BUDGET
Is a systematic method of allocating financial, physical, and human resources to
achieve strategic goals.
Companies develop budgets in order to monitor progress toward their goals, help
control spending, and predict cash flow and profit.

BUDGETING
Is the translation of programs, projects and activities into their resource
requirements which are expressed in monetary financial terms.
It allocates resources to specific actions deemed necessary to achieve
predetermined objectives.
Additionally, a time element is introduced within which resources are made
available and activities are to be carried out.

STEPS ON BUDGETING PROCESS


STEP 1
Identification of programs, projects and activities to be implemented during the
budget period. These are largely drawn from the planning process wherein specific
interventions are formulated to respond to problems and issues and/or to attain specific
targets.
STEP 2
Identification of resources – manpower, financial, physical and other resources
required to carry out the programs, projects, and activities and the quantities for each
resource.
STEP 3
Costing of resources which would translate the resource requirements into their
monetary values.

STEP 4
Preparation of the budget in accordance with the mandated form and content
spelled out in guidelines issued for this purpose.
STEP 5
Securing official authorization to allocate and use resources.
DEVELOPING MONITORING AND EVALUATION SCHEME

Monitoring and Evaluation


- is a document that helps to track and assess the results of the interventions
throughout the life of a program.
- it is a living document that should be referred to and updated on a regular basis.
Why develop a Monitoring and Evaluation Plan?
- It is important to develop an M&E plan before beginning any monitoring activities
so that there is a clear plan for what questions about the program need to be
answered.
- It will help program staff decide how they are going to collect data to track
indicators, how monitoring data will be analyzed, and how the results of data
collection will be disseminated both to the donor and internally among staff
members for program improvement.

Steps In Monitoring and Evaluation Plan


Step 1
Identify your evaluation audience.
- Identify who the evaluation audience or stakeholders are. The evaluation
audience include the people or organizations that require an evaluation to be
conducted.
Step 2
Define the evaluation questions.
- Evaluation questions should be developed up-front, and in collaboration with the
primary audience(s) and other stakeholders who you intend to report to.
Evaluation questions go beyond measurements to ask the higher order questions
such as whether the intervention is worth it or could if have been achieved in
another way.
- “When framing your outcome-focused evaluation questions, keep them open-
ended. Eg. "To what extent did..."
Ex. To what extent did the project meet the overall needs?
Was there any significant change and to what extent was it attributable to the
project?
How valuable are the outcomes to the organisation, other stakeholders, and
participants?
Step 3
Identify the monitoring questions.
- In order to answer evaluation questions, monitoring questions must be developed
that will inform what data will be collected through the monitoring process.
- Monitoring questions are quite specific in what they ask, compared to evaluation
questions.
- The monitoring questions will ideally be answered through the collection of
quantitative and qualitative data.
Step 4
Identify the indicators and data sources.
- To identify what information, you need to answer your monitoring questions
(indicators) and where this information will come from (data sources). It is
important to consider data collection, in terms of the type of data and any types
of research design. Data sources could be participant themselves, or people’s
homes (eg. audit of lighting types) or metering, or even literature. You can then
decide on the most appropriate method to collect the data from the data source.
Step 5
Identify who is responsible for data collection and timelines.
Step 6
Review the M&E plan
- It is advisable to assign responsibility for the data collection so that everyone is
clear of their roles and responsibilities.
- Collection of monitoring data may occur regularly over short intervals, or less
regularly, such as half-yearly or annually.
Finally, go through this checklist. Does your M&E plan:
• Focus on the key evaluation questions and the evaluation audience?
• Capture all that you need to know in order to make a meaningful evaluation of
the project?
• Only asks relevant monitoring questions and avoids the collection of
unnecessary data?
• Know how data will be analyzed, used and reported?
• Work within your budget and other resources?
• Identify the skills required to conduct the data collection and analysis?
