysis tools,
financial resources, and reporting.

VI. CONCLUSION AND RECOMMENDATION:


Monitoring and evaluation are a good and vital tool to assess the
end-product of each and every project or plan. Let us remember that this
is not only applicable in the field of education but even among other fields
and expertise. With monitoring and evaluation time will be more
beneficial, finances will be maximized and the end result
is assured. We have to embrace or accept the truth that sometimes the
planning and creating part of any projects or proposals are both good, we
are good planners and conceptualizers, but we failed in the monitoring and
evaluation. The reason maybe is because the result cannot be predicted or
we have lost the energy and passion during the process.
Through this discussion we were able to determine the importance and
effect of monitoring and evaluation, that projects are not only good at
start but also to strive until its completion with the best quality and
outcome. Yes, it is good that we begin good and best but we must also
assure that it will meet its goals and objectives at the end. Simply
because planning, monitoring and evaluation is properly conducted and
observed.
