RULES AND REGULATIONS

AS FORMULATED AND AMENDED

BY

Information

1. Eligibility:
(a) Only bonafide students pursuing a full time course of study in a
college/P.G. Department and below 25 years of age, as on 1st of July of the
academic year in which youth festival is held, shall be eligible to participate in this
Festival.
(b) Not more than 7 years have elapsed since a student passed the examination
qualifying him/her for first admission to degree or diploma course of a University of a
college.
(c) Further students can participate for one year more than the normal length of the
academic Programme which he/she is belong.
(d) A student employed on full time basis shall not be eligible to participate.

2. Strength of Contingent:
Maximum 40 per colleges/Department
Note-Accompanists would perfectly be the student.
However outsiders may be allowed if suitable students are not available.
At the most 8 outsider accompanists are allowed, who will be included
in the contingent of 40.

3. Contingent In-Charge:
Participating College/Department shall send a maximum of two persons as contingent
in-charge, who will maintain a liaison with the organizing committee of the University.
Lady contingent leader is essential for female participants. Officials will be included in
the contingent of 40.

4. Identity Cards:
Identity Cards with photographs signed by the appropriate authorities of the
respective College/Department should be carried by the participants.

5. Discipline & Disqualification:


It is expected that all participants will maintain the dignity and decorum of the Festival at
all times if the behavior of any contingent is found contrary to the objectives of the
Festivals or if any participant of the team is found ineligible, the university may take
suitable action against member concerned and a college/Department team may be
debarred from participating in future Youth Festivals for one year.

Rules & Regulation

1. Cultural events of one Act Plays, skits, Mime, Group Song (Indian) & Fine
Arts of the Youth Festivals would require to project fundamental values
of Indian Culture by displaying values, oriented towards the unity and integration of our
country, integrity, truth, devotion, loyalty etc, with particular reference to Indian cultural
heritage. Such values may half eliminate obscurantism, religious fanaticism, violence,
superstition and fatalism.
2. The items included in different events their timings and the number of participants and
accompanists fixed for the inter collegiate Youth Festivals are the same for all the zones
as also for the National Youth Festivals.
3. The Chief Organizer/Co-ordinator (Events) may reschedule and pre announce
programme on account of any sudden development.
4. The team will participate in the order decided by draw of lots by the organizers.
5. It will be the responsibility of the contingent leaders to ensure that the team reports for
various events as per the time and order, announced by the organizers.
6. The participants must bring their own musical instruments or other special items
required for different items. The accompanists, if required, will have to be arranged by
the participating items to the extent to maximum possible limits indicated.
7. A participant who has performed three times in the inter collegiate Youth Festival for
Solo items will not be allowed. A certificate to this effect is to be obtained from team
manager.
8. Pre-recorded music (tape, cassette etc) shall not be permitted under the items of Folk
Dance and Classical Dance and Creative Dance.
9. Three copies of a brief note mentioning theme of the items to be presented by the
participants, must be submitted to the Convenor of the university at least 3 days prior to
the start of the Youth Festival.
10. The participants who are unable to participate in the Youth Festival due to some valid
reason may be substituted by not mores than two participants in the items of Group
Songs, Folk Dances & Theatre events. The university should be intimated accordingly
well in advance with a certificate/application duly authorized by the Principal/H.O.D.
11. The script for items like one Act Play, Skit, Mime, Group Song, Monolog. Mono-acting
etc. should have the prior approval of the committee constituted for the purpose. Hence
it should be forwarded to the university at least 5 days before start of event.
12. It is not guaranteed that the winning team will automatically, find a berth in the university
team for inter-university competition. The final teams and items to be presented at the
Inter-University Competition will be selected by judges/University Selection Committee
only. How ever final decision to the effect rests with the university.
13. Surajben Family Trust, Ford House, Anand Running Trophy will be awarded to Winners
institute (General Champion-ship).
14. Late Purushottamdas Chotabhai Patel, Nawa Ghara VASO Running Trophy will be
awarded to Runners-up institute (General Runners-up).
15. For deciding winner and Runners-up, the following procedure will be followed.

17. Certificates for securing First and Second Position in each item will also be awarded.
18. No Member Including unofficial of a participating team shall interfere with the conduct of
Youth Festival or any event of the Youth festival and shall not enter into argument with
the supervising officials of the organizing officials, nor they question the Judgement of
the Judge(s). A participating team however has every right to lodge a written protest on
any point on which it feels agreed but in that case the procedure as laid down in the
rules shall be strictly followed.
19 . No official /Participant of any college/Department shall go to the press on any
controversial issue, Those violating this clause shall be liable to disciplinary action
which may be to the extent of debarring the Concerned college/ department official /
participant from participation in the Inter Collegiate Youth Festival for a period as may
be determined by the University.
20. For consideration of award of points for General Championship in each and every item
at least five teams or participants (individual items) must have actually participated in
the competion however if there are less than five participants or teams first , Second
and third position certificates will be awarded to the winners.

