Bulletin of Information & Rule Book for Zonal/Inter-Zonal Youth Festival

INTRODUCTION

The Youth Festivals are organized with the objective of bringing together the youth from
different colleges/institutions of the state. The festivals provide them opportunities to develop the
traits of mutual understanding, co-operation, brotherhood and patriotism as well as an outlet for
their creative activities. To achieve these objectives, Department of Students' Welfare organizes
Zonal and Inter-Zonal Youth Festivals. The Colleges/ Institutes, affiliated to and maintained by
Maharshi Dayanand University Rohtak are divided into two zones, namely Faridabad-Jhajjar and
Rohtak-Sonipat Zone. The Zonal Youth Festivals are organized at Zonal level, which are followed by
the Inter-Zonal Youth Festival.

GENERAL CONDITIONS OF ELIGIBILITY IN YOUTH FESTIVALS:

a) Participation in the Zonal/Inter-Zonal Youth Festivals is open only to bonafide/ regular


students of maintained/affiliated Colleges/Institutes of the University, University Teaching
Departments and Institute of Law and Management, Gurugram.

b) He/She must have paid the Youth Welfare Fee.

c) Ph.D. students will not be eligible.

d) The upper age limit on 1st September of the Academic year will be 25 years.

e) In order to encourage greater participation, no student shall be allowed to participate in


more than four of the Events under Sections A to D (Event No.1-21). Also a student who has already
participated FIVE TIMES during the previous Zonal/Inter Zonal Youth Festivals of M.D. University,
Rohtak shall not be allowed to participate in coming festivals.

f) The Principal/Director of the concerned College shall be responsible to ensure that there is
nothing causing violation of rules, vulgar, obscene or objectionable in any of the events presented by
the students of his/her College/Institute. In case of UTD, the D.S.W. will be taken as
Principal/Director for all purposes.

g) The Principal of the concerned College will be responsible for ensuring that participants are
medically/mentally fit.

h) There will be three positions (prizes) i.e. 1st, 2nd and 3rd in each event at Zonal level and
Inter-Zonal Youth Festivals. In case of tie among the teams, the best award of two judges will be
considered to decide the position.

I) The first, second and third position holders of all the events at Zonal Level Youth Festival will
participate in the Inter Zonal Youth Festival.

j) The Inter Zonal Youth Festival will be organized by the Students' Welfare Department as per
venue decided by the Youth Welfare Committee.

k) No ignition/fire material will be used in any item.

COMMITTEE FOR ZONAL /INTER - ZONAL YOUTH FESTIVALS :

The Convener-Principal will convene the meeting of the concerned zones in which the
organizational issues may be discussed. The related material and rules and regulations will be
supplied by the Convener-Principal to all colleges which will be available from the Students' Welfare
Department well in advance. There will be two Committees for the smooth conducting of the Zonal
Youth Festival namely :

(i) Result Compilation Committee: It will consist of Convener-Principal, Organizing Secretary


and three Principals of the Zone alongwith Director Youth Welfare or Nominee. At least two
Principals must be present at the time of compilation of result.

(ii) Jury of Appeal: It will consist of Convener, another three Principals of the Zone alongwith
Director Youth Welfare or nominee.

(iii) The committees for Inter-Zonal Youth Festival will be constituted by the Dean Students
Welfare with the faculty of campus and Zonal Youth Festivals' Organizers.

JUDGES FOR THE FESTIVAL:

The panel of judges will be supplied by the Students' Welfare Department duly approved by
the Vice-Chancellor. The Convener-Principal will invite the judges out of the panel under intimation
to the Director Youth Welfare. The TA/ DA of the judges will be paid as per University rules and the
decision made by the Youth Welfare Committee. If any judge does not turn up well in time, the
Principal can appoint the judge in consultation with the Department of Students' Welfare.

The announcement of the result will be made on the last day of the festival after compilation
of the result by the Result Compilation Committee.

SUBMISSION OF RELATED MATERIAL:

As soon as the Zonal Youth Festival is over, the Convener of the Zonal Youth Festival must
supply the following material/documents to the Director Youth Welfare through a special
messenger:

a) The entry forms of the participating Colleges/Institutes in original.

b) Soft copy of consolidated result along with hard copies (in triplicate) along with the original
result sheets of the judges.

c) Income and Expenditure Statement duly verified by Auditor/Bursar/C.A. and countersigned


by the Principal.

d) Utilization certificate of grant-in-aid signed by the Principal.

e) All Paintings, photographs, posters and cartoons of the recommended and commended
participants of Fine Arts Section shall be retained by the host institution.

f) A set of CDs (coverage programme) along with a set of still photos with album.

