O R D E R:
In the Government Order 1st read above, orders were issued
constituting Ninth Pay Revision Commission by appointing Sri C.S. Rao,
IAS., (Retd) as Pay Revision Commissioner. In the Government Order 2nd
read above, additional terms of reference of the Pay Revision
Commissioner were laid down.
2. The Ninth Pay Revision Commission submitted its report to
the Government on 05.12.2009 and recommended inter-alia that
periodical instructions are being issued by the Govt., for expeditious
settlement of pension cases. Pension Adalat was also constituted to
attend to the grievances of pensioners. Further, Govt., also issued orders
in G.O. Ms. No. 365, Finance (Pension. I) Dept., dt.11-11-2008
constituting an officers committee to go into the problems of pensioner.
Further, in G.O. (P) No. 61, Finance (PSC) Department, dated
25/3/2006, it was instructed that the Pension Adalat Officer
appointed by each Secretariat Department shall be made
responsible to attending the hearings of Lok Adalat Bench for
pension cases based on the information received from the Lok
Adalat Bench for Pension cases pertaining to the pending cases of
their Department. If there is any delay at the Finance Department
level for clarifications or concurrence on any issue referred to the
Finance Department by the Other Departments, in such cases the
Finance Department is made responsible to attend the Lok Adalat
Bench for Pension Cases. The Commission observed that the
existing instructions regarding expeditious disposal of pension
cases are quite adequate and if followed strictly, there should not
be any difficulty in payment of pension without any delay.
3. Government after careful consideration of the matter decided
to accept the above recommendations of the Pay Revision Commissioner
and accordingly hereby direct all the Pension Sanctioning Authorities to
strictly adhere to the existing instructions in the matter of expeditious
settlement of pension cases.