CLASSICAL VOCAL SOLO


(HINDUSTANI/KARNATIK)

1. Only one entry per college/department is allowed.


2. Time for setting is maximum 5 minutes.
3. Maximum number of accompanists is two.
4. Item can be presented in either Hindustani or Karnatik Style
5. Time allotted for item is not less than 08 minutes and more than 10 minutes for each
style. A maximum grace timing of 30 seconds will be permitted. After the stipulated
maximum grace time, the performer will be disqualified.
6. Cinema songs are not allowed under this item.
7. Sufficient thought and care must be exercised in choice of Raga and composition.
8. Judgment will be based on the qualities like swear, Tal, Selection of Raga Composition
and general impression.

CLASSICAL INSTRUMENTAL SOLO


(PERCUSSION TAL VADYA)
1. Only one entry per college/department is allowed.
2. Time for setting is maximum 5 minutes.
3. Maximum number of accompanists is two.
4. Participants must bring their own instruments.
5. Item can be presented in either Hindustani or Karnatik Style.
6. Time allotted for item is not less than 08 minutes and not more than 10 minutes. A
maximum grace timing of 30 seconds will be permitted, After the stipulated maximum
grace time, the performer will be disqualified.
7. Judgment will most likely be based on the qualities like Tal, composition and general
impression.
CLASSICAL INSTRUMENTAL SOLO
(NON- PERCUSSION- SWAR VADYA)
1. Only one entry per college/department is allowed.
2. Time for setting is maximum 5 minutes.
3. Maximum number of accompanists is two.
4. Participants must bring their own instruments. Casio not allowed.
5. Instruments of western origin adopted to the Indian Raga System are allowed.
6. Item can be presented in either Hindustani or Karnatik Style.
7. Time allotted for item is not less than 08 minutes and not more than 10 minutes. A
maximum grace timing of 30 seconds will be permitted After the stipulated maximum
grace time, the performer will be disqualified.
8. Judgment will most likely be based on the qualities like Swar, Tal, Selection of Rage,
composition and general impression.

LIGHT VOCAL
(INDIAN)
1. Only one Vocalist per college/department is allowed.
2. Time for setting is maximum 2 minutes.
3. The number of accompanists would not be more than two.
4. Duration of the song shall be between 4 to 6 minuets. A maximum grace timing of 15
seconds will be permitted. After the stipulated maximum grace time, the performer will
be disqualified.
5. only Non-Film Song/Geet/Ghazal/Bhajan, Shabed and Abhangas can be presented.
6. Judgment will be made on the qualities like Swar, Tal, Composition and general
impression etc.
WESTERN VOCAL SOLO
1. Only one entry per college/department is allowed.
2. Time for setting is maximum 2 minutes.
3. The number of accompanists would not be more than two.
4. Duration of the song shall be between 4 to 6 minutes A maximum grace timing of 15
seconds will be permitted. After the stipulated time, the performer will be disqualified.
5. Language of the song shall only be English.
6. Judgment will be made on the qualities like composition Rhythm, coordination and
general impression etc.
GROUP SONG
(INDIAN)
1. Only one entry per college/department is allowed.
2. Two group songs will be presented by the same teem out of which one will be a folk
Song and another will be patriotic.
3. Maximum number of Singers in a group can be six , Maximum number of accompanists
playing instruments shall be 3.
4. The group songs should be taken from, Indian songs which can be of any regional
language.
5. No film song should be presented as group song.
6. Maximum time allowed for the group song is 10 minutes which does not include setting
time. Maximum grace timing of 15 seconds will be permitted. After the stipulated grace
time the performer will be disqualified. The setting time for a group shall not exceed 4
minutes.
7. Judging of this item will be on the basis of quality of singing only and not on make-up,
costumes and actions of the team.
GROUP SONG
(WESTERN)
1. Only one entry per college/department is allowed.
2. Maximum number of Singers in a group can be six , Maximum number of accompanists
playing instruments shall be Three.
3. The group songs should be taken from, English Language.
4. Maximum time allowed for the group song is 10 minutes which does not include setting
time. Maximum grace timing of 15 seconds will be permitted. After the stipulated grace
time the performer will be disqualified. The setting time for a group shall not exceed 5
minutes.
5. Judging of this item will be on the basis of quality of singing only and not on make-up,
costumes and actions of the team.

