According to the existing procedure laid down in the GO’s cited, the
Retired Government Servants may opt to receive their first
Pension/Gratuity/Commutation Value of Pension from any place in the State
where they wish to settle permanently after retirement. Every pensioner has to
open a exclusive Separate Savings Bank Account for drawal of Pensionery
Benefits with any Bank Branch of their choice and furnish the Savings Bank
Account Number to the concerned Sub Treasury Officer/Assistant Pension
Payment Officer in the form given in Annexure-I of Appendix-II annexed to
G.O.Ms.No. 213, Finance and Planning (FW.PSC) Department, dated
19-12-1997. Moreover, according to the Pension Application and other forms
prescribed in G.O.Ms.No. 263, Finance & Planning (F.W.&PSC) Department,
dated 23-11-1998, the Government Servants prior to their retirement from
service are required to indicate the name of Pension Disbursing Authority and
name of the Pension Paying Bank, in which Pensions are to be deposited
(Column-6 of the Application, that is at Sub-Treasuries in the Districts/JD,PPO,
Hyderabad in Twin Cities). Further according to Government Orders terminal
benefits, such as Family Benefit Fund/Group Insurance/Encashment of Earned
Leaves/General Provident Fund, are paid to Retired Government Servants by the
office where he retired through the concerned Treasury/PAO only.

2. In the reference 4th cited, the Director of Treasuries and Accounts has
reported that there are number of bogus payments, fraudulent drawals and
double payments and Retired Government Servants are facing much problems in
getting “Anticipatory Pension and Gratuity Certificate’’ at the time of drawing
First Pension/Gratuity/Commutation Value of Pension. In the references 4th to
6th cited, the Director of Treasuries & Accounts, A.P., Hyderabad, A.P. Treasuries
Services Association Hyderabad and A.P. State Govt. Retired Employees
Association, Hyderabad have requested the Government to issue necessary
orders for the First payment of Pension/ Gratuity/Commutation Value of
Pension, new Cases only from the place where the Govt. Servant Retired.

3. The Government after careful examination of the matter decide to

make Payment of First Pension/Gratuity/Commutation Value of Pension
(New Cases only) to the retired Government Servants from the last station,
Service,, instead of anywhere in State. The Pensioner
where he retired from Service
can transfer the PPO immediately on receipt of First Pension to any place
in the State according to existing.

4. The Accountant General Andhra Pradesh, Hyderabad is advised to issue

P.P.O./GPO/CVP in the name of the concerned STO through DTO in
Districts/JD,PPO, Hyderabad in the Twin Cities where he retired from service
even the Retired Government Servant opted other than the last station.

5. The Departments of Secretariat and all the Heads of Departments are

requested to issue necessary instructions to the Departmental Officers under
their control to keep the above orders in view before forwarding the Pension
Papers to the Accountant General, Andhra Pradesh, Hyderabad.

6. These orders shall come into force with immediate effect. The Memo is