IMPORTANT INSTRUCTIONS

1. The team will compete in the order decided by the Organizers.

2. It will be the responsibility of the Contingent Incharge to ensure that the team(s) report for
the various events as per the time and order announced by the organizers to save the
valuable time on each day of the function. If a team/individual participant does not turn up
according to the scheduled programme, the next team/individual participant will be invited
for performance. The team/individual participant not adhering to the scheduled programme
strictly, cannot claim the participation as a right.

3. The decisions of the judges in all Events of the Festival shall be final and binding on the
participants/participating colleges / Institutes.

4. The participants, volunteers and students will not flock around the stage.

5. The time schedule of an Event will be governed only by the watch/Clock of the time keeper,
authorised by the organisers.

6. The participating teams and their Incharges will remain daily at the venue from starting to
closing of the function.

7. No ignition/fire material will be used in any item. However Lantern, Candle and Aggarbati
may be allowed as per need of the event.

8. Any help or handing over/supply of the properties appeared on the stage during the
performance of an item on the stage would be treated as participation i.e would be counted
as team member and, therefore, invite disqualification of the event. No animal/bird should
be used on the stage during performance.

9. In case of Inter-Zonal Youth Festival, the amount of the DA will be disbursed to the
students/participants daily in the afternoon, only to actual payee. The Contingent/Teacher
Incharge will come with their students for verification and countersign the DA proforma.

10. No participant(s) shall be allowed any individual benefit in future/further events, in case
his/her/their team or group had been disqualified on account of violations of rules in any
event.

11. The Convener shall be responsible for arranging fire fighting equipments at the
functions/pandal.

12. Every College/Institute has to submit two soft copies of their entries in MS-Word to the
Organizing Principal (Convener Zonal Youth Festival) of the Fest (CD / Pen Drive).

13. A grace time of 15 seconds in individual events and 30 seconds in group events will be
provided if time exceeds. It will also applicable if the time shortens.

14. The best team of the Zonal Youth Festival will be awarded Rs. 21,000/-. This amount will be
paid by the organizers out of grand in aid provided by Department of Students’ Welfafre. The criteria
to decide the best team is as under :-

1st in Group Event = 5 Points 1st in Individual Event = 3 Points

2nd in Group Event = 3 Points 2nd in Individual Event = 2 Points

3rd in Group Event = 2 Points 3rd in Individual Event = 1 Points

Note : The points of Best Actor/Best Actress will not be Added in total points.

Some More Important General Instructions :

a) Recorded Music is not allowed in the events of dances.

b) Mime can be presented with recorded music.

c) In one-act-play, recorded music can be played but in that situation this process will
be counted as one of the accompanist i.e. recorded music + two accompanists will be
allowed.

d) The above provision as mentioned at (c) will also be applicable in One-act-Play (Skt.)

e) During performance, any kind of damage to the infra-structure/facility provided by


the organiser will be direct responsibility of the college/Instt. concerned.

RECEIPT OF ENTRY FORMS AND FEE:-

1. Entry fee for Zonal Youth Festivals from all the Colleges/Institution shall be Rs.3000/- having
strength up to 1000 students and Rs. 5000/- having above 1000 students. This shall apply
even if a college participates in one event or even does not participate. The entry fee is
mandatory. The Executive Council vide its Reso. No. 87 dated 22-12-2014 has approved that
the entry fee will be deposited to the Director Youth Welfare alongwith Youth Welfare fee &
Holiday Home fee in the starting of the session.

The Principals/Directors shall ensure that risk and medical certificates on the prescribed
proforma (supplied by Deptt. of Students' Welfare) of all the participants of their
college/Institute before the entries are sent. Neither the convener nor the University shall
be responsible for any loss on account of the participation.

2. The Entries concerning the accompanists, Entry forms must indicate the nature of his/her
duty such as playing an instrument-sitar, Tabla, Dholak etc. or assisting in make up or stage
setting etc.

3. In the Inter-Zonal Youth Festival organized by the University, the team declared first, second
and third in particular event (group/individual) at Zonal level Youth Festival would only
participate. For this the Principal concerned will send the entry complete in all respects and
duly signed to the Director Youth Welfare at least a week before the commencement of the
Inter-Zonal Youth Festival.