FOLK ORCHESTRA

1. Only one entry per College/ Department is allowed.


2. The team shall consist of up to 12 participants.
3. The group can consist of all boys or all girls or combined.
4. Duration of performance will be a minimum for 7 minutes and maximum for 10 minutes.
5. This dose not include setting time, which shall not be more then 5 minutes.
6. Up to three professional accompanists are allowed who should be in different dress
from the student participants to that they could be easily identified.
7 They will sit/stand separately from the participants and will not lead the team. Team
may present preferably those folk tunes which are recognized as folk tunes of the state
to which the University belongs.

FOLK/ TRIBAL DANCE


(INDIAN)
1. Only one entry per college/Department is allowed.
2. Maximum number of participants allowed per team is ten. The team may consist of all
boys, or girls or a mixture of both.
3. The number of accompanists permissible is five.
4. The dance can be either primitive or a folk dance (Indian style) but not a classical one .
5. Duration of the dance should not be more then 10 minutes. A maximum
Grace timing of 15 seconds will be permitted. After the stipulated grace time,
The performer will be disqualified.
6. Three copies of a brief note giving the theme and the text of the song if any, is to be
submitted along with the entry form of the time of registration .
7. The participating team, will be responsible for removal of their sets, properties etc.
immediately after the completion of their performance.
8. Judgment will be based on the basis of Rhythm, Formation, Expression, Costumes,
Make-up Sets and Overall Effect.
9. Time for Sets/instruments setting is maximum 5 minutes.
10. Pre- recorded music like Tape , Cassettes etc. shall not be permitted under Folk/Tribal
Dance.

CLSSICAL DANCE
(INDIAN)
1. Each college/department can send only one entry.
2. The classical dance can be from any of the approved schools of dances, such as
Kathak, Kathakali, Bharat Natyam, Manipuri,Kuchipudi, Mohinfattam and odissi etc.
3. Each participant will be allowed up to 15 minutes including time for predation ,exit etc. A
maximum grace time, the performer will be disqualified.
4. Maximum three accompanists are permissible.
5. Judgment will be based basically on the qualities like Tal and Technique, Rhythm,
Abhinay or expression, Costumes ,Footwork and General impression etc.
6. Three copies of a brief note on the description of dance story involved in it ,if any , and
of the accompanying song .if any with its meaning in Hindi or English must be submitted
at the time of registration .
7. Pre-recorded music like Tape, Cassettes etc. shall not be permitted under Classical
Dance.

QUIZ
1. Each college/department can send a team of three persons.
2. There will be a written preliminary round and tams will be selected for the Finals.
3. The finals will be oral and /or audio-visual question also .
4. The specific rules regarding evoluation procedure time to reply a particular answer and
the type of round will be given before the actual start of the competition.
ELOCUTION
1. Each college/department shall nominate only one participant for the Elocution
Competition. The language of presentation shall be either Hindi or English . Each
participant shall have a maximum of Five Minutes for presentation. A maximum grace
timing of 15 seconds will be permitted. After The stipulated grace time the performer
will be disqualified. A warning bell will ring at the end of four minutes. The topic for the
Elocution will be informed 24 Hrs. in advance.
DEBATE
Each college/department will represented by two debaters one will speak For while
another will speak against the motion . Medium of expression will be Hindi or English
.Also the topic for the debate will be informed 24Hrs . in advance. Each Debater will be
allowed to speak for maximum five minutes.
ONE ACT PLAY
1. Only one entry shall be accepted from each college/department.
2. The duration of the play should not exceed 30 minutes. A maximum grace timing of 45
seconds will be permitted. After the stipulated maximum grace time, the performer will
be disqualified. Time will be counted as soon as the signal is given or the team starts
giving the introduction which ever is earlier. Empty stage to empty stage to be followed
strictly. For stage setting and removal of set and properties up to 10 minutes will be
given after taking charge of the stage.
3. The number of participants should not exceed nine and maximum number of
accompanist should not exceed three.
4. The participating teams shall bring their own set/stage property, make up material etc
.Light and general property may be provided on advance information.
5. The play may be in Hindi, English or any regional language of India. In case the
language is regional one (except Gujarati) the synopsis of the play with translation in
English or Hindi must be submitted to the incharge of the competition 3 days before the
start of the event.
6. The participating team must report to the incharge of the competition at least two hour
before, the presentation of the play.
7. Judgment will most likely be based on the qualities of the play like theme, work on
acting stage craft, total design and general impression etc.
SKITS
1. Only one entry per college/department will be allowed.
2. Maximum number of six participants are allowed to participant in this item.
3. Maximum time allotted for each team is 10 minutes.
A maximum grade timing of 15 seconds will be permitted. After the stipulated grace time
performers will be disquieted.
4. Use of make-up drapery and background music is allowed.
5. No personal remarks aspersions character assassinations etc is allowed.
6. Participating team should give three copies of names of the participants. along with
language of presentation at least 2 hours before presentation.
7. The item will be judged basically on the qualities like theme, work an acting stage craft
total design deign and general impression.
8. Vulgarity or bitter insinuations in presentation should be avoided. Only innocent satire or
humor is expected.