4. The participants who are unable to participate in the Inter-Zonal Youth Festival due to some
valid reasons, may be substituted by not more than two participants in group events only.
Necessary information about this change must be supplied five days before the
commencement of the festival, with a certificate duly authorized by the Principal. In case of

Zonal Youth Festivals this change in entry forms will be permitted in the individual as well as
the group events, provided the particulars of the substitute are supplied to the Zonal
Convener two days before the commencement of the Zonal Youth Festival. No change in
individual event will be made in case of Inter Zonal Youth Festival.

CONTINGENT INCHARGE

1. Each College/Institute must appoint a member of the staff are male and one female as its
Contingent Incharge. A Lady teacher should be appointed as the second Contingent-
Incharge in case the contingent consisting of boys and girls.

2. The Contingent Incharge will act as its Liaison Officer between the Convener/Organizer of
the Festival and their Contingents. They will be responsible for the Supervision and
discipline of their respective contingents and also reside on the Campus of the venue.

IDENTITY CARDS

1. All the participants should keep their College Identity Cards duly signed by the
Principal/Director of the College/Instt. concerned during the Zonal and Inter-Zonal Youth
Festivals.

2. In case of the Inter-Zonal Youth Festival, the Department of Students' Welfare will also
arrange to supply blank Identity Cards to the concerned Principal/Director for the
participating students. The Identity Cards should be duly filled in and signed by the
Principal/Contingent Incharge. It should also carry a passport size photograph of the
participant attested by the Principal of the College/Dean Students Welfare as the case may
be. The participants shall have to keep both the cards with them during the Inter-Zonal
Youth Festival.

3. In the Inter-Zonal Youth Festival, entry shall not be allowed to a participant without the
Identity Card.

4. No person other than the participants, accompanists, volunteers and organizers will be
permitted to stay in the Youth Festival Campus.

5. Entry to the venue of the festivals shall be regulated by the convener. Free entry is not a
matter of right.

RULES AND REGULATIONS

1. Indian Classical Music (Vocal) :

i) A College/Institute may enter one participant only.

ii) Time allotted not less than 8 minutes and not more than 10 minutes.

iii) Maximum number of accompanists is two.

iv) Cinema/publically released songs are not allowed.

v) Harmonium shall be allowed only for tonal accompaniment and not for playing of
tune.

vi) Judgment will be based on the qualities like Swara, Tal, selection of Raga,
Composition and general impression.

2. Indian Classical Music (Instrumental) Percussion:

i) A College/Institute can enter only one participant.

ii) Time allotted not less than 8 minutes and not more than 10 minutes.

iii) Maximum number of accompanist is one.

iv) Participants must bring their own instruments.

v) Harmonium is allowed for accompanying only, not as a main instrument.

vi) Judgment will be based on the qualities like Tal, selection of Raga, Composition and
general impression.

3. Indian Classical Music(Instrumental) Non-Percussion:

i) A College/Institute can enter only one participant.

ii) Time allotted not less than 8 minutes and not more than 10 minutes.

iii) Maximum number of accompanist is one.

iv) Maximum no. of accompanist is one

v) Participants must bring their own instruments.

vi) Harmonium is allowed.

vi) Judgment will be based on the qualities like Tal, selection of Raga, Composition and
general impression.

4. Light Music Vocal (Ghazal/Geet/Bhajan)

i) A College/Institute can enter only one participant.

ii) Time allotted for Event is not less than 4 minutes and not more than 6
minutes.

iii) Maximum number of accompanist is two.

iv) Only Non-filmi composition can be presented. Publically released (non filmi)
composition are not allowed.

v) Judgement will be based on the qualities like Voice Swara, Tal, selection of Raga,
Composition and general impression.

vi) The theme should not be cheap or vulgar.

5. Folk Song ( Traditional Haryanvi)

i) A College/Institute can enter only one participant.

ii) Time allotted for Event is not less than 4 minutes and not more than 6
minutes.

iii) Maximum number of accompanist is two.

iv) Only Non-filmi composition can be presented. Publically released (non filmi)
composition are not allowed.

v) Judgement will be based on the qualities like Voice Swara, Tal, Composition and
general impression.

vi) The theme should not be cheap or vulgar.

6. Group Song (General) :

i) A College/Institute can send only one team of not more than six members.

ii) Time allotted is not less than 8 minutes and not more than 10 minutes, excluding the
setting time.

iii) The setting time for a group will not be more than 4 minutes.

iv) Cinema songs and publically released recorded tunes are not allowed.

v) Maximum number of accompanists for playing instruments will be three.

vi) Judgment will be based mainly on the quality of singing and not on make-up,
costumes and action of the team.

vii) A team has to present two songs, one patriotic and another being a folk song.

7. Qawwali :

i) The theme of Qawwali shall be based on National Integration and communal


Harmony. Out of two compositions, one will be based on the theme of National Integration
and Communal Harmony.

ii) Each University will be allowed to send one team of 10 students either male or
female or both.

iii) Three accompanists (musicians) will be allowed.

iv) The duration of performance will be 12-15 minutes.

v) The teams will be required to bring their own musical instruments.

vi) The Judgment will be based on theme, concept/idea, quality of singing, musical
accompaniment; costumes etc.

vii). The judgement of the judges will be final and binding to all the teams.

viii). Qawwali from films shall not be allowed.

8. Western Vocal Solo:

i) Each College/Institution can send one participant.

ii) The number of accompanists should not be more than two.

iii) Time allotted is not less than 4 minutes and not more than 6 minutes.

iv) Language of the song shall only be English.

v) Judgment will be made on the qualities like voice, composition, rhythm, co-
ordination and general impression etc.

9. Western Instrumental Solo:

i. A participant shall play western music on any percussion or non-percussion


instrument.

ii. The duration of the performance is minimum 6 and maximum 8 minutes. The
computation of time shall start immediately after the final announcement by the organizers.

iii. Maximum 2 accompanists are allowed.

iv. The participant is to perform any one genre/style or fuse various genres/styles of
western music.

v. Three minutes of setting time will be given to each participant.

10. Group Song (Western):

i) A College/Institute can enter only one team comprising six singers boys, girls or
both.

ii) Maximum number of accompanists playing instruments shall be three.

iii) Language of the song shall only be English.

iv) Time allotted for Events is not less than 8 minutes and not more than

10 minutes.

v) Judgement will be based on the quality of singing only and not on makeup, costume
and actions of the team.

vi. The dress code will be white shirt and blue trousers/ jeans.

11. Orchestra (Haryanvi):

i) A College/Institute may enter only one team of not more than 9 members, who may
be boys, girls or both.

ii) Time allotted is not less than 8 minutes and not more than 10 minutes which does
not include setting time, which shall be not more than 5 minutes.

iii) Three accompanists are allowed who should be in different dress from the students
participants so that they could be easily identified and they will not lead. They will sit
separately from the participants.

iv) Only Haryanvi Folk Instruments i.e. Sarangi, Bean, Bansali(Folk Flute), Algoja, Ektara,
Dutara, Banjoo, Nagara, Dholak, Gharva, Tumba, Damroo, Chimta, Khartal,
Manjire,Dhup,Clarnet, Dhapli Wooden (not Khanjri) are allowed and other instruments
which are termed as Haryanvi Folk Instruments. Harmonium is allowed.

v) Locomotive action (moving from place to place) is not allowed.

12.Group Song (Haryanvi) :

i) A College/Institute can send only one team of not more than six members.

ii) Time allotted for the event is minimum 6 minutes and maximum 8 minutes.

iii) Maximum three accompanists are allowed.

iv) Cinema songs and publically released recorded tunes are not allowed.

v) Maximum number of accompanists for playing instruments will be three.

vi) Judgment will be based mainly on the quality of singing and not on make-up,
costumes and action of the team.

vii) The use of properties should be discouraged.

viii) The theme should not be cheap or vulgar.

ix) The group song should consist of Haryanvi dialect with Haryanvi Folk tunes.

13. Sing for Parents/Teachers/Soldiers :

i) A College/Institute can send only one team of not more than six members.

ii) Time alloted is 4 to 5 minutes. Excluding the setting time.

iii) The setting time for a group will not be more than 2 minutes.

iv) Cinema songs and publically released recorded tunes are not allowed.

v) Maximum number of accompanists for playing instruments will be three.

vi) Judgment will be based mainly on the quality of singing and not on make-up, costumes and
action of the team.

vii) The use of properties should be discouraged.

14. Classical Dance :

i) A College/Institution can enter only one participant in one of the styles of Classical
Dances i.e. Bharat Natyam, Kathak, Orissi, Manipuri, Kuchhipuri, Kathkalli etc.

ii) Time allotted is not less than 12 minutes and not more than 15 minutes.

iii) Three accompanists are permissible.

iv) Judgment will be based on the qualities like Tal, Technique, rhythm, and abhinaya of
expression, costumes, Footwork and general impression.

v) Recorded music is not allowed.