MIME
1. Only one entry per college/department will be entertained.
2. Maximum number of six participants are allowed to participant in this item.
3. Maximum time allotted for each team is 5 minutes.
A maximum grass timing of 5 seconds will be permitted. After the stipulated grace time,
the performers will be disquieted.
4. Judgment will most likely be based on qualities like idea, creativity of presentation use
of make- up, costume, musk and general impression.
5. Mukabhinaya or Mime is acting without words it is an art which expresses through
Gestures, Postures and Facial Expressions. it portrays ideas, Themes or tells a story
through Physical movements only. A mime actor or Mukabnineta does not any objoct or
Stage properties for acting.
6. With good power of observation, imagination, sense of time variation of movements,
style of presentation and theme can give a scintillating Mime performance.
MIMICRY
1. Each students artists shall be given five minutes.
2. Participants may mimic sound of machine and speeches of well known persons etc.
including film personalities.
3. Only one entry from the College/Department.
4. Marking will be based on
(i) Skill imitating.
(ii) Variety of sound and voices imitate
(iii) Presentation.
ON THE SPOT PAINTING
1. Each college/ department will be represented by one participant.
2. Item will be conducted on the Spot and the participants will be requested to do painting
on the subject given by the in-charge(s) of the competition.
3. Duration will not be more than 2 hours 30 minutes.
4. Size of the painting will be half imperial size drawing paper i.e. 22 inches by 15 inches.
5. Painting can be done in oil, water, poster or pastel colors..
6. Candidates will bring their own material like brushes, paints, etc. Only the paper/sheet
will be provided by the university.
COLLEGE
1. Each College/Department will be represented by one participant.
2. Item will be conducted on the spot, and the participants will be required to prepare
collage on the subject given by the in charge(s) of the competition.
3. Duration will not be more than 2 hours 30 minutes.
4. Material for preparation of college will be given by the university such as paper,
magazines/ journals etc. The participants are required to bring their own of scissors and
adhesive and required material for the contest.
POSTER MAKING
1. Each college/department will be represented by one participant.
2. Item will be conducted 'On the Spot' and the participants will be requested to do poster-
making on the subject given by the in charge(s) of the competition.
3. Duration will not be more than 2 hours, 30 minutes.
4. Candidates will bring their own material like brushes, Colors etc.
5. Only the paper/sheet will be provided by the university.

CLAY MODELLING
1. Each college/department will be represented by one participant.
2. Item will be conducted on the spot.
3. Duration will not be more than 2 hours, 30 minutes.
4. Clay will be provided by the University.
5. Topics and other specific rules shall be announced on the spot.
RANGOLI
1. Each college/department will be represented by one participant.
2. Duration will not be more than 2 hours, 30 minutes.
3. Required material should be brought by the participant only.
This art is known differently in various regions such as Mandha, Alpana, Alekghan,
Kolam, Rangoli etc. For this the medium and form for expression could be free hand,
Pictorial, descriptive.
4. The participants shall to prepare a rangoli within the spec Provided by the University.

CORTOONING
1. Each College/department will be represented by one participant.
2. Item will be conducted on the spot on the given subject/idea.
3. Duration will not be more than 2 hours, 30 minutes.
4. Participants shall bring their own materials, Paper/Sheet will be provided by the
university.

SPOT PHOTOGRAPHY
1. A college/ Institution can send one participant.
2. The participant has to bring his/her own digital camera of not more than 12 mega pixels.
3. The digital camera should have a memory card which will be formatted by the judges
before the commencement of the contest.
4. The time will be 2.30 hours.
5. The participant has to capture 5 photographs on the theme announced on the spot by
the judges.
6. No mixing, matching or morphing of photographs will be permitted.
7. Software such as Photoshop etc. for enhancing images not permitted.
8. The organizers will have all rights for the use of these pictures as and when they deem
fit.
9. Digital images are evaluated on the basis of (i) IMPACT. (II) COMPOSITION, (III)
TECHNICAL QUALITY and (IV) SUITABILITY for the specific theme,
10. The additional instructions will be announced on the spot.

Installation
1. There will be four participants from each College/department.
2. No accompanists are allowed.
3. Installation has to done on the given theme with the help of articles provided on the
spot.
4. Minimum time of completion of the installation is 2 hrs.
5. Maximum of 2 hrs and 30 min time will be allowed.
6. The installation will be judged on imagination, contemporary idea and originality.
7. More instructions will be given at the spot of the enent.

IMPORTANT

The participants are requested to carefully, study the rules and regulation for the various
events, given in this booklet, the decision of the judges appointed for different events shall be
final and binding upon all.