15. Group Dance(General) :

i) A College/Institute can enter only one team of not more than 10 students i.e. 8
Dancers and 2 Play back singers. Team may consist of boys, girls or both.

ii) Duration of the Dance should not less than 8 minutes and not more than10 minutes.

iii) The number of accompanists permissible is three.

iv) All Group Dances, other than the Group Dance(Haryanvi) shall be treated as Group
Dance(General).

v) Judgment will be on the basis of formation, rhythm, expression, co-ordination,
costume, make-up and overall effects.

vi) No individual will be adjudged as Best Dancer.

vii) The participating teams will be responsible for removing of their sets/properties
immediately after the completion of their performance.

viii) The team presenting Group Dance and opting religious mythological and traditional
theme and using any religious idol/statue/portrait/photo is strictly advised to maintain the
dignity of the religious emotions and grace of the same failing which team will be
disqualified.

ix) The use of any stage-set should be discouraged.

16. Folk Dance (Group )

i) The group dance shall be of Haryanvi style, such as Dhap, Ghumer, Khoria and Phag
Dance etc.

ii) A College/Institution can enter only one team of not more than 12 students i.e. 10
dancers and 2 play back singers. The team may consisting of boys, girls or both

iii) Duration of dance should not less than 8 minutes and not more than 10 minutes.

iv) The number of accompanists permissible is three.

v) Judgment will be based on Choreography, music, costumes, make-up, coordination


and overall effect.

vi) No individual will be adjudged as Best Dancer.

vii) The participating teams will be responsible for removal of their sets/properties
immediately after the completion of their performance.

viii) The use of any stage-set should be discouraged.

17. Solo Dance (Male) :

i) A College/Institution can send one team of two male participants (one dancer+one
singer)

ii) Maximum three accompanists are allowed.

iii) The time allotted for the event is minimum 4 minutes and maxmimum 6 minutes.

iv) The theme should not be cheap or vulgar.

18. Solo Dance (Female) :

i) A College/Institution can send one team of two female participants (one dancer+one singer)

ii) Maximum three accompanists are allowed.

iii) The time allotted for the event is minimum 4 minutes and maxmimum 6 minutes.

iv) The theme should not be cheap or vulgar.

19. Mimicry :

i) A College/Institution can enter one participant.

ii) Each participant will be given maximum 5 minutes time but not less than 3 minutes
for the performance.

iii) Participants may create mimicry sound of machines and speeches of well known
persons etc. including film personalities.

iv) Marking will be based on :

(1) Skill of imitation.

(2) Variety of sound and voices imitated; and

(3) Overall Presentation

20. One Act Play :

i) A College/Institute can enter only one team of not exceeding 9 participants. The
team may consists of boys, girls or both. In case the College/Institution not having co-
education, the male students can play the role of female ones.

ii) The duration of play is not less than 25 minutes and not more than 30 minutes.
Time will be counted as soon as the signal is given or the team starts giving the introduction,
whichever is earlier. For stage setting and removal of set and properties upto 10 minutes
will be given after taking charge of the stage.

iii) The participating team shall bring their own set/stage property and make-up
material. Lighting and general property such as ordinary furniture may be provided on
advance information.

iv) The play can be in any recognized Indian language or English. Musical plays such as
Opera/Belle will not be permissible.

v) The play can be One Act Play or portion of a full length play. There shall be no
raising or lowering of the curtain in between the One Act Play.

vi) Judgment will be based on the qualities of play like theme, work on acting, stage
craft, total design and general impression

vii) There will be separate recommendation for Best Actor and Best Actress.

viii) Smoking and drinking on the stage is not permissible, unless the purpose is to
display its deleterious effect.

ix) It is hereby impressed upon the Principals to screen thoroughly the scripts of the
One Act Plays to be staged. It should be ensured that the play is free from any political
overtones of blatant propaganda. In general, current social themes suited to the occasion
and taste of the audience should be preferred.

x) The participating team must report to the Incharge of the stage atleast an hour
before the presentation of the play.

xi) The numbers of accompanists are three only, including the teacher/ senior student if
he/she acts as accompanist either giving oral support in form of song/dialogue or plays any
instrument.

Note : The Principals/Directors of Colleges/Institutions may appoint various


teachers or senior students as Director of various theatre events. Such Director may be
paid honorarium at par with the rates of honorarium fixed for accompanists etc. out of
their A/Fund or Youth Welfare Fund.

21. One Act Play(Sanskrit) :

i) The play can be a One Act Play or portion of a full length play but there must be only
one scene in both the cases without raising or lowering the curtain. The play can be in prose
or verse but it should not be a musical one.

ii) The duration of play is not less than 15 minutes and not more than 20 minutes.
Time will be counted as soon as the signal is given or the team starts giving the introduction,
whichever is earlier. For stage setting and removal of set and properties upto 10 minutes
will be given after taking charge of the stage.

iii) In case of traditional/classical Sanskrit plays, due attention to be paid to the


traditions and rules governing such plays and no substantial additions or alterations are
made. New plays of modern writers, however, may not necessarily be staged according to
the old traditions or Sanskrit dramaturgy.

iv) Clauses i to iii and vi to xi as mentioned in Event No. 14 i.e. One Act Play are
applicable to Sanskrit Drama also.

22. Mime :

i) Only one entry for College/Institution will be entertained.

ii) Maximum number of six participants are allowed.

iii) Time allotted for each team is not less than 4 minutes and not more than 5 minutes.

iv) The participants will bring their own instruments where required.

v) Maximum two accompanists are allowed.

vi) Judgment will be based on qualities like ideas, creativity of presentation, make-up,
consume, music and general impression.

23. Skit (Haryanvi):

i) Only one team per institute will be allowed.

ii) Maximum numbers of six participants are allowed to participate in this item.

iii) Maximum time allotted for each team is 8 to 10 minutes.

iv) Use of make-up, drapery and background music is allowed. No personal remarks,
aspersions, character assassination etc. is allowed.

v) Participating team should submit three copies of the synopsis of the of Skit along
with language of presentation (Haryanvi) on the day of registration. It shall be submitted to

the judges at the time of performance and the marks will be awarded for the
shaping/presentation of synopsis. The synopsis should be prepared/written in Haryanvi
dialect.

vi) The item will be judged basically on the qualities like theme, work on acting, stage
craft, design and general impression.

vii) Vulgarity or bitter insinuations in presentation should be avoided. Only innocent


satire or humour is expected.

24. Elocution:

The rules and regulations may be on the pattern of AIU as following.

i) Each Institute will be represented by one speaker.

ii) Medium of Expression will be Hindi or English.

iii) Each speaker will be allowed to speak for maximum five minutes.

iv) Subject/Topic of Elocution will be announced before 24 hours.

v) The performance will be judged in one language.

vi) The item shall be prose or poetry and not song.

vii) The sequences of speakers will be decided by a draw of lots

25. Poetic Recitation (Hindi):

i) A College/Institution may send one participant.

ii) The contents of the poem should not be vulgar or cheap.

iii) Each participant shall be allowed not less than 3 minutes and not more than 4
minutes.

26. Poetic Recitation (Punjabi):

Rules in Event No. 23 are applicable for this Event.

27. Poetic Recitation (Urdu):

Rules as in Event No. 23 are applicable for this Event.

28. Poetic Recitation (English):

Rules as in Event No. 23 are applicable for this Event.

29. Poetic Recitation (Haryanvi):

i) A college/Institute can send one team of one participant only.

ii) The contents of the Poet should not be vulgar or cheap.

iii) Each participant shall be allowed not less than three minutes and not more than four
minutes.

30. Debate(Hindi) :

i) A College/Institution can send one team comprising of 2 speakers boys, girls or both.

ii) The medium of expression will be Hindi. One speaker shall speak for the motion and
the other against. It must be intimated to the Stage Secretary before the commencement of
the competition.

iii) The subject of the Debate will be announced 24 hours before the programme and
the participants shall speak after drawing lots to decide, who is to speak first, second and so
on.

iv) The time allotted to each participant is not less than 4 minutes and not more than 5
minutes.

v) Only two best speakers one for the motion and other against the motion will be
recommended from each zone.

vi) The first speaker will be the leader of the house and he/she also wind up the
Debate.

31. Debate (English) :

i) A College/Institution can send one team comprising of 2 speakers boys, girls or both.

ii) The medium of expression will be English. One speaker shall speak for the motion
and the other against. It must be intimated to the Stage Secretary before the
commencement of the competition.

iii) The subject of the Debate will be announced 24 hours before the programme and
the participants shall speak after drawing lots to decide, who is to speak first, second and so
on.

iv) The time allotted to each participant is not less than 4 minutes and not more than 5
minutes.

v) Only two best speakers one for the motion and other against the motion will be
recommended from each zone.

vi) The first speaker will be the leader of the house and he/she also wind up the
Debate.

32. Declamation in Sanskrit :

i) A College/ Institution can enter only one speaker.

ii) The time allotted to a speaker is not less than 4 minutes and not more than 6
minutes.

iii) The Youth Welfare Department will send the topics well in advance.

iv) Paper reading will not be allowed.

33. Sanskrit Shaloka Recitation :

i) A College/ Institution may send one participant for this Event.

ii) Time allotted to reciter is not less than 3 minutes and not more than 4 minutes.

iii) The contents of Shaloka should not be vulgar or cheap.

34. Quiz

i) Each Institute can send a team of three students.

ii) The medium of the Quiz will be English only.

iii) There will be a written preliminary round for screening purpose in case more than
six turn up.

iv) Only six teams shall be selected for the final contest.

v) If there is any tie amongst the teams in the preliminary round, then decision shall be
taken through a special oral bout amongst the tied teams only.

vi) The Quiz will be based on the General Knowledge of the World including all streams.

vii). The specific rules regarding evaluation procedure, time to reply a particular answer and the
type of round will be given before the actual start of the competition.

viii). The decision of Quiz Master will be final regarding the correctness of the answer.

35. On the Spot Painting:

i) Each College/ Institution can send one participant.

ii) Painting will be 'On The Spot'. The subject of the painting will be landscape, portrait
or composition which will be given by Organizer/ Judges.

iii) Size of the painting will be half imperial size drawing paper / canvas i.e. 22” x 15”,
which will be got signed by the Organizers/Judges before the start of the competition.

iv) Painting can be done in oil, water, pastel, poster colours.

v) The competitors shall bring their own material as per need including drawing board.

vi) Two hours and 30 minutes shall be allowed to each participant.

36. Poster Making (Commercial Art) :

i) Each College/Instt. can send one participant

ii) Event will be conducted 'On The Spot' and the participants will be required to do
Poster Making on the subject given by the Organizer/Judges.

iii) Participants will bring their own material including drawing board. The blank sheet
will be signed by the Organizer/Judges before the start of competition.

iv) Duration will not be more than 2 hours 30 minutes.

37. Rangoli :

i) Each College/Instt. can send one participant.

ii) Event will be conducted 'On the Spot'.

iii) Duration will not be more than 2 hours and 30 minutes.

iv) Participants will bring their own material. This art is known differently in various
reasons such as Mandna, Alpana, Alekhan, Kolam, Ranglli etc. For this the medium and form
for expression can be free hand , pictorial and descriptive.

v) Only one medium shall be used - Poster Colours or Flower Petals or Saw-dust or
pulses or rice without pasting Rangoli Colours.

vi) The Participants shall have to prepare a rangoli within the space provided by the
orgnizers/judges.

38. Clay Modeling :

i) Each College/Instt. can send one participant.

ii) The subject will be some portrayl or object/theme.

iii) Event will be conducted on the spot.

iv) The competitors shall bring their own material as per need including drawing board.

v) Duration will not be more than 2 hours and 30 minutes.

39. Collage :

i) Each College/Instt. can send one participant.

ii) The topic of the collage will be announced 24 hours before the commencement of
the event.

iii) Event will be conducted on the Spot on the given topic/subject, sheet size 22” x 15”.

iv) Duration will not be more than 2 hours 30 minutes.

v) Participants are required to bring their own materials including drawing board.

vi) The Organizers will not supply blank drawing sheet and sticking paste.

40. Cartooning:

i) Each College/Instt. can send one participant.

ii) Event will be conducted on the spot on the given subject/idea.

iii) The Cartoon must be original.

iv) Cartoon from Magazine, Newspapers and other printed material will be rejected.

v) Duration will not be more than 2 hours 30 minutes.

vi) Participants shall bring their own Material. The size of drawing sheet/paper will be 22"x15".

41. Best out of Waste :

i) Each College/Instt. Can send one participant.

ii) The topic of the event will be announced 24 hours before the commencement of
the event.

iii) Event will be conducted on the Spot.

iv) Duration will not be more than 2 hours 30 minutes.

v) Participants are required to bring their own Waste material for operating event.

vi) Participants will use only the waste material which will be examined by judges
before start.

42. Photography:

i) A college/Institution can send one participant.

ii) The participant has to bring his/her own digital camera. Participant shall also bring
data cable to transfer the images into judges computer for judgement purpose.

iii) The digital camera should have a memory card which will be formatted by the
judges before the commencement of the contest.

iv) The time limit will be 2.30 hours.

v) The participant has to capture 5 photographs on the theme announced on the spot
by the judges.

vi) The additional instructions will be announced on the spot.

vii) Digital images are evaluated on the basis of

1) IMPACT

(2) COMPOSITION

(3) TECHNICAL QUALITY and

(4) SUITABILIY for the specific theme.

viii) Photography on Mobile Phones is not allowed.

ix. No mixing, matching or morphing of photographs will be permitted.

x. Software such as photoshop etc for enhancing images not permitted.

43. Mehandi

i. The due credit will be given on originality, creativity, decorative art with aesthetic
sense.

ii. use of hand print, any kind of mold and any kind of decorative material is not
allowed.

iii. The participant has to bring its own Mehandi and other materials required for it.

iv. The total duration for completing painting shall not exceed 2 ½ hours.

v. The Mehandi must be extended to the palmer side forearm with minimum six inch
length.

vi. The participant has to draw the Mehandi on palmer side of both hands of the model.
The model should be the student of the same university.

viii. Each participating institute/university can depute only 1 student participant.

AWARD OF CERTIFICATES AND PRIZES

In M.D.U. Inter Zonal Youth Festival, the sectionwise trophies & overall trophy are
now being replaced by two awards i.e. i) winner trophy + Rs. 51,000/- . ii) Runner up trophy +
Rs.31,000/-. These awards will be given to the College/Institute whose preformance will be overall
Best in all events as per criteria decided by the Youth Welfare Department. The Runners up award
will be given to the College/Institute at 2nd Position. These awards will be announced at the
Valedictory Function of IZYF. The trophies will be given at the time of Valedictory Function & the
Prize Money will be disbursed at the time Cultural Bonaza against APRs duly signed by
Principal/Director concerned.

JUDGMENT AND APPEALS

1. Jury of Appeal (It may consist of Convener-Principal, Organizing Secretary and three
Principals of the zones or nominee of Students' Welfare Department, if required. In case of Inter-
Zonal Youth Festival, the Advisory Board will Act as Jury of Appeals. The Director Youth Welfare will
have the privilege to appoint an Observer also, who can be a member of the Jury of Appeals. In case
of any representation/ protest/complaint from an Institution/Zone, the member concerned on the
Advisory Board shall not participate while deciding that particular case of the concerned
College/Institution/Zone.

2. The participant/contingent-incharges are requested to carefully study/peruse the


rules and regulations for the various events. The decision of the Judges appointed for different
events shall be final. It is expected that their judgement will be respected/honoured. In case of any
dissatisfaction, the matter may be referred to the Jury of Appeals. The protest, if any, should be
lodged with the Convener within one hour of the end of the competition of the concerned event.
No protest, whatsoever, shall be entertained on matters regarding the judgement. Protest can be
entertained on the matters relating to the violation of rules or improper conduct of contest along
with a protest fee of Rs. 1000/- This fee will not be refunded unless the Jury of Appeals has upheld
the protest. No appeal shall lie against the decision of the Jury of Appeals.

The Participation in Inter University Youth Festivals :

1. Every year, the inter university youth festivals are being organized by any of
university of our concerned zone. AS per rules of AIU a contingent of only 49 delegates
including two teacher-in-charges and 6 to 9 professional accompanists are allowed to
represent the university. After the completion of Inter Zonal Youth Festival, the office

compiles a team of 40 delegates in this way so that we can represent in maximum events
with the allowed strength of students participants.

2. Usually and as per approval of Youth Welfare Committee, the first prize winning
team of IZYF is selected for the participation in AIU North Zone Youth Festival.

3. Mainly two major events i.e. folk dance and one act play are selected to be the part
of contingent with a count of 21 students and 3 to 6 accompanists. 3 to 4 best performing
students of Fine arts section and two members of winning team of debate in literary sections
for each are selected for the participation of their prize winning events.

4. A team of group song consisting of 6 students is also considered for the


participation.

5. In this way, a group of 39 students with 9/10 more members i.e. 2 teacher-in-charge
(one male+one female) and 7/8 accompanists is selected for effected and respectable
participation in AIU North Zone Youth Festival.

6. The team compiles with the principle participants of above mentioned events has to
perform the rest of events in the event-list of AIU North Zone Youth Festival.

7. After this the possibilities are explored that in which events these students can
represent our university with a competitive performance.

8. The number of accompanists are also limited so these accompanists may perform
commonly for the participating events.
